Charles Blount, 8th Baron Mountjoy, Becomes Lord Deputy of Ireland

Charles Blount, 8th Baron Mountjoy, English nobleman and soldier, becomes Lord Deputy of Ireland under Queen Elizabeth I on January 21, 1600.

Blount is born in 1563, the second son of James, 6th Baron Mountjoy, and Catherine, only daughter of Sir Thomas Legh. He is among the most distinguished of the family, succeeding as 8th Baron Mountjoy on the death in 1594 of his unmarried elder brother William, 7th Baron Mountjoy. The good fortune of his youthful and handsome looks find favour with Queen Elizabeth I which arouses the jealousy of Robert Devereux, 2nd Earl of Essex, leading to a duel between the two courtiers, who later become close friends.

Blount is returned to the House of Commons as MP for St. Ives, Cornwall in 1584 and for Bere Alston in 1586 and 1593, before entering the House of Lords in 1594. Between 1586 and 1598, he spends most of his time on the Continent, serving in the Netherlands and Brittany. He joins Lord Essex and Sir Walter Raleigh in their expedition to the Azores in 1597, along with his distant cousin, Sir Christopher Blount.

The downfall of Lord Essex does not damage Blount’s career. After the failure of his rebellion, Essex shocks many by denouncing his sister Penelope, who is Blount’s mistress, as a traitor, which inevitably raises the question of his own possible involvement. But the Crown, anxious to retain Blount’s services, and also to show as much leniency as possible to the defeated rebels, simply ignore the accusation.

On February 24, 1600, Blount lands in Ireland as Lord Deputy following Lord Essex and in the ensuing years brings the Nine Years’ War to an end. The leader of the rebellion, Hugh O’Neill, Earl of Tyrone, writes about Blount’s “refined manners” that he would lose a whole season of campaigning “while waiting until breakfast is prepared to his mind!” Despite this, Blount proves that he is quite qualified to pursue the war.

In early 1600, Blount dispatches Sir Henry Docwra with an army of 4,200 troops to land at Culmore to erect a fortress commanding the shores of Lough Foyle in the northwest of Ulster. To prevent Hugh O’Neill from sending a strong force to repulse Dowcra’s forces, Blount advances in force from Dublin to Newry causing O’Neill to fear a southern advance into Tyrone.

Blount aims to avoid the mistakes of previous Lords-Deputy. After the Battle of Moyry Pass, he has it cleared, and a garrison is established there. It had long been a problem for English forces advancing into Ulster from the south. He also establishes posts with garrisons at Mountnorris and Armagh.

On July 13, 1601, Blount and his army along with Turlough McHenry O’Neill of the Fews who had recently switched to the English side in the war, have a stand-off with Hugh O’Neill’s forces at the River Blackwater. After a few shots in vain from either side, O’Neill’s forces withdraw, and Blount sends his forces to occupy the ruined Blackwater fort destroyed by O’Neill in 1595. Later O’Neill’s forces attack Blount’s camp before withdrawing. In response, the Lord-Deputy sends his forces across the river where they find strong artificially fortified fords, which would have held out against the English.

By July 15, 1601, the Lord-Deputy has secured the surrender of O’Neill’s ally Hugh Magennis. That month, he has a new fort near the old Blackwater fort erected.

Blount reports to the council in England that O’Neill is determined to prevent his forces from advancing into Tyrone and toward Dungannon. As such, he initiates a policy of burning large quantities of corn to induce a famine to drive the rebels out of their strongholds.

Blount sets about trying to entice Hugh’s forces to come out and attack by fetching some materials for the new fort from the Tyrone side of the river as well as burning more corn. Further skirmishes between Blount and O’Neill’s forces ensue during the summer of 1601.

Spanish forces land in Munster in August 1601, forcing Blount to send his forces southward leaving O’Neill remaining in his unbroken heartland of Tyrone. The Spanish arrival culminates in the Siege of Kinsale that December, which sees a major defeat of the rebels and their allies.

O’Neill during this time has also moved south to assist some of his allies, however, after some serious defeats at the hands of the forces of Richard Burke, 4th Earl of Clanricarde of Connacht, he is in no place to offer any effective resistance once Blount marches once more to Tyrone in the summer of 1602.

Blount advances to the location he found the previous summer at the River Blackwater, which commands safe and secure passage into Tyrone, previously inaccessible, and sets about erecting a new fort. Having observed this, O’Neill burns his capital at Dungannon and flees to his last refuge in Glenconkeyne.

Advancing northward through Tyrone, Blount erects a fort in the townland of Magheralamfield, afterward known as Mountjoy Castle. He also christens the new fort at the Blackwater Charlemont Fort after himself.

Once in Tyrone, Blount carries out a campaign of devastation throughout it resulting in the mass hunting of rebels, spoiling of corn, the burning of houses and the killing of churls so as to force the submission of O’Neill and his remaining allies. Most symbolically, Blount has the inauguration site of the O’Neill’s at Tullyhogue Fort destroyed.

On March 30, 1603, six days after the death of Elizabeth and the accession of James I, O’Neill makes peace with Blount, signing the Treaty of Mellifont. Blount continues in office with the more distinguished title of Lord-Lieutenant. He declares amnesty for the rebels and grants them honourable terms, which causes some severe criticism from England. He shows similar moderation in putting down the abortive risings in Cork, Waterford and Wexford, where the aldermen, apparently with some vague idea of gaining greater toleration for Roman Catholics, refuse to proclaim the new King. In Cork, three insurgents are hanged after a summary trial, but the rest are acquitted or pardoned.

As part of the Plantation of Ulster, the majority of the barony of Loughinsholin is detached from County Tyrone and made part of the newly created County Londonderry. The rest of Loughinsholin along with the northern parts of Dungannon barony are merged to create the short-lived barony of Mountjoy. It is later amalgamated with the barony of Dungannon.

On his return to England, Blount serves as one of Sir Walter Raleigh’s judges in 1603, and in the same year King James I appoints him Master-General of the Ordnance as well as creating him Earl of Devonshire, granting him extensive estates. He is one of the founder members of the Spanish Company re-founded by royal charter in 1605.

Toward the end of Blount’s life, on December 26, 1605, at Wanstead House near London, in a ceremony conducted by his chaplain William Laud, afterward Archbishop of Canterbury, he marries his long-time mistress Lady Penelope, formerly wife of Robert Rich, 3rd Baron Rich (later 1st Earl of Warwick) and sister of Robert Devereux, 2nd Earl of Essex.

Blount leaves no legitimate children, and so his hereditary titles become extinct at his death on April 3, 1606, at Savoy House, London.

Bush-Blair Summit in Belfast to Discuss Postwar Iraq

United States President George W. Bush leaves Belfast on April 8, 2003, following the end of a two-day summit with British Prime Minister Tony Blair to discuss postwar Iraq.

The two leaders meet at Hillsborough Castle and begin their sessions on April 7 with a half-hour walk through the gardens before dinner. The following day they hold a press conference and further talks, including a session on the Northern Ireland peace effort.

Bush and Blair, Bush’s closest ally in confronting Saddam Hussein, come together to discuss questions made increasingly urgent by the rapid military progress American and British forces have made and to plan for a postwar Iraq. They seek to bridge their differences over how much of a role to give the United Nations in rebuilding the country and putting together a new government.

Blair has been under pressure at home and from much of Europe to support giving the United Nations a strong role in stabilizing Iraq. The White House, however, has consistently signaled that it wants the United States and Britain to play the lead role in creating a new Iraqi government.

United States Secretary of State Colin L. Powell tells reporters traveling with the president that the United States is sending officials to the region to begin assembling a group of Iraqis who will constitute an interim governing authority and will be put in place alongside the American-led military and civilian authorities. In a sign of the speed with which the maneuvering for power in post-Hussein Iraq is unfolding, Ahmed Chalabi, the leader of the main Iraqi exile opposition group, the Iraqi National Congress (INC), is reported to be heading to Baghdad from southern Iraq.

“The hostilities phase is coming to a conclusion,” Powell says. “It’s time for all of us to think about the post-hostilities phase, how we create a representative government consisting of all elements of Iraqi society.”

Powell and British officials play down the magnitude of the differences between the United States and Britain over the United Nations role. The United Nations, Powell says, will have “an endorsing role to play to the interim authority to give it legitimacy,” a formulation that appears to reserve for the United States and Britain the right to select the leaders of the temporary postwar administration. A spokesman for Blair uses similar language, referring to the United Nations’ being involved “in a way that endorses that new Iraqi authority” as a step toward establishing a full-fledged Iraqi government.

Initially, primary responsibility for administering Iraq would rest with a team led by a retired United States Army lieutenant general, Jay Garner, and the interim Iraqi authority would be likely to begin assuming power after that, perhaps 90 days later, the British spokesman says.

Clearly wary of getting into another diplomatic squabble with other members of the United Nations Security Council, Powell and other administration officials have emphasized in recent days that the United States and Britain, having waged the war and paid for it with blood and money, will not be drawn into a negotiation with countries like France and Germany over the immediate postwar period.

Powell emphasizes, however, that part of his focus will now be on “healing” diplomatic wounds and granting the United Nations an important role once Iraq is stabilized.

Bush’s national security adviser, Condoleezza Rice, arrives from Moscow on the evening of April 7, where she had met with President of Russia Vladimir V. Putin, who has broken with Bush over the war but whose country has longstanding economic interests in Iraq, including oil.

At the United Nations, Secretary-General Kofi Annan says he will travel to Britain, France, Germany and Russia in the coming week to test whether the Security Council might be able to agree on a postwar plan. He announces that he has been working on post-conflict issues with a special adviser, Rafeeuddin Ahmed. He says he expects the United Nations to play an important role, whether as a political facilitator or dealing with issues like reconstruction or human rights. “Above all, the U.N. involvement does bring legitimacy, which is necessary, necessary for the country, for the region and for the peoples around the world,” Annan says.

Bush’s trip to see Blair here is the third British-American summit meeting in as many weeks. It coincides with news that American forces are attacking the presidential palaces and other symbols of the Iraqi government in the heart of Baghdad and that British soldiers have taken control of Iraq’s second-largest city, Basra.

The presence of the two leaders draws crowds of antiwar protesters and set off a local debate about whether this city, which has been trying to put behind it a history of sectarian violence, is an appropriate location for a war council.

The city authorities in Belfast have to divert traffic and clear public buildings in various locations following a series of bomb scares. The scenes are reminiscent of the conflicted time before the Northern Ireland peace agreement in 1998 put an end to organized sectarian violence that cost the lives of more than 3,600 people over three decades.

In the conversations about Iraq, Blair plays his customary role of trying to bridge trans-Atlantic differences. He hopes to placate criticism at home and ease relations with his European neighbors by pushing for a United Nations resolution authorizing an interim governing authority.

He had earlier envisaged a more prominent role for the United Nations, but he emerged from his last meeting with Bush, at Camp David on March 27, emphasizing the need for the United Nations to endorse the transition plans rather than play a central part in the plans, as he had advocated at the first summit meeting, in the Azores on March 16.

Europeans express alarm at what they see as the marginalization of the United Nations. At the same time, European critics of the war, like France, Germany and Russia, may object to Blair’s compromise proposal on grounds that it legitimizes a war they oppose. Even in Britain, the one European country where the war has majority support, there is great resistance to American domination of the postwar running of Iraq. An opinion poll in The Daily Telegraph shows that while Britons’ enthusiasm for the war has grown to a high of 60 percent and their approval of Blair’s conduct has also risen, there is only 2 percent approval of an American-controlled administration of Iraq.

Powell says the United States is only trying to lay out a plan under which military control of Iraq can give way to a mix of civilian and military control, including substantial involvement by Iraqis, and then to a full-fledged government. He says United Nations involvement might be necessary to convince banks and financial markets that they can safely and legally lend money to Iraq. Asked about peacekeeping duties, he says NATO is open to the possibility of helping to provide postwar security or assisting in the search for weapons of mass destruction.

Planning for the peace has exposed differences not only between the United States and Britain, but also within the Bush administration and between the administration and Congress.

Blair chose to hold his meeting with Bush in Northern Ireland in part so that the president can lend his support to the long-running efforts by Britain and Ireland to find a peaceful solution to the strife between Catholics and Protestants in the province. The White House, however, seems not to be paying much attention to Northern Ireland diplomacy. The schedules and credentials it distributes to reporters list the site as “Belfast, Ireland.”

Hurricane Debbie Strikes Ireland

hurricane-debbieHurricane Debbie, the most powerful cyclone on record to strike Ireland in September and possibly the only tropical cyclone on record to ever strike the British Isles while still tropical, makes landfall in Ireland on September 16, 1961.

The fourth named storm of the 1961 Atlantic hurricane season, Debbie originates from a well-defined tropical disturbance that is first identified in late August over Central Africa. Tracking generally westward, the system moves off the coast of Senegal on September 5 into the Atlantic Ocean. By this time, it is estimated to have become a tropical storm, but forecasters do not issue advisories on the system until two days later. Late on September 6, Debbie passes through the southern Cape Verde Islands as a strong tropical storm or minimal hurricane, resulting in a plane crash that kills 60 people in the islands. Once clear of the islands, data on the storm becomes sparse and the status of Debbie is uncertain over the following several days as it tracks west-northwestward and later northward. It is not until a commercial airliner intercepts the storm on September 10 that its location becomes certain. The following day, Debbie intensifies and reaches its peak intensity as a Category 3 hurricane on the Saffir–Simpson hurricane scale, with maximum winds of 120 mph.

Maintaining its peak intensity for over a day, the hurricane gradually slows its forward motion and weakens. By September 13, Debbie’s motion becomes influenced by the Westerlies, causing the system to accelerate east-northeastward. The system passes over the western Azores as a minimal hurricane on September 15. At this point, there is uncertainty as to the structure of Debbie, whether it transitions into an extratropical cyclone or maintains its identity as a tropical system. Regardless of which takes place, the system deepens as it nears the British Isles, skirting the coast of Western Ireland on September 16. Shortly thereafter, the system is confirmed to have become extratropical as it continues towards the northeast.

Striking Ireland as a powerful storm, Debbie brings record winds to much of the island, with a peak gust of 114 mph measured just offshore. These winds cause widespread damage and disruption, downing tens of thousands of trees and power lines. Countless structures sustain varying degrees of damage, with many smaller buildings destroyed. Agriculture experiences extensive losses to barley, corn, and wheat crops. Throughout Ireland, Debbie kills 18 people, twelve in the Republic of Ireland and six in Northern Ireland. It causes $40–50 million in damage in the Republic and at least $4 million in Northern Ireland. The storm also batters parts of Great Britain with winds in excess of 100 mph.

The remnants of the storm later turned eastward, striking Norway and Russia, before dissipating on September 19.

1947 All-Ireland Senior Football Championship Final

For the first and only time, the All-Ireland Senior Football Championship Final is played outside Ireland on September 14, 1947, at the Polo Grounds in Upper Manhattan, New York City, to cater for the large Irish American community there.

The New York final matching Cavan against Kerry is also intended to observe the centenary of the Great Famine that triggered mass Irish emigration to the United States and other countries. Around 30,000 people are in attendance for the final. Cavan travels to the U.S. by air and Kerry by sea. The Ulster team credits their victory partially to their shorter time spent travelling. The Cavan team flight, via the Azores, takes 30 hours. Kerry’s trip by Ocean Liner takes far longer.

Mick Higgins, a key member of the Cavan team that day, recalls later in life, “There was no huge send-off for us in Cavan, but both teams got a good reception in New York when we arrived. I remember the team stayed in the Commodore Hotel, but I stayed with my relatives.” He also remembers the “oppressive heat” during the game itself.

After a slow start, Cavan fights back to lead 2-5 to 2-4 at the break and goes on to win by four points. Peter Donohoe scores eight points from frees and is called “the Babe Ruth of Gaelic football” in the New York press. The match commentary was broadcast by radio across the Atlantic Ocean by Michael O’Hehir.

The Cavan team returns to Ireland aboard the RMS Queen Mary. Higgins recalls, “It was only after we arrived in Southampton that we realised the joy of it all. Large numbers of Cavan people turned up to see us in London and Birmingham. We were treated like kings in Cavan.”
