Death of Thomas Spring Rice, 1st Baron Monteagle of Brandon

Thomas Spring Rice, 1st Baron Monteagle of BrandonPCFRSFGS, British Whig politician who serves as Chancellor of the Exchequer from 1835 to 1839, dies on February 7, 1866 at Mount Trenchard House, near Foynes, County Limerick.

Spring Rice is born into a notable Anglo-Irish family on February 8, 1790, one of the three children of Stephen Edward Rice, of Mount Trenchard House, and Catherine Spring, daughter and heiress of Thomas Spring of Ballycrispin and Castlemaine, County Kerry, a descendant of the Suffolk Spring family. The family owns large estates in Munster. He is a great grandson of Sir Stephen RiceChief Baron of the Irish Exchequer and a leading Jacobite Sir Maurice FitzGerald, 14th Knight of Kerry. His grandfather, Edward, converted the family from Roman Catholicism to the Anglican Church of Ireland, to save his estate from passing in gavelkind.

Spring Rice is educated at Trinity College, Cambridge, and later studies law at Lincoln’s Inn, but is not called to the Bar. His family is politically well-connected, both in Ireland and Great Britain, and he is encouraged to stand for Parliament by his father-in-law, Lord Limerick.

Spring Rice first stands for election in Limerick City in 1818 but is defeated by the Tory incumbent, John Vereker, by 300 votes. He wins the seat in 1820 and enters the House of Commons. He positions himself as a moderate unionist reformer who opposes the radical nationalist politics of Daniel O’Connell and becomes known for his expertise on Irish and economic affairs. In 1824 he leads the committee which establishes the Ordnance Survey in Ireland.

Spring Rice’s fluent debating style in the Commons brings him to the attention of leading Whigs and he comes under the patronage of the Marquess of Lansdowne. As a result, he is made Under-Secretary of State for the Home Department under George Canning and Lord Goderich in 1827, with responsibility for Irish affairs. This requires him to accept deferral of Catholic emancipation, a policy which he strongly supports. He then serves as joint Secretary to the Treasury from 1830 to 1834 under Lord Grey. Following the Reform Act 1832, he is elected to represent Cambridge from 1832 to 1839. In June 1834, Grey appoints him Secretary of State for War and the Colonies, with a seat in the cabinet, a post he retains when Lord Melbourne becomes Prime Minister in July. A strong and vocal unionist throughout his life, he leads the Parliamentary opposition to Daniel O’Connell’s 1834 attempt to repeal the Acts of Union 1800. In a six-hour speech in the House of Commons on April 23, 1834, he suggests that Ireland should be renamed “West Britain.” In the Commons, he also champions causes such as the worldwide abolition of slavery and the introduction of state-supported education.

The Whig government falls in November 1834, after which Spring Rice attempts to be elected Speaker of the House of Commons in early 1835. When the Whigs return to power under Melbourne in April 1835, he is made Chancellor of the Exchequer. As Chancellor, he has to deal with crop failures, a depression and rebellion in North America, all of which create large deficits and put considerable strain on the government. His Church Rate Bill of 1837 is quickly abandoned and his attempt to revise the charter of the Bank of Ireland ends in humiliation. Unhappy as Chancellor, he again tries to be elected as Speaker but fails. He is a dogmatic figure, described by Lord Melbourne as “too much given to details and possessed of no broad views.” Upon his departure from office in 1839, he has become a scapegoat for the government’s many problems. That same year he is raised to the peerage as Baron Monteagle of Brandon, in the County of Kerry, a title intended earlier for his ancestor Sir Stephen Rice. He is also Comptroller General of the Exchequer from 1835 to 1865, despite Lord Howick‘s initial opposition to the maintenance of the office. He differs from the government regarding the exchequer control over the treasury, and the abolition of the old exchequer is already determined upon when he dies.

From 1839 Spring Rice largely retires from public life, although he occasionally speaks in the House of Lords on matters generally relating to government finance and Ireland. He vehemently opposes John Russell, 1st Earl Russell‘s policy regarding the Irish famine, giving a speech in the Lords in which he says the government had “degraded our people, and you, English, now shrink from your responsibilities.”

In addition to his political career, Spring Rice is a commissioner of the state paper office, a trustee of the National Gallery and a member of the senate of the University of London and of the Queen’s University of Ireland. Between 1845 and 1847, he is President of the Royal Statistical Society. In addition, he is a Fellow of the Royal Society and a Fellow of the Geological Society of London. In May 1832 he becomes a member of James Mill‘s Political Economy Club.

Spring Rice is well regarded in Limerick, where he is seen as a compassionate landlord and a good politician. An advocate of traditional Whiggism, he strongly believes in ensuring society is protected from conflict between the upper and lower classes. Although a pious Anglican, his support for Catholic emancipation wins him the favour of many Irishmen, most of whom are Roman Catholic. He leads the campaign for better county government in Ireland at a time when many Irish nationalists are indifferent to the cause. During the Great Famine of the 1840s, he responds to the plight of his tenants with benevolence. The ameliorative measures he implements on his estates almost bankrupts the family and only the dowry from his second marriage saves his financial situation. A monument in honour of him still stands in the People’s Park in Limerick.

Even so, Spring Rice’s reputation in Ireland is not entirely favourable. In a book regarding assisted emigration from Ireland, a process in which a landlord pays for their tenants’ passage to the United States or Australia, Moran suggests that Spring Rice was engaged in the practice. In 1838, he is recorded as having “helped” a boat load of his tenants depart for North America, thereby allowing himself the use of their land. However, he is also recorded as being in support of state-assisted emigration across the British Isles, suggesting that his motivation is not necessarily selfish.

Spring Rice dies at the age of 76 on February 7, 1866. Mount Monteagle in Antarctica and Monteagle County in New South Wales are named in his honour.

Birth of Edward Conor Marshall O’Brien, Ship Builder & Designer

Edward Conor Marshall O’Brien, Irish aristocrat and intellectual, is born in Cahirmoyle, County Limerick, on November 3, 1880. His views are republican and nationalist. He is also owner and captain of one of the first boats to sail under the tri-colour of the Irish Free State. He is the first amateur Irish sailor to sail around the world.

O’Brien is a ship builder and designer, and his notable boats include the Kelpie (used for gun running in 1914), the Saoirse (in which he circumnavigates the globe) and the Ilen (a Falkland Islands service ship).

O’Brien’s grandfather is William O’Brien who is a member of Young Ireland. His grandfather and his aunt Charlotte Grace O’Brien both play roles in social reform. Robert Donough, his uncle, is an architect, and the painter Dermod O’Brien is his brother. He is educated in England at Winchester College and the University of Oxford, and in Ireland at Trinity College Dublin (TCD). After his education he comes back to Ireland and starts practicing as an architect in 1903. According to the 1911 census he lives at 58 Mount Street, south County Dublin.

O’Brien is credited with two buildings in his lifetime: the Co-operative Hall in County Donegal and the People’s Hall in County Limerick. He is also known as a naval architect, having designed two ships, the Saoirse and the llen. He later captains both of these ships himself.

In Saoirse, a 20-ton, 42-foot ketch designed and built in 1922 in Baltimore, County Cork, he and three crew members circumnavigate the globe between 1923 and 1925 – the first recorded by an amateur skipper from west to east, the first yacht circumnavigation by way of the three great capes: Cape Horn, Cape of Good Hope and Cape Leeuwin, and the first boat flying the Irish tri-colour to enter many of the world’s ports and harbours. His voyage begins and ends at the Port of Foynes, County Limerick, where he lives. His account of the voyage, Across Three Oceans, (1927) becomes one of the classics of maritime literature.

Up until O’Brien’s circumnavigation, this route is the preserve of square-rigged grain ships taking part in the grain race from Australia to England via Cape Horn (also known as the clipper route).

O’Brien’s seagoing experiences are put to use in his design of the Ilen, which is built for the Falkland Islands as a service boat and launched in the spring of 1926. In 1998, Ilen returns to the site where she was first built, on the River Ilen near Baltimore, County Cork, where she undergoes a full restoration and is re-launched in May 2018. This task provides work-based learning for the students of the Ilen School.

O’Brien has some involvement with gun running in 1914 on behalf of the Irish Volunteers, for political reasons and because he has experience in sailing. On July 26, 1914, nine hundred guns are brought to Howth harbour aboard Erskine Childers‘ yacht Asgard. As part of the same operation, O’Brien transports arms on his yacht, Kelpie. The guns on Kelpie are transshipped to another yacht, Chotah, owned by Sir Thomas Myles, before being landed at Kilcoole in County Wicklow on August 1, 1914. After the gun running incidents, he serves in the Royal Naval Volunteer Reserve.

O’Brien is a keen mountaineer as well as a sailor, known for climbing in bare feet. He climbs Mount Brandon in southwest Ireland and Snowdon in North Wales with George Mallory and Geoffrey Winthrop Young among others. Later, during his circumnavigation (1923–1925) he plans to climb Aoraki / Mount Cook in the Southern Alps in New Zealand‘s South Island. However, because of delays during his circumnavigation, he arrives in New Zealand too late.

In 1928, O’Brien marries a well-known artist, Kathleen Francis, the youngest daughter of Sir George Clausen, RA. The couple thereafter moves to Ibiza, where they live on the Saoirse until Kathleen’s death in 1936. They have no children. Relocating to Cornwall, where he lives with his sister, he writes books on sailing and works of fiction for children. Although too old for active service when war with Germany breaks out in 1939, he assists the British war effort by serving in the Small Ships Pool, which delivers support vessels across the Atlantic and brings food supplies from the United States in private yachts.

In 1940 O’Brien sells Saoirse to the Royal Cornwall Yacht Club. The boat remains in use until 1980, when it is lost off the Jamaican coast. After the war he retires to another sister’s home in Foynes, County Limerick, where he lives and continues to write books for children until his death on April 18, 1952.

Death of Painter William Dermod O’Brien

William Dermod O’Brien, Irish painter commonly known as Dermod O’Brien, dies in Dublin on October 3, 1945. Most of his paintings are landscapes and portraits. His work is part of the painting event in the art competition at the 1928 Summer Olympics in Amsterdam, Netherlands.

O’Brien is born on June 10, 1865, at Mount Trenchard House near Foynes in County Limerick, the son of Edward William O’Brien and Hon. Mary Spring Rice, granddaughter of Thomas Spring Rice, 1st Baron Monteagle of Brandon. For a time after his mother’s death, he is raised by his aunt Charlotte Grace O’Brien, along with his sisters, Nelly and Lucy. His father subsequently remarries in 1880. He is educated at Harrow School and Trinity College, Cambridge.

O’Brien marries Mabel Emmeline Smyly, daughter of Sir Philip Crampton Smyly, on March 8, 1902. Together they have five children. His son Brendan, a surgeon in Dublin, marries artist Kitty Wilmer O’Brien. His daughter Rosaleen Brigid becomes an artist, also known as Brigid Ganly after her marriage to Andrew Ganly. Another artistic relative is Geraldine O’Brien.

Unlike many of his Irish contemporaries, after graduating from Cambridge O’Brien does not study art in Dublin, opting instead to travel to Paris, where he studies the paintings at the Louvre. In 1887, he visits galleries in Italy and then enrolls at the Royal Academy of Fine Arts in Antwerp, Belgium. At the Academy he is a fellow student of Walter Osborne. He leaves Antwerp in 1891 and returns to Paris, where he studies at Académie Julian. He relocates to London in 1893 and then Dublin in 1901.

O’Brien is designated an associate of the Royal Hibernian Academy in 1906, a member in 1907, and is later president between 1910 and 1945. He is made an honorary member of the Royal Academy of Arts, London in 1912.

O’Brien holds the office of High Sheriff of County Limerick in 1916 and serves as Deputy Lieutenant of County Limerick. He serves in the Artists Rifles during World War I.

Death of Charlotte Grace O’Brien, Philanthropist & Activist

Charlotte Grace O’Brien, author, philanthropist and an activist in nationalist causes and the protection of female emigrants, dies on June 3, 1909. She is known also as a plant collector.

Born on November 23, 1845, at Cahirmoyle, County Limerick, O’Brien is the younger daughter in a family of five sons and two daughters. Her father is William Smith O’Brien, the Irish nationalist and her mother is Lucy Caroline, eldest daughter of Joseph Gabbett, of High Park, County Limerick. On her father’s return in 1854 from the penal colony in Tasmania, she rejoins him in Brussels and stays there until he comes back to Cahirmoyle in 1856. On her mother’s death in 1861, she moves with her father to Killiney, near Dublin, and is his constant companion until his death at Bangor, Gwynedd in 1864.

From 1864, O’Brien lives at Cahirmoyle with her brother Edward, caring for his motherless children until his remarriage in 1880. Having been hard of hearing since childhood, by 1879 she has become entirely deaf. She goes to live at Ardanoir near Foynes on the River Shannon and spends time writing. She becomes a staunch supporter of Charles Stewart Parnell.

A bad harvest in Ireland in 1879, combined with Irish political turmoil, causes many Irish people to emigrate to the United States. In articles and letters to newspapers and reviews, O’Brien exposes the awful conditions that exist in the Queenstown (Cobh) lodging houses, on board the emigrant ships, and in the dock slums of New York City, where the Irish have to stay upon landing. A notable piece she writes is the Horrors of the Immigrant Ship which appears in The Pall Mall Gazette on May 6, 1881.

A visit to Queenstown, the port of embarkation, and a tour of the White Star Line‘s Germanic leads her to successfully lobby to get a Catholic priest aboard the emigrant ship to help ease the passage, at least spiritually. That achievement captures even more public attention by virtue of the fact that O’Brien herself is Protestant. Despite the limit of 1,000 passengers, she notes the steamer has carried as many as 1,775 at one time.

O’Brien presses the Board of Trade for greater vigilance, and in April 1882, founds a 105-bed boarding house at Queenstown for the reception and protection of girls on the point of emigrating. The O’Brien Emigrants Home at The Beach, Queenstown fails because it is boycotted by other boardinghouse keepers and local merchants, forcing her to order provisions from Cork.

O’Brien also daily visits three or four of the ships for which her lodgers are destined along with a medical officer. She makes passages herself to America, using the occasion to investigate shipboard conditions and lobby for the reform and enforcement of health and safety standards.

O’Brien finds little effort to provide food, drink or accommodation at the Castle Garden entry facility. She also finds that often the illiterate young women are being tricked into prostitution through spurious offers of employment. Additionally, she notes the high infant mortality rates in the tenements where the women live. She proposes to Archbishop John Ireland of Minnesota an information bureau at Castle Garden, a temporary shelter to provide accommodation for immigrants and a chapel. Archbishop Ireland agrees to raise the matter at the May 1883 meeting of the Irish Catholic Association which endorses the plan and votes to establish an information bureau at Castle Garden. Ireland also contacts Cardinal John McCloskey, Archbishop of New York, about providing a priest for immigrants arriving at Castle Garden.

The Mission opens on January 1, 1884, with Rev. John J. Riordan appointed as the first chaplain at Castle Garden. Immigrant girls needing accommodation are placed in local boarding houses until May 1 when a Home for Immigrant Girls is opened at 7 Broadway. In 1885, the James Watson House at 7 State Street is purchased from Isabella Wallace for the Mission of Our Lady of the Rosary for the Protection of Irish Immigrant Girls to serve as a way station for young immigrant women. Between 1884 and 1890, the Mission provides assistance to 25,000 Irish immigrant women.

In 1881–82, O’Brien embarks on a campaigning lecture tour in the United States. She encounters problems, however, particularly given her Protestant background and the need to enlist support from Catholic clergy. Poor health, and her profound deafness cause her to curtail her activities in America. When she returns to Ireland in 1883, she finds herself suspected of being a British agent whose Emigrant Boarding house and whose plans for an American home for Irish immigrant girls facilitate the government’s assisted emigrant scheme. Supposedly, this would be the scheme that helps landlords clear their estates of poor tenants. In fact, O’Brien opposes assisted emigration, but she continues to assist those who are sent to her.

O’Brien retires from active public work in 1886, moving to Ardanoir, Foynes, on the Shannon Estuary. She spends considerable time in Dublin, where she socialises with Douglas Hyde and the painter William Osbourne. She joins the Roman Catholic Church in 1887. She dies of heart failure on June 3, 1909, at Foynes, and is buried at Knockpatrick.

Birth of Charlotte Grace O’Brien

Charlotte Grace O’Brien, author, philanthropist, plant collector, and activist in nationalist causes and the protection of female emigrants, is born on November 23, 1845, at Cahirmoyle, County Limerick.

O’Brien is the younger daughter in a family of five sons and two daughters of William Smith O’Brien, Irish nationalist, and his wife Lucy Caroline, eldest daughter of Joseph Gabbett, of High Park, County Limerick. Upon her father’s return in 1854 from the penal colony in Tasmania, she rejoins him in Brussels and stays there until his removal to Cahirmoyle in 1856. Upon her mother’s death in 1861 she moves with her father to Killiney, near Dublin, and is his constant companion until his death at Bangor, Gwynedd in 1864.

From 1864 O’Brien lives at Cahirmoyle with her brother Edward, tending his motherless children, until his remarriage in 1880. She then goes to live at Foynes on the River Shannon and there devotes herself to literary pursuits. She has already published in 1878 her first novel, Light and Shade, a tale of the Fenian rising of 1867, the material for which had been gathered from Fenian leaders. A Tale of Venice, a drama, and Lyrics appear in 1880.

By 1881 her interests and pen are absorbed in Irish political affairs, in which she shares her father’s opinions. She contributes articles to the Nineteenth Century on The Irish Poor Man (December 1880) and Eighty Years (March 1881). In the spring of 1881, the attitude of the liberal government towards Ireland leads her to address many fiery letters to The Pall Mall Gazette, then edited by John Morley.

Another interest, however, soon absorbs O’Brien’s activities. The disastrous harvest in Ireland in 1879, combined with Irish political turmoil, leads to much emigration to the United States. At Queenstown, the port of embarkation, female emigrants suffer much from overcrowded lodgings and robbery. She not only induces the board of trade to exercise greater vigilance but also founds in 1881 a large boarding-house at Queenstown for the reception and protection of girls on the point of emigrating.

In order to improve the steamship accommodations for female emigrants, and to study their prospects in America, O’Brien makes several steerage passages to America. She also establishes in New York a similar institution to that in Queenstown for the protection of girls. Many experiences during this period find expression in her Lyrics (Dublin, 1886), a small volume of poems, which gives simple pictures of the emigrants and contains some stirring nationalist ballads.

On her retirement from active public work in 1886, O’Brien returns to Ardanoir, Foynes, on the bank of the Shannon, devoting her leisure to writing and to study of plant life. She contributes much on the flora of the Shannon district to the Irish Naturalist and joins the Roman communion in 1887.

Charlotte Grace O’Brien dies on June 3, 1909, at Foynes, and is buried at Knockpatrick. Selections from her Writings and Correspondence is published at Dublin in 1909. Her verses have dignity and grace, her polemical essays are vigorous and direct, and her essays on nature charm by their simple style.

First Aircraft Lands at Rineanna Airfield (Shannon Airport)

The first aircraft, an Irish Air Corps Aero Anson A43, lands at the newly opened Rineanna Airfield, which is later to become known as Shannon International Airport, on May 18, 1939.

Transatlantic aviation in the Shannon Estuary first commences with a seaplane base at Foynes. In October 1935, the Irish Government makes a decision to initiate a survey to find suitable bases for the operation of seaplanes and land planes on a transatlantic service. The Department of Defence, which provides technical advice on aviation to the Civil Aviation Section of the Department of Industry, is given the task.

On November 21, 1935, a survey party sets out and surveys sites as far north as Athlone and south to Askeaton. Among the sites for a seaplane base to be considered are the Shannon just below Limerick, Lough Derg, Lough Corrib, Tralee Bay, Kenmare Bay, Lough Ree, and Valentia. Foynes, near the mouth of the Fergus River, is finally selected due to its sheltered anchorage and its proximity to long open stretches of water.

The first priority is drainage to remove surface water from the site and to construct embankments to prevent flooding of the airfield due to its proximity to the tidal River Shannon. Several hundred men are employed to dig narrow lateral drains for the approximately 135 miles of pipes which are laid in parallel lines 50 feet apart over almost the entire area of the airfield site. They also excavate catchment drains to collect water from the surface of the site.

At this time all indications are that regular aerial travel between Europe and the United States will be initially by flying boat and accordingly, the base at Rineanna is designed to cater to both land planes and flying boats.  Construction work commences to build embankments and a breakwater to provide for a seaplane base and to protect the airfield site from flooding from the River Shannon.

Developments in aviation during World War I ensure land planes and not flying boats are to be the future of aviation, therefore the mooring basin and the east breakwater which are being constructed for flying boats at Rineanna are never quite finished.  Construction of the embankments continue to protect the site from the River Shannon and to form a drainage lagoon for surface water from the western headland of the airport site.

When World War II ends, the airport is ready to be used by the many new post-war commercial airlines of Europe and North America. On September 16, 1945, the first transatlantic proving flight, a Pan Am DC-4, lands at Shannon from New York City. On October 24, the first scheduled commercial flight, an American Overseas Airlines DC-4, passes through Shannon Airport. An accident involving President Airlines on September 10, 1961 results in the loss of 83 lives. The Douglas DC-6 aircraft crashes into the River Shannon while leaving Shannon Airport for Chicago.

The number of international carriers rises sharply in succeeding years as Shannon becomes well known as the gateway between Europe and the Americas as limited aircraft range necessitates refueling stops on many journeys. Shannon becomes the most convenient stopping point before and after a trip across the Atlantic. Additionally, during the Cold War, many transatlantic flights from the Soviet Union stop here for refueling, because Shannon is the westernmost non-NATO airport.

Shannon Airport is one of Ireland’s three primary airports, along with Dublin Airport and Cork Airport, and includes the longest runway in Ireland at 10,495 feet. It is a designated emergency landing site for the Space Shuttle during the U.S. shuttle program. In 2015, 1.715 million passengers pass through the airport, making it the third busiest airport in the country after Dublin and Cork. Shannon Airport is in Shannon, County Clare, and mainly serves Limerick, Ennis, Galway, and the south-west of Ireland.
