The 1992 Coalisland Riots

The 1992 Coalisland riots are a series of clashes in the town of Coalisland, County Tyrone, Northern Ireland, on May 12 and 17, 1992, between local Irish nationalist civilians and British Army soldiers of the 3rd Battalion, Parachute Regiment and the King’s Own Scottish Borderers (KOSB). The Third Battalion 1992 tour’s codename is “Operation Gypsy.”

On May 12, 1992, a unit of the Provisional Irish Republican Army (IRA) East Tyrone Brigade launches a bomb attack on a British Army foot patrol near the republican stronghold of Cappagh, County Tyrone. One soldier of the Parachute Regiment, Alistair Hodgson, loses both legs as a result. The improvised land mine is described in an IRA statement as an “anti-personnel device.” Other paratroopers receive lesser wounds, according to the same statement. The incident triggers a rampage by members of the Parachute Regiment in the nearby, overwhelmingly Irish nationalist town of Coalisland, some ten miles to the east. The IRA attack is described as a “provocation” tactic, devised to produce an over-reaction by troops to make them even more unpopular among local nationalists.

The deployment of the paratroopers, which begins in April has already been criticised by republican activist and former Member of Parliament Bernadette Devlin McAliskey, who denounces beatings, shootings and damages to property reportedly carried out by the troops. These previous incidents include the destruction of fishing gear and boats in the townland of Kinturk, near Ardboe, and a brawl on April 22 between soldiers and motorists at a checkpoint in Stewartstown, in which plastic bullets are fired that end with a civilian and two paratroopers wounded. Unionist politician and Ulster Defence Regiment (UDR) officer Ken Maginnis, then-Member of Parliament for the area, calls for the withdrawal of the regiment after receiving a large number of complaints about their behaviour.

On May 12, two hours after the IRA ambush at Cappagh, members of the regiment seal off the town of Coalisland, ten miles east of Cappagh. According to a Social Democratic and Labour Party (SDLP) politician, the soldiers fabricate a bogus bomb warning, while the Royal Ulster Constabulary (RUC) states that the operation began when a joint police/military patrol was stoned by a crowd. Two pubs are ransacked by the troops and a number of civilian cars are damaged. Several people are allegedly hit with sticks. Following this, a lieutenant is suspended from duty and the regiment is removed from patrol duties in Coalisland.

On the evening of May 17, a fistfight begins at Lineside Road, where a group of young men are having a drink. A passing four-man patrol of the King’s Own Scottish Borderers regiment is challenged to a “boxing match” by the residents. The soldiers set aside their weapons and engage the youths. Noncritical injuries are reported on both sides. The official claim is that the patrol was attacked by a mob of at least 30 people. In the melée, a rifle and a light machine gun are stolen. The rifle is later recovered nearby. The youths smash a backpack radio which is left behind by the troops. Two KOSB soldiers are hospitalised, while in the end seven other soldiers, including paratroopers, receive lesser injuries, one of them hit by a car that crashes through two roadblocks set up by the British Army.

The Parachute Regiment is called to the scene again, and at 8:30 p.m., a major riot starts outside The Rossmore pub between local people and about 20 to 25 paratroopers. The soldiers claim one of their colleagues is isolated and dragged by the crowd. Some witnesses claim paratroopers were in a frenzy, showing their guns and inviting civilians to try to take them. Suddenly, shots are fired by the troops — first into the air and then toward the people outside the pub. Three civilians are rushed to hospital in Dungannon with gunshot wounds, while the soldiers return to their barracks. Another four civilians suffer minor injuries. The paratroopers claim that a “member of the growing crowd” attempted to fire the stolen machine gun at them, but the weapon jammed. One of the wounded is the brother of IRA volunteer Kevin O’Donnell, who had been killed by the Special Air Service (SAS) in February during an ambush at the nearby hamlet of Clonoe, shortly after carrying out a machine-gun attack on the local RUC base.

About 500 people attend a protest rally in Coalisland on May 19, and the wisdom of deploying the troops to patrol the town is questioned by members of the Dáil in Dublin. The Minister for Foreign Affairs of the Republic of Ireland, David Andrews, asks the British Government to withdraw the regiment. As a result, the paratroopers are redeployed outside the urban areas. The RUC claims that the stolen machine gun is found 11 days later at a farmhouse near Cappagh, along with another light machine gun and an AK-47 rifle. The IRA denies they had the machine gun in their possession. Republicans question whether the weapon had really been stolen, suggesting this was merely an excuse for the soldiers’ rampage in Coalisland. Bernardette McAliskey goes even further, suggesting that the recovery of the machine gun near Cappagh, where the initial IRA attack had taken place, was actually staged by the security forces as a publicity stunt. British officials accuse Sinn Féin of being the instigators of the riots, while Michael Mates, then Minister of State at the Northern Ireland Office, states that the incidents were due to “a gang of thugs motivated by the IRA.” Eventually the battalion’s 1992 tour in Northern Ireland is scaled down, with the patrols suspended before the official end of the deployment. The Third Brigade’s commander, Brigadier Tom Longland, is replaced by Brigadier Jim Dutton. This is the first occasion that a high-ranking officer is disciplined in such a way during the Troubles.

The last patrol takes place on June 27, when two paratroopers drown while crossing the River Blackwater. The same day there are further clashes with local residents, this time in the town of Cookstown, when a group of people that the Belfast News Letter calls “drunken hooligans” assault a number of paratroopers trying to help an elderly man who is suffering a heart attack.

The 3rd Battalion of the Parachute Regiment is replaced by the 1st Battalion of the Coldstream Guards.

Six soldiers face criminal charges for their roles in the May riots but are acquitted one year later. Five are bound over. Maurice McHugh, the presiding magistrate, avers that the soldiers were “not entirely innocent,” while Sinn Féin sources dub the ruling “a farce.” Dungannon priest Father Denis Faul is of the opinion that the soldiers should have been charged with conspiracy. The Ulster Television documentary Counterpoint of June 1993 claims that Director of Public Prosecutions for Northern Ireland, Sir Alasdair Fraser, returned the case file to the RUC recommending no prosecution. The programme also interviews Alistair Hodgson, the soldier maimed at Cappagh, who says that “had another member of my unit been injured in the way that I was, I would have been with the rest of the lads attacking the locals.” Authors Andrew Sanders and Ian S. Wood suggest that the deployment of the battalion in Coalisland and elsewhere hindered the British policy of police primacy in Northern Ireland.

Fresh clashes between local residents and troops are reported at Coalisland on March 6, 1994, a few months before the first IRA ceasefire, when a crowd assaults two soldiers after the RUC searched a car. Plastic bullets are fired, and three civilians and two soldiers are slightly injured.

Bush-Blair Summit in Belfast to Discuss Postwar Iraq

United States President George W. Bush leaves Belfast on April 8, 2003, following the end of a two-day summit with British Prime Minister Tony Blair to discuss postwar Iraq.

The two leaders meet at Hillsborough Castle and begin their sessions on April 7 with a half-hour walk through the gardens before dinner. The following day they hold a press conference and further talks, including a session on the Northern Ireland peace effort.

Bush and Blair, Bush’s closest ally in confronting Saddam Hussein, come together to discuss questions made increasingly urgent by the rapid military progress American and British forces have made and to plan for a postwar Iraq. They seek to bridge their differences over how much of a role to give the United Nations in rebuilding the country and putting together a new government.

Blair has been under pressure at home and from much of Europe to support giving the United Nations a strong role in stabilizing Iraq. The White House, however, has consistently signaled that it wants the United States and Britain to play the lead role in creating a new Iraqi government.

United States Secretary of State Colin L. Powell tells reporters traveling with the president that the United States is sending officials to the region to begin assembling a group of Iraqis who will constitute an interim governing authority and will be put in place alongside the American-led military and civilian authorities. In a sign of the speed with which the maneuvering for power in post-Hussein Iraq is unfolding, Ahmed Chalabi, the leader of the main Iraqi exile opposition group, the Iraqi National Congress (INC), is reported to be heading to Baghdad from southern Iraq.

“The hostilities phase is coming to a conclusion,” Powell says. “It’s time for all of us to think about the post-hostilities phase, how we create a representative government consisting of all elements of Iraqi society.”

Powell and British officials play down the magnitude of the differences between the United States and Britain over the United Nations role. The United Nations, Powell says, will have “an endorsing role to play to the interim authority to give it legitimacy,” a formulation that appears to reserve for the United States and Britain the right to select the leaders of the temporary postwar administration. A spokesman for Blair uses similar language, referring to the United Nations’ being involved “in a way that endorses that new Iraqi authority” as a step toward establishing a full-fledged Iraqi government.

Initially, primary responsibility for administering Iraq would rest with a team led by a retired United States Army lieutenant general, Jay Garner, and the interim Iraqi authority would be likely to begin assuming power after that, perhaps 90 days later, the British spokesman says.

Clearly wary of getting into another diplomatic squabble with other members of the United Nations Security Council, Powell and other administration officials have emphasized in recent days that the United States and Britain, having waged the war and paid for it with blood and money, will not be drawn into a negotiation with countries like France and Germany over the immediate postwar period.

Powell emphasizes, however, that part of his focus will now be on “healing” diplomatic wounds and granting the United Nations an important role once Iraq is stabilized.

Bush’s national security adviser, Condoleezza Rice, arrives from Moscow on the evening of April 7, where she had met with President of Russia Vladimir V. Putin, who has broken with Bush over the war but whose country has longstanding economic interests in Iraq, including oil.

At the United Nations, Secretary-General Kofi Annan says he will travel to Britain, France, Germany and Russia in the coming week to test whether the Security Council might be able to agree on a postwar plan. He announces that he has been working on post-conflict issues with a special adviser, Rafeeuddin Ahmed. He says he expects the United Nations to play an important role, whether as a political facilitator or dealing with issues like reconstruction or human rights. “Above all, the U.N. involvement does bring legitimacy, which is necessary, necessary for the country, for the region and for the peoples around the world,” Annan says.

Bush’s trip to see Blair here is the third British-American summit meeting in as many weeks. It coincides with news that American forces are attacking the presidential palaces and other symbols of the Iraqi government in the heart of Baghdad and that British soldiers have taken control of Iraq’s second-largest city, Basra.

The presence of the two leaders draws crowds of antiwar protesters and set off a local debate about whether this city, which has been trying to put behind it a history of sectarian violence, is an appropriate location for a war council.

The city authorities in Belfast have to divert traffic and clear public buildings in various locations following a series of bomb scares. The scenes are reminiscent of the conflicted time before the Northern Ireland peace agreement in 1998 put an end to organized sectarian violence that cost the lives of more than 3,600 people over three decades.

In the conversations about Iraq, Blair plays his customary role of trying to bridge trans-Atlantic differences. He hopes to placate criticism at home and ease relations with his European neighbors by pushing for a United Nations resolution authorizing an interim governing authority.

He had earlier envisaged a more prominent role for the United Nations, but he emerged from his last meeting with Bush, at Camp David on March 27, emphasizing the need for the United Nations to endorse the transition plans rather than play a central part in the plans, as he had advocated at the first summit meeting, in the Azores on March 16.

Europeans express alarm at what they see as the marginalization of the United Nations. At the same time, European critics of the war, like France, Germany and Russia, may object to Blair’s compromise proposal on grounds that it legitimizes a war they oppose. Even in Britain, the one European country where the war has majority support, there is great resistance to American domination of the postwar running of Iraq. An opinion poll in The Daily Telegraph shows that while Britons’ enthusiasm for the war has grown to a high of 60 percent and their approval of Blair’s conduct has also risen, there is only 2 percent approval of an American-controlled administration of Iraq.

Powell says the United States is only trying to lay out a plan under which military control of Iraq can give way to a mix of civilian and military control, including substantial involvement by Iraqis, and then to a full-fledged government. He says United Nations involvement might be necessary to convince banks and financial markets that they can safely and legally lend money to Iraq. Asked about peacekeeping duties, he says NATO is open to the possibility of helping to provide postwar security or assisting in the search for weapons of mass destruction.

Planning for the peace has exposed differences not only between the United States and Britain, but also within the Bush administration and between the administration and Congress.

Blair chose to hold his meeting with Bush in Northern Ireland in part so that the president can lend his support to the long-running efforts by Britain and Ireland to find a peaceful solution to the strife between Catholics and Protestants in the province. The White House, however, seems not to be paying much attention to Northern Ireland diplomacy. The schedules and credentials it distributes to reporters list the site as “Belfast, Ireland.”

People’s Democracy March Ambush at Burntollet Bridge

On January 4, 1969, during the first stages of the Troubles in Northern Ireland, the civil rights group People’s Democracy is attacked at Burntollet Bridge on the final day of a four-day march from Belfast to Derry by 200 loyalists and off-duty Royal Ulster Constabulary (RUC) officers armed with iron bars, bricks, and bottles.

The People’s Democracy organizes the four-day march from Belfast to Derry, starting on January 1, 1969. The march is to be the acid test of the government’s intentions. Either the government will face up to the extreme right of its own Unionist Party and protect the march from the ‘harassing and hindering,’ or it will be exposed as impotent in the face of sectarian thuggery, and Westminster will be forced to intervene, re-opening the whole Irish question for the first time in 50 years. The march is modelled on the Selma to Montgomery march in Alabama in 1965, which had exposed the racist thuggery of America’s Deep South and forced the United States government into major reforms.

The departure on New Year’s Day 1969 of approximately 40 People’s Democracy supporters on the march to Derry is marked by a protest in Belfast by loyalists under the direction of Major Ronald Bunting, a close associate of Rev. Ian Paisley. It is the loyalist’s intention to harass the march along its entire journey.

On the first day of the march, the group makes its way unhindered towards Antrim. Just outside Antrim the marchers run into a police barricade, behind which several hundred loyalists are gathered, led by Major Bunting. The RUC refuses to remove the blockade and after a lengthy delay, and minor scuffles, the marchers are driven in police tenders to Whitehall Community Centre where they spend an unsettled night interrupted by a bomb threat.

The next day, the marchers set off for Randalstown but again find their way blocked by Major Bunting and a crowd of loyalists. Once again, the RUC refuses to remove the loyalist protesters and the marchers are eventually transported to Toome by car. The marchers are welcomed at Toome and after taking lunch in the village they set out for Maghera. After 30 minutes the march is again halted and then rerouted away from the loyalist village of Knockloughlin. After two miles, loyalist protestors led by Major Bunting again halt the march. Another standoff ensues and, as locals gather to support the marchers, the RUC’s County Inspector Kerr asks the loyalists to stand aside, which they do. The marchers then make their way towards Maghera, where loyalists have gathered to await their arrival. On hearing of this ‘reception’ committee, which is armed with clubs and sticks, the marchers decide to bypass the village and spend the night at Bracaghreilly. That night Maghera witnesses considerable violence from frustrated loyalists.

On January 3, the third day of the march, the marchers set out for Dungiven and encounter little opposition. After lunch in Dungiven they travel on to Feeny. A mile outside Dungiven the marchers are halted by the RUC with reports of a loyalist protest further along the road. A civil rights supporter then arrives along the road that is allegedly blocked and reports no obstructions ahead. The marchers decide to breach police lines and encounter no protest ahead. After reaching Feeny the marchers move on to Claudy, where they receive a friendly reception and settle down for the night. That night a loyalist attack on the hall in which the marchers are staying is repulsed by locals.

The same night in Derry, a rally by Ian Paisley in the Guildhall leads to serious disorder. While those inside the hall are listening to Major Bunting call for loyalists to gather the next day at Burntollet, a crowd of nationalists gather outside the building in protest. During clashes as the rally disperses, Major Bunting’s car is destroyed. Later that night stockpiles of bottles and stones are left by loyalists in the fields at Burntollet.

On the morning of January 4, the marchers, who now number approximately 500, set out on the last league of their journey to Derry. Just before reaching Burntollet District Inspector Harrison stops the march in order to investigate reports of loyalists ahead. Harrison, together with County Inspector Kerr, speak of 50 loyalists ahead and claim to be confident that there is no danger. With the RUC leading the way the marchers advance. In the field overlooking the road the marchers observe approximately 300 loyalists, identified by white armbands and armed with cudgels. They come under a bombardment of missiles. Marchers seek to escape the bombardment by speeding up the road but there is to be no escape as they immediately encounter a second contingent of loyalists blocking their escape.

As many marchers flee into the fields they are pursued by attackers and the RUC makes no attempt to intervene. Others are thrown into the nearby River Faughan. As what is left of the marchers continue on to Derry, they are also attacked twice in Derry’s Waterside before receiving a rousing welcome in Guildhall Square.

That night clashes occur between the RUC and local people and the first “Free Derry” is born. At 2:00 AM members of the RUC attack the Bogside, running amok in the Lecky Road and St. Columbs Wells districts. Windows are broken, residents are assaulted, and sectarian abuse is directed at the people of the Bogside. The reaction to this ‘invasion’ ranges from the painting of the Free Derry legend to the formation of vigilante squads in the area, based at the Foyle Harps Hall in the Brandywell and Rossville Hall in the Bogside. The barricades remain up for a number of days and relations between the community in the Bogside and the RUC, which has never been particularly good, grows steadily worse.

These events, together with the steady increase of conflict between local youths and the RUC as the year progress, is to lay the foundations for the resistance that is to take place during the Battle of the Bogside.

Donal Billings Convicted of Possession of Explosives

Donal Billings of St. Bridget’s Court in Drumlish, County Longford, a 66-year-old man who put a bomb on a bus during Britain’s Queen Elizabeth‘s visit to Ireland in May 2011, is convicted on December 15, 2016 at the Special Criminal Court of possessing explosives and is sentenced to eight-and-a-half years in prison.

Justice Tony Hunt describes it as an outrageous, dangerous and highly irresponsible act, which recklessly exposed the 31 people on the bus, as well as the emergency services, to the very significant risk of injury or death. He says it was no thanks to Billings that this did not occur.

Billings is also found guilty of four counts of making bomb threats, including one claiming there were two mortars in Dublin Castle during the State banquet for the queen.

The court hears that on May 16, 2011, following a phone call to Longford Garda station, gardaí stopped a bus travelling from Ballina to Dublin at Maynooth. They find a well-made bomb in a bag in the luggage hold with gunpowder, petrol, a timing power unit, battery and a fuse, which if it had exploded could have caused seriously injured or killed the passengers and driver. Threats were also made that there were bombs on another bus and at the Sinn Féin headquarters in Dublin but none were found.

Billings is identified as the caller though phone records, notes, a SIM card and a mobile phone. Two days later he makes another call saying that two mortars have been left in Dublin Castle set for 8:00 PM, during the State banquet for the queen. “I am a member of the Republican Brotherhood Squad A”, he says. “This is for the Queen of Blood, War in Iraq.” Because of the first bomb, the threat is taken very seriously, but no more explosive devices are found.

Two days later a third call threatens there are two more bombs in the toilets in Cork Airport, but again nothing is found.

Billings is identified as a suspect that day and put under surveillance before being arrested at a supermarket car park in Longford. He tells gardaí he had found the SIM card in the car park.

Following the trial, during which interpreters are used to translate proceedings into Irish, Billings is convicted of making bomb threats and possessing explosives. He has previous convictions for possessing explosives in Northern Ireland in 1973 and is sentenced to eight years in prison. He also spent four years in Libya.
