Mary McAleese Meets Bill Clinton in the Oval Office

On June 23, 1998, Irish president Mary McAleese pays a courtesy call on President Bill Clinton at the White House before he leaves for China. This is one of the highlights of her six-day visit to Washington, D.C. and New York.

As this is not a state visit, there is no formal welcome for President McAleese or official functions at the White House as there was for President Mary Robinson‘s state visit two years earlier. McAleese arrives the previous day by government jet, accompanied by her husband, Dr. Martin McAleese, and the Minister for Foreign Affairs, David Andrews, and his wife. The McAleese’s son, thirteen-year-old Justin McAleese, travels to the United States separately and joined his parents in Washington, D.C..

Within hours of her arrival, McAleese attends a reception in the Four Seasons Hotel mainly for the Irish American community and hosted by the Irish ambassador, Sean O Huiginn, and his wife. In her remarks to the several hundred guests, President McAleese praises the role of President Clinton in the Northern Ireland peace process and of former Senator George Mitchell. She says Clinton’s contribution has been “remarkable.” She says, “He was prepared to take risks for peace: without his courage and leadership we could not have made the progress we have.”

McAleese says many of those present “have descended from some of the first settlers of the early colonies – some of whom, like myself, come from the northern part of the island of Ireland. I am deeply honoured that all of you have retained such a close bond and pride in your Irish heritage and that you demonstrated your affection by the strength of the many vibrant organisations in this area.”

McAleese says when our forebears crossed the Atlantic Ocean they retained a yearning that someday the Ireland they left would be a better place. “Regrettably, they did not live to see a new Ireland but it is now a reality in the economic, cultural and social progress of the last number of years.” Arranging the meeting at the White House is a problem for U.S. and Irish officials because of Clinton’s extremely busy schedule, as he prepares for his China visit. But the fact that he makes time for it is an indication of the importance he attaches to U.S.-Irish relations.

Later in the day, McAleese has lunch at the U.S. Supreme Court with Chief Justice William Rehnquist. This is followed by a speech at Georgetown University, mainly dealing with Northern Ireland.

In the evening, McAleese attends a dinner in her honour at the Irish Embassy residence, to which leading political and administration figures are invited. On June 24, following a press conference at the National Press Club and a lunch on Capitol Hill with members of Congress, she flies to New York. There she pays a courtesy visit on the UN Secretary-General, Kofi Annan, and later attends a trade show organised by the Irish Business Organisation. In the evening she attends the “Dreamer of Dreams” awards ceremony organised by the Irish Voice newspaper.

On Thursday, June 25, McAleese has more engagements and prior to her return to Ireland on Friday, June 26.

The 1992 Coalisland Riots

The 1992 Coalisland riots are a series of clashes in the town of Coalisland, County Tyrone, Northern Ireland, on May 12 and 17, 1992, between local Irish nationalist civilians and British Army soldiers of the 3rd Battalion, Parachute Regiment and the King’s Own Scottish Borderers (KOSB). The Third Battalion 1992 tour’s codename is “Operation Gypsy.”

On May 12, 1992, a unit of the Provisional Irish Republican Army (IRA) East Tyrone Brigade launches a bomb attack on a British Army foot patrol near the republican stronghold of Cappagh, County Tyrone. One soldier of the Parachute Regiment, Alistair Hodgson, loses both legs as a result. The improvised land mine is described in an IRA statement as an “anti-personnel device.” Other paratroopers receive lesser wounds, according to the same statement. The incident triggers a rampage by members of the Parachute Regiment in the nearby, overwhelmingly Irish nationalist town of Coalisland, some ten miles to the east. The IRA attack is described as a “provocation” tactic, devised to produce an over-reaction by troops to make them even more unpopular among local nationalists.

The deployment of the paratroopers, which begins in April has already been criticised by republican activist and former Member of Parliament Bernadette Devlin McAliskey, who denounces beatings, shootings and damages to property reportedly carried out by the troops. These previous incidents include the destruction of fishing gear and boats in the townland of Kinturk, near Ardboe, and a brawl on April 22 between soldiers and motorists at a checkpoint in Stewartstown, in which plastic bullets are fired that end with a civilian and two paratroopers wounded. Unionist politician and Ulster Defence Regiment (UDR) officer Ken Maginnis, then-Member of Parliament for the area, calls for the withdrawal of the regiment after receiving a large number of complaints about their behaviour.

On May 12, two hours after the IRA ambush at Cappagh, members of the regiment seal off the town of Coalisland, ten miles east of Cappagh. According to a Social Democratic and Labour Party (SDLP) politician, the soldiers fabricate a bogus bomb warning, while the Royal Ulster Constabulary (RUC) states that the operation began when a joint police/military patrol was stoned by a crowd. Two pubs are ransacked by the troops and a number of civilian cars are damaged. Several people are allegedly hit with sticks. Following this, a lieutenant is suspended from duty and the regiment is removed from patrol duties in Coalisland.

On the evening of May 17, a fistfight begins at Lineside Road, where a group of young men are having a drink. A passing four-man patrol of the King’s Own Scottish Borderers regiment is challenged to a “boxing match” by the residents. The soldiers set aside their weapons and engage the youths. Noncritical injuries are reported on both sides. The official claim is that the patrol was attacked by a mob of at least 30 people. In the melée, a rifle and a light machine gun are stolen. The rifle is later recovered nearby. The youths smash a backpack radio which is left behind by the troops. Two KOSB soldiers are hospitalised, while in the end seven other soldiers, including paratroopers, receive lesser injuries, one of them hit by a car that crashes through two roadblocks set up by the British Army.

The Parachute Regiment is called to the scene again, and at 8:30 p.m., a major riot starts outside The Rossmore pub between local people and about 20 to 25 paratroopers. The soldiers claim one of their colleagues is isolated and dragged by the crowd. Some witnesses claim paratroopers were in a frenzy, showing their guns and inviting civilians to try to take them. Suddenly, shots are fired by the troops — first into the air and then toward the people outside the pub. Three civilians are rushed to hospital in Dungannon with gunshot wounds, while the soldiers return to their barracks. Another four civilians suffer minor injuries. The paratroopers claim that a “member of the growing crowd” attempted to fire the stolen machine gun at them, but the weapon jammed. One of the wounded is the brother of IRA volunteer Kevin O’Donnell, who had been killed by the Special Air Service (SAS) in February during an ambush at the nearby hamlet of Clonoe, shortly after carrying out a machine-gun attack on the local RUC base.

About 500 people attend a protest rally in Coalisland on May 19, and the wisdom of deploying the troops to patrol the town is questioned by members of the Dáil in Dublin. The Minister for Foreign Affairs of the Republic of Ireland, David Andrews, asks the British Government to withdraw the regiment. As a result, the paratroopers are redeployed outside the urban areas. The RUC claims that the stolen machine gun is found 11 days later at a farmhouse near Cappagh, along with another light machine gun and an AK-47 rifle. The IRA denies they had the machine gun in their possession. Republicans question whether the weapon had really been stolen, suggesting this was merely an excuse for the soldiers’ rampage in Coalisland. Bernardette McAliskey goes even further, suggesting that the recovery of the machine gun near Cappagh, where the initial IRA attack had taken place, was actually staged by the security forces as a publicity stunt. British officials accuse Sinn Féin of being the instigators of the riots, while Michael Mates, then Minister of State at the Northern Ireland Office, states that the incidents were due to “a gang of thugs motivated by the IRA.” Eventually the battalion’s 1992 tour in Northern Ireland is scaled down, with the patrols suspended before the official end of the deployment. The Third Brigade’s commander, Brigadier Tom Longland, is replaced by Brigadier Jim Dutton. This is the first occasion that a high-ranking officer is disciplined in such a way during the Troubles.

The last patrol takes place on June 27, when two paratroopers drown while crossing the River Blackwater. The same day there are further clashes with local residents, this time in the town of Cookstown, when a group of people that the Belfast News Letter calls “drunken hooligans” assault a number of paratroopers trying to help an elderly man who is suffering a heart attack.

The 3rd Battalion of the Parachute Regiment is replaced by the 1st Battalion of the Coldstream Guards.

Six soldiers face criminal charges for their roles in the May riots but are acquitted one year later. Five are bound over. Maurice McHugh, the presiding magistrate, avers that the soldiers were “not entirely innocent,” while Sinn Féin sources dub the ruling “a farce.” Dungannon priest Father Denis Faul is of the opinion that the soldiers should have been charged with conspiracy. The Ulster Television documentary Counterpoint of June 1993 claims that Director of Public Prosecutions for Northern Ireland, Sir Alasdair Fraser, returned the case file to the RUC recommending no prosecution. The programme also interviews Alistair Hodgson, the soldier maimed at Cappagh, who says that “had another member of my unit been injured in the way that I was, I would have been with the rest of the lads attacking the locals.” Authors Andrew Sanders and Ian S. Wood suggest that the deployment of the battalion in Coalisland and elsewhere hindered the British policy of police primacy in Northern Ireland.

Fresh clashes between local residents and troops are reported at Coalisland on March 6, 1994, a few months before the first IRA ceasefire, when a crowd assaults two soldiers after the RUC searched a car. Plastic bullets are fired, and three civilians and two soldiers are slightly injured.

Birth of Barry Andrews, Fianna Fáil Politician

Barry Andrews, Fianna Fáil politician who serves as a Member of the European Parliament (MEP) for the Dublin constituency, is born in Dublin on May 16, 1967. He previously serves as Minister of State for Children from 2008 to 2011. He is a Teachta Dála (TD) for the Dún Laoghaire constituency from 2002 to 2011.

Andrews comes from a family with strong political connections. His grandfather, Todd Andrews, fought in the Irish War of Independence and became a founder-member of Fianna Fáil, and his grandmother, Mary Coyle, was a member of Cumann na mBan. His father, David Andrews, served as a TD from 1965 to 2002 and is a former Minister for Foreign Affairs, while his uncle, Niall Andrews, is a former Fianna Fáil TD and MEP and his cousin, Chris Andrews (son of Niall Andrews), has been a Sinn Féin TD since 2020 (having previously served as a Fianna Fáil TD from 2007 to 2011). In April 2018, Andrews is described as “part of Fianna Fáil royalty.”

Andrews is educated at Blackrock College and attends university at University College Dublin (UCD). Before entering political life, he works as a secondary school teacher in Dublin from 1991 until 1997, working in Senior College Ballyfermot, Sutton Park School and Bruce College. While a secondary school teacher, he studies law at King’s Inns and qualifies as a barrister in 1997. He is called to the Bar in 1997 and practices as a barrister until 2003.

Andrews is first elected to public office in the 1999 Irish local elections as a Dún Laoghaire–Rathdown County Councillor. He is elected to Dáil Éireann at the 2002 Irish general election.

In June 2006, Andrews leads a group of Fianna Fáil backbenchers in an unsuccessful attempt to establish a backbench committee to influence government policy. At the 2007 Irish general election, he retains his seat in Dún Laoghaire with 8,587 votes.

Andrews is appointed Minister of State for Children in May 2008. As Minister, he frames the Government response to the Ryan Report on Institutional Abuse. This includes an Implementation Plan that delivers an additional 200 social workers for the HSE Child and Family Services. In April 2009, he introduces the Early Childhood Care and Education (ECCE) Scheme, which provides, for the first time, free universal access to pre-school education. The scheme benefits 65,000 children in 2013.

After the release of the Murphy Report into child abuse in the Dublin diocese in November 2009, Andrews, speaking at a conference in Dublin Castle, is asked about the position of the Bishop of Limerick, Donal Murray. He says, “I think it’s everybody’s view that if adverse findings are made against an individual in a commission of inquiry, then it would be amazing that there be no consequences for them.” Bishop Murray subsequently apologises to survivors and resigns from office.

In December 2009, Andrews oversees the introduction of government policy to lower the legal age of consent to sixteen, citing a Joint Oireachtas Committee on the Constitution report which recommends the legal age be reduced to sixteen from the current seventeen. He expresses the view the existing laws are “inappropriate” and out of touch with the modern reality of sexual relations between young people and promises to publish legislation to change the age of consent to sixteen. He notes that Ireland and Malta are “the only countries in Europe with an age of consent of seventeen.” However, the law is not passed by the Oireachtas before the 2011 Irish general election in which Fianna Fáil cedes power to a Fine Gael-Labour coalition.

On January 31, 2011, in the run up to the general election, Andrews is named Health spokesman by the party leader, Micheál Martin. He loses his seat at the general election.

In September 2012, Andrew is appointed Fianna Fáil Director of Elections for the Children’s referendum.

In February 2019, Andrews is selected as the Fianna Fáil candidate for the Dublin constituency at the 2019 European Parliament election. He is elected in May 2019 receiving 14.1% of the 1st preference votes, but as the fourth candidate elected, he does not take his seat until after the UK leaves the European Union on January 31, 2020.

In June 2023, Andrews is the recipient of the Defence, Security and Space Award at The Parliament Magazine‘s annual MEP Awards.

Andrews is a member of the European Parliament Committee on Development, the European Parliament Committee on International Trade, the European Parliament Committee on Women’s Rights and Gender Equality, the Delegation to the EU-UK Parliamentary Partnership Assembly, the Delegation to the EU-Turkey Joint Parliamentary Committee and the European Parliament Delegation for Relations with South Africa. His contributions to the International Trade committee include his work on the Corporate Sustainability Due Diligence Directive (CSDDD) where he is a rapporteur.

Andrews is a founder member of the European Parliament’s Sustainable Development Goals (SDG) Alliance. He also founds the Brussels-Belfast Forum with members of the Northern Ireland Assembly.

Andrews is appointed EU Chief Observer for the 2023 Nigerian Federal and State elections by High Representative Vice President Josep Borrell. A report on the election is subsequently produced highlighting that the election was marred by a lack of transparency, public mistrust in the Independent National Electoral Commission (INEC), violence, and vote buying, stressing the need for comprehensive electoral reforms.

Outside of his political career, Andrews is appointed chief executive of the Irish aid charity GOAL in November 2012, replacing the retiring founder, John O’Shea. In October 2016, he resigns from GOAL after it is revealed that other senior executives of GOAL have been involved in “large-scale fraud,” though there is no suggestion that he himself is involved in the scandal. In October 2017, the new CEO of GOAL announces a deficit of €31.6 million due to the fraud but says that it will survive after “one of the most challenging years” in its 40-year history.

In March 2017, Andrews is appointed as Director-General of the Irish State-supported EU think tank and advocacy body, the Institute of International and European Affairs (IIEA), with the Chairperson of the IIEA, former Leader of the Labour Party, Ruairi Quinn, describing him as having the “political and administrative skills” of value to the IIEA.

Andrews is married and has two sons and a daughter. His brother, David McSavage, is a comedian, and he is a first cousin of former RTÉ television and radio presenter Ryan Tubridy.

The Good Friday Agreement Comes Into Operation

The Good Friday Agreement, a major political development in the Northern Ireland peace process, comes into operation on December 2, 1999, as the British and Irish governments formally notify each other that all the necessary arrangements are in place.

The notification ceremony takes place at Iveagh House, St. Stephen’s Green, headquarters of the Department of Foreign Affairs and Trade, at a joint signing by Minister for Foreign Affairs and Trade David Andrews and Secretary of State for Northern Ireland Peter Mandelson.

Northern Ireland‘s present devolved system of government is based on the agreement. The agreement also creates a number of institutions between Northern Ireland and the Republic of Ireland, and between the Republic of Ireland and the United Kingdom.

The agreement is made up of two inter-related documents, both agreed upon in Belfast on Good Friday, April 10, 1998. The first is a multi-party agreement by most of Northern Ireland’s political parties. The second is an international agreement between the British and Irish governments, known as the British-Irish Agreement.

The agreement sets out a complex series of provisions, or strands, relating to a number of areas:

Strand 1 addresses the status and system of government of Northern Ireland within the United Kingdom and establishes two major institutions – the Northern Ireland Assembly and the Northern Ireland Executive.

Strand 2 addresses the relationship between Northern Ireland and the Republic of Ireland and the institutions to be created between them – the North/South Ministerial Council, the North/South Inter-Parliamentary Association, and the North/South Consultative Forum.

Strand 3 addresses the relationship between the Republic of Ireland and the United Kingdom and institutions to be created between Ireland and Great Britain – the British/Irish Intergovernmental Conference, the British-Irish Council, and an expanded British-Irish Parliamentary Assembly.

Issues relating to sovereignty, civil and cultural rights, decommissioning of weapons, justice, and policing are central to the agreement.

The agreement is approved by voters across the island of Ireland in two referendums held on May 22, 1998. In Northern Ireland, voters are asked whether they support the multi-party agreement. In the Republic of Ireland, voters are asked whether they will allow the state to sign the agreement and allow necessary constitutional changes to facilitate it. The people of both jurisdictions need to approve the agreement in order to give effect to it.

The Good Friday Agreement comes into force on December 2, 1999. The Democratic Unionist Party (DUP) is the only major political group in Northern Ireland to oppose the Good Friday Agreement.
