Rabbitte becomes involved in electoral politics for the first time in late 1982, when he unsuccessfully contests Dublin South-West for the Workers’ Party (WP) at the November general election. He is elected to Dublin County Council in 1985. He enters Dáil Éireann as a Workers’ Party Teachta Dála (TD) for Dublin South-West at the 1989 election. He retains his seat at every election until 2016.
After Tomás Mac Giolla‘s retirement as President of the Workers’ Party in 1988, Rabbitte is seen as one of those who wants to move the party away from its hard left position. In 1992, he plays a prominent role with Proinsias De Rossa in an attempt to jettison some of the party’s harder left positions. This eventually splits the Workers’ Party.
In 1994, a new ‘Rainbow Coalition’ government of Fine Gael, the Labour Party and Democratic Left comes to power. Rabbitte is a member of the junior ministerial team, serving as Minister of State to the Government, as well as Minister for State at the Department of Enterprise and Employment with responsibility for Commerce, Science and Technology.
Following the 1997 general election the Rainbow Coalition loses power. The following year sees a merger between the Labour Party and Democratic Left, with Rabbitte participating in the negotiations. In October 2002 he succeeds Ruairi Quinn as the new leader of the Labour Party. Under his leadership the party makes some gains in the local elections of 2004.
The Labour Party agrees to enter a pre-election pact, commonly known as ‘The Mullingar Accord,’ with Fine Gael in an attempt to offer the electorate an alternative coalition government at the 2007 general election. This move causes some tension in the parliamentary party, as some members prefer not to be aligned with any party in advance of an election.
Following the disappointing result in the election for Labour, Rabbitte announces he is stepping down as leader on August 23, 2007. He is succeeded as party leader by Eamon Gilmore. Rabbitte is re-elected on the first count in the 2011 general election. His running mate Eamonn Maloney is also elected. On March 9, 2011, he is appointed as Minister for Communications, Energy and Natural Resources.
In July 2014, Rabbitte is replaced by Alex White as part of a reshuffle of the cabinet. He does not contest the 2016 general election.
MacSharry is educated at the local national school before later briefly attending Summerhill College. After leaving school he works as a livestock dealer throughout Sligo and Mayo before becoming involved in the Meat Exporters Factory in his native town. MacSharry also owns his own haulage firm.
Although MacSharry comes from a non-political family, he himself becomes an active member of Fianna Fáil in Sligo. In 1967 he makes his first move into politics when he secures election to both Sligo Borough Council and Sligo County Council. It was from this local base that he launches his national election campaign.
Following the 1977 general election, Fianna Fáil returns to government with a massive twenty-seat Dáil majority. With the introduction of the new Minister of State positions in 1978, MacSharry finally secures a junior ministerial post, as Minister of State at the Department of the Public Service.
Charles Haughey succeeds in becoming party leader after Jack Lynch’s resignation in 1979, albeit by a narrow margin of just six votes, and is later elected Taoiseach by the Dáil. MacSharry’s loyalty is subsequently rewarded when he is appointed Minister for Agriculture in the new government.
Fianna Fáil falls out of power in 1981 but returns to power following the February 1982 general election. MacSharry is promoted to the positions of Tánaiste and Minister for Finance, however, the government falls after just nine months in office and a new coalition government of Fine Gael, and the Labour Party take office.
In 1983 MacSharry resigns from the Fianna Fáil front bench due to a telephone tapping controversy, when it is revealed that as Tánaiste and Minister for Finance, he had borrowed police tape recorders to secretly record conversations with a cabinet colleague. He spends a number of years in the political wilderness following the phone-tapping scandal. He is elected to the European Parliament as a Member of the European Parliament (MEP) for Connacht–Ulster in 1984.
Following the 1987 general election MacSharry is returned to the Dáil once again. He resigns his European Parliament seat when he is appointed Minister for Finance in Haughey’s new government. In 1988 his loyalty to Haughey is rewarded when he is appointed European Commissioner. As a result of this he resigns his Dáil seat and ends his domestic political career.
Following the completion of his term as Commissioner, MacSharry retires from politics to pursue business interests. He is currently a director on the boards of a variety of companies including Bank of Ireland and Ryanair Holdings. In 1999 he is appointed chairman of Eircom plc. He is also a member of the Comite d’Honneur of the Institute of International and European Affairs.
Arthur Joseph Griffith, writer, newspaper editor and politician who founded the political party Sinn Féin, is born in Dublin on March 31, 1871. He leads the Irish delegation at the negotiations that produce the 1921 Anglo-Irish Treaty and serves as President of Dáil Éireann from January 1922 until his death in August 1922.
After a short spell in South Africa, Griffith founds and edits the Irish nationalist newspaper The United Irishman in 1899. In 1904, he writes The Resurrection of Hungary: A Parallel for Ireland, which advocates the withdrawal of Irish members from the Parliament of the United Kingdom and the setting up of the institutions of government at home, a policy that becomes known as Sinn Féin (ourselves). On November 28, 1905, he presents “The Sinn Féin Policy” at the first annual Convention of the National Council. The occasion is marked as the founding date of the Sinn Féin party. Although the organization is still small at the time, Griffith takes over as president of Sinn Féin in 1911.
Griffith is arrested following the Easter Rising of 1916, despite not having taken any part in it. On his release, he works to build up Sinn Féin, which wins a string of by-election victories. At the party’s Ardfheis (annual convention) in October 1917, Sinn Féin becomes an unambiguously republican party, and Griffith resigns the presidency in favour of the 1916 leader Éamon de Valera, becoming vice-president instead. Griffith is elected as a member of parliament (MP) in June 1918, and is re-elected in the 1918 general election, when Sinn Féin wins a huge electoral victory over the Irish Parliamentary Party and refusing to take their seats at Westminster, set up their own constituent assembly, Dáil Éireann.
In the Dáil, Griffith serves as Minister for Home Affairs from 1919 to 1921, and Minister for Foreign Affairs from 1921 to 1922. In September 1921, he is appointed chairman of the Irish delegation to negotiate a treaty with the British government. After months of negotiations, he and the other four delegates sign the Anglo-Irish Treaty, which creates the Irish Free State, but not as a republic. This leads to a split in the Dáil. After the Treaty is narrowly approved by the Dáil, de Valera resigns as president and Griffith is elected in his place. The split leads to the Irish Civil War.
Griffith enters St. Vincent’s Nursing Home, Leeson Street, Dublin, during the first week of August 1922, following an acute attack of tonsillitis. He is confined to his room by his doctors, who had observed signs of what they thought might be a subarachnoid hemorrhage. It is difficult to keep him quiet and he resumes his daily work in the government building. When about to leave for his office shortly before 10:00 AM on August 12, 1922, he pauses to retie his shoelace and falls down unconscious. He regains consciousness but collapses again with blood coming from his mouth. Three doctors render assistance, but to no avail. Father John Lee of the Marist Fathers administers extreme unction, and Griffith expires as the priest recites the concluding prayer. The cause of death, cerebral hemorrhage, is also reported as being due to heart failure. He dies at the age of 51, ten days before Michael Collins‘ assassination in County Cork and two months after the outbreak of the Irish Civil War. He is buried in Glasnevin Cemetery four days later.
In 1948, when the first inter-party government replaces Éamon de Valera’s Fianna Fáil regime, which had been in power for the previous 16 years, Cosgrave becomes parliamentary secretary to the Taoiseach and to the Minister for Industry and Commerce. It is a short-lived administration, going out of power in 1951 after three years of rule. But in a second inter-party government (1954–57), he becomes Minister for External Affairs and leads the first Irish delegation to the United Nations General Assembly in 1956.
Cosgrave succeeds James Dillon as leader of the Fine Gael party in 1965. Eight years later, as leader of a coalition government in which Fine Gael combines forces with the Labour Party, he becomes Taoiseach. He and British Prime MinisterEdward Heath are the main participants in the intergovernmental conference at Sunningdale in December 1973 that gives birth to Northern Ireland’s first, though short-lived, power-sharing executive (1973–74).
A devout Roman Catholic, Cosgrave is intensely conservative on social issues and shocks his cabinet colleagues by voting against his own government’s bill on liberalizing the sale of contraceptives in 1974. The National Coalition is defeated in the general election of June 1977, largely on the economic issues of inflation and unemployment.
In 1981, Cosgrave retires as Dáil Deputy for Dún Laoghaire to be replaced by his son, Liam T. Cosgrave. He reduces his involvement in public life, but he makes occasional appearances and speeches. In October 2010 he attends the launch of The Reluctant Taoiseach, a book about former Taoiseach John A. Costello written by David McCullagh. He also appears in public for the Centenary of the Easter Rising in 2016, watching from a car as the military parade marches through Dublin. On May 8, 2016, in a joint appearance with the grandsons of Éamonn Ceannt and Cathal Brugha, he unveils a plaque commemorating the 1916 Rising at St. James’s Hospital, the former site of the South Dublin Union.
Liam Cosgrave dies on October 4, 2017, at the age of 97 of natural causes. He had been at Tallaght Hospital for several months prior to his death there. His funeral is held on October 7, 2017, after which he is interred alongside his father at Inchicore‘s Goldenbridge Cemetery.
Taoiseach Leo Varadkar says “Liam Cosgrave was someone who devoted his life to public service; a grateful country thanks and honours him for that and for always putting the nation first. Throughout his life he worked to protect and defend the democratic institutions of our State and showed great courage and determination in doing so. He always believed in peaceful co-operation as the only way of achieving a genuine union between the people on this island, and in the 1970s he celebrated that this country had embarked, in his own words, ‘on a new career of progress and development in the context of Europe’. I had the honour on a few occasions to meet and be in the presence of Liam Cosgrave, and I was always struck by his commanding presence and great humility, which in him were complementary characteristics.”
Harrington is educated locally at the Convent of Mercy in Kinsale, where she is one of only two girls in her class to sit the Leaving Certificate examination. Before entering politics, she works as a civil servant with the Department of Posts and Telegraphs. She marries Dan Desmond in 1958.
Desmond is elected to the European Parliament at the 1979 European Parliament election for the Munster constituency. However, her time in Europe is short-lived, as she returns to domestic politics when she is offered a position as Minister and the chance to impact upon national legislation. At the 1981 general election she switches her constituency to Cork South-Central. A Fine Gael–Labour Party coalition comes to power, and she is appointed Minister for Health and Social Welfare.
Desmond’s cabinet appointment is historic, as she is only the second woman to be a member of cabinet since the foundation of the state in 1922, and the first in any Fine Gael or Labour Party cabinet. Countess Markievicz had held the cabinet post of Minister for Labour in the revolutionary First Dáil in 1919, but only one woman had held cabinet office after the foundation of the state, Máire Geoghegan-Quinn of Fianna Fáil who was appointed as Minister for the Gaeltacht in 1979.
Desmond retires from full-time politics at the 1987 general election for health reasons. She dies suddenly in Cork, County Cork on January 6, 2005.
Although the Progressive Democrats never again win more than 10 seats in the Dáil, they form coalition governments with Fianna Fáil during the 26th Dáil (1989–92), the 28th Dáil (1997–2002), the 29th Dáil (2002–07) and the 30th Dáil (2007–09). These successive years as the government’s junior coalition partner gives the party an influence on Irish politics and economics disproportionate to its small size. In particular, the party has been credited with shaping the low-tax, pro-business environment that contributes to Ireland’s Celtic Tiger economic boom during the 1990s and 2000s, as well as blame for contributing to the subsequent Irish financial and economic crisis.
On November 8, 2008 the party begins the process of disbanding and is formally dissolved on November 20, 2009. The two Progressive Democrat politicians elected to the 30th Dáil, Mary Harney and Noel Grealish, continue to support the government as independent Teachta Dálas (TD), and Mary Harney also continues as Minister for Health and Children.
The Anglo-Irish Treaty, commonly known as “The Treaty” and officially the “Articles of Agreement for a Treaty Between Great Britain and Ireland,” is an agreement between the government of the United Kingdom of Great Britain and Ireland and representatives of the Irish Republic that concludes the Irish War of Independence. It provides for the establishment of the Irish Free State within a year as a self-governing dominion within the “community of nations known as the British Empire,” a status “the same as that of the Dominion of Canada.” It also provides Northern Ireland, which had been created by the Government of Ireland Act 1920, an option to opt out of the Irish Free State, which it exercises.
The agreement is signed in London on December 6, 1921, by representatives of the Government of the United Kingdom, which includes Prime MinisterDavid Lloyd George, who is head of the British delegates, and by representatives of the Irish Republic including Michael Collins and Arthur Griffith. The Irish representatives have plenipotentiary status (negotiators empowered to sign a treaty without reference back to their superiors) acting on behalf of the Irish Republic, though the British government declines to recognise that status. As required by its terms, the agreement is ratified by “a meeting” of the members elected to sit in the House of Commons of Southern Ireland and separately by the British Parliament.
Éamon de Valera calls a cabinet meeting to discuss the treaty on December 8, where he comes out against the treaty as signed. The cabinet decides by four votes to three to recommend the treaty to Dáil Éireann on December 14. Though the treaty is narrowly ratified, the split leads to the Irish Civil War, which is won by the pro-treaty side.
During the subsequent Irish War of Independence (1919-1921) O’Connor is made Director of Engineering of the Irish Republican Army (IRA) – a military organisation descended from the Irish Volunteers.
O’Connor does not accept the Anglo-Irish Treaty of 1921, which establishes the Irish Free State and abolishes the Irish Republic declared in 1916, which he and his comrades had sworn to uphold. On March 26, 1922, the anti-treaty officers of the IRA hold a convention in Dublin in which they reject the Treaty compromise and repudiate the authority of the Dáil, the elected Irish Parliament. Asked by a journalist if this means they are proposing a military dictatorship in Ireland, O’Connor replies, “you can take it that way if you want.”
On April 14, 1922, O’Connor, with 200 other hardline anti-treaty IRA men under his command, takes over the Four Courts building in the centre of Dublin in defiance of the new Irish government. They want to provoke the British troops, who are still in the country, into attacking them, which they believe will restart the war with Britain and re-unite the IRA against their common enemy. Michael Collins tries desperately to persuade O’Connor and his men to leave the building before fighting breaks out.
On June 28, 1922, after the Four Courts garrison has kidnapped JJ “Ginger” O’Connell, a general in the new Free State Army, Collins shells the Four Courts with borrowed British artillery. O’Connor surrenders after two days of fighting and is arrested and held in Mountjoy Prison. This incident sparks the Irish Civil War as fighting breaks out around the country between pro and anti-treaty factions.
On December 8, 1922, along with Liam Mellows, Richard Barrett and Joe McKelvey, three other republicans captured with the fall of the Four Courts, Rory O’Connor is executed by firing squad in reprisal for the anti-treaty IRA’s killing of Free State member of parliament Sean Hales. The execution order is given by Kevin O’Higgins, who less than a year earlier had appointed O’Connor to be best man at his wedding, symbolising the bitterness of the division that the Treaty has caused. O’Connor, one of 77 republicans executed by the Cumann na nGaedheal government of the Irish Free State, is seen as a martyr by the Republican movement in Ireland.
In the 1977 general election he is elected to the 21st Dáil for the new constituency of Dublin Ballyfermot. With the party’s loss of power in 1977, the new leader, Garret FitzGerald appoints Mitchell to the Party’s Front Bench as spokesman on Labour. At the 1981 general election Mitchell is elected for the Dublin West and Fine Gael dramatically increases its number of seats, forming a coalition government with the Labour Party. On his appointment as Taoiseach, Garret FitzGerald causes some surprise by excluding some of the older conservative ex-ministers from his cabinet. Instead, young liberals like Mitchell are appointed, with Mitchell receiving the high-profile post of Minister for Justice, taking responsibility for policing, criminal and civil law reform, penal justice, etc. The Fine Gael-Labour government collapses in January 1982 but regains power in December of that year. Mitchell again is included in a FitzGerald cabinet, as Minister for Transport.
As Minister for Transport, Mitchell grants the aviation license to a fledgling airline called Ryanair on November 29, 1985. This is granted despite strong opposition by Ireland’s national carrier Aer Lingus. The issue of the license breaks Aer Lingus’ stranglehold on flights to London from the Republic of Ireland.
Mitchell, who is seen as being on the social liberal wing of Fine Gael, is out of favour with John Bruton when he becomes Fine Gael leader in 1990. When Bruton forms the Rainbow Coalition in December 1994, Mitchell is not appointed to any cabinet post.
Mitchell contests and wins Dáil elections in 1977, 1981, (February and November) 1982, 1987, 1989, 1992, 1997. He runs for his party as its candidate to become a member of the European Parliament in the 1994 and 1998 elections. He also is director of elections for Austin Currie, the Fine Gael candidate, in the 1990 presidential election.
In 2001, Bruton is deposed as Fine Gael leader and replaced by Michael Noonan. Mitchell serves as his deputy from 2001 to 2002. He also chairs the key OireachtasPublic Accounts Committee. The Committee’s work under his chairmanship is widely praised for its inquiry into allegations of corruption and wide-scale tax evasion in the banking sector.
Though regarded in politics as one of Fine Gael’s “survivors,” who holds onto his seat amid major boundary changes, constituency changes and by attracting working class votes in a party whose appeal is primarily middle class, Mitchell loses his Dublin Central seat in the 2002 general election. That election witnesses a large-scale collapse in the Fine Gael vote, with the party dropping from 54 to 31 seats in Dáil Éireann. Although Mitchell suffers from the swing against Fine Gael in Dublin, he is not aided by the fact that Inchicore, which is considered his base in the constituency has been moved to Dublin South-Central. He chooses not to run in that constituency as his brother, Gay, is a sitting Teachta Dála (TD) running for re-election for that constituency.
Mitchell earlier has a liver transplant in an attempt to beat a rare form of cancer which had cost the lives of a number of his siblings. Though the operation is successful, the cancer returns. Although he appears to be making a recovery, Jim Mitchell ultimately dies of the disease on December 2, 2002.
His former constituency colleague and rival, Taoiseach Bertie Ahern, describes Jim Mitchell as having made an “outstanding contribution to Irish politics.”
The Anglo-Irish Agreement, an accord that gives the government of Ireland an official consultative role in the affairs of Northern Ireland, is signed by TaoiseachGarret FitzGerald and British Prime MinisterMargaret Thatcher on November 15, 1985, at Hillsborough Castle in County Down, Northern Ireland. Considered one of the most significant developments in British-Irish relations since the establishment of the Irish Free State in 1922, the agreement provides for regular meetings between ministers in the Irish and British governments on matters affecting Northern Ireland. It outlines cooperation in four areas: political matters, security and related issues, legal matters, including the administration of justice, and the promotion of cross-border cooperation.
The agreement is negotiated as a move toward easing long-standing tension between Britain and Ireland on the subject of Northern Ireland, although Northern Irish unionists, who are in favour of remaining part of the United Kingdom, are themselves strongly opposed to giving their southern neighbour a say in domestic matters. Many political leaders, including Thatcher, who has been strongly committed to British sovereignty in Northern Ireland, have come to believe that a solution to years of sectarian violence in Northern Ireland can only be achieved by means of an all-Ireland arrangement.
Such an attempt had previously been made in 1973. A power-sharing executive, composed of Irish nationalists as well as unionists, was set up in Northern Ireland, and Taoiseach Liam Cosgrave participated in talks with British Prime Minister Edward Heath that resulted in the Sunningdale Agreement. That accord recognized that Northern Ireland’s relationship with Britain could not be changed without the agreement of a majority of its population, and it provided for the establishment of a Council of Ireland composed of members from both the Dáil Éireann (the lower chamber of the Oireachtas) and the Northern Ireland Assembly. That agreement collapsed in May 1974 because of a general strike inspired by unionist opponents of power sharing.
In 1981 FitzGerald launches a constitutional crusade to make the reunification of Ireland more attractive to Northern Ireland’s Protestants. At the end of the year, the Irish and British governments set up an Anglo-Irish intergovernmental council to discuss matters of common concern, especially security. In 1984 the report of the New Ireland Forum, a discussion group that includes representatives of political parties in Ireland and Northern Ireland, sets out three possible frameworks for political development in Ireland: a unitary state, a federal state, and joint sovereignty. Of Ireland’s major political parties, Fianna Fáil prefers a unitary state, which Fine Gael and the Irish Labour Party regard as unrealistic. They prefer the federal option.
In the improved political climate between Britain and Ireland, leaders of the two countries sit down to negotiations. Ireland and Britain agree that any change in the status of Northern Ireland would come about only with the consent of the majority of the people of Northern Ireland, and an intergovernmental conference is established to deal with political, security, and legal relations between the two parts of the island. The agreement is a blow to Northern Ireland’s unionists, because it establishes a consultative role for the government of Ireland in the affairs of Northern Ireland through the Anglo-Irish Secretariat. The Ulster Unionist Party (UUP) and other unionists denounce the agreement, and UUP members of Parliament resign their seats over the issue, although 14 are returned in by-elections in 1986. The party organizes mass protests and boycotts of local councils and files a lawsuit challenging the legality of the agreement. However, these efforts, which are joined by the Democratic Unionist Party, fail to force abrogation of the agreement.
Contacts between the Irish and British governments continue after February 1987 within the formal structure of the intergovernmental conference. Fears that the violence in Northern Ireland would spill into Ireland as a consequence of closer Anglo-Irish cooperation in the wake of the agreement proves unfounded, and the UUP decides to participate in new negotiations on the constitutional future of Northern Ireland in 1990–93. After republican and unionist forces declare cease-fires in 1994, the UUP reluctantly joins discussions with the British and Irish governments and other political parties of Northern Ireland. No deal accepted by all sides is reached until the Good Friday Agreement in April 1998, which creates the Northern Ireland Assembly and new cross-border institutions.
