NI Prime Minister Terence O’Neill Meets Taoiseach Jack Lynch

Prime Minister of Northern Ireland Terence O’Neill calls on the Taoiseach Jack Lynch at Iveagh House in Dublin on January 8, 1968. There is no advance publicity, largely to ensure that Ian Paisley is not able to upstage the meeting with his antics. The dozen reporters present are impressed at the friendly informality.

”How are you, Jack?” O’Neill says as he gets out of the car, extending his hand to the Taoiseach.

O’Neill is accompanied by his wife, Jean, and a number of officials. They have lunch in Iveagh House with the Taoiseach and his wife, Maureen, together with a number of official staff, and five of Lynch’s cabinet colleagues and their wives. The ministers are Tánaiste Frank Aiken, Minister for Finance Charles Haughey, Minister for Industry and Commerce George Colley, Minister for Agriculture and Fisheries Neil Blaney, and Minister for Transport and Power Erskine Childers.

The official statement at the end of the four-hour meeting states that progress has been made in “areas of consultation and co-operation.” The Taoiseach says they discussed industry, tourism, electricity supply, and trade, as well as tariff concessions, and “measures taken by both governments to prevent the spread of foot-and-mouth disease from Britain.”

Afterward, O’Neill returns to Northern Ireland by a different route in order to avoid any possible demonstration. Paisley has been developing a high profile for himself with his attacks on O’Neill in recent months. But he misses the opportunity to protest on this occasion. The next day he issues a statement regretting O’Neill’s return home. “I would advise Mr. Lynch to keep him,” Paisley announces.

Five years earlier, in 1963, O’Neill becomes Prime Minister of Northern Ireland. From very early on, he tries to break down sectarian barriers between the two Northern communities. He also seeks to improve relations with the Republic of Ireland by eradicating the impasse in relations that has existed since the 1920s. He invites then-Taoiseach Seán Lemass to meet him at Stormont on January 14, 1965. Lemass courageously accepts the invitation. At their initial meeting, when they are briefly alone, Lemass says to O’Neill, ”I shall get into terrible trouble for this!” The Northern premier replies, ”No, Mr. Lemass, it is I who will get into terrible trouble.”

O’Neill makes his return visit to Dublin on February 9, 1965, and the two leaders agree to co-operate on tourism and electricity. It is Lemass who makes the most significant concessions, because the Constitution of Ireland does not recognise the existence of the North. Article 2 of the Constitution actually claims sovereignty over the whole island. Thus, by formally meeting the Prime Minister of Northern Ireland, O’Neill claims that Lemass accorded him “a de facto recognition.”

The Taoiseach then bolsters this at their follow-up meeting in Iveagh House, Dublin, three weeks later. ”The place card in front of me at Iveagh House bore the inscription, Prime Minister of Northern Ireland,” O’Neill proudly explains. Surely this is tantamount to formal recognition. But many Unionists still have grave reservations about dealing with the Republic of Ireland.

In 1966, Ian Paisley establishes the Protestant Unionist Party (PUP) to oppose O’Neill. He rouses sectarian tension by holding mass demonstrations at which he brands O’Neill as the “Ally of Popery.” Nevertheless, public opinion polls indicate support for O’Neill’s leadership from both communities in the North.

After Jack Lynch replaced Lemass as Taoiseach in late 1966, O’Neill continues with his efforts to improve relations with the Dublin government by inviting Lynch to Stormont Castle. The Taoiseach travels to Belfast by car on December 11, 1967. There is no formal announcement of his visit, but word is leaked to Paisley after the Taoiseach’s car crosses the border.

Paisley arrives at Stormont with his wife and a handful of supporters, just minutes before the Taoiseach. With snow on the ground, two of Paisley’s church ministers, Rev. Ivan Foster and Rev. William McCrea, begin throwing snowballs at Lynch’s car. The Royal Ulster Constabulary (RUC) promptly grabs the two ministers. While they are being bundled into a police car, Paisley is bellowing, “No Pope here!” Lynch asks his traveling companion, T. K. Whitaker, “Which one of us does he think is the Pope?”

Paisley demands to be arrested by the RUC, and actually tries to get into the police car with his two colleagues, but he is pulled away. The two clergymen are taken to an RUC station and quickly released. Lynch ridicules the protest. “It was a seasonal touch,” he says. “It reminds me of what happens when I go through a village at home and the boys come and throw snowballs.”

Paisley says he had come to protest against “the smuggling” of Lynch into Stormont. If he had known about the visit earlier, he says that he would have brought along 10,000 people to protest. Denouncing O’Neill, as a “snake in the grass,” he goes on to accuse Lynch of being “a murderer of our kith and kin.” In an editorial, the Unionist Newsletter proclaims that ”there is no doubt that Capt. O’Neill has the full support of his colleagues and of the country.”

O’Neill’s four formal meetings with Lynch and his predecessor contribute to a thaw in relations at the summit between Belfast and Dublin, but the whole process is exploited by others to fan the flames of Northern sectarianism.

People do not realise it in early 1968, but Northern Ireland is about to explode. On October 5, 1968, people gather in Derry for a civil rights march that has been banned by Stormont. When the march begins, it is viciously attacked by the RUC. This ignites a series of further protests, which ultimately leads to Bloody Sunday, and the eruption of the Troubles for the next quarter of a century.

Sinn Féin MPs Enter the House of Commons

On January 21, 2002, Sinn Féin‘s four MPs take the historic step of signing up to use the facilities of the House of Commons, whose authority over Northern Ireland republicans have been fighting for almost a century. Party policy is also changed to allow MPs to sit in the Irish Parliament, the Dáil.

Amid concern among some republicans that the move comes close to recognising British rule, Sinn Féin president and Belfast West MP, Gerry Adams, insists that his party will never take its seats at Westminster. “There will never ever be Sinn Féin MPs sitting in the British houses of parliament,” he tells a Westminster press conference.

David Trimble, the Ulster Unionist Party (UUP) Northern Ireland First Minister, predicts this controversial move is a first step towards the same situation in Westminster.

However, flanked by his three fellow Sinn Féin MPs, Martin McGuinness (Mid Ulster), Pat Doherty (West Tyrone) and Michelle Gildernew (Fermanagh and South Tyrone), Adams says taking up seats in the Dáil is a very different proposition from doing so the Commons. No Sinn Féin member would take the loyalty oath to the Queen, needed to take up a seat in Parliament, but that was a mere side issue to the key question of sovereignty, he says. Even if the oath were amended, the party would still refuse to take its seats because republicans do not recognise parliament’s jurisdiction over Northern Ireland.

“There are lots of things which there can be no certainty of and there are some things of which we can be certain,” Adams says. “There will never, ever be Sinn Féin MPs sitting in the British Houses of Parliament. The transfer of power by London and Dublin to the Assembly in the north … is all proof of where we see the political centre of gravity on the island of Ireland and that is in the island of Ireland.”

Adams insists his party’s presence in the Commons is a “temporary” measure until they can join the parliament of a united Ireland.

A ban on MPs using Commons facilities without taking the loyalty oath was lifted in December 2001 to Conservative fury. Tories end three decades of cross-party cooperation over the move, which also entitles Sinn Féin’s four MPs to allowances of £107,000 a year each.

Shadow Secretary of State for Northern Ireland Quentin Davies claims Adams plans to use the cash for party political campaigning – something forbidden by Westminster rules. He accuses British Prime Minister Tony Blair of “deliberately contributing to a great propaganda coup in which … the British Government are licking their boots.” The Prime Minister’s spokesman says Blair acknowledges “many victims do feel very strongly about what has happened, but the Prime Minister’s view is that this peace process has saved many lives.”

Sitting alongside a giant Irish tricolour inside his new office, Adams likens his presence there to that of MPs who had served in the British Army and intelligence services – suggesting some of them still do. He also dismisses concerns about the misuse of the money, accusing those “complaining loudest” of being from parties “indicted for corruption and sleaze.”

Sinn Féin’s move into their new offices coincides with a “routine” meeting with the Prime Minister in Downing Street to discuss the peace process. The Sinn Féin president uses publicity surrounding the controversial move to issue a new challenge to Blair to tackle the loyalist “killing campaign.” Adams is joined in Downing Street by his three fellow Sinn Féin MPs.

“There have been 300 bombs over the last nine or ten months,” Adams says. “The British Prime Minister has to face up to the reality that the threat to the peace process within Northern Ireland comes from within loyalism.”

Adams blames Betty Boothroyd‘s decision to bar Sinn Féin MPs from using Commons facilities for the current controversy. “We are here, elected, with our mandate renewed and increased,” he adds.

Adams is asked how he would react if he met former Cabinet minister Lord Tebbit and his wife, who was badly injured by the 1984 Provisional Irish Republican Army (IRA) bomb attack at the Tories conference at the Grand Brighton Hotel in Brighton, at the Commons. “I don’t ignore anyone. As someone who has been wounded and shot and someone whose house has been bombed, I understand precisely how others who have suffered more than me feel about all of this,” Adams replies. “I would like to think that as part of building a peace process that all of us agree there must be dialogue.”

Adoption of the Articles of Confederation

The Articles of Confederation and Perpetual Union, the first written constitution of the United States is adopted by the Second Continental Congress on November 15, 1777. A number of the members of the Congress hail from Ireland including Secretary of the Congress Charles Thomson who is born in Maghera, County Derry in 1729. Thomson is the permanent Secretary of the Continental Congress for more than fifteen years. At least three signatories to the Declaration of Independence are Irish – James Smith, George Taylor, and Matthew Thornton.

The Articles of Confederation is approved, after much debate between July 1776 and November 1777, by the Second Continental Congress and sent to the states for ratification. The Articles come into force on March 1, 1781, after being ratified by all thirteen states. A guiding principle of the Articles is to preserve the independence and sovereignty of the states. The weak central government established by the Articles receives only those powers which the former colonies had recognized as belonging to king and parliament.

The document provides clearly written rules for how the states’ “league of friendship” is to be organized. During the ratification process, the Congress looks to the Articles for guidance as it conducts business, directs the war effort, conducts diplomacy with foreign nations, addresses territorial issues and deals with Native American relations. Little changes politically once the Articles of Confederation go into effect, as ratification does little more than legalize what the Continental Congress had already been doing. That body is renamed the Congress of the Confederation however most Americans continue to call it the Continental Congress, since its organization remains the same.

As the Confederation Congress attempts to govern the continually growing American states, delegates discover that the limitations placed upon the central government render it ineffective at doing so. As the government’s weaknesses become apparent, especially after Shays’ Rebellion, some prominent political thinkers in the fledgling nation begin asking for changes to the Articles. Their hope is to create a stronger national government.

Initially, some states meet to deal with their trade and economic problems. However, as more states become interested in meeting to change the Articles, a meeting is set in Philadelphia on May 25, 1787. This becomes the Constitutional Convention. It is quickly agreed that changes will not work, and instead the entire Articles needs to be replaced. On March 4, 1789, the government under the Articles is replaced with the federal government under the Constitution of the United States. The new Constitution provides for a much stronger federal government by establishing a chief executive (the President), courts, and taxing powers.

The Good Friday Agreement Comes Into Operation

The Good Friday Agreement, a major political development in the Northern Ireland peace process, comes into operation on December 2, 1999, as the British and Irish governments formally notify each other that all the necessary arrangements are in place.

The notification ceremony takes place at Iveagh House, St. Stephen’s Green, headquarters of the Department of Foreign Affairs and Trade, at a joint signing by Minister for Foreign Affairs and Trade David Andrews and Secretary of State for Northern Ireland Peter Mandelson.

Northern Ireland‘s present devolved system of government is based on the agreement. The agreement also creates a number of institutions between Northern Ireland and the Republic of Ireland, and between the Republic of Ireland and the United Kingdom.

The agreement is made up of two inter-related documents, both agreed upon in Belfast on Good Friday, April 10, 1998. The first is a multi-party agreement by most of Northern Ireland’s political parties. The second is an international agreement between the British and Irish governments, known as the British-Irish Agreement.

The agreement sets out a complex series of provisions, or strands, relating to a number of areas:

Strand 1 addresses the status and system of government of Northern Ireland within the United Kingdom and establishes two major institutions – the Northern Ireland Assembly and the Northern Ireland Executive.

Strand 2 addresses the relationship between Northern Ireland and the Republic of Ireland and the institutions to be created between them – the North/South Ministerial Council, the North/South Inter-Parliamentary Association, and the North/South Consultative Forum.

Strand 3 addresses the relationship between the Republic of Ireland and the United Kingdom and institutions to be created between Ireland and Great Britain – the British/Irish Intergovernmental Conference, the British-Irish Council, and an expanded British-Irish Parliamentary Assembly.

Issues relating to sovereignty, civil and cultural rights, decommissioning of weapons, justice, and policing are central to the agreement.

The agreement is approved by voters across the island of Ireland in two referendums held on May 22, 1998. In Northern Ireland, voters are asked whether they support the multi-party agreement. In the Republic of Ireland, voters are asked whether they will allow the state to sign the agreement and allow necessary constitutional changes to facilitate it. The people of both jurisdictions need to approve the agreement in order to give effect to it.

The Good Friday Agreement comes into force on December 2, 1999. The Democratic Unionist Party (DUP) is the only major political group in Northern Ireland to oppose the Good Friday Agreement.
