Founding of Córas Iompair Éireann

Córas Iompair Éireann (Irish for Irish Transport Company), or CIÉ, a statutory corporation of Ireland, is founded on January 1, 1945. CIÉ is answerable to the Irish Government and responsible for most public transport within the Republic of Ireland and jointly with its Northern Ireland counterpart, the Northern Ireland Transport Holding Company for the railway service between the Republic of Ireland and Northern Ireland. The company is headquartered at Heuston Station, Dublin. Its members are appointed by the Minister for Transport.

Córas Iompair Éireann is formed as a private company by the Transport Act 1944 and incorporates the Great Southern Railways Company and Dublin United Transport Company, initially adopting the logo of the latter company. Great Southern Railways (GSR) is incorporated in 1925, having been Great Southern Railway since 1924. Essentially the GSR becomes – especially as it starts to broaden its business interests into road transport – a monopoly transport operator. The Transport Act 1950 amalgamates CIÉ and the Grand Canal Company and formally nationalises CIÉ, changing its structure from that of a private limited company to a corporation under a board appointed by the Minister for Transport. The Northern Ireland Great Northern Railway Act, 1958 transfers the lines of Great Northern Railway Board south of the border to CIÉ. Until 1986 CIÉ operates as a single legal entity, although it is internally organised into rail services and two bus divisions – Dublin City Services and Provincial Services. The vast majority of services are branded CIÉ, although long-distance provincial buses are branded “Expressway” and Dublin electric trains DART. In 1987, CIÉ reorganises into a holding company and three operating companies. In 1990 it sells its nine Great Southern Hotels, including its hotel in Derry, Northern Ireland, to Aer Rianta, the airports authority.

Since the enactment of the Transport (Re-organisation of Córas Iompair Éireann) Act, 1986 CIÉ has been the holding company for Bus Éireann, Dublin Bus and Iarnród Éireann/Irish Rail, the three largest internal transport companies in Ireland. It was originally to have operated the Luas tram system in Dublin, but that project was transferred to the newly created Railway Procurement Agency.

CIÉ is responsible for the overall strategy of the group. It owns all fixed assets used by the three companies, such as railway lines and stations, the latter being dealt with through the Group Property division. It also operates an international tour division, CIÉ Tours International. CIÉ’s vast number of advertising sites are organised through Commuter Advertising Network (CAN), since the mid-1990s employing an external company (currently Exterion Media Ireland) to manage them. There are also a number of shared services provided by CIÉ to its three operating companies.

Other than in the railway sector CIÉ is not a monopoly provider of public transport services as a number of other operators exist. However, under the Transport Act, 1932, these may not compete directly on any route for which CIÉ has been granted a licence. Legislation is enacted in 2013 to provide for the tendering of 10% of routes operated by Dublin Bus and Bus Éireann. This public competition includes these two operators, along with private operators such as Go-Ahead Ireland, and is completed in January 2019.

Birth of John Bowman, Broadcaster & Presenter

John Bowman, Irish historian and a long-standing broadcaster and presenter of current affairs and political programmes with Raidió Teilifís Éireann (RTÉ), is born in Dublin on July 28, 1942. He chairs the audience-participation political programme Questions and Answers on RTÉ One for 21 years.

Bowman is brought up in Ballsbridge in south Dublin. His father works for Great Southern Railways (later CIÉ) and his mother is a nurse, originally from County Monaghan. He is educated at Belvedere College and Trinity College Dublin where he receives a bachelor’s degree in history and political science in 1970 and a PhD in political science in 1980. He joins Radio Éireann in 1962, later becoming the presenter and commentator on numerous current affairs programmes, as well as an analyst of political developments and interviewer of politicians on radio and later on television. In the 1980s, he presents the current affairs programme Today Tonight, the precursor to Prime Time.

Bowman wins Jacob’s Awards in 2013 and 2016 for his radio broadcasting, the former for his presentation of the current affairs programme, Day by Day. In April 2008, he comments on RTÉ television coverage of the state funeral of Patrick Hillery, a former President of Ireland.

Bowman chairs the audience-participation political programme Questions and Answers on RTÉ One television for 21 years, the final edition airing on June 29, 2009. He is the presenter of Bowman: Sunday: 8.30 (previously Bowman Saturday) on radio, a weekly compilation of material from broadcasting archives at home and abroad.

In May 2011, Bowman fronts RTÉ television coverage of Queen Elizabeth II’s visit to the Republic of Ireland.

Bowman writes a history of RTÉ Television called Window and Mirror. RTÉ Television: 1961-2011. It is launched by Taoiseach Enda Kenny at the National Museum of Ireland in Dublin on November 23, 2011.

In January 2019, Bowman is awarded the Freedom of the City of Cork.

Bowman serves a two-year term as president of The Irish Association for Cultural, Economic and Social Relations from 1991 and of Comhar, an environmental pressure group, from 1999 until 2004.

Bowman is married to psychiatrist Eimer Philbin Bowman and they have have four children: Jonathan, Emma, Abie and Daniel. His eldest son, Jonathan Philbin Bowman, a journalist, television and radio presenter, dies in an accident in March 2000. His daughter, Emma Philbin Bowman, works in Dublin as a psychotherapist. His middle son, Abie Philbin Bowman, is a columnist for The Dubliner magazine and a stand-up comedian, while in 2005 his youngest son, Daniel, initiates Be Not Afraid, a charity wristband campaign which raises over €80,000 in aid of Turning the Tide of Suicide and the Irish Red Cross and later sets up a youth marketing firm, Spark.

Final Barge Journey on the Grand Canal

The last barge on the Grand Canal makes its final journey to Limerick on May 27, 1960 carrying a cargo of Guinness. The impressive broad-beamed barge carrying the number 51M casts off from Dublin‘s James Street Harbour marking the end of a way of life on the canal which has existed since the construction of the waterway in the early 1800s.

For some 160 years freight barges ply the canal bringing cargoes to and from Dublin, Limerick, Waterford and canal-side villages across the midlands from Sallins to Shannon Harbour. The spine of the waterways system is the Grand Canal which crosses mid-Kildare in a southwest direction from Hazelhatch to west of Ticknevin.

Typically a crew of four men live on the boats on voyages which can take up to four days from Dublin to Limerick. The crew is comprised of the Master or skipper, the Engineman, Deck man and Greaser. Although a seemingly idyllic job the boatmen worked hard in all weather, sometimes sailing through the night.

The canal cargo business is always under pressure from the railways but tonnages of bulk goods (barrels of porter, turf, coal, sand, gravel, and grain and flour) where speed is not important remain high. Competition from the motor lorry in the 1920s and 1930s causes tonnages to fall severely. The canals get a brief respite during the Emergency years (1939-45) when they are pressed into service to transport turf from the Bog of Allen to Dublin city where it is stored in massive clamps at Phoenix Park.

As part of a rationalisation in the post-war decades, the Government brings out the shareholders of the Grand Canal Company and amalgamates its operations with Córas Iompair Éireann (CIÉ), a newly formed semi-state entity with a mandate to take over all transport services in Ireland. CIÉ has enough on its hands trying to keep the railway system viable and it is clear that the days of canal freight are numbered. In November 1959 CIÉ announces that the Grand Canal will close to cargo boats on December 31 of that year.

The Guinness brewery asks for a stay of a few months so it can complete alternative arrangements for road deliveries. The definitive final voyage from Dublin begins on the afternoon of May 27, 1960 when 51M casts off at James Street Harbour bound for the Guinness depot in Limerick.

51M escapes the wrecker’s torch and is kept in service though a succession of canal authorities as a maintenance boat for the canals. In May 2010, fifty years after it carried the last commercial cargo from Dublin to Limerick, the canal boat 51M retraces its historic journey, once again carrying a number of original Guinness casks as its cargo.
