Birth of Joe Doherty, Former Provisional Irish Republican Army Volunteer

Joe Doherty, former volunteer in the Belfast Brigade of the Provisional Irish Republican Army (IRA), is born on January 20, 1955, in New Lodge, Belfast.

The son of a docker, Doherty is born into an Irish republican family, his grandfather being a member of the Irish Citizen Army which fought against British rule in the 1916 Easter Rising. Doherty leaves school at the age of 14 and begins work on the docks and as an apprentice plumber, before being arrested in 1972 on his seventeenth birthday under the Special Powers Act. He is interned on the prison ship HMS Maidstone and at Long Kesh Detention Centre, and while interned hears of the events of Bloody Sunday in Derry, where 14 civil rights protesters were shot dead by the British Army. This leads to him joining the IRA after he is released in June 1972. In the mid-1970s he is convicted of possession of explosives and sentenced to six years imprisonment in Long Kesh. He is released in December 1979.

After his release, Doherty becomes part of a four-man active service unit nicknamed the “M60 gang” due to their use of an M60 heavy machine gun, along with Angelo Fusco and Paul Magee. On April 9, 1980, the unit lures the Royal Ulster Constabulary (RUC) into an ambush on Stewartstown Road, killing one constable and wounding two others. On May 2 the unit is planning another attack and has taken over a house on Antrim Road, when an eight-man patrol from the Special Air Service (SAS) arrive in plain clothes, after being alerted by the RUC. A car carrying three SAS members goes to the rear of the house, and another car carrying five SAS members arrives at the front of the house. As the SAS members at the front of the house exit the car, the IRA unit opens fire with the M60 machine gun from an upstairs window, hitting Captain Herbert Westmacott in the head and shoulder. Westmacott, who is killed instantly, is the highest-ranking member of the SAS killed in Northern Ireland. The remaining SAS members at the front, armed with Colt Commando automatic rifles, submachine guns and Browning pistols, return fire but are forced to withdraw. Magee is apprehended by the SAS members at the rear of the house while attempting to prepare the IRA unit’s escape in a transit van, while the other three IRA members remain inside the house. More members of the security forces are deployed to the scene and, after a brief siege, the remaining members of the IRA unit surrender.

The trial of Doherty and the other members of the M60 gang begins in early May 1981, on charges including three counts of murder. On June 10, Doherty and seven other prisoners, including Angelo Fusco and the other members of the IRA unit, take a prison officer hostage at gunpoint in Crumlin Road Gaol. After locking the officer in a cell, the eight take other officers and visiting solicitors hostage, also locking them in cells after taking their clothing. Two of the eight wear officers’ uniforms while a third wears clothing taken from a solicitor, and the group moves towards the first of three gates separating them from the outside world. They take the officer on duty at the gate hostage at gunpoint and force him to open the inner gate. An officer at the second gate recognises one of the prisoners and runs into an office and presses an alarm button, and the prisoners run through the second gate towards the outer gate. An officer at the outer gate tries to prevent the escape but is attacked by the prisoners, who escape onto Crumlin Road. As the prisoners are moving towards the car park where two cars are waiting, an unmarked RUC car pulls up across the street outside Crumlin Road Courthouse. The RUC officers open fire, and the prisoners return fire before escaping in the waiting cars. Two days after the escape, Doherty is convicted in absentia and sentenced to life imprisonment with a minimum recommended term of thirty years.

Doherty escapes across the border into the Republic of Ireland, and then travels to the United States on a false passport. He lives with an American girlfriend in Brooklyn and New Jersey, working on construction sites and as a bartender at Clancy’s Bar in Manhattan, where he is arrested by the Federal Bureau of Investigation (FBI) on June 28, 1983. He is imprisoned in the Metropolitan Correctional Center in Manhattan, and a legal battle ensues with the British government seeking to extradite him back to Northern Ireland. Doherty claims he is immune from extradition as the killing of Westmacott was a political act, and in 1985 federal judge John E. Sprizzo rules Doherty cannot be extradited as the killing was a “political offense.” His legal battle continues as the United States Department of Justice then attempts to deport him for entering the country illegally.

Doherty remains in custody at the Metropolitan Correctional Center and attempts to claim political asylum, and June 15, 1988, the United States Attorney General Edwin Meese overturns an earlier ruling by the Federal Board of Immigration Appeals that Doherty can be deported to the Republic of Ireland and orders his deportation to Northern Ireland. In February 1989 new Attorney General Dick Thornburgh chooses not to support the decision made by his predecessor and asks lawyers for Doherty and the Immigration and Naturalization Service to submit arguments for a review of the decision and Doherty’s claim for asylum. By this time Doherty’s case is a cause célèbre with his sympathisers including over 130 Congressmen and a son of then President of the United States George H. W. Bush, and in 1990 a street corner near the Metropolitan Correctional Center is named after him.

In August 1991, Doherty is transferred to a federal prison in Lewisburg, Pennsylvania, and on January 16, 1992, the Supreme Court of the United States overturns a 1990 Federal Appeals Court ruling by a 5-to-3 decision, paving the way for his deportation. On February 19, 1992, he is deported to Northern Ireland, despite pleas to delay the deportation from members of Congress, Mayor of New York City David Dinkins, and the Cardinal Archbishop of New York, John Joseph O’Connor. He is returned to Crumlin Road Gaol before being transferred to HM Prison Maze, and is released from prison on November 6, 1998, under the terms of the Good Friday Agreement. After his release he becomes a community worker specialising in helping disadvantaged young people. In 2006, he appears in the BBC television show Facing the Truth opposite the relatives of a soldier killed in the Warrenpoint ambush.

The Shankill Road Bombing

The Shankill Road bombing is carried out by the Provisional Irish Republican Army (IRA) on October 23, 1993 and is one of the most notorious incidents of the Troubles in Northern Ireland.

During the early 1990s, loyalist paramilitaries drastically increase their attacks on the Irish Catholic and Irish nationalist community and, for the first time since the beginning of the Troubles, are responsible for more deaths than the republicans. The Ulster Defence Association‘s (UDA) West Belfast brigade, and its commander, Johnny Adair, play a key role in this. Adair had become the group’s commander in 1990.

The UDA’s Shankill headquarters is above Frizzell’s fish shop on the Shankill Road. The UDA’s Inner Council and West Belfast brigade regularly meets there on Saturdays. Peter Taylor says it is also the office of the Loyalist Prisoners’ Association (LPA), and on Saturday mornings is normally crowded, as that is when money is given to prisoners’ families. According to Henry McDonald and Jim Cusack, the IRA have had the building under surveillance for some time. They say that the IRA decides to strike when one of their scouts spots Adair entering the building on the morning of Saturday, October 23, 1993. Later, in a secretly-recorded conversation with police, Adair confirms that he had been in the building that morning.

The IRA’s Belfast Brigade launches an operation to assassinate the UDA’s top commanders, whom it believes are at the meeting. The plan allegedly is for two IRA members to enter the shop with a time bomb, force out the customers at gunpoint and flee before it explodes, killing those at the meeting. As they believe the meeting is being held in the room above the shop, the bomb is designed to send the blast upwards. IRA members maintain that they would have warned the customers as the bomb was primed. It has an eleven-second fuse, and the IRA state that this would allowed just enough time to clear the downstairs shop but not enough for those upstairs to escape.

The operation is carried out by Thomas Begley and Seán Kelly, two IRA members in their early twenties from Ardoyne. They drive from Ardoyne to the Shankill in a hijacked blue Ford Escort, which they park on Berlin Street, around the corner from Frizzell’s. Dressed as deliverymen, they enter the shop with the five-pound bomb in a holdall. It is shortly after 1:00 PM on a Saturday afternoon and the area is crowded with mostly women and children. While Kelly waits at the door, Begley makes his way through the customers towards the counter, where the bomb detonates prematurely. Forensic evidence shows that Begley had been holding the bomb over the refrigerated serving counter when it exploded. Begley is killed along with nine other people, two of them children. They are the owner John Frizzell (63), his daughter Sharon McBride (29), Leanne Murray (13), UDA member Michael Morrison (27), his partner Evelyn Baird (27) and their daughter Michelle (7), George Williamson (63) and his wife Gillian (49), and Wilma McKee (38). The force of the blast causes the old building to collapse into a pile of rubble. The upper floor comes down upon those inside the shop, crushing many of the survivors under the rubble, where they remain until rescued some hours later by volunteers and emergency services. About 57 people are injured. At the scene during the rescue operation are several senior loyalists, including Adair and Billy McQuiston. The latter had been in a pub on the nearest corner when the bomb went off. Among those rescued from the rubble is the badly-wounded Seán Kelly.

Unknown to the IRA, if a UDA meeting had taken place, it had ended early and those attending it had left the building before the bomb exploded. McDonald and Cusack state that Adair and his men had stopped using the room for important meetings, allegedly because a sympathiser within the Royal Ulster Constabulary (RUC) told Adair that the police had it bugged.

There was great anger and outrage in the Shankill in the wake of the bombing. Billy McQuiston tells journalist Peter Taylor that “anybody on the Shankill Road that day, from a Boy Scout to a granny, if you’d given them a gun they would have gone out and retaliated.” Many Protestants see the bombing as an indiscriminate attack on them. Adair believes that the bomb was meant for him. Two days after the bombing, as Adair is driving away from his house, he stops and tells a police officer, “I’m away to plan a mass murder.”

In the week following the bombing, the UDA and UVF launch a wave of “revenge attacks,” killing 14 civilians. The UDA shoots a Catholic delivery driver in Belfast after luring him to a bogus call just a few hours after the bombing. He dies on October 25. On 26 October, the UDA shoots dead another two Catholic civilians and wounds five in an indiscriminate attack at a Council Depot on Kennedy Way, Belfast. On October 30, UDA members enter a pub in Greysteel frequented by Catholics and again open fire indiscriminately. Eight civilians, six Catholics and two Protestants, are killed and 13 are wounded. This becomes known as the Greysteel massacre. The UDA states it is a direct retaliation for the Shankill Road bombing.

Seán Kelly, the surviving IRA member, is badly wounded in the blast, having lost his left eye and is unable to move his left arm. Upon his release from hospital, however, he is arrested and convicted of nine counts of murder, each with a corresponding life sentence. In July 2000, he is released under the terms of the Good Friday Agreement. In an interview shortly after his release, he says he had never intended to kill innocent people and regrets what happened.

Blair & Ahern Meet in Aftermath of the Omagh Bombing

British Prime Minister Tony Blair meets with Taoiseach Bertie Ahern in Ashford Castle, County Mayo on August 26, 1998. They join forces to fight terrorism and discuss laws which will be introduced in the aftermath of the Omagh bombing, which took place eleven day earlier on August 15 in Omagh, County Tyrone, 110 kilometres west of Belfast, and resulted in 28 deaths.

Leading the way in a return to the past is Ahern’s Dublin government, which has introduced the toughest anti-terrorist legislation in the history of the Irish Republic. He concedes that the measures are draconian but says that his government is determined to do everything in its power, “working closely with the British government to defeat and suppress this murderous conspiracy against the people of Ireland.”

Prime Minister Blair promises that he too plans to introduce extreme measures. “We will bring in similar measures to those proposed by the Irish government, so we will then have the toughest anti-terrorist measures for the whole of Ireland, the Republic and Northern Ireland, that we have ever seen.”

With no plans to recall the British parliament, it is thought that existing legislation will be applied, since it already includes measures similar to those announced by the Irish government.

Oppressive British legislation has sustained British rule in Ireland for decades. This includes internment without trial, non-jury courts, entry and search of homes without a warrant, seven-day detention with unrecorded and unsupervised interrogation, denial of access to lawyers, exclusion orders and more. Most of these are still in use in 1998.

The Ahern package includes withdrawal of a suspect’s right to silence — refusal to answer questions can be used as evidence that a suspect is a member of an illegal organisation, the seizure of property that has been used for storing weapons or making bombs, and the creation of a new offence of directing an unlawful organisation. This is expected to carry the penalty of life imprisonment.

Omagh is 75% nationalist, with good cross-community relations, and has largely escaped the worst of the conflict. Although Republican dissidents have carried out a spate of similar bombings in the previous year, the towns targeted are mainly Unionist and further east.

In the wake of the Good Friday Agreement, Republican splinter groups remain on a military footing. These groups — the Irish National Liberation Army (INLA), the Continuity IRA and the Real IRA — have announced their determination to fight on.

The group that claims responsibility for the Omagh bombing is the Real IRA, which was formed in protest at the IRA’s 1997 cease-fire. Irish police have insisted that the Real IRA is the military wing of the recently formed 32 County Sovereignty Movement (32CSM), although this is denied by that organisation.

Although both the INLA and the Real IRA have declared a unilateral cease-fire since the Omagh bombing, media focus has settled on Bernadette Sands McKevitt, sister of the 1980s IRA hunger striker Bobby Sands, who is a leading figure in the 32 County Sovereignty Movement. Sands-McKevitt has condemned the Omagh bombing, but her home in Blackrock, County Louth, has since been targeted by local townspeople who have staged protests against her and her family. She has also been denied a visa to enter the United States on a speaking tour.

The Omagh bombing could not have come at a better time for Britain. With the war formally over and Sinn Féin penned, the bombing delivers an opportunity to smash the Republican left once and for all and wrench it from any semblance of ongoing support in Ireland.

All nationalist opponents of the Good Friday Agreement must now cope with being stained by the blood of Omagh. With the massive referendum vote in favour of peace to back them up, the British and Irish governments can be satisfied that the Good Friday Agreement now looks more in place than at any other time. As one nationalist describes the situation, “If the Good Friday Agreement was a defeat for the cause of Irish nationalism, the Omagh bombing has turned it into a rout.”

1990 Armagh City Roadside Bomb Attack

The Provisional Irish Republican Army (IRA) carries out an IED roadside bomb attack at the Killylea Road on the outskirts of Armagh, County Armagh, Northern Ireland, on July 24, 1990. An IRA active service unit detonates a large bomb as an unmarked Royal Ulster Constabulary (RUC) vehicle and a civilian car pass, killing three RUC officers and a Catholic nun.

Leading up to the attack, on April 9, 1990 four Ulster Defence Regiment (UDR) soldiers (Michael Adams, John Birch, John Bradley, Steven Smart) are killed in a similar attack when the IRA detonates a land mine under their patrol vehicle on Ballydugan Road, Downpatrick, County Down. The land mine contains over 1,000 lbs. of explosives.

On the afternoon of July 24, 1990, 37-year-old nun Catherine Dunne is driving an Austin Metro car with a passenger, Cathy McCann, a 25-year-old social worker. Some hours previously, members of the IRA take over a house close to Killylea Road, two miles outside Armagh, County Armagh, holding its occupants, a married couple and their children, at gunpoint.

A detonating wire is placed from the house to a 1,000 lb. bomb, placed in a culvert under Killylea Road. At approximately 2:00 PM, as Dunne’s car is driving to Armagh, a Royal Ulster Constabulary patrol car is traveling in the opposite direction. Dunne’s car passes by the patrol car just as the police drive over the culvert, at which point the IRA detonate the bomb. Constable William James Hanson (37), and reserve officers Joshua Cyril Willis (35) and David Sterritt (34), are all killed instantly. Their car is blown into the air and lands upside down. Dunne and McCann are both severely injured with Dunne later dying of her injuries.

Witness Paul Corr, owner of a petrol filling station nearby, says, “The ground shook beneath us and it was accompanied by a very large explosion. At first we did not see the police car. The whole place was a terrible mess. Then we saw two young girls in the [Austin Metro]. They were unconscious and looked in a pretty bad way. There was nothing we could do for the policemen. Nobody could have come out of that car alive. It was dreadful.”

The bomb leaves a 20-foot-diameter crater in the two-lane road.

Taoiseach Charles Haughey is quoted as saying, “I know all the people of Ireland join me in my condemnation of this atrocity.”

The IRA releases a message claiming responsibility for the attack, and calls Dunne a victim of “unforeseen and fluke circumstances.” The statement is rejected in advance by political and Catholic and Protestant leaders alike and politicians in Ireland and Great Britain.

Sinn Féin‘s Martin McGuinness says, “Our sorrow at these deaths is genuine and profound, but will be abused by our political opponents who will cynically exploit yesterday’s events for their own political purpose.”

Pope John Paul II sends a message to be read at Dunne’s funeral in which he condemns the “grievous injustice and futility” of the murders that leave him “deeply shocked and saddened.” He implores “the men and women who espouse violence to recognise the grievous injustice and futility of terrorism.”

Two men, Henry McCartney (26) and Tarlac Connolly (29), are charged with the killings. They are later given life sentences but are released in 2000 under the terms of the Good Friday Agreement.

Founding of Bord Fáilte, the Irish Tourist Board

Bord Fáilte, the Irish Tourist Board, is founded on July 3, 1952, and is the predecessor organization of Fáilte Ireland (Ireland’s Welcome), which is the operating name of the National Tourism Development Authority of Ireland.

After the foundation of the Irish Free State in 1922, hoteliers and others create local tourism boards in various regions, which combine in 1924 into the Irish Tourism Association (ITA), a private organisation “promoting tourism to the benefit of the nation.” (An earlier, unionist-led, ITA existed from 1895 to 1921.) ITA lobbying leads to the Irish Tourist Board being established by the Tourist Traffic Act 1939. This is renamed An Bord Fáilte by the Tourist Traffic Act 1952, which creates a separate body, Fógra Fáilte, to handle publicity. The Tourist Traffic Act 1955 remerges the two as Bord Fáilte Éireann (BFÉ or “Bord Fáilte”). An Tóstal, a summer cultural festival held from 1953 to 1959, takes up the bulk of the authority’s work during this period. In 1963 the Council of Education, Recruitment and Training (CERT) is created to take over training of workers in the hospitality industry.

In 1964, eight regional tourist organisations (RTOs) are established which are intended to supersede the ITA. An extraordinary general meeting (EGM) called in 1964 to dissolve the ITA votes not to do so, but it nevertheless soon becomes defunct. The RTOs reduce in number to six in the 1980s, and are renamed regional tourist associations (RTAs) in 1996. In 1989 the Dublin RTO loses a High Court action to prevent BFÉ dissolving it. It is reconstituted as Dublin Tourism and more closely controlled by BFÉ.

In 2003 CERT and BFÉ merge to form Fáilte Ireland, to better co-ordinate with Tourism Ireland, the all-island body established under the Good Friday Agreement. The advent of travel websites reduces the usefulness of the RTAs and a 2005 PricewaterhouseCoopers report recommends substantial reorganisation. As a consequence all are dissolved in 2006, except Dublin Tourism, which is made a direct subsidiary of Fáilte Ireland. Dublin Tourism’s separate status ends in 2012 in line with a 2011 report by Grant Thornton International.

Fáilte Ireland played a leading role in The Gathering Ireland 2013, a year-long programme of events encouraging members of the Irish diaspora to visit their region of origin.

The legal name of the body is the National Tourism Development Authority, according to the National Tourism Development Authority Act 2003 which established it. The 2003 act also empowers the body to use the trading name of Fáilte Ireland. The word fáilte is Irish for “welcome.” In official Irish-language texts the form Fáilte Éireann has been used.

Introduction of the Special Powers Act 1922

The Civil Authorities (Special Powers) Act (Northern Ireland) 1922, often referred to simply as the Special Powers Act, is an Act introduced by the Parliament of Northern Ireland on April 7, 1922, shortly after the establishment of Northern Ireland, and in the context of violent conflict over the issue of the partition of Ireland. Its sweeping powers make it highly controversial, and it is seen by much of the Irish nationalist community as a tool of Ulster unionist oppression. The Act is eventually repealed by the Northern Ireland (Emergency Provisions) Act 1973, following the abolition of Northern Ireland’s parliament and the imposition of direct rule by the British government.

At the start of the twentieth century, the people of Ireland are divided into two mutually hostile factions. The much larger group (nationalists) are mostly Roman Catholic, identified primarily as Irish, and want some form of Irish home rule or independence from Britain. The smaller group (unionists), concentrated primarily in the province of Ulster, are mostly Protestant, identified primarily as British and are committed to remaining within the United Kingdom. In the years before World War I, both groups establish armed militias intended to enforce their aims and protect their communities from the other side’s militias. The British government resolves to partition Ireland in an effort to alleviate unionists and nationalists, with the six most Protestant counties of Ulster forming Northern Ireland while the rest of Ireland achieves self-rule. This is accepted by most unionists as the best deal they are likely to get, but bitterly disappoints many nationalists, especially those who live in the six counties which become Northern Ireland. Many nationalists on both sides of the border feel that their country has been unjustly divided, and for many decades the Irish government claims that Northern Ireland is rightfully its territory.

Partition is formally established with the Government of Ireland Act 1920. This also establishes the Parliament of Northern Ireland, which comes into being the following year. Partition is followed by high levels of inter-communal violence, especially in Belfast. The Irish Republican Army (IRA), although it spends most of these years fighting in the Irish Civil War, aims to use armed force to end partition and compel the United Kingdom to withdraw sovereignty from Northern Ireland.

The Special Powers Act is presented as being necessary to re-establish peace and law and order in Northern Ireland and enable the government to “take all such steps and issue all such orders as may be necessary for preserving the peace and maintaining order,” although it is specified that the ordinary course of law should be interfered with as little as possible. The Minister of Home Affairs is empowered to make any regulation felt necessary to preserve law and order in Northern Ireland. Anyone who breaks these regulations can be sentenced to up to a year in prison with hard labour, and in the case of some crimes, whipping. A special summary jurisdiction is enabled to hear cases involving such crimes. The Minister of Home Affairs is also permitted to forbid the holding of inquests if he feels this is required to preserve order and peace.

The Schedule to the Act specifies actions which the government can take in order to preserve peace, although the body of the Act enables the government to take any steps at all which it thinks necessary. Actions specified in the Schedule include the closing of licensed premises, the banning in any area of meetings and parades in public places, the closing of roads, the taking of any land or property, and the destruction of any building. The Schedule also forbids the spreading by word of mouth or text any “reports or…statements intended or likely to cause disaffection to subjects of His Majesty.”

Because it is presented as emergency legislation, the Special Powers Act is initially current for only one year and has to be renewed annually. In 1928, however, it is renewed for five years and when this period expires in 1933 the Act is made permanent. According to John Whyte, this happens because, from 1925, nationalist MPs begin sitting in the Stormont parliament which they had initially boycotted. Unsurprisingly, they object strenuously to the renewal of the Act, and it is felt by the Ulster Unionist Party Minister of Home Affairs that it would be better to make the Act permanent than for Parliament annually to “wrangle” over it.

Initially, regulations under the Act are used mostly to curb immediate violence and disorder. One of the most controversial of these is internment without trial, outlined in Paragraph 23 of the Schedule. In the period from May 1922 to December 1924, 700 republicans are interned under the Act.

Political violence declines dramatically by 1925, and the government gradually shifts its emphasis from broad measures designed to return civil order to the province to more preventative regulations aimed at suppressing the threat posed by republican aspirations. Regulations banning meetings and parades and restrictions on the flying of the Irish tricolour become more common. Between 1922 and 1950, the government bans nearly 100 parades and meetings, the vast majority of which are nationalist or republican. No loyalist gathering is ever directly banned under the Act, although a few are caught in blanket bans against parades or meetings in a particular area. From 1922 until 1972, 140 publications are banned, the vast majority of which express republican viewpoints.

After the troubles of the early 1920s has died down, the provision for internment is not used until the IRA’s border campaign of the 1950s, in which several hundred republicans are interned. Following the outbreak of the Troubles in 1968, many within the Protestant community call for the reintroduction of internment. This occurs in 1971 and authorises internment of those suspected to be involved in terrorism. Although there is loyalist as well as republican terrorists at this time, of the 1,981 men interned, only 107 are loyalists.

Internment ends in 1975 but is credited with increasing support and sympathy for the Provisional Irish Republican Army amongst the Catholic community and outside of Northern Ireland. It helps to create political tensions which culminate in the 1981 Irish Hunger Strike and the death of MP Bobby Sands. Imprisonment under anti-terrorism laws specific to Northern Ireland continue until the 1998 Good Friday Agreement, but these laws require the right to a fair trial be respected.

The Act encounters further controversy in the 1970s due to the deployment of the British Army in Northern Ireland and its role in maintaining order and similar policing-style duties. In 1972, the government is forced to amend the Act in order to legalise the detention of internees arrested by soldiers. Martin Meehan had been arrested after escaping from Crumlin Road Gaol and charged with escaping from lawful custody. At his trial he successfully argues that under the Special Powers Act a soldier has no power of arrest and, as such, he has the legal right to escape. He is awarded £800 in compensation for being illegally detained for twenty-three days.

Death of Martin McGuinness, Irish Republican Sinn Féin Politician

Martin McGuinness, former member of the Provisional Irish Republican Army‘s (IRA) Army Council and Sinn Féin‘s chief negotiator in the peace process, dies on the morning of March 21, 2017 at Derry‘s Altnagelvin Area Hospital with his family by his bedside. He had been diagnosed with a rare heart disease in December 2016. In 2011, McGuinness contests the presidential election which is won by Michael D. Higgins.

McGuinness is born James Martin Pacelli McGuinness on May 23, 1950 in Derry. He attends St. Eugene’s Primary School and later the Christian Brothers technical college, leaving school at the age of 15.

McGuinness joins the IRA about 1970, and by 1971 he is one of its leading organizers in Derry. In 1973 a Special Criminal Court in the Republic of Ireland sentences him to six months in prison after he is caught in a car containing large quantities of explosives and ammunition. Although the IRA keeps secret the membership of its seven-person Army Council, few doubt that McGuinness is one of its most important members from the 1970s through the 1990s. Even while reportedly planning attacks on civilians in Northern Ireland and on the British mainland, McGuinness is involved in spasmodic secret talks with British government ministers and officials to end the conflict. In 1972 McGuinness, with fellow IRA leader Gerry Adams, privately negotiates with British Secretary of State for Northern Ireland William Whitelaw, but these and other talks over the next two decades are unsuccessful.

McGuinness contests seats in the British House of Commons on several occasions, losing in 1983, 1987, and 1992. However, in 1997 he is elected to the House of Commons to represent the constituency of Mid Ulster and, in line with party policy, he does not take his seat. He subsequently wins reelection to the seat in 2001, 2005, and 2010.

McGuinness is the IRA’s chief negotiator in the deliberations, also secret at first, that culminate in the Good Friday Agreement in 1998. This pact finally ends the conflict and eventually brings Sinn Féin into a coalition government to rule Northern Ireland. He is elected to the new Northern Ireland Assembly and in 1999 is appointed Minister of Education. In this post he eliminates the controversial eleven-plus examination, which determines which type of secondary school a child should attend. The test had been abolished in most of the rest of the United Kingdom more than 25 years earlier.

Disagreements over such issues as policing and the decommissioning of arms causes Northern Ireland’s Executive and Assembly to be suspended for some years, but a fresh agreement in 2006 paves the way for them to be revived. In elections in March 2007, both Sinn Féin and the antirepublican Democratic Unionist Party (DUP) gain seats, becoming the two largest parties in the Northern Ireland Assembly. McGuinness becomes Deputy First Minister, working with First Minister Ian Paisley, leader of the DUP. The two men, previously bitter enemies, perform so well together that they are dubbed the “Chuckle brothers.”

When Paisley retires in 2008, he is succeeded by the DUP’s Peter Robinson, who is considered to be even more militantly antirepublican. Once again, however, a shared need to rebuild the economy and attract international investment leads to cooperation between former opponents. In 2009 their government is in jeopardy as Sinn Féin and the DUP argue over the devolution of the police and justice system in Northern Ireland. McGuinness and Robinson are involved in the ensuing negotiations, and in February 2010 an agreement is reached for the transfer of powers from Britain to Northern Ireland in April.

In the Assembly elections in May 2011, McGuinness and Robinson are a formidable pair, and voters respond to their call for stability in a time of economic uncertainty. Sinn Féin gains an additional seat and increases its overall share of the vote, and McGuinness is assured an additional term as Deputy First Minister. In the autumn he steps down to run as Sinn Féin’s candidate for the presidency of Ireland. After finishing third in the election held on October 28, he returns to the position of Deputy First Minister a few days later. On June 27, 2012, in an event widely seen as having great symbolic importance for the ongoing reconciliation efforts in Northern Ireland, McGuinness and Elizabeth II shake hands twice, once in private and again in public, during a visit by the British monarch to Belfast.

In January 2017 McGuinness resigns as Deputy First Minister in response to First Minister Arlene Foster’s refusal to temporarily step down from her position during the investigation of a scandal relating to the government’s Renewable Heat Incentive (RHI), a mishandled program under which large amounts of state funds allegedly had been squandered. Foster had served as head of the department that oversaw the RHI before becoming First Minister. Under the power-sharing agreement the posts of First Minister and Deputy First Minister constitute a single joint office so that the resignation of one minister results in termination of the other’s tenure. When Sinn Féin chooses not to nominate a replacement for McGuinness within the required seven-day period, authority reverts to the British government’s Secretary of State for Northern Ireland in advance of a snap election on March 2.

Even before McGuinness’s resignation there had been speculation late in 2016 that he might step down for health reasons, and soon after resigning he confirms that he is suffering from amyloidosis, a rare disease brought about by deposits of abnormal protein in organs and tissue. With McGuinness removing himself from “frontline politics,” Michelle O’Neill leads Sinn Féin into the election. The disease claims McGuinness’s life only months later on March 21, 2017.

Dissolution of the Northern Ireland Constitutional Convention

In the House of Commons of the United Kingdom on March 5, 1976, Secretary of State for Northern Ireland Merlyn Rees announces the dissolution of the short-lived Northern Ireland Constitutional Convention (NICC).

The Northern Ireland Constitutional Convention is an elected body set up in 1975 by the United Kingdom Labour government of Harold Wilson as an attempt to deal with constitutional issues surrounding the status of Northern Ireland.

The idea for a constitutional convention is first mooted by the Northern Ireland Office in its white paper The Northern Ireland Constitution, published on July 4, 1974. The paper lays out plans for elections to a body which would seek agreement on a political settlement for Northern Ireland. The proposals become law with the enactment of the Northern Ireland Act 1974 later that month. With Lord Chief Justice of Northern Ireland Robert Lowry appointed to chair the new body, elections are announced for May 1, 1975.

The elections are held for the 78-member body using the single transferable vote system of proportional representation in each of Northern Ireland’s twelve Westminster constituencies. Initially the body is intended to be purely consultative, although it is hoped that executive and legislative functions can be devolved to the NICC once a cross-community agreement has been reached. Unionists opposed to the NICC once again band together under the umbrella of the United Ulster Unionist Council (UUUC) and this coalition proves the most successful, taking 46 seats.

A number of leading Northern Ireland politicians are elected to the NICC, increasing hope that the body might achieve some of its aims. Also elected are some younger figures who go on to become leading figures in the future of Northern Ireland politics.

The elections leave the body fundamentally weakened from its inception as an overall majority has been obtained by those Unionists who oppose power sharing as a concept. As a result, the Northern Ireland Constitutional Convention Report published on November 20, 1975, recommends only a return to majority rule as had previously existed under the old Parliament of Northern Ireland government. As such a solution is completely unacceptable to the nationalist parties, the NICC is placed on hiatus.

Hoping to gain something from the exercise, Secretary of State for Northern Ireland Merlyn Rees announces that the NICC would be reconvened on February 3, 1976. However, a series of meetings held between the UUUC and the Social Democratic and Labour Party (SDLP) fail to reach any agreement about SDLP participation in government, and so the reconvened NICC once again fails to achieve a solution with cross-community support. As a result, Rees announces the dissolution of the body on March 5, 1976, and Northern Ireland remains under direct rule.

On the face of it, the NICC is a total failure as it does not achieve its aims of agreement between the two sides or of introducing ‘rolling devolution’ (gradual introduction of devolution as and when the parties involved see fit to accept it). Nevertheless, coming as it does not long after the Conservative-sponsored Sunningdale Agreement, the NICC indicates that no British government will be prepared to re-introduce majority rule in Northern Ireland. During the debates William Craig accepts the possibility of power-sharing with the SDLP, a move that splits the UUUC and precipitates the eventual collapse of the Vanguard Unionist Progressive Party (VUPP).

The idea of electing a consultative body to thrash out a deal for devolution is also retained and in 1996 it is revived when the Northern Ireland Forum is elected on largely the same lines and with the same overall purpose. The Forum forms part of a process that leads to the Good Friday Agreement and the Northern Ireland Assembly.

Thomas McMahon Sentenced to Life for Mountbatten’s Assassination

Thomas McMahon, former volunteer in the South Armagh Brigade of the Provisional Irish Republican Army (IRA) and one of the IRA’s most experienced bomb-makers, is sentenced to life in prison on November 23, 1979, for the assassination of Louis Mountbatten, 1st Earl Mountbatten of Burma, and three others (two children and an elderly lady) at Mullaghmore, County Sligo.

McMahon plants a bomb in Shadow V, a 27-foot fishing boat belonging to Mountbatten at Mullaghmore, near Donegal Bay. Lord Mountbatten and the others are killed on August 27, 1979, when the bomb detonates. The other victims are Doreen Knatchbull, Baroness Brabourne, Mountbatten’s elder daughter’s mother-in-law, his grandson Nicholas Knatchbull and 15-year-old crewmember Paul Maxwell.

McMahon is arrested by the Garda, the Republic of Ireland‘s police force, two hours before the bomb detonates at a Garda checkpoint between Longford and Granard on suspicion of driving a stolen vehicle.

The IRA claims responsibility for the act in a statement released immediately afterwards. In the statement from the organisation they say, “This operation is one of the discriminate ways we can bring to the attention of the English people the continuing occupation of our country.”

McMahon is tried for the assassinations in the Republic of Ireland and convicted by forensic evidence supplied by Dr. James O’Donovan that shows flecks of paint from the boat and traces of nitroglycerine on his clothes. He is sentenced to life imprisonment for murder on November 23, 1979, but is released in 1998 under the terms of the Good Friday Agreement.

Following his release, Toby Harnden in Bandit Country: The IRA & South Armagh (1999) reports that McMahon is holding a tricolour in the first rank of the IRA colour party at a 1998 IRA meeting in Cullyhanna. However, according to a BBC report, McMahon says that he left the IRA in 1990.

McMahon twice refuses to meet John Maxwell, the father of Paul Maxwell, who seeks him out to explain the reasons for his son’s death. In a May 2011 interview for The Telegraph, Maxwell states that he had “made two approaches to McMahon, the first through a priest, who warned me in advance that he thought there wouldn’t be any positive response. And there wasn’t. I have some reservations about meeting him, obviously – it might work out in such a way that I would regret having made the contact. On the other hand, if we met and I could even begin to understand his motivation. If we could meet on some kind of a human level, a man-to-man level, it could help me come to terms with it. But that might be very optimistic. McMahon knows the door is open at this end.”

McMahon likewise refuses requests from Nicholas Knatchbull’s twin brother, who lost an eye in the same explosion. The latter, however, has forgiven McMahon and other members of the IRA who committed the act.

McMahon’s wife has stated, “Tommy never talks about Mountbatten, only the boys who died. He does have genuine remorse. Oh God yes.”

McMahon lives with his wife Rose in Lisanisk, Carrickmacross, County Monaghan. He has two grown sons. He helps with Martin McGuinness‘s presidential campaign in 2011, erecting posters for McGuinness around Carrickmacross.

Second Inauguration of Mary McAleese

Mary McAleese is inaugurated as President of Ireland for a second term on November 11, 2004, becoming the fourth president up to that point to secure a second term, joining Sean T. O’Kelly, Éamon de Valera and Patrick Hillery. As of this writing in 2020, Michael D. Higgins is currently serving his second term as president.

McAleese’s initial seven-year term of office ends in November 2004, but she stands for a second term in the 2004 Irish presidential election. Following the failure of any other candidate to secure the necessary support for nomination, the incumbent president stands unopposed, with no political party affiliation, and is declared elected on October 1, 2004.

McAleese is re-inaugurated at the commencement of her second seven-year term on November 11, 2004. Her very high approval ratings are widely seen as the reason for her re-election, with no opposition party willing to bear the cost, financial or political, of competing in an election that would prove difficult to win.

Following the inauguration ceremony earlier in the day in Dublin Castle, McAleese attends a reception there hosted by the Government to mark the beginning of her second term of office. The 700 invited guests include members of the Government, the Oireachtas, the judiciary and dignitaries from Christian churches and other faiths.

McAleese identifies the need for strong and resilient communities as the theme of her second term in office. Speaking after her inauguration in the afternoon, she says, “The cushion of consumerism is no substitute for the comfort of community.” Speaking on the Northern Ireland peace process, she urges the hesitant to “muster the courage to complete the journey to a bright new landscape of hope.”

McAleese’s first term is distinguished by her work following the Omagh bombing and the September 11 terror attacks in the United States, as well as her behind-the-scenes work to open a dialogue with loyalists after the Good Friday Agreement.

Prevented by the Constitution of Ireland from running for a third term, McAleese leaves office in 2011 as one of Ireland’s most popular and respected presidents.
