Death of Basil Stanlake Brooke, Third Prime Minister of Northern Ireland

Basil Stanlake Brooke, 1st Viscount Brookeborough, KG, CBE, MC, TD, PC (Ire), Ulster Unionist Party (UUP) politician who serves as the third Prime Minister of Northern Ireland from May 1943 until March 1963, dies on August 18, 1973, at Colebrooke Park, Brookeborough, County Fermanagh, Northern Ireland. He has been described as “perhaps the last Unionist leader to command respect, loyalty and affection across the social and political spectrum.” Equally well, he has also been described as one of the most hardline anti-Catholic leaders of the UUP, and his legacy involves founding his own paramilitary group, which feeds into the reactivation of the Ulster Volunteers.

Brooke is born on June 9, 1888, at Colebrooke Park, his family’s neo-Classical ancestral seat on what is then the several-thousand-acre Colebrooke Estate, just outside Brookeborough, a village near Lisnaskea in County Fermanagh. He is the eldest son of Sir Arthur Douglas Brooke, 4th Baronet, whom he succeeds as 5th Baronet when his father dies in 1907. His mother is Gertrude Isabella Batson. He is a nephew of Field Marshal Alan Brooke, 1st Viscount Alanbrooke, Chief of the Imperial General Staff (CIGS) during World War II, who is only five years his senior. His sister Sheelah marries Sir Henry Mulholland, Speaker of the Stormont House of Commons and son of Lord Dunleath. He is educated for five years at St. George’s School in Pau, France, and then at Winchester College (1901–05).

After graduating from the Royal Military College, Sandhurst, Brooke is commissioned into the Royal Fusiliers on September 26, 1908, as a second lieutenant. He transfers to the 10th Royal Hussars in 1911. He is awarded the Military Cross and Croix de guerre with palm for his service during World War I.

Brooke is a very active Ulster Unionist Party member and ally of Edward Carson. He founds his own paramilitary group, Brooke’s Fermanagh Vigilance, from men returning from the war front in 1918. Although the umbrella Ulster Volunteers had been quiescent during the war, it is not defunct. It re-emerges strongly in 1920, subsuming groups like Brooke’s.

In 1920, having reached the rank of captain, Brooke leaves the British Army to farm the Colebrooke Estate, the family estate in west Ulster, at which point he turns toward a career in politics.

Brooke has a very long political career. When he resigns the Premiership of Northern Ireland in March 1963, he is Northern Ireland’s longest-serving prime minister, having held office for two months short of 20 years. He also establishes a United Kingdom record by holding government office continuously for 33 years.

In 1921, Brooke is elected to the Senate of Northern Ireland, but he resigns the following year to become Commandant of the Ulster Special Constabulary (USC) in their fight against the Irish Republican Army (IRA). He is created a Commander of the Order of the British Empire in 1921.

In 1929 Brooke is elected to the House of Commons of Northern Ireland as Ulster Unionist Party MP for the Lisnaskea division of County Fermanagh. In the words of the Oxford Dictionary of National Biography, “his thin, wiry frame, with the inevitable cigarette in hand, and clipped, anglicised accent were to be a feature of Stormont for the next forty years.”

Brooke becomes Minister of Agriculture in 1933. By virtue of this appointment, he also acquires the rank of Privy Councilor of Northern Ireland. From 1941 to 1943 he is Minister of Commerce.

On May 2, 1943, Brooke succeeds John M. Andrews as Prime Minister of Northern Ireland. In 1952, while Prime Minister, was raised to the peerage as Viscount Brookeborough, the title taken from the village named after the Brookes. Although a peer, he retained his seat in the House of Commons at Stormont and remained Prime Minister for another decade.

As the Northern Ireland economy begins to de-industrialise in the mid-1950s, leading to high unemployment amongst the Protestant working classes, Brooke faces increasing disenchantment amongst UUP backbenchers for what is regarded as his indifferent and ineffectual approach to mounting economic problems. As this disenchantment grows, British civil servants and some members of the UUP combine to exert discreet and ultimately effective pressure on Brooke to resign to make way for Captain Terence O’Neill, who is Minister of Finance.

In 1963, his health having worsened, Brooke resigns as Prime Minister. However, he remains a member of the House of Commons of Northern Ireland until the 1969 Northern Ireland general election, becoming the Father of the House in 1965. During his last years in the Parliament of Northern Ireland he publicly opposes the liberal policies of his successor Terence O’Neill, who actively seeks to improve relationships with the Republic of Ireland, and who attempts to address some of the grievances of Catholics and grant many of the demands of the Northern Ireland Civil Rights Association (NICRA).

Brooke is noted for his casual style toward his ministerial duties. Terence O’Neill later writes of him, “he was good company and a good raconteur, and those who met him imagined that he was relaxing away from his desk. However, they did not realise that there was no desk.”

In his retirement Brooke develops commercial interests as chairman of Carreras (Northern Ireland), a director of Devenish Trade, and president of the Northern Ireland Institute of Directors. He is also made an honorary LL.D. of Queen’s University Belfast.

From 1970 to 1973, years in which the Stormont institution comes under its greatest strain and eventually crumbles, Brooke makes only occasional forays into political life. In 1972, he appears next to William Craig MP on the balcony of Parliament Buildings at Stormont, a diminutive figure beside the leader of the Vanguard Unionist Progressive Party (VUPP) who is rallying right-wing Unionists against the Government of Northern Ireland. He opposes the Westminster white paper on the future of Northern Ireland and causes some embarrassment to his son, Captain John Brooke, the UUP Chief Whip and an ally of Brian Faulkner, by speaking against the Faulkner ministry‘s proposals.

Brooke dies at his home, Colebrooke Park, on the Colebrooke Estate, on August 18, 1973. His remains are cremated at Roselawn Cemetery, East Belfast, three days later, and, in accordance with his wishes, his ashes are scattered on the demesne surrounding his beloved Colebrooke Park.

Dissolution of the Northern Ireland Constitutional Convention

In the House of Commons of the United Kingdom on March 5, 1976, Secretary of State for Northern Ireland Merlyn Rees announces the dissolution of the short-lived Northern Ireland Constitutional Convention (NICC).

The Northern Ireland Constitutional Convention is an elected body set up in 1975 by the United Kingdom Labour government of Harold Wilson as an attempt to deal with constitutional issues surrounding the status of Northern Ireland.

The idea for a constitutional convention is first mooted by the Northern Ireland Office in its white paper The Northern Ireland Constitution, published on July 4, 1974. The paper lays out plans for elections to a body which would seek agreement on a political settlement for Northern Ireland. The proposals become law with the enactment of the Northern Ireland Act 1974 later that month. With Lord Chief Justice of Northern Ireland Robert Lowry appointed to chair the new body, elections are announced for May 1, 1975.

The elections are held for the 78-member body using the single transferable vote system of proportional representation in each of Northern Ireland’s twelve Westminster constituencies. Initially the body is intended to be purely consultative, although it is hoped that executive and legislative functions can be devolved to the NICC once a cross-community agreement has been reached. Unionists opposed to the NICC once again band together under the umbrella of the United Ulster Unionist Council (UUUC) and this coalition proves the most successful, taking 46 seats.

A number of leading Northern Ireland politicians are elected to the NICC, increasing hope that the body might achieve some of its aims. Also elected are some younger figures who go on to become leading figures in the future of Northern Ireland politics.

The elections leave the body fundamentally weakened from its inception as an overall majority has been obtained by those Unionists who oppose power sharing as a concept. As a result, the Northern Ireland Constitutional Convention Report published on November 20, 1975, recommends only a return to majority rule as had previously existed under the old Parliament of Northern Ireland government. As such a solution is completely unacceptable to the nationalist parties, the NICC is placed on hiatus.

Hoping to gain something from the exercise, Secretary of State for Northern Ireland Merlyn Rees announces that the NICC would be reconvened on February 3, 1976. However, a series of meetings held between the UUUC and the Social Democratic and Labour Party (SDLP) fail to reach any agreement about SDLP participation in government, and so the reconvened NICC once again fails to achieve a solution with cross-community support. As a result, Rees announces the dissolution of the body on March 5, 1976, and Northern Ireland remains under direct rule.

On the face of it, the NICC is a total failure as it does not achieve its aims of agreement between the two sides or of introducing ‘rolling devolution’ (gradual introduction of devolution as and when the parties involved see fit to accept it). Nevertheless, coming as it does not long after the Conservative-sponsored Sunningdale Agreement, the NICC indicates that no British government will be prepared to re-introduce majority rule in Northern Ireland. During the debates William Craig accepts the possibility of power-sharing with the SDLP, a move that splits the UUUC and precipitates the eventual collapse of the Vanguard Unionist Progressive Party (VUPP).

The idea of electing a consultative body to thrash out a deal for devolution is also retained and in 1996 it is revived when the Northern Ireland Forum is elected on largely the same lines and with the same overall purpose. The Forum forms part of a process that leads to the Good Friday Agreement and the Northern Ireland Assembly.

Funeral of Economist Dr. T. K. Whitaker

The funeral of Dr. T. K. Whitaker, former civil servant and economist, takes place in Dublin on January 13, 2017. Regarded as the architect of the modern Irish economy, he dies at age 100 on January 9. President Michael D. Higgins, Tánaiste Frances Fitzgerald, Minister for Finance Michael Noonan, Chief Justice Susan Denham, and Fianna Fáil Leader Micheál Martin are among those attending the requiem mass for Dr. Whitaker at Donnybrook Church.

Whitaker is born in Rostrevor, County Down, to Roman Catholic parents on December 8, 1916, and reared in Drogheda, County Louth, in modest circumstances. His mother, Jane O’Connor, comes from Ballyguirey East, Labasheeda, County Clare. His father, Edward Whitaker, hails from County Westmeath and is assistant manager of a linen mill. He receives his primary and secondary education at the local CBS in Drogheda. He studies mathematics at University College Dublin.

In 1956, Whitaker is appointed Secretary of the Department of Finance. His appointment takes place at a time when Ireland’s economy is in deep depression. Economic growth is non-existent, inflation apparently insoluble, unemployment rife, living standards low and emigration at a figure not far below the birth rate. He believes that free trade, with increased competition and the end of protectionism, will become inevitable and that jobs will have to be created by a shift from agriculture to industry and services. He forms a team of officials within the department which produces a detailed study of the economy, culminating in a plan recommending policies for improvement. The plan is accepted by the government and is transformed into a white paper which becomes known as the First Programme for Economic Expansion. Quite unusually this is published with his name attached in November 1958. The programme which becomes known as the “Grey Book” brings the stimulus of foreign investment into the Irish economy. Before devoting himself to poetry, Thomas Kinsella is Whitaker’s private secretary.

In 1977, Taoiseach Jack Lynch nominates Whitaker as a member of the 14th Seanad Éireann. He serves as a Senator from 1977–81, where he sits as an independent Senator.

In 1981, Whitaker is nominated to the 15th Seanad Éireann by Taoiseach Garret FitzGerald, where he serves until 1982. FitzGerald also appoints him to chair a Committee of Inquiry into the Irish penal system, and he chairs a Parole Board or Sentence Review Group for several years.

Whitaker also serves as Chancellor of the National University of Ireland from 1976 to 1996. He is also President of the Royal Irish Academy and as such, a member of the Board of Governors and Guardians of the National Gallery of Ireland, from 1985 to 1987. He has a very strong love for the Irish language throughout his career and the collection of Irish poetry, An Duanaire: Poems of the Dispossessed 1600–1900, edited by Seán Ó Tuama and Thomas Kinsella, is dedicated to Whitaker. From 1995–96 he chairs the Constitution Review Group, an independent expert group established by the government, which publishes its report in July 1996.

Whitaker receives many national and international honours and tributes for his achievements during his lifetime, most notably the conferral of “Irishman of the 20th Century” in 2001 and Greatest Living Irish Person in 2002. In November 2014, the Institute of Banking confers an Honorary Fellowship on Whitaker and creates an annual T.K. Whitaker Scholarship in his name. In April 2015, he is presented with a lifetime achievement award by University College Dublin’s Economics Society for his outstanding contribution to Ireland’s economic policy.

In November 2016, to mark his centenary year, Dún Laoghaire-Rathdown County Council acknowledges Whitaker’s “outstanding and progressive contribution to Irish public service and to society.” The Cathaoirleach of Dún Laoghaire Rathdown, Cormac Devlin, presents a special award to Whitaker which is accepted by Ken Whitaker on behalf of his father.

1973 Northern Ireland Assembly Election

Elections to the Northern Ireland Assembly take place on June 28, 1973, following the publication of the British government‘s white paper Northern Ireland Constitutional Proposals which proposes a 78-member Northern Ireland Assembly, elected by proportional representation. The election leads to power-sharing between unionists and nationalists in Northern Ireland for the first time.

From June 7, 1921, until March 30, 1972, the devolved legislature for Northern Ireland is the Parliament of Northern Ireland, which always has an Ulster Unionist Party (UUP) majority and always elects a UUP government. The Parliament is suspended on March 30, 1972.

Shortly after this first parliament is abolished, attempts begin to restore devolution on a new basis that will see power shared between Irish nationalists and unionists. To this end a new parliament, the Northern Ireland Assembly, is established by the Government of the United Kingdom on May 3, 1973.

Following the June 28 elections, the Northern Ireland Constitution Act 1973, which receives the Royal Assent on July 18, 1973, abolishes the suspended Parliament of Northern Ireland and the post of Governor and makes provision for a devolved administration consisting of an Executive chosen by the Assembly.

One hundred eight members are elected by single transferable vote from Northern Ireland’s eighteen Westminster constituencies, with five to eight seats for each depending on its population. The Assembly meets for the first time on July 31, 1973.

A cross-community coalition of the Ulster Unionist Party under Brian Faulkner, the Social Democratic and Labour Party (SDLP) and the Alliance Party of Northern Ireland is agreed in November 1973 and, following the Sunningdale Agreement, a power-sharing Executive is established from January 1, 1974.

After opposition from within the Ulster Unionist Party and the Ulster Workers’ Council strike over the proposal of an all-Ireland council, the Executive and Assembly collapses on May 28, 1974, when Brian Faulkner resigns as Chief Executive. The Northern Ireland Assembly is abolished by the Northern Ireland Act 1974.

In 1982 another Northern Ireland Assembly is established at Stormont, initially as a body to scrutinise the actions of the Secretary of State, the British minister with responsibility for Northern Ireland. It receives little support from Irish nationalists and is officially dissolved in 1986.

The Northern Ireland Act 1998 formally establishes the Assembly in law, in accordance with the Good Friday Agreement. The first election of Members of the Northern Ireland Assembly is on June 25, 1998, and it first meets on July 1, 1998. However, it only exists in “shadow” form until December 2, 1999, when full powers are devolved to the Assembly. Since then, the Assembly has operated intermittently and has been suspended on five occasions.

The Sunningdale Agreement

The Sunningdale Agreement, an attempt to establish a power-sharing Northern Ireland Executive and a cross-border Council of Ireland, is signed at Sunningdale Park in Sunningdale, Berkshire, England on December 9, 1973. Unionist opposition, violence, and a loyalist general strike causes the collapse of the Agreement in May 1974.

On March 20, 1973, the British government publishes a white paper which proposes a 78-member Northern Ireland Assembly, to be elected by proportional representation. The British government would retain control over law, order and finance, while a Council of Ireland composed of members of the executive of the Republic of Ireland, the Dáil Éireann, the Northern Ireland Executive and the Northern Ireland Assembly would act in a consultative role.

The Northern Ireland Assembly Bill resulting from the White paper becomes law on May 3, 1973, and elections for the new assembly are held on June 28. Republicans boycott the elections and the Irish Republican Army (IRA) continued its campaign of opposition throughout the outcome.

After the Assembly elections, negotiations between the pro-White Paper parties on the formation of a “power-sharing Executive” begin. The main concerns are internment, policing, and the question of a Council of Ireland. On November 21, an agreement is reached on a voluntary coalition of pro-agreement parties. This new power-sharing Executive take up office and have its very first meeting on January 1, 1974. The Ulster Unionist Party (UUP) is deeply divided – its Standing Committee votes to participate in the executive by a margin of only 132 to 105.

Provisions for a Council of Ireland exist in the Government of Ireland Act 1920, but these have never been enacted. Unionists resent the idea of any “interference” by the Republic of Ireland in their newly established region. In 1973, after agreement has been reached on the formation of an executive, agreement is sought to re-establish a Council of Ireland to stimulate co-operation with the Republic of Ireland. Talks are held between December 6-9 in the Berkshire town of Sunningdale between the British Prime Minister Edward Heath, the Irish Taoiseach Liam Cosgrave and the three pro-agreement parties. On December 9, a communiqué announcing the agreement is issued, which later becomes known as the “Sunningdale Agreement.”

On December 10, the day after the agreement is announced, loyalist paramilitaries form the Ulster Army Council, a coalition of loyalist paramilitary groups, including the Ulster Defence Association and the Ulster Volunteer Force, which oppose the agreement.

In January 1974, the Ulster Unionist Party narrowly votes against continued participation in the Assembly and Brian Faulkner resigns as leader. He is succeeded by the anti-Sunningdale Harry West. In March 1974, pro-agreement unionists withdraw their support for the agreement, calling for the Republic of Ireland to remove the Articles 2 and 3 of its constitution first. These Articles are not revised until the Good Friday Agreement of 1998.

Following the defeat of a motion condemning power-sharing in the Northern Ireland Assembly, the Ulster Workers’ Council, a loyalist organisation, calls a general strike for May 15. After two weeks of barricades, shortages, rioting, and intimidation, Faulkner resigns as chief executive and the Sunningdale Agreement collapses on May 28, 1974.
