Death of Joseph Cooper Walker, Irish Antiquarian & Writer

Joseph Cooper Walker, Irish antiquarian and writer, dies on April 12, 1810, in Enniskerry, County Wicklow.

Walker is born in Dublin, son of Cooper Walker, merchant, and educated by Thomas Ball. He suffers from asthma, which prevents him from attending college. Instead he travels to Italy, where he possibly receives some private tuition in Latin, Greek, French, Italian, and Spanish. He takes a special interest in Italian literature and Irish antiquities, and on his return to Ireland (where he is employed in the Irish treasury as third clerk in the upper department) resides in an Italianate villa, St. Valerie, on the road from Bray to Enniskerry.

In 1785, Walker is elected one of the original members of the Royal Irish Academy (RIA) and on March 17, 1786, is requested to sit on its committee of antiquities. In this capacity he submits several essays to the Academy’s Transactions. However, his best-known work is Historical Memoirs of the Irish Bards (1786). His interest in poetry, and in eighteenth-century vernacular survivals of the ancient bardic tradition, suggests important new contemporary and literary dimensions for what had previously been antiquarian and scholarly pursuits. He also breaks new ground by considering modern as well as historical Irish culture, and introduces it to an Anglo-Irish audience by providing English translations of Gaelic songs and poems.

The authorities Walker cites covers the entire range of Irish and Anglo-Irish scholarship on Irish antiquities. He includes excerpts from his correspondence with Charles O’ConorCharles Vallancey, and Sylvester O’Halloran and carries out an extensive correspondence with Thomas Percy after he becomes Bishop of Dromore in 1782. He focuses on both poetry and music, which according to the popular eighteenth-century view has been the two traditional pursuits of the Irish bards. He presents a historical outline of their progress from the earliest times to the eighteenth century and ends with nine appendices, which are almost as lengthy as the main text. In these, his appreciation of what he considers to be the contemporary survivals of the ancient Irish bardic tradition is apparent in his including an account of Cormac Common, a blind eighteenth-century poet from Mayo, as well as a lengthy biographical notice of Turlough O’Carolan, together with translations of several of his songs. The book brings together many of the literary, scholarly, popular, Celtic, antiquarian, political, and musical dimensions of eighteenth-century Irish culture and prefigures the synthesis of literary modes, cultural theories, and musical styles that would occur in the literary productions of the United Irishmen.

Despite his linguistic skills, Walker has little knowledge of the Irish language, yet he (a member of the Anglo-Irish elite) is consistent in his praise of Gaelic culture, portraying it as sophisticated and literate and, although he highly romanticises his work, he does help to challenge negative appraisals of the Irish character. By the standards of the time it is a work of great erudition. However, today the book is judged to be of limited academic merit as Walker is severely hampered by a shortage of primary documents and by his limited grasp of the Irish language. This is illustrated by his ambiguous use of James Macpherson‘s volumes of Ossianic poems, published in the 1760s, which he quotes as authentic in the text while hinting in the footnotes that they are unreliable.

Charlotte Brooke translates three poems, and in return Walker encourages her to produce her Reliques of Irish Poetry (1789). Her work reflects Walker’s influence and she thanks him in the preface for affording her “every assistance which zeal, judgment and extensive knowledge, could give” as well as for prevailing on people to subscribe to her work and for being a subscriber himself. He is part of a literary circle that includes Edward Ledwich, Charles O’Conor, Edward BerwickJohn Philpot Curran, and Henry Grattan. He also writes Historical essay on the dress of the ancient and modern Irish (1788), dedicated to his friend James Caulfeild, 1st Earl of Charlemont, for which he interviews the older generation, consults manuscripts, and even visits tombs to examine the clothing of corpses, and admits he has received copious aid from Elizabeth Rawdon, Countess of Moira. The English Review receives it warmly but Richard Gough, the reviewer for The Gentleman’s Magazine, states he is “much disappointed in the perusal of this high priced history.” Other works by Walker include “an historical essay on the Irish stage,” RIA Trans., ii (1788), Historical Memoir on Italian Tragedy (1799) and contributions to Vallancey’s Collectanea de rebus Hibernicis (Dublin, 1770–1804). In the 1790s he subscribes to Anthologia Hibernica: a monthly collection of science, belles lettres and history and in December 1794 submits an “Historical essay on the Irish stage” which surveys Irish drama from bardic times through to contemporary folk plays.

Walker dies on April 12, 1810, in Enniskerry, County Wicklow, leaving a fine gallery of pictures, a library containing Irish manuscripts, and a collection of antiquities. He is buried on April 14 in St. Mary’s Churchyard, Dublin. His memoirs of Alessandro Tassoni are published posthumously in London in 1815 (with a lengthy preface by his brother Samuel), as is the second edition of Historical Memoirs of the Irish Bards (2 vols., Dublin, 1818).

Birth of William Brownlow, MP and Landowner

William Brownlow, MP and landowner, is born on April 10, 1726, the son of William Brownlow (1683–1739), landowner and MP for County Armagh (1711–27), and Lady Elizabeth Brownlow of County Armagh, and grandson of Arthur Brownlow. His mother is a daughter of James Hamilton, 6th Earl of Abercorn. He inherits the family estates around Lurgan in 1739 and spends some of his youth in France and Italy with his mother.

Brownlow’s father, grandfather, and great-grandfather had been MPs, and in 1753 he wins a hotly contested by-election in which his opponents accuse him of papist and Jacobite sympathies. The unsuccessful candidate is Francis Caulfeild, brother of James, 1st Earl of Charlemont, his petition to parliament causing a furor and is defeated by only one vote in one of the most celebrated electoral struggles of the day. Brownlow represents the county for over forty years, from 1753 until his death. In 1753, he supports the government on the controversial money bill.

Brownlow marries Judith, daughter of the Rev. Charles Meredyth, Dean of Ardfert, of County Meath, on May 25, 1754. They have two sons. After her death in Lyon, France, in October 1763, he marries Catherine, daughter of Roger Hall of Newry, County Down, on November 25, 1765. They have two sons and five daughters, three who marry into the nobility. In 1758, he is one of the Wide Streets commissioners in Dublin and owns an imposing house in Merrion Square. He is a trustee of the linen board in Ulster, and makes many improvements to his estate, castle, and demesne, the local church, and the town of Lurgan. However, it is alleged that private roads in his demesne were built with public money. He is one of a few landowners in County Armagh who are believed to have misappropriated the unusually high county cess levied by the grand jury, of which he is a member. In 1758, he suggests that salaries be paid to government officials, and one official, Henry Meredyth, his first wife’s uncle, subsequently receives an annual salary of £500.

In June 1763, large numbers of Presbyterian farmers and weavers, calling themselves the Hearts of Oak, in a notable show of dissatisfaction with the privileges of landlords, march on the homes of the gentry to demand redress. Brownlow is in England and avoids a confrontation. Despite the allegations of abuse of public money, he is generally recognised as one of the more independent and reform-minded MPs of the day. He captains a Volunteer troop of dragoons which march from Lurgan to assist Belfast after the French commander François Thurot lands at Carrickfergus in 1760. As one of the supporters of Henry Grattan, he is prominent in the Volunteer movement of the 1780s. He is captain of the Lurgan Volunteer company and lieutenant-colonel of the northern battalion and backs the movement in parliament until displeased by the Volunteer national convention (November 10 – December 2, 1783), which seeks franchise reform and seems to challenge the authority of the existing parliament.

Brownlow subscribes £9,000 to help found the Bank of Ireland in 1783, and in parliament on February 7, 1785, vigorously opposes William Pitt‘s proposals on Ireland’s commercial relations with England, seeing in them the danger that Ireland would become a “tributary nation.” He is appointed a privy councilor in 1765. He organises horse races in his locality and is a talented harpsichord player. After his death on October 28, 1794, the Belfast News Letter prints an unusually long and glowing tribute, expressing admiration for his “incorruptible integrity” and patriotism, as well as two poetic elegies. He is succeeded by his son William Brownlow.

Birth of James Caulfeild, 1st Earl of Charlemont

James Caulfeild, 1st Earl of Charlemont, Irish statesman, soldier and nationalist, is born in Dublin on August 18, 1728.

Caulfeild, the son of the 3rd Viscount Charlemont, succeeds his father as 4th Viscount in 1734. The title of Charlemont descends from Sir Toby Caulfeild, 1st Baron Caulfeild (1565–1627) of Oxfordshire, England, who is given lands in Ireland, and creates Baron Charlemont (the name of a fort on the Blackwater), for his services to King James I in 1620. The 1st Viscount is the 5th Baron (d. 1671), who is advanced by Charles II.

Lord Charlemont is well known for his love of Classical art and culture and spends nine years on the Grand Tour in Italy, Greece, Turkey and Egypt. He returns to Dublin and employs the Scottish architect Sir William Chambers to remodel his main residence Marino House, to design his town house Charlemont House and the unique Neoclassical Garden pavilion building, the Casino at Marino.

Lord Charlemont is historically interesting for his political connection with Henry Flood and Henry Grattan. He is a cultivated man with literary and artistic tastes, and both in Dublin and in London he has considerable social influence. He is the first President of the Royal Irish Academy and is a member of the Royal Dublin Society. He is appointed Custos Rotulorum of County Armagh for life in 1760. For various early services in Ireland, he is made an earl in 1763, but he disregards court favours and cordially joins Grattan in 1780 in the assertion of Irish independence. In 1783 he is made a founding Knight of the Order of St. Patrick.

Lord Charlemont is president of the volunteer convention in Dublin in November 1783, having taken a leading part in the formation of the Irish Volunteers, and he is a strong opponent of the proposals for the Acts of Union 1800. His eldest son, who succeeds him, is subsequently created an English Baron in 1837.

Lord Charlemont dies on August 4, 1799.
