Death of Liam Tobin, Irish Army Officer & IRA Intelligence Officer

Liam Tobin, officer in the Irish Army and the instigator of the Irish Army Mutiny in March 1924, dies in Dublin on April 30, 1963. During the Irish War of Independence, he serves as an Irish Republican Army (IRA) intelligence officer for Michael CollinsSquad.

Tobin is born William Joseph Tobin at 13 Great Georges Street in Cork, County Cork, on November 15, 1895, the eldest son of Mary Agnes (nee Butler) and David Tobin, a hardware clerk. He has two younger siblings, Katherine and Nicholas Augustine Tobin, also born in Cork. His family moves to John Street in Kilkenny and then to Dublin. He goes to school in Kilkenny and is an apprentice in a hardware shop at the time of the 1916 Easter Rising. As a participant in the Rising he fights in the Four Courts garrison under Edward Daly. He is arrested, court martialed, and sentenced to death but his sentence is commuted to life imprisonment. He is a prisoner in Kilmainham, Mountjoy, Lewes, Dartmoor, Broadmoor and Pentonville prisons. He is released in June 1917.

In early 1919 Tobin becomes Collins’ chief executive in the Intelligence Directorate handling the many spies in Dublin Castle, including double agent David Neligan. Nancy O’Brien works for Under-Secretary for Ireland James Macmahon, decoding messages sent from London. Each day between 2:30 and 3:30 she passes any information acquired to either Tobin, Joseph McGrath, or Desmond FitzGerald. Tobin is involved in planning the assassinations of British soldiers, informants, members of the Royal Irish Constabulary, the Dublin Metropolitan Police, and operatives of MI5. He constructs detailed profiles of everyone remotely connected to the British government, often using Who’s Who, The Morning Post, and The Times, a newspaper that describes him as “one of the most formidable of [the] Twelve Apostles.”

In October 1921, Tobin travels with the Irish Treaty Delegation as part of Collins’ personal staff.

Tim Pat Coogan and James Mackay have examined Tobin’s involvement in the assassination of British Field Marshal Sir Henry Wilson. Wilson’s public tirades about Collins is evidence of mutual personal dislike between the two men. In May 1922 Collins tells Tobin “We’ll kill a member of that bunch” to the news of “bloody pogroms” in Belfast. Wilson is intimately involved with the Ulster loyalist cause, including the Curragh Mutiny and the establishment of the Ulster Special Constabulary. Just before the shooting, Coogan places Tobin in London. He meets courier Peig Ni Braonain at Euston Station collecting a document that has been sent from Dublin. Returning to Dublin before the incident, he is jubilant when he tells defence minister Richard Mulcahy about Wilson’s death. Mulcahy is appalled and threatens to resign.

Following the Anglo-Irish Treaty, Tobin is appointed deputy director of intelligence in the new state and assigned to the Criminal Investigation Department based at Oriel House. However Collins soon replaces him with Joseph McGrath. Tobin is placed on the Army Council and is Director of Intelligence from September 1922 until his appointment as Senior Aide-de-Camp to the new GovernorGeneral of the Irish Free State, Tim Healy, in November 1922. The position provides an apartment in Viceregal Lodge.

In October 1922, Tobin’s brother Nicholas, a Free State captain, is accidentally shot dead by his own troops during the raid and capture of a bomb making factory at number 8 Gardiner’s Place, Dublin.

Tobin believes in the stepping stone doctrine which sees the Treaty as a stage towards full independence. With the outbreak of the Irish Civil War he remains loyal to Collins and takes the Pro-Treaty side. He leads in the fight against the Anti-Treaty IRA in the south. Disillusioned with the continuing hostilities and in the aftermath of the death of Collins, he forms an association called the IRA Organisation (IRAO) or “Old Irish Republican Army” to distinguish themselves from the anti-treaty insurgents.

Richard Mulcahy, the new Irish defence minister, proposes to reduce the army from 55,000 to 18,000 men in the immediate post- Civil-War period. Tobin knows his own position is to be affected and shares the perception that the Irish Army treats former British officers better than former IRA officers. On March 7, 1924, Tobin, together with Colonel Charlie Dalton, sends an ultimatum to President of the Executive Council of the Irish Free State W. T. Cosgrave demanding an end to the army demobilisation. The immediate response is an order for the arrest of the two men on a charge of mutiny. The cabinet, already wary of the Irish Army, orders an inquiry and appoints Garda Commissioner Eoin O’Duffy to the army command.

On March 18, the mutineers assemble with hostile intent at a Dublin pub. An order is made to arrest the mutineers and the cabinet demands the resignation of the army council. The generals resign, affirming the subservience of the military to the civilian government of the new state.

In later years, Tobin rebuilds relations with his Civil War foes and joins Éamon de Valera‘s Anti-Treaty Fianna Fáil party. He joins up with Joseph McGrath to form the Irish Hospitals’ Sweepstake in the 1930s. Many other former army comrades find work in this lottery. He leaves the Sweep in 1938. After World War II, he becomes Superintendent of the Oireachtas for the Irish Dáil.

On October 14, 1929, Tobin marries Monica “Mona” Higgins at the Church of the Holy Family, Aughrim Street, Dublin. They have two daughters, Máire and Anne Tobin. Following the death of his father, David, in 1956, Tobin’s health declines, resulting in his death in Dublin on April 30, 1963.

Tobin is portrayed by actor Brendan Gleeson in Neil Jordan‘s biopic Michael Collins.

Introduction of the Third Home Rule Bill

Prime Minister of the United Kingdom Herbert Henry Asquith, a member of the Liberal Party, introduces the Third Home Rule Bill on April 11, 1912, which would provide self-government for Ireland, an apparent triumph for Nationalist leader John Redmond.

As a minority party after 1910 elections, the Liberal Party depends on the Irish vote, controlled by John Redmond. To gain Irish support for the budget and the parliament bill, Asquith promises Redmond that Irish Home Rule will be the highest priority. It proves much more complex and time-consuming than expected. Support for self-government for Ireland had been a tenet of the Liberal Party since 1886, but Asquith has not been as enthusiastic, stating in 1903 (while in opposition) that the party should never take office if that government would be dependent for survival on the support of the Irish Nationalist Party. After 1910, though, Irish Nationalist votes are essential to stay in power. Retaining Ireland in the Union is the declared intent of all parties, and the Nationalists, as part of the majority that keep Asquith in office, are entitled to seek enactment of their plans for Home Rule, and to expect Liberal and Labour support. The Conservatives, with die-hard support from the Protestant Orange Order of Ulster, are strongly opposed to Home Rule. The desire to retain a veto for the House of Lords on such bills has been an unbridgeable gap between the parties in the constitutional talks prior to the December 1910 United Kingdom general election.

The cabinet committee (excluding Asquith) that in 1911 plans the Third Home Rule Bill opposes any special status for Protestant Ulster within majority-Catholic Ireland. In 1913, Asquith writes to Winston Churchill, stating that the Prime Minister has always believed and stated that the price of Home Rule should be a special status for Ulster. In spite of this, the bill as introduced in April 1912 contains no such provision, and is meant to apply to all Ireland. Neither partition nor a special status for Ulster is likely to satisfy either side. The self-government offered by the bill is very limited, but Irish Nationalists, expecting Home Rule to come by gradual parliamentary steps, favours it. The Conservatives and Irish Unionists oppose it. Unionists begin preparing to get their way by force if necessary, prompting nationalist emulation. Though very much a minority, Irish Unionists are generally better financed and more organised.

Since the Parliament Act the Unionists can no longer block Home Rule in the House of Lords, but only delay Royal Assent by two years. Asquith decides to postpone any concessions to the Unionists until the bill’s third passage through the House of Commons, when he believes the Unionists will be desperate for a compromise. Biographer Roy Jenkins concludes that had Asquith tried for an earlier agreement, he would have had no luck, as many of his opponents wanted a fight and the opportunity to smash his government. Sir Edward Carson, MP for the University of Dublin and leader of the Irish Unionists in Parliament, threatens a revolt if Home Rule is enacted. The new Conservative leader, Bonar Law, campaigns in Parliament and in northern Ireland, warning Ulstermen against “Rome Rule,” that is, domination by the island’s Catholic majority. Many who oppose Home Rule feel that the Liberals have violated the Constitution by pushing through major constitutional change without a clear electoral mandate, with the House of Lords, formerly the “watchdog of the constitution,” not reformed as had been promised in the preamble of the 1911 Act and thus justified actions that in other circumstances might be treason.

The passions generated by the Irish question contrast with Asquith’s cool detachment, and he writes about the prospective partition of the county of Tyrone, which has a mixed population, deeming it “an impasse, with unspeakable consequences, upon a matter which to English eyes seems inconceivably small, and to Irish eyes immeasurably big.” As the House of Commons debate the Home Rule bill in late 1912 and early 1913, unionists in the north of Ireland mobilise, with talk of Carson declaring a Provisional Government and Ulster Volunteer Forces (UVF) built around the Orange Lodges, but in the cabinet, only Churchill views this with alarm.

These forces, insisting on their loyalty to the British Crown but increasingly well-armed with smuggled German weapons, prepare to do battle with the British Army, but Unionist leaders are confident that the army will not aid in forcing Home Rule on Ulster. As the Home Rule bill awaits its third passage through the House of Commons, the so-called Curragh incident occurs in March 1914. With deployment of troops into Ulster imminent and threatening language by Churchill and the Secretary of State for War, John Seely, around sixty army officers, led by Brigadier General Hubert Gough, announce that they would rather be dismissed from the service than obey. With unrest spreading to army officers in England, the Cabinet acts to placate the officers with a statement written by Asquith reiterating the duty of officers to obey lawful orders but claiming that the incident had been a misunderstanding. Seely then adds an unauthorised assurance, countersigned by Sir John French, the professional head of the army, that the government has no intention of using force against Ulster. Asquith repudiates the addition, and requires Seely and French to resign, taking on the War Office himself, retaining the additional responsibility until hostilities against Germany begin.

Within a month of the start of Asquith’s tenure at the War Office, the UVF lands a large cargo of guns and ammunition at Larne, but the Cabinet does not deem it prudent to arrest their leaders. On May 12, Asquith announces that he will secure Home Rule’s third passage through the House of Commons (accomplished on May 25), but that there will be an amending bill with it, making special provision for Ulster. But the House of Lords make changes to the amending bill unacceptable to Asquith, and with no way to invoke the Parliament Act on the amending bill, Asquith agrees to meet other leaders at an all-party conference on July 21 at Buckingham Palace, chaired by King George V. When no solution can be found, Asquith and his cabinet plans further concessions to the Unionists, but this does not occur as the crisis in Europe erupts into war.

In September 1914, after the outbreak of the conflict, Asquith announces that the Home Rule bill will go on the statute book as the Government of Ireland Act 1914 but will not go into force until after the war. He adds that in the interim a bill granting special status to Ulster will be considered. This solution satisfies neither side.

Birth of Field Marshal Sir Henry Hughes Wilson

henry-hughes-wilsonField Marshal Sir Henry Hughes Wilson, 1st Baronet, GCB, DSO, one of the most senior British Army staff officers of World War I and briefly an Irish unionist politician, is born at Currygrane in Ballinalee, County Longford on May 5, 1864.

Wilson attends Marlborough public school between September 1877 and Easter 1880, before leaving for a crammer to prepare for the Army.

Wilson serves as Commandant of the Staff College, Camberley, and then as Director of Military Operations at the War Office, in which post he plays a vital role in drawing up plans to deploy an Expeditionary Force to France in the event of war. During these years he acquires a reputation as a political intriguer for his role in agitating for the introduction of conscription and in the Curragh incident of 1914, when he encourages senior officers to resign rather than move against the Ulster Volunteers.

As Sub Chief of Staff to the British Expeditionary Force (BEF), Wilson is John French‘s most important adviser during the 1914 campaign, but his poor relations with Douglas Haig and William Robertson see him sidelined from top decision-making in the middle years of the war. He plays an important role in Anglo-French military relations in 1915 and, after his only experience of field command as a corps commander in 1916, again as an ally of the controversial French General Robert Nivelle in early 1917. Later in 1917 he is informal military advisor to British Prime Minister David Lloyd George, and then British Permanent Military Representative at the Supreme War Council at Versailles.

In 1918 Wilson serves as Chief of the Imperial General Staff, the professional head of the British Army. He continues to hold this position after the war, a time when the Army is being sharply reduced in size whilst attempting to contain industrial unrest in the UK and nationalist unrest in Mesopotamia, Iraq and Egypt. He also plays an important role in the Irish War of Independence.

After retiring from the army Wilson serves briefly as a Member of Parliament, and also as security advisor to the Government of Northern Ireland. He is assassinated on his own doorstep by two Irish Republican Army (IRA) gunmen on June 22, 1922 while returning home from unveiling the Great Eastern Railway War Memorial at Liverpool Street station.

Assassination of Field Marshal Sir Henry Hughes Wilson

Field Marshal Sir Henry Hughes Wilson is shot and killed by two Irish Republican Army (IRA) men in London on June 22, 1922.

Wilson is born in County Longford and a long-time opponent of the Irish Home Rule movement. He joins the British army in 1884 and sees action during the Boer War. He is assigned to British army headquarters during the infamous Curragh incident and supports the near-mutiny of British officers who refuse to lead troops against Ulster opponents of home rule. He serves in France during the World War I and, when the war ends, continues his staunch support of the Unionist cause while serving as Chief of General Staff. He is a strong supporter of the coercion tactics of the British in Ireland during the Irish War of Independence, even suggesting that the leaders of Sinn Féin be executed. He leaves the army when David Lloyd George decides not to renew his term as chief of staff and is elected Member of Parliament (MP) for North Down as a Conservative in 1922. In Parliament, he urges even stronger coercion methods than those then being carried out by the Black and Tans.

On June 22, 1922, two London-based volunteers of the Irish Republican Army, Reginald Dunne and Joseph O’Sullivan, assassinate Wilson outside his house at 36 Eaton Place at approximately 2:20 PM. He is in full uniform as he is returning from unveiling the Great Eastern Railway War Memorial at Liverpool Street station at 1:00 PM. He has six wounds, two of them fatal wounds to the chest.

Stories later circulate that the first shot misses but rather than taking shelter in the house, he draws his sword and advances on his attackers, who are able to shoot and kill him. These stories often stress that he dies a martyr. His housemaid testifies that she found his drawn sword lying by his side. These details do not feature in the witness accounts by Reginald Dunne, which is smuggled out of prison, the inquest testimony of one of two road menders working nearby, and the taxi driver who had just dropped Wilson off. One of the road mender’s accounts, as published in the Daily Mail, mentions Wilson turning on his attackers with the words “you cowardly swine!” but this is believed to be a possible embellishment by the newspaper.

Two police officers and a chauffeur are also shot as the men attempt to avoid capture. They are then surrounded by a crowd and arrested by other policemen after a struggle. Dunne and O’Sullivan are convicted of murder and hanged on August 10, 1922. On the day Wilson’s killers were hanged, Currygrane, the family homesite in Ballinalee, County Longford is burned to the ground, possibly as a reprisal although possibly as an unrelated part of the unrest in that county.

Wilson’s widow blames the government for his death and is only persuaded to allow government representation at the funeral on the grounds that not to do so would be disrespectful to the King. Wilson’s funeral is a public affair attended by David Lloyd George and the cabinet, Ferdinand Foch, Robert Nivelle and Maxime Weygand from France as well as many of his former army colleagues including John French, Nevil Macready, Douglas Haig and William Robertson. He is buried in the crypt of St. Paul’s Cathedral in London.

The Curragh Incident

curragh-incidentThe Curragh Incident occurs in the Curragh, County Kildare, on March 20, 1914. The Curragh Camp is the main base for the British Army in Ireland, which at the time forms part of the United Kingdom of Great Britain and Ireland. Ireland was about to receive a measure of devolved government, which included Ulster.

In early 1912, the Liberal British government of H. H. Asquith introduces the Third Home Rule Bill for Ireland, which proposes the creation of an autonomous Irish Parliament in Dublin. Unionists have objected to being under the jurisdiction of the proposed Dublin Parliament. Ulster Unionists found the Ulster Volunteers (UVF) paramilitary group in 1912, aided by a number of senior retired British officers, to fight against the British government and/or against a future Irish Home Rule government proposed by the Bill.

In September 1913, with Irish Home Rule due to become law in 1914, the Chief of the Imperial General Staff (CIGS) Sir John French expresses his concerns to the government and to the King that the British Army, if ordered to act against the UVF, might split. The British Cabinet contemplates some kind of military action against the Ulster Volunteers who threaten to rebel against Home Rule. Many officers, especially those with Irish Protestant connections, of whom the most prominent is Hubert Gough, threaten to resign rather than obey, privately encouraged from London by senior officers including Major-General Henry Hughes Wilson.

Although the Cabinet issues a document claiming that the issue has been a misunderstanding, the Secretary of State for War J.E.B. Seely and French are forced to resign after amending it to promise that the British Army will not be used against the Ulster loyalists.

The event contributes both to unionist confidence and to the growing Irish separatist movement, convincing Irish nationalists that they can not expect support from the British army in Ireland. In turn, this increases renewed nationalist support for paramilitary forces. The Home Rule Bill is passed but postponed, and the growing fear of civil war in Ireland leads on to the British government considering some form of partition of Ireland instead, which eventually takes place.

The event is also notable in being one of the few incidents since the English Civil Wars in which elements of the British military openly intervene, as it turns out successfully, in politics.
