Kosovar Refugees Allowed to Stay in Ireland Permanently

On February 13, 2001, Kosovar refugees living in Tralee and Waterford celebrate their right to become Irish citizens, almost two years after they first arrive in Ireland. A total of 140 Kosovar refugees, displaced as a result of an ethnic war in their homeland, are to be allowed to live in Ireland permanently on humanitarian grounds.

The Minister of State, Liz O’Donnell, says that she is delighted at the successful conclusion to the programme. She tells The Irish Times, “I have always recommended that no one should be forcibly repatriated, so I would wholeheartedly welcome this move. It is exactly as I wanted it to turn out and I am delighted that the overall programme will be coming to such a successful conclusion. This could not have been achieved without the help of the many agencies that contributed to the programme. The multi-agency approach is the key to successful integration, and I want to pay special tribute to the staff of the Refugee Agency.”

There is relief and joy at the reception centres for programme refugees from Kosovo in Waterford and Tralee with the news that they can stay here indefinitely. Many of those affected are already in full-time employment or education. In five years’ time, the Kosovars will be allowed to apply for Irish citizenship.

A thousand refugees displaced in the war in former Yugoslavia came to Ireland in June of 1999. The cost of bringing the refugees to Ireland, providing for them and resettling them comes to between £5 and £6 million.

Over the previous six months, many have gradually returned home, and now those who do not want to go back have been told that they are welcome to officially start their new lives here. However, some Kosovars, who have come into Ireland by other means also claim asylum, saying that they too should be allowed to stay on humanitarian grounds. Their cases are assessed individually.

Death of Hunger Striker Frank Stagg

Frank Stagg, Provisional Irish Republican Army (IRA) hunger striker from County Mayo, dies on February 12, 1976, in Wakefield Prison, West Yorkshire, England after 62 days on hunger strike.

Stagg is the seventh child in a family of thirteen children. He is born on October 4, 1942, in Hollymount, County Mayo. His brother, Emmet Stagg, is a Labour Party politician, formerly a Teachta Dála (TD) for Kildare North.

Stagg is educated to primary level at Newbrook Primary School and at CBS Ballinrobe to secondary level. After finishing his schooling, he works as an assistant gamekeeper with his uncle prior to emigrating to England in search of work.

Once in England he gains employment as a bus conductor in north London and later becomes a bus driver. Whilst in England he meets and marries fellow Mayo native, Bridie Armstrong from Carnacon. In 1972, he joins the Luton cumann of Sinn Féin and soon after becomes a volunteer in the Provisional Irish Republican Army (IRA).

In April 1973, Stagg is arrested with six others alleged to comprise an IRA unit planning bombing attacks in Coventry. He is tried at Birmingham Crown Court. The jury finds three of the seven not guilty. The remaining four are all found guilty of criminal damage and conspiracy to commit arson. Stagg and English-born priest, Father Patrick Fell, are found to be the unit’s commanding officers. Stagg is given a ten-year sentence and Fell twelve years. Thomas Gerald Rush is given seven years and Anthony Roland Lynch, who is also found guilty of possessing articles with intent to destroy property, namely nitric acid, balloons, wax, and sodium chlorate, is given ten years.

Stagg is initially sent to the top security Albany Prison on the Isle of Wight. In March 1974, having been moved to Parkhurst Prison, he and fellow Mayo man Michael Gaughan join a hunger strike begun by the sisters Marion Price and Dolours Price, Hugh Feeney, and Gerry Kelly.

Following the hunger strike that results in the death of Michael Gaughan, the Price sisters, Feeney, and Kelly are granted repatriation to Ireland. Stagg is denied repatriation and is transferred to Long Lartin Prison. During his time there he is subject to solitary confinement for refusing to do prison work and is also subjected, along with his wife and sisters during visits, to humiliating body searches. In protest against this he begins a second hunger strike that lasts for thirty-four days. This ends when the prison governor agrees to an end to the strip-searches on Stagg and his visitors. Stagg is bed-ridden for the rest of his incarceration in Long Lartin, due to a kidney complaint.

In 1975 Stagg is transferred to Wakefield Prison, where it is demanded that he again do prison work. He refuses and is placed in solitary confinement. On December 14, 1975, Stagg embarks on a hunger strike in Wakefield, along with a number of other republican prisoners, after being refused repatriation to Ireland during the IRA/British truce. Stagg’s demands are an end to solitary confinement, no prison work, and repatriation to prison in Ireland. The British government refuses to meet any of these demands. Stagg dies on February 12, 1976, after 62 days on hunger strike.

Frank Stagg’s burial causes considerable controversy in Ireland, with republicans and two of his brothers seeking to have Stagg buried in the republican plot in Ballina in accordance with his wishes, while his widow, his brother, Emmet Stagg, and the Irish government wish to have him buried in the family plot in the same cemetery and to avoid republican involvement in the funeral. As the republicans wait at Dublin Airport for the body, the Irish government orders the flight to be diverted to Shannon Airport.

His body is taken to Ballina and buried near the family plot. In order to prevent the body being disinterred and reburied by republicans, the grave is covered with concrete. In November 1976, a group of republicans tunnel under the concrete to recover the coffin under cover of darkness and rebury it in the republican plot.

Birth of Irish Revolutionary Maud Gonne

Maud Gonne, Irish revolutionary, romantic muse for William Butler Yeats, and mother to Nobel Peace Prize-winner Seán MacBride, is born at Tongham, England on December 21, 1866.

Gonne is born into a distinguished and wealthy family, and her father serves as an army captain. Her mother dies of tuberculosis when she is a child, and she and her sister are raised and educated by a French nanny. This cosmopolitan upbringing is furthered by travels throughout Europe with her father, then a military attaché.

In 1884, Gonne’s father dies of typhoid fever, and she receives a considerable inheritance. After moving to France to be with her aunt, she meets and falls in love with right wing politician Lucien Millevoye. Though he is already married, he instills Gonne with his political passions. She begins a nearly lifelong fight for Irish freedom from England and the release of political prisoners. She and Millevoye have two children, one of whom survives, before their relationship ends.

Moved by the plight of those evicted in the Land Wars, Gonne continues to campaign for the Irish nationalist cause. While living in Paris, she is introduced to Fenianism by John O’Leary, a veteran of the Young Ireland Rebellion of 1848. In 1889, O’Leary introduces her to a man whose infatuation with her would last most of his life, poet William Butler Yeats. She begins a relationship with Yeats, though she refuses his many marriage proposals. She is the inspiration for many of Yeats’s poems. In 1900, she founds the Daughters of Ireland, which provides a home for Irish nationalist women.

In 1918, Gonne is arrested for being a political agitator. She becomes severely ill in prison and after her release, she begins a crusade for improved conditions for Ireland’s political prisoners. In 1903, she marries Major John MacBride, who had led the Irish Transvaal Brigade against the British in the Second Boer War, in Paris in 1903. After the birth of their son, Seán, Gonne and her husband agree to end their marriage. She demands sole custody of their son but MacBride refuses, and a divorce case begins in Paris on February 28, 1905. The only charge against MacBride substantiated in court is that he was drunk on one occasion during the marriage. A divorce is not granted, and MacBride is given the right to visit his son twice weekly.

The couple’s son, Seán MacBride, is active in politics in Ireland and in the United Nations. He is a founding member and Chairman of Amnesty International and is awarded the Nobel Peace Prize in 1974.

Gonne dies in Clonskeagh on April 27, 1953, at the age of 86 and is buried in Glasnevin Cemetery, Dublin. Maud Gonne’s autobiography, A Servant of the Queen, is published in 1938.

Founding of the Irish National Land League

The Irish National Land League, one of the most important political organizations in Irish history which seeks to help poor tenant farmers, is founded at the Imperial Hotel in Castlebar, County Mayo, on October 21, 1879. Its primary aim is to abolish landlordism in Ireland and enable tenant farmers to own the land they work on. The national organization is modeled on the Land League of Mayo, which Michael Davitt had helped found earlier in the year.

At the founding meeting Charles Stewart Parnell is elected president of the league. Davitt, Andrew Kettle, and Thomas Brennan are appointed as honorary secretaries. This unites practically all the different strands of land agitation and tenant rights movements under a single organisation.

Parnell, Davitt, John Dillon, and others including Cal Lynn then go to the United States to raise funds for the League with spectacular results. Branches are also set up in Scotland, where the Crofters Party imitates the League and secures a reforming Act in 1886.

The government introduces the Landlord and Tenant (Ireland) Act 1870, which proves largely ineffective. It is followed by the marginally more effective Land Acts of 1880 and 1881. These establish a Land Commission that starts to reduce some rents. Parnell together with all of his party lieutenants including Father Eugene Sheehy, known as “the Land League priest,” go into a bitter verbal offensive and are imprisoned in October 1881 under the Protection of Person and Property Act 1881 in Kilmainham Gaol for “sabotaging the Land Act.” It is from here that the No-Rent Manifesto is issued, calling for a national tenant farmer rent strike until “constitutional liberties” are restored and the prisoners freed. It has a modest success In Ireland and mobilizes financial and political support from the Irish Diaspora.

Although the League discourages violence, agrarian crimes increase widely. Typically, a rent strike is followed by eviction by the police and the bailiffs. Tenants who continue to pay the rent can be subject to a boycott by local League members. Where cases go to court, witnesses would change their stories, resulting in an unworkable legal system. This in turn leads on to stronger criminal laws being passed that are described by the League as “Coercion Acts.”

The bitterness that develops helps Parnell later in his Home Rule campaign. Davitt’s views as seen in his famous slogan: “The land of Ireland for the people of Ireland” is aimed at strengthening the hold on the land by the peasant Irish at the expense of the alien landowners. Parnell aims to harness the emotive element, but he and his party are strictly constitutional. He envisions tenant farmers as potential freeholders of the land they have rented.

The Guildford Four Are Released From Prison

After serving 15 years in prison, the Guildford Four, Gerry Conlon, Patrick Armstrong, Carole Richardson, and Paul Hill, are released on October 19, 1989, in what is considered to be one of the biggest-ever miscarriages of justice in Britain.

On October 5, 1974, an Irish Republican Army (IRA) bomb kills four people in a Guildford pub frequented by British military personnel, while another bomb in Woolwich kills three. British investigators rush to find suspects and soon settle on Gerry Conlon and Paul Hill, two residents of Northern Ireland who are in the area at the time of the terrorist attack.

Under the recently rewritten Prevention of Terrorism Act, British investigators are allowed to hold and interrogate terrorist suspects for five days without any hard evidence. Conlon and Hill, who are nonpolitical petty criminals, are among the first suspects held under the new law. During their prison stay, investigators fabricate against them an IRA conspiracy that implicates a number of their friends and family members. The officers then force the two suspects to sign confessions under physical and mental torture. In October 1975, Gerry Conlon, Paul Hill, Paddy Armstrong, and Carole Richardson are sentenced to life in prison – mandatory for adults convicted of murder. Seven of their relatives and friends, called the Maguire Seven, are sentenced to lesser terms on the basis of questionable forensic evidence.

In 1989, detectives from Avon and Somerset Constabulary, investigating the handling of the case, find three significant pieces of evidence in relation to Surrey Police‘s handling of the Guildford Four and their statements.

Firstly, typed notes from Patrick Armstrong’s police interviews which had been heavily edited. Deletions and additions had been made, and the notes had been rearranged. These notes, and their amendments, are consistent with hand-written and typed notes presented at the trial, which suggest that the hand-written notes are made after the interviews had been conducted. The notes presented had been described in court as contemporaneous records.

Secondly, a series of manuscript notes relating to an interview with Hill, which show that Hill’s fifth statement is taken in breach of Judges’ Rules and may well have been inadmissible as evidence. The information is not made available to the Director of Public Prosecutions or the prosecution. Further, the officers involved had denied under oath that such an interview had happened.

Thirdly, detention records are inconsistent with the times and durations of the claimed interviews reported by the Surrey police.

In the face of growing public protest and after the disclosure of exonerating evidence, including the admittance of guilt in the bombings by an imprisoned IRA member, the group’s conviction is declared “unsafe and unsatisfactory.” The Guildford Four are cleared of all charges and released after 15 years in prison. The following year a British appeals court also overturns the convictions of the Maguire Seven, who were jailed on the basis of forensic evidence that is shown to have no relevant scientific basis.

Birth of Singer & Political Activist Bob Geldof

Robert Frederick Zenon “Bob” Geldof, singer, songwriter, author, occasional actor, and political activist, is born in Dún Laoghaire, County Dublin, on October 5, 1951.

Geldof attends Blackrock College, though he later says he did not enjoy his time there because of its Catholic ethos and bullying for his lack of rugby prowess and for his middle name, Zenon. After leaving school he gains certain odd jobs but is not inspired by any of them. He then goes to Vancouver, British Columbia, Canada to work as a music journalist.

Returning to Ireland in 1975, Bob Geldof becomes the lead singer of The Boomtown Rats, a rock group closely linked with the punk movement. He famously states the reason for joining a pop band is “to get rich, to get famous, and to get laid.”

By 1978, The Boomtown Rats achieve their first U.K. hit single with Rat Trap and later achieve a second hit with I Don’t Like Mondays.

In 1981, Geldof is invited to take part in a concert for Amnesty International and this sows a seed of future ideas.

In 1984, Geldof moves from being a rock start to international celebrity for raising awareness of humanitarian charities. During that year, Ethiopia and other African countries experience a severe famine which leads to death by starvation for thousands of people. The plight of starving children is widely seen on television and Geldof, along with Midge Ure, decide to do something about it, releasing the single Do They Know It’s Christmas?. It is a spontaneous event with many of the best-known names in pop music invited. It becomes an instant best seller selling a record 3 million copies.

In the summer of 1985, Geldof is one of the main organisers behind the Live Aid concert at Wembley Stadium. It is a sixteen-hour rock extravaganza aimed at raising money and awareness for Africa. It is a unique musical event capturing the imagination and attention of the world. Following this concert, he becomes more involved in work for non-governmental organisations in Africa and becomes one of the leading spokespersons on Third World debt and relief.

In 2005, he organises a Live 8 concert, coinciding with the Make Poverty History campaign. He seeks the co-operation of leading G8 leaders such as Tony Blair to write off Third World debt. Some criticise him for becoming too close to politicians and some argue his presence in the Third World campaign issue does more harm than good.

However, Geldof remains a powerful figurehead for motivating Western attitudes to pay more attention to the problems and challenges of the poorest parts of the world. He feels a passion for improving conditions in Africa.

Geldof is knighted in 1986 and is often affectionately known as “Sir Bob.”

Mary Robinson Resigns as President of Ireland

President Mary Robinson resigns on September 12, 1997, two months ahead of the end of her term, in order to take up appointment as United Nations High Commissioner for Human Rights.

On July 24, 1997, Robinson announces her intention to resign as President of Ireland. The Irish Government states that her announcement “was not unexpected” and wishes her “every success.” She resigns by addressing a message to the Ceann Comhairle of Dáil Éireann and it takes effect at 1:00 PM on September 12.

Upon her resignation as President, the role of President is transferred to the Presidential Commission, which is comprised of the Chief Justice, the Ceann Comhairle, and the Cathaoirleach of the Seanad Éireann, from September 12 until November 11, 1997, when Mary McAleese is sworn in as the new President.

Media reports suggest that Robinson has been head-hunted for the post by Secretary General of the United Nations Kofi Annan to assume an advocacy as opposed to administrative role, in other words to become a public campaigner outlining principles rather than the previous implementational and consensus-building model. The belief is that the post has ceased to be seen as the voice of general principles and has become largely bureaucratic. Robinson’s role is to set the human rights agenda within the organisation and internationally, refocusing its appeal.

Robinson is the first High Commissioner for Human Rights to visit Tibet, making her trip in 1998. During her tenure she criticises the Irish system of permits for non-EU immigrants as similar to “bonded labour” and criticises the United States’ use of capital punishment.

In 2001, Robinson chairs the Asia Regional Preparatory Meeting for the World Conference against Racism, Racial Discrimination, Xenophobia and related intolerances, which is held in Tehran, Iran. Representatives of the Simon Wiesenthal Centre, a Jewish group, and the Baha’i International Community are not permitted to attend. Robinson wears a headscarf at the meeting in conformance to the Iranians edict that all women attending the conference must wear a headscarf. Women who do not wear the headscarf are criticized, which Robinson says plays into the hands of religious conservatives.

She extends her intended single four-year term by a year following an appeal by Secretary General Annan to preside over the World Conference against Racism 2001 in Durban, South Africa. The conference proves controversial, and under continuing pressure from the United States, Robinson resigns her post in September 2002.

Eighth Amendment of the Constitution of Ireland Approved

The Eighth Amendment of the Constitution of Ireland, which introduces a constitutional ban on abortion by recognizing a right to life of an unborn child, is approved by referendum on September 7, 1983, and signed into law on October 7 of the same year. It is often referred to as the Irish Pro-Life Amendment.

The amendment is adopted during the Fine GaelLabour Party coalition government led by Garret FitzGerald but is drafted and first suggested by the previous Fianna Fáil government of Charles Haughey. The amendment is supported by Fianna Fáil and some of Fine Gael and is generally opposed by the political left. Most of those opposed to the amendment, however, insist that they are not in favour of legalising abortion. The Roman Catholic hierarchy supports the amendment, but it is opposed by the other mainstream churches. After an acrimonious referendum campaign, the amendment is passed by 67% voting in favour to 33% voting against.

Under sections 58 and 59 of the Offences against the Person Act 1861, abortion is already illegal in Ireland. However, anti-abortion campaigners fear the possibility of a judicial ruling in favour of allowing abortion. In McGee v. Attorney General (1973), the Supreme Court of Ireland had ruled against provisions of the Criminal Law Amendment Act 1935 prohibiting the sale and importation of contraception on the grounds that the reference in Article 41 to the “imprescriptable rights, antecedent and superior to all positive law” of the family conferred upon spouses a broad right to privacy in marital affairs. In the same year, the Supreme Court of the United States ruled on similar grounds in Roe v. Wade to find a right to an abortion grounded on privacy.

The Pro-Life Amendment Campaign (PLAC) is founded in 1981 to campaign against a ruling in in Ireland similar to Roe. Prior to the 1981 general election, PLAC lobbies the major Irish political parties – Fianna Fáil, Fine Gael, and the Labour Party – to urge the introduction of a Bill to allow the amendment to the constitution to prevent the Irish Supreme Court so interpreting the constitution as giving a right to abortion. The leaders of the three parties – respectively Charles Haughey, Garret FitzGerald, and Frank Cluskey – agree although there is little consultation with any of their parties’ ordinary members. All three parties are in government over the following eighteen months, but it is only in late 1982, just before the collapse of a Fianna Fáil minority government, that a proposed wording for the amendment is produced.

The referendum is supported by PLAC, Fianna Fáil, some members of Fine Gael, and the Roman Catholic hierarchy and opposed by various groups under the umbrella name of the Anti-Amendment Campaign (AAC), including Labour senator, and future President of Ireland, Mary Robinson, feminist campaigners, and trade unions.

There is currently a campaign for repeal of the Eighth Amendment in Ireland. This is led by both a coalition of human rights and pro-choice groups and has widespread support from a number of legal academics and members of the medical profession. In the run up to the 2016 general election, a number of parties commit to a referendum to repeal the Eighth Amendment and a group of feminist law academics publish model legislation to show what a post-Eighth Amendment abortion law could look like. In June 2016, Minister for Health Simon Harris states his support for a referendum on repealing the 8th.

On July 27, 2016, the government appoints Supreme Court judge Mary Laffoy as chair of a Citizens’ Assembly to consider a number of topics, including the Eighth Amendment.

The Great Dublin Lockout

The Great Dublin Lockout, a major industrial dispute between approximately 20,000 workers and 300 employers, begins in Dublin on August 26, 1913, and lasts until January 18, 1914. It is often viewed as the most severe and significant industrial dispute in Irish history.

Irish workers live in terrible conditions in tenements. The infant mortality rate among the poor is 142 per 1,000 births, extraordinarily high for a European city. Poverty is perpetuated in Dublin by the lack of work for unskilled workers, who lack any form of representation before trade unions are founded.

James Larkin, the main protagonist on the side of the workers in the dispute, is a docker in Liverpool and a union organiser. In 1907 he is sent to Belfast as local organiser of the British-based National Union of Dock Labourers (NUDL). His tactic of the sympathetic strike is deemed highly controversial and as a result Larkin is transferred to Dublin.

Larkin sets about organising the unskilled workers of Dublin, which is a cause of concern for the NUDL, who are reluctant to engage in a full-scale industrial dispute with the powerful Dublin employers. They suspended Larkin from the NUDL in 1908. Larkin then leaves the NUDL and sets up the Irish Transport and General Workers’ Union (ITGWU), the first Irish trade union to cater for both skilled and unskilled workers.

Another important figure in the rise of an organised workers’ movement in Ireland at this time is James Connolly, an Edinburgh-born Marxist of Irish parentage. In 1911, Connolly is appointed the ITGWU’s Belfast organiser. In 1912, Connolly and Larkin form the Irish Labour Party to represent workers in the imminent Home Rule Bill debate in Parliament.

Foremost among employers opposed to trade unionism in Ireland is William Martin Murphy, Ireland’s most prominent capitalist, born in Castletownbere, County Cork. In 1913, Murphy is chairman of the Dublin United Tramway Company and owns Clery’s department store. Murphy is vehemently opposed to trade unions, which he sees as an attempt to interfere with his business. In particular, he is opposed to Larkin, whom he sees as a dangerous revolutionary.

The resulting industrial dispute is the most severe in Ireland’s history. Employers in Dublin lock out their workers and employ blackleg labour from Britain and elsewhere in Ireland. Dublin’s workers apply for help and are sent £150,000 by the British Trades Union Congress (TUC) and other sources in Ireland, doled out dutifully by the ITGWU.

The “Kiddies’ Scheme,” allowing for the starving children of Irish strikers to be temporarily looked after by British trade unionists, is blocked by the Roman Catholic Church and especially the Ancient Order of Hibernians, who claim that Catholic children will be subject to Protestant or atheist influences when in Britain. The Church supports the employers during the dispute, condemning Larkin as a socialist revolutionary.

Guinness, the largest employer and biggest exporter in Dublin, refuses to lock out its workforce. It has a policy against sympathetic strikes and expects its workers, whose conditions are far better than the norm in Ireland, not to strike in sympathy. Six who do strike are dismissed.

Strikers use mass pickets and intimidation against strike breakers, who are also violent towards strikers. The Dublin Metropolitan Police baton charge worker’s rallies, including a rally on Sackville Street which results in two deaths and over 300 injuries. James Connolly, Larkin, and ex-British Army Captain Jack White form a worker’s militia, the Irish Citizen Army, to protect workers’ demonstrations.

For seven months, the lockout affects tens of thousands of Dublin families. The lock-out eventually concludes in January 1914, when the Trades Union Congress (TUC) in Britain rejects Larkin and Connolly’s request for a sympathetic strike. Most workers, many of whom are on the brink of starvation, go back to work and sign pledges not to join a union. The ITGWU is badly damaged by its defeat in the Lockout and is further hit by the departure of Larkin to the United States in 1914 and the execution of Connolly, one of the leaders of the Easter Rising in 1916.

Although the actions of the ITGWU are unsuccessful in achieving substantially better pay and conditions for workers, they mark a watershed in Irish labour history. The principle of union action and workers’ solidarity has been firmly established. No future employer would ever try to “break” a union in the way that Murphy attempted with the ITGWU.

Nelson Mandela Awarded the Freedom of the City of Dublin

Nelson Rolihlahla Mandela, the first president of South Africa to be elected in a fully representative democratic election, is awarded the Freedom of the City of Dublin on his 70th birthday, July 18, 1988. Mandela is not available to receive his award on the date it is conferred, however, as he is a prisoner in South Africa at the time. On July 1, 1990, after his release from prison, Mandela  finally receives the Freedom of the City of Dublin at a ceremony in the Mansion House Dublin.

The Freedom of the City of Dublin is awarded by Dublin City Council after approving a person nominated by the Lord Mayor of Dublin. Eighty people have been honoured under the current process introduced in 1876. Most honourees have made a contribution to the life of the city or of Ireland in general, including politicians, public servants, humanitarians, artists, and entertainers. Others have been distinguished members of the Irish diaspora and foreign leaders, honoured visiting Dublin. Honourees sign the roll of freedmen in a ceremony at City Hall or the Mansion House and are presented with an illuminated scroll by the Lord Mayor.

Mandela is honoured with the Freedom of Dublin city for his contribution to society and commitment to the study and promotion of Human Rights and also his work in the area of development and social inclusion, which has enhanced the lives of local communities in Ireland and fostered global links with institutions and organisations.

Among the notable recipients of this award are American presidents John F. Kennedy and Bill ClintonMikhail Gorbachev, Éamon de Valera, Mother Teresa, Pope John Paul II, Aung San Suu Kyi, all four members of U2, Bob Geldof, and Ronnie Delaney.

Holders of this award have some ancient privileges and duties such as the right to bring goods into Dublin through the city gates without paying customs duties, the right to pasture sheep on common ground within the city boundaries including College Green and St. Stephen’s Green (this right is exercised as a publicity stunt by U2 members the day after their 2000 conferring), and the right to vote in municipal and parliamentary elections. Some of the ancient duties are that freemen/women must be ready to defend the city of Dublin from attack and, at short notice, can be called up to join a city militia. Also a law which was passed in 1454 states that freemen/women must own a bow, a coat of mail, a helmet, and a sword.
