Kilfedder leaves the UUP in 1977 in opposition to the party’s policies tending to integrationism, preferring to advocate the restoration of the Stormont administration. For a time he sits as an “Independent Ulster Unionist.” He contests the 1979 European Parliament election under that label, finishing fourth in the count for the three seats, having overtaken the UUP leader Harry West on transfers.
On March 20, 1995, while traveling by train into London from Gatwick Airport, Kilfedder dies of a heart attack. This is the same day that the Belfast Telegraph carries a front-page story saying that an Ulster MP has been targeted as one of twenty MPs invited by the LGBT rights organisation OutRage! in a letter to come out. He dies unmarried and is survived by two sisters.
Living in the nationalist Beechmount neighbourhood of the Falls, he stands for the Falls as a candidate for the Dock Labour Party in a city council by-election in 1956, but loses to Paddy Devlin of the Irish Labour Party, who later becomes his close ally. In 1958, he is elected to Belfast City Council as a member of the Irish Labour Party.
Many sympathetic British Members of Parliament (MPs) are present at a civil rights march in Derry on October 5, 1968, when Fitt and others are beaten by the Royal Ulster Constabulary. Fitt also supports the 1969 candidacy of Bernadette Devlin in the Mid Ulster by-election who runs as an anti-abstentionist ‘Unity‘ candidate. Devlin’s success greatly increases the authority of Fitt in the eyes of many British commentators, particularly as it produces a second voice on the floor of the British House of Commons who challenge the Unionist viewpoint at a time when Harold Wilson and other British ministers are beginning to take notice.
In August 1970, Fitt becomes the first leader of a coalition of civil rights and nationalist leaders who create the Social Democratic and Labour Party (SDLP). By this time Northern Ireland is charging headlong towards near-civil war and the majority of unionists remain hostile.
After the collapse of Stormont in 1972 and the establishment of the Northern Ireland Assembly in 1973 Fitt becomes deputy chief executive of the short-lived Power-Sharing Executive created by the Sunningdale Agreement.
Fitt becomes increasingly detached from both his own party and also becomes more outspoken in his condemnation of the Provisional Irish Republican Army. He becomes a target for republican sympathisers in 1976 when they attack his home. He becomes disillusioned with the handling of Northern Ireland by the British government. In 1979, he abstains from a crucial vote in the House of Commons which brings down the Labour government, citing the way that the government had failed to help the nationalist population and tried to form a deal with the Ulster Unionist Party.
In 1979, Fitt is replaced by John Hume as leader of the SDLP and he leaves the party altogether after he agrees to constitutional talks with British Secretary of StateHumphrey Atkins without any provision for an ‘Irish dimension’ and then sees his decision overturned by the SDLP party conference. Like Paddy Devlin before him, he claims the SDLP has ceased to be a socialist force.
In 1981, he opposes the hunger strikes in the Maze prison in Belfast. His seat in Westminster is targeted by Sinn Féin as well as by the SDLP. In June 1983, he loses his seat in Belfast West to Gerry Adams, in part due to competition from an SDLP candidate. The following month, on October 14, 1983, he is created a UK life peer as Baron Fitt, of Bell’s Hill in County Down. His Belfast home is firebombed a month later and he moves to London.
Gerry Fitt dies in London on August 26, 2005, at the age of 79, after a long history of heart disease.
Logue grows up outside the village of Claudy in County Londonderry, the eldest of nine children born to Denis Logue, a bricklayer, and Kathleen (née Devine). He gains a scholarship to St. Columb’s College which he attends from 1961 to 1967. In 1967, he commences at St. Joseph’s Teacher Training college (Queen’s University) in Belfast from which he qualifies as a teacher of Mathematics in 1970. He first comes to prominence as a member of the executive of the Northern Ireland Civil Rights Association (NICRA), the only SDLP member of the executive. He stands as a candidate in elections to the new Northern Ireland Assembly in 1973 and is elected for Londonderry, at the age of 24, the youngest candidate elected that year. With John Hume and Ivan Cooper, he is arrested by the British Army during a peaceful demonstration in Londonderry in August 1971. Their conviction is ultimately overturned by the Law LordsR. (Hume) v Londonderry Justices (972, N.I.91) requiring the then British Government to introduce retrospective legislation to render legal previous British Army actions in Northern Ireland.
The Northern Ireland State Papers of 1980 show that together with John Hume and Austin Currie, Logue plays a key role in presenting the SDLP’S ‘Three Strands’ approach to the Thatcher Government’s Secretary of State for Northern IrelandHumphrey Atkins in April 1980. The “Three Strands” approach eventually becomes the basis for the Good Friday Agreement. The Irish State papers from 1980 reveal that he is a confidante of the Irish Government of that time, briefing it regularly on the SDLP’s outlook.
Logue is also known for his controversial comments at Trinity College Dublin at the time of the power sharingSunningdale Agreement, which many blame for helping to contribute to the Agreement’s defeat, to wit, that: [Sunningdale was] “the vehicle that would trundle Unionists into a united Ireland.” The next line of the controversial speech says, “the speed the vehicle moved at was dependent on the Unionist community.” In an article in The Irish Times in 1997 he claims that this implies that unity is always based on consent and acknowledged by Unionist Spokesman John Laird in the NI Assembly in 1973.
Logue unsuccessfully contests the Londonderry seat in the February 1974 and 1979 Westminster Elections. He is elected to the 1975 Northern Ireland Constitutional Convention and the 1982 Northern Ireland Assembly. He is a member of the New Ireland Forum in 1983. In the 1980s he is a member of the Irish Commission for Justice and Peace and plays a prominent part in its efforts to resolve the 1981 Irish hunger strike. His role is credited in Ten Men Dead: The Story of the 1981 Irish Hunger Strike by David Beresford, Biting the Grave by P. O’Malley and, more recently, in Blanketmen: An Untold Story of the H-block Hunger Strike (New Island Books, 2016) and Afterlives: The Hunger Strike and the Secret Offer that Changed Irish History (Lilliput Press, 2011) by former Provisional Irish Republican ArmyvolunteerRichard O’Rawe. Following the New Ireland Forum in 1984 and John Hume’s decision to represent the redrawn Londonderry constituency as Foyle and a safe seat, Logue leaves the Dublin-based, National Board for Science and Technology and joins the European Commission in 1984 in Brussels.
Following the 1994 Irish Republican Army (IRA) ceasefire, Logue, along with two EU colleagues, is asked by EU President Jacques Delors to consult widely throughout Northern Ireland and the Border regions and prepare recommendations for a Peace and Reconciliation Fund to underpin the peace process. Their community-based approach becomes the blueprint for the Peace Programme. In 1997, then EU President Jacques Santer asks the team, led by Logue, to return to review the programme and advise for a renewed Peace II programme. Papers published by National University Galway in 2016 from Logue’s archives indicate that he is the originator of the Peace Fund concept within the European Commission.
At the European Commission from 1984 to 1998, Logue creates Science and Technology for Regional Innovation and Development in Europe (STRIDE). In 1992, he is joint author with Giovanni de Gaetano, of RTD potential in the Mezzogiorno of Italy: the role of science parks in a European perspective and, with A. Zabaniotou and University of Thessaloniki, Structural Support For RTD.
Further publications by Logue follow: Research and Rural Regions (1996) and RTD potential in the Objective 1 regions (1997). With the fall of the Berlin Wall, his attention turns to Eastern Europe and in March 1998 publishes a set of studies Impact of the enlargement of the European Union towards central central and Eastern European countries on RTD- Innovation and Structural policies.
Logue convenes the first EU seminar on “Women in Science” in 1993 and jointly publishes with LM Telapessy Women in Scientific and Technological Research in the European Community, highlighting the barriers to women’s advancement in the Research world.
As the former vice-chairman of the North Derry Civil Rights Association, Logue gives evidence at the Saville Inquiry into Bloody Sunday. He is special adviser to the Office of First and Deputy First Minister from 1998 to 2002 and as an official of the European Commission. In 2002–03, he is a fellow of the Institute for British – Irish Studies at University College Dublin (UCD). In July 2006, he is appointed as a board member of the Irish Peace Institute, based at the University of Limerick and in 2009 is appointed Vice Chairman. He is a Life Member of the Institute of International and European Affairs.
On December 17, 2007, Logue is appointed as a director to InterTradeIreland (ITI), the North-South Body established under the Good Friday Agreement to promote economic development in Ireland. There he chairs the ITI’s Fusion programme, bringing north–south industrial development in Innovation and Research. Integrating Ireland economically is a theme of his writing throughout his career, most recently in The Irish Times and in earlier publications as economic spokesman for the SDLP. He is economist at the Dublin-based National Board for Science and Technology from 1981 to 1984.
Logue, after leaving the European Commission in 2005, becomes involved in Renewable Energy and is chairman of Priority Resources as well as a director of two companies, one in solar energy, the other in wind energy. In November 2011, he is elected to the main board of European Association of Energy (EAE).
In November 2023, Logue is awarded an honorary doctorate by the University of Galway in recognition of “a lifetime dedicated to civil rights, human rights, equality and peace in Northern Ireland, Ireland and Europe.” He donates an archive of material, more than 20 boxes of manuscripts, documents, photographs and political ephemera, on the development of the SDLP from the early 1970s to the University of Galway.
Hume does not complete his clerical studies but does obtain an M.A. degree in French and history from the college in 1958. He then returns home to his native Derry, where he becomes a teacher at his alma mater, St. Columb’s College. He is a founding member of the Credit Union movement in the city and is chair of the University for Derry Committee in 1965, an unsuccessful fight to have Northern Ireland’s second university established in Derry in the mid-1960s.
Hume becomes the youngest ever President of the Irish League of Credit Unions at age 27. He serves in the role from 1964 to 1968. He once says that “all the things I’ve been doing, it’s the thing I’m proudest of because no movement has done more good for the people of Ireland, north and south, than the credit union movement.”
Hume becomes a leading figure in the civil rights movement in the late 1960s along with people such as Hugh Logue. He is a prominent figure in the Derry Citizens’ Action Committee. The DCAC is set up in the wake of the October 5, 1968, march through Derry which had caused much attention to be drawn towards the situation in Northern Ireland. The purpose of the DCAC is to make use of the publicity surrounding recent events to bring to light grievances in Derry that had been suppressed by the Unionist Government for years. The DCAC, unlike the Northern Ireland Civil Rights Association (NICRA), is aimed specifically at a local campaign, improving the situation in Derry for everyone, and maintaining a peaceful stance. The committee also has a Stewards Association that is there to prevent any violence at marches or sit-downs.
In October 1971, Hume joins four Westminster MPs in a 48-hour hunger strike to protest at the internment without trial of hundreds of suspected Irish republicans. State papers that have been released under the 30-year rule that an Irish diplomat eight years later in 1979 believes Hume supported the return of internment.
Hume is directly involved in secret talks with the British government and Sinn Féin, in an effort to bring Sinn Féin to the discussion table openly. The talks are speculated to lead directly to the Anglo-Irish Agreement in 1985.
The vast majority of unionists reject the agreement and stage a massive and peaceful public rally in Belfast City Centre to demonstrate their distaste. Many Republicans and nationalists also reject it, as they see it as not going far enough. Hume, however, continues dialogue with both governments and Sinn Féin. The “Hume–Adams process” eventually delivers the 1994 Irish Republican Army (IRA) ceasefire which ultimately provides the relatively peaceful backdrop against which the Good Friday agreement is brokered.
In 2015, Hume is diagnosed with Alzheimer’s disease, of which he had first displayed symptoms in the late 1990s. He dies in the early hours of August 3, 2020, at a nursing home in Derry, at the age of 83. On his death, former Labour Party leader and prime ministerTony Blair says, “John Hume was a political titan; a visionary who refused to believe the future had to be the same as the past.” The Dalai Lama says on Twitter, “John Hume’s deep conviction in the power of dialogue and negotiations to resolve conflict was unwavering… It was his leadership and his faith in the power of negotiations that enabled the 1998 Good Friday Agreement to be reached. His steady persistence set an example for us all to follow.”

At the outbreak of war in 1939, Stronge joins the North Irish Horse as a lieutenant but has to relinquish his commission the following year due to ill health. He is then granted the rank of captain. Resuming his political career, he becomes Assistant Parliamentary Secretary at the Ministry of Finance (Assistant Whip) (1941–42) and then Parliamentary Secretary at the Ministry of Finance (Chief Whip) (1942–44). His period as Chief Whip is marked by more robust and “fluid” debate within the party and significant backbench discontent in early 1943. In June 1944 he is elected chairman of Armagh County Council, and in the following year is returned unopposed in the general election. He becomes Speaker of the House of Commons of Northern Ireland in 1945 and in this position he earns the respect of, and makes friends with, politicians of every hue, and is regarded as a moderating influence. It has been said of him that he disproved the myth that politicians at Stormont never spoke to each other. He is unopposed in every postwar election up to 1965, when he sees off the challenge of the Liberal candidate. He does not contest the 1969 general election. He is made Chevalier of the Order of Leopold in 1946 and in the same year is appointed to the Privy Council of Northern Ireland. A member of the Commonwealth Parliamentary Association, he is a delegate to its 1950 conference in New Zealand. Another interest is the Royal Over-Seas League, of which he is president for a time.
Stronge is closely associated with Sir Basil Brooke, Dame Dehra Parker and Sir Henry Mulholland. He is president of the Northern Ireland area council of the Royal British Legion, sovereign grand master of the Royal Black Institution, president of the Federation of Boys’ Clubs, and chairman of the Commercial Insurance Co. and of the Central Advisory Council for the Employment of the Disabled. It is this last position that causes a brief interruption of his speakership, with an act of parliament deemed necessary to remove any doubt about it having been an office of profit. A prominent member of the Orange Order, he is also chairman of the BBC appeals advisory committee and the Northern Ireland scout council. His retirement from public life in 1977 is marked by his investiture as a Knight of Grace by Prince Richard, Duke of Gloucester.
A leading member of the Church of Ireland, Stronge becomes Commander of the Order of Saint John in 1952 and is for many years on the Armagh diocesan synod and council. Until his death, he is a nominator for the position of rector and reads the lessons each Sunday morning in Tynan parish church. In September 1921 he marries Gladys Olive, daughter of Major Henry Thomas Hall of Knockbrack, Athenry, County Galway. They have three daughters and a son, James. In his later life he lives with James, a bachelor, on their 800-acre estate near the border. James is educated at Eton College and Christ Church, Oxford. He succeeds his father in the Mid Armagh constituency in 1969, serving as Ulster Unionist MP in the Stormont parliament until 1972. He is firmly opposed to the Sunningdale Agreement of December 1973, which he describes as a “great act of political appeasement.” Although both are known in the locality, neither seeks public attention and both live relatively quiet lives. Stronge likes to work in the garden but has little interest in the farm, most of which is let out to tenants.
Stronge and his son become prominent victims of the Troubles when a unit of the Provisional Irish Republican Army shoots them dead on January 21, 1981, at Tynan Abbey and sets the mansion alight, destroying it. The Provisional IRA statement describes them as “symbols of hated unionism” and their killings as “direct reprisal for a whole series of loyalist assassinations and murder attacks on nationalist people.” The killings come five days after an attempted assassination of the former MP Bernadette Devlin McAliskey and her husband. Tynan Abbey is long held to have been an easy target, given its relative isolation and its proximity to the border. In 1985 a man is tried for their murders but is acquitted. In 1999 the shell of Tynan Abbey is demolished.

Born in London on April 18, 1928, Dickson moves with her family to Northern Ireland at an early age and is educated at Holywood and Richmond Lodge School. After service as the Chair of the Northern Ireland Advisory Board of the Salvation Army she becomes actively involved in politics for the Ulster Unionist Party (UUP). Elected as chair of the Carrick Division Unionist Association she later becomes a member of the Newtownabbey Urban District Council, serving as Vice-Chair from 1967 to 1969.
Dickson is then elected as an Ulster Unionist politician for the Carrick constituency in the Parliament of Northern Ireland at Stormont as a supporter of Prime MinisterTerence O’Neill. After the dissolution of the Stormont Parliament, she is elected in the 1973 Assembly election for South Antrim as an Independent Unionist candidate having resigned from the Ulster Unionist Party in 1972.
After the Ulster Unionist party split in 1974 over the Sunningdale Agreement, Dickson joins the newly formed Unionist Party of Northern Ireland along with other supporters of former Northern Ireland prime minister Brian Faulkner. She retains her seat in South Antrim in the 1975 constitutional convention election. After the retirement of Brian Faulkner in 1976 she becomes leader of the Unionist Party of Northern Ireland, becoming the first woman to lead a major political party in Northern Ireland.
In 1979 Dickson contests the Belfast North constituency in the Westminster election, polling 10% of the vote, the best performance by a UPNI candidate in Northern Ireland, however her intervention is sufficient to split the moderate Unionist vote resulting in the seat being gained by the Democratic Unionist Party (DUP).
The Unionist Party of Northern Ireland disbands in 1981 after poor results in the local government elections and Dickson retires from active politics. Subsequently she is chair of the Northern Ireland Consumer Council from 1985 to 1990.
Paisley is born on April 6, 1926, in Armagh, County Armagh. He becomes a Protestant evangelical minister in 1946 and remains one for the rest of his life. In 1951, he co-founds the fundamentalist Free Presbyterian Church of Ulster and is its leader until 2008. He becomes known for his fiery speeches and regularly preaches and protests against Catholicism, ecumenism and homosexuality. He gains a large group of followers who are referred to as “Paisleyites.”
Paisley becomes involved in Ulster unionist/loyalist politics in the late 1950s. In the mid-late 1960s he leads and instigates loyalist opposition to the Catholic civil rights movement in Northern Ireland. This leads to the outbreak of the Troubles in the late 1960s, a conflict that engulfs Northern Ireland for the next thirty years. In 1970, he becomes Member of Parliament for North Antrim and the following year he founds the Democratic Unionist Party (DUP), which he leads for almost forty years. In 1979, he becomes a Member of the European Parliament.
In 2005, Paisley’s DUP becomes the largest unionist party in Northern Ireland, displacing the Ulster Unionist Party (UUP), which has dominated unionist politics since 1905. In 2007, following the St. Andrews Agreement, the DUP finally agrees to share power with republican party Sinn Féin and consent to all-Ireland governance in certain matters. He and Sinn Féin’s Martin McGuinness become First Minister and deputy First Minister respectively in May 2007. He steps down as First Minister and DUP leader in May 2008 and leaves politics in 2011. He is made a life peer in 2010 as Baron Bannside.
In November 2011, Paisley announces to his congregation that he is retiring as a minister. He delivers his final sermon to a packed attendance at the Martyrs’ Memorial Hall on December 18, 2011, and finally retires from his religious ministry on January 27, 2012.
Paisley dies in Belfast on September 12, 2014. He is buried in Ballygowan, County Down on September 15 following a private funeral and a public memorial for 800 invited guests is held in the Ulster Hall on October 19. An obituary in The New York Times reports that late in life Paisley had moderated and softened his stances against Roman Catholics but that “the legacies of fighting and religious hatreds remained.”
Napier joins the Ulster Liberal Party, rising to become Vice President by 1969. That year, he leads a group of four party members who join the New Ulster Movement, accepting the post of joint Chairman of its political committee. The Liberal Party promptly expels him, but, working with Bob Cooper, he uses his position to establish a new political party, the Alliance Party of Northern Ireland, which seeks to become a political force that can command support from across the divided communities of the province, but remain pro-union. This aims to offer an alternative to what he describes as the sectarianism of the Ulster Unionist Party. Despite his faith he is a supporter of the Union.
Napier serves as the party’s joint leader from 1970 until 1972, then as its sole leader from 1973 to 1984. Under his leadership Alliance participates in successive assemblies that seek to solve the debate on the province’s position, including the Northern Ireland Assembly, 1973 in which he is a minister in the power-sharing Executive. In 1979 he comes closer to winning a seat in the Westminster Parliament than any other Alliance candidate up to that point when he is less than a thousand votes behind Peter Robinson‘s winning total in Belfast East in a tight three-way race. This record is beaten in 2010, when Naomi Long ousts Robinson from the same seat. When Napier steps down as leader in 1984 he receives many plaudits for his work. The following year he is knighted and in 1989 he stands down from Belfast City Council, seemingly to retire.
Napier dies at the age of 75 on July 2, 2011. He is survived by his wife, Briege, whom he marries in 1961, three sons and five daughters, and 23 grandchildren. A son predeceases him.
Boland is born in Dublin on October 15, 1917. He attends St. Joseph’s, Fairview, leaving in 1933. He is the son of Gerald Boland, a founder-member of Fianna Fáil, and the nephew of Harry Boland. Despite this, he fails to get elected to Dáil Éireann on his first two attempts, standing in the Dublin County constituency at the 1951 Irish general election and again at the 1954 Irish general election. Double success follows at the 1957 Irish general election, when he is not only elected to the 16th Dáil but is appointed to the cabinet as Minister for Defence on his very first day in the Dáil. This is due to the retirement of his father who had served in every Fianna Fáil government since 1932.
The Defence portfolio is largely considered a safe and uncontroversial position, so Boland makes only a small impact. As a Minister, he proudly displays a fáinne (gold ring) on the lapel of his jacket, which indicates that he is able and willing to speak the Irish language. He frequently conducts his governmental business in Irish. In 1961, he is moved from Defence to become the Minister for Social Welfare. He remains there until the retirement in 1966 of the Taoiseach, Seán Lemass, when Fianna Fáil faces the first leadership contest in its history. He is then appointed Minister for Local Government which post he holds until he leaves government in 1970.
The leadership race immediately erupts as a two-horse battle between Charles Haughey and George Colley. Both of these men epitomise the new kind of professional politician of the 1960s. Things change when Neil Blaney indicates his interest in running. Boland supports him in his campaign, as both men hail from the republican and left wing of the party. There is talk at one point of Boland himself entering the leadership race. In the end Jack Lynch is chosen as a compromise, and he becomes the new Taoiseach. Boland is made Minister for Local Government in the new cabinet.
In 1969, events in Northern Ireland cause political chaos over the border in Ireland. It is the start of The Troubles in Northern Ireland and Fianna Fáil’s policy with regard to the North is coming into question. One crisis meeting is held after another, in which the possibility of decisive action is discussed. The “hawks” in the cabinet urge a symbolic invasion of Northern Ireland to protect nationalists near the border, and to draw international attention, while the “doves”, who ultimately prevail, urged caution. These cabinet meetings are heated events. On one occasion Boland is alleged to have been so angry that he resigns not only his cabinet position but also his Dáil seat and goes home to his farm in County Dublin to make hay. The resignations are rejected by Taoiseach Jack Lynch after a calming-down period. In what becomes known as the Arms Crisis, two ministers, Charles Haughey and Neil Blaney, are sacked from the government in May 1970, for allegedly being involved in a plot to import arms for Republicans in the North. Boland resigns in solidarity with them and in protest about the government’s position on the North. Later that year his criticism of the Taoiseach (whom Boland and many others within the Party maintain had authorized the arms importation) leads to his expulsion from the Fianna Fáil party.
One of Boland’s most famous incidents takes place at the Fianna Fáil Ardfheis in 1971. Just before Jack Lynch’s speech Boland storms a nearby podium, interrupting Patrick Hillery in the middle of his speech. He openly defies the party leadership and his opponents, holding his arms wide open and shouting to the crowd, “Come on up and put me down.” While there is a lot of booing and clapping in an effort to drown him out, many of his supporters start cheering and chanting “We want Boland.” An enraged Patrick Hillery grabs his microphone and famously replies, “If you want a fight, you can have it…You can have Boland, but you can’t have Fianna Fáil.” At this point the government supporters are ecstatic with cheering and Boland is carried out of the hall.
After this episode Boland founds his own political party, Aontacht Éireann (Irish Unity). It wins very little support, and he fails to be elected to the Dáil in 1973, which effectively ends his political career. He and his colleagues resign from the party in 1976 after it is taken over by a number of far-right individuals. He remains an outspoken critic of the Republic’s Northern Ireland policy, particularly the Sunningdale Agreement. He makes one last attempt to reclaim a Dáil seat, standing unsuccessfully in the Dublin South-West constituency at the 1981 Irish general election. He then retires from public life completely.
In 1996, Boland sues the Irish Independent for libel after a January 20, 1993, article incorrectly states that he had appeared before the court in the Arms Trial in 1970 and had been dismissed as a Minister by Taoiseach Jack Lynch. He is awarded £75,000 in damages.
Kevin Boland dies at the age of 83 in Dublin on September 23, 2001, following a short illness.

The idea for a constitutional convention is first mooted by the Northern Ireland Office in its white paperThe Northern Ireland Constitution, published on July 4, 1974. The paper lays out plans for elections to a body which would seek agreement on a political settlement for Northern Ireland. The proposals become law with the enactment of the Northern Ireland Act 1974 later that month. With Lord Chief Justice of Northern IrelandRobert Lowry appointed to chair the new body, elections are announced for May 1, 1975.
The elections are held for the 78-member body using the single transferable vote system of proportional representation in each of Northern Ireland’s twelve Westminster constituencies. Initially the body is intended to be purely consultative, although it is hoped that executive and legislative functions can be devolved to the NICC once a cross-community agreement has been reached. Unionists opposed to the NICC once again band together under the umbrella of the United Ulster Unionist Council (UUUC) and this coalition proves the most successful, taking 46 seats.
A number of leading Northern Ireland politicians are elected to the NICC, increasing hope that the body might achieve some of its aims. Also elected are some younger figures who go on to become leading figures in the future of Northern Ireland politics.
The elections leave the body fundamentally weakened from its inception as an overall majority has been obtained by those Unionists who oppose power sharing as a concept. As a result, the Northern Ireland Constitutional Convention Report published on November 20, 1975, recommends only a return to majority rule as had previously existed under the old Parliament of Northern Ireland government. As such a solution is completely unacceptable to the nationalist parties, the NICC is placed on hiatus.
Hoping to gain something from the exercise, Secretary of State for Northern Ireland Merlyn Rees announces that the NICC would be reconvened on February 3, 1976. However, a series of meetings held between the UUUC and the Social Democratic and Labour Party (SDLP) fail to reach any agreement about SDLP participation in government, and so the reconvened NICC once again fails to achieve a solution with cross-community support. As a result, Rees announces the dissolution of the body on March 5, 1976, and Northern Ireland remains under direct rule.
On the face of it, the NICC is a total failure as it does not achieve its aims of agreement between the two sides or of introducing ‘rolling devolution’ (gradual introduction of devolution as and when the parties involved see fit to accept it). Nevertheless, coming as it does not long after the Conservative-sponsored Sunningdale Agreement, the NICC indicates that no British government will be prepared to re-introduce majority rule in Northern Ireland. During the debates William Craig accepts the possibility of power-sharing with the SDLP, a move that splits the UUUC and precipitates the eventual collapse of the Vanguard Unionist Progressive Party (VUPP).
The idea of electing a consultative body to thrash out a deal for devolution is also retained and in 1996 it is revived when the Northern Ireland Forum is elected on largely the same lines and with the same overall purpose. The Forum forms part of a process that leads to the Good Friday Agreement and the Northern Ireland Assembly.
