Cuffe joins the Green Party in 1982, and campaigns with Students Against the Destruction of Dublin (SADD) in the 1980s. He is twice elected to Dublin City Council, in 1991 and 1999, for the South Inner City electoral area. In 1996, he launches a free bikes scheme in which bicycles are placed around Dublin city centre for use by the public.
In June 2003, Cuffe steps down as the Green Party’s environment spokesperson after it is revealed that he held shares worth $70,000 in a number of oil exploration companies which he had inherited when his late mother had left him $1.3 million in her will. He is re-elected at the 2007 Irish general election.
Following the 2007 election, the Green Party forms a coalition government with two other political parties and a number of independent TDs. Just after the election, on May 28, 2007, Cuffe writes in his blog: “A deal with Fianna Fáil would be a deal with the Devil. We would be spat out after 5 years and decimated as a party.” He loses his seat at the 2011 Irish general election.
While Cuffe is minister, the Oireachtas enacts the Planning and Development (Amendment) Act 2010 to address land-use planning failures and over-zoning of development land. The legislation reforms the way development plans and local area plans are made and, for the first time in Irish legislation, includes a definition of Anthropogenic Climate Change and required energy use to be taken into account in planning decisions. He publishes the Climate Change Response Bill 2010, and an update of the National Spatial Strategy. He is head of the Irish delegation at the 2010 United Nations Climate Change Conference in Cancún, Mexico.
Cuffe promotes healthy eating for children, school gardens and local markets. He publishes bills to address climate change, noise pollution, and heritage protection. In January 2011, he launches a new policy of allowing bicycles on off-peak Dublin Area Rapid Transit (DART) trains.
Cuffe resigns as Minister of State on January 23, 2011, when the Green Party withdraws from government.
At the 2014 Irish local elections, Cuffe is elected to Dublin City Council for Dublin North Inner City area, on the 13th count. He is appointed chairperson for the Dublin City Council Transportation Committee in 2014. As a member of the Central Area Committee for Dublin City Council, he works to provide a site for the Gaelscoil Choláiste Mhuire primary school on Dominick Street in 2017. He introduces 30 km/h speed limits to residential and school areas of Dublin and also advocates for a car-free College Green. He calls for an increase in affordable housing in Dublin, specifically for people with different incomes. Speaking on the Strategic Development Zone in the Dublin Docklands, he states, “We have seen a lot of cranes in the Docklands but not a lot of homes. Particularly affordable homes.” He proposes a Motion declaring a Climate Emergency which is approved at a meeting of the Council on May 13, 2019.
Cuffe is selected as the Green Party candidate for the Dublin constituency at the 2019 European Parliament elections. He tops the poll, receiving 63,849 votes and is elected as an MEP on the 13th count, with 17.54% first preference votes. He is also re-elected to Dublin City Council, but due to the prohibition on a dual mandate, this seat is co-opted to fellow Green Party member Janet Horner.
Cuffe is President of the European Forum for Renewable Energy Sources (EUFORES), a cross-party European parliamentary network gathering members of European, regional and national parliaments of the EU, and works to promote renewable energy and energy efficiency.
Reynolds is educated at Summerhill College in Sligo, County Sligo and works for a state transport company before succeeding at a variety of entrepreneurial ventures, including promoting dances and owning ballrooms, a pet-food factory, and newspapers. In 1974 he is elected to the Longford County Council as a member of Fianna Fáil. He enters Dáil Éireann, lower house of the Oireachtas, the Irish parliament, in 1977 as a member representing the Longford-Westmeath parliamentary constituency and becomes Minister for Posts and Telegraphs in Haughey’s Fianna Fáil government (1979–81). He is subsequently Minister of Industry and Commerce (1987–88) and Minister for Finance (1988–91) in Haughey’s third and fourth governments. He breaks with Haughey in December 1991. On January 30, 1992, Haughey retires as leader of Fianna Fáil at a parliamentary party meeting. Reynolds easily defeats his rivals Mary O’Rourke and Michael Woods in the party leadership election and succeeds Haughey as Taoiseach on February 11, 1992.
The Fianna Fáil–Progressive Democratscoalition that Reynolds inherits breaks up in November 1992 but, after the general election later that month, he surprises many observers by forming a new coalition government with the Labour Party in January 1993. He plays a significant part in bringing about a ceasefire between the Irish Republican Army (IRA) and unionist paramilitary groups in Northern Ireland in 1994, but he is less effective in maintaining his governing coalition. When this government founders in November 1994, he resigns as Taoiseach and as leader of Fianna Fáil, though he remains acting prime minister until a new government is formed the following month. He unsuccessfully seeks his party’s nomination as a candidate for the presidency of Ireland in 1997. He retires from public life in 2002.
TaoiseachBrian Cowen resigns as leader of the ruling Fianna Fáil party on January 22, 2011. Having won a secret leadership ballot on Tuesday, January 18, during a week of political turmoil, he says he will remain at the head of government until the upcoming election on March 11, 2011.
“I’m concerned that renewed internal criticism of Fianna Fáil is deflecting attention from this important debate,” Cowen says. “Therefore, taking everything into account after discussing the matter with my family I have taken on my own counsel, the decision to step down.”
Cowen says he spoke to John Gormley, leader of the junior coalition party, the Green Party, before making the announcement. He says his resignation will not affect government business.
“My political assessment is that this is the right thing to do for the party,” Cowen says at a press conference at the Merrion Hotel in central Dublin. “But it’s about me directing my attention to the country.”
During the past week, six ministers resigned, and Cowen’s cabinet reshuffle collapsed, prompting a Green Party threat to pull out of the coalition government.
“I believe that it was my duty to put in place the best possible team we could to fight this election to put them on the frontbench and into position,” Cowen says. “It was not a cynical view by me, it was a political act.”
Opposition parties demand Cowen set a new date for the general election. The Fine Gael leader, Enda Kenny, says he would move a motion of no confidence in Cowen as Taoiseach in the Dáil on Tuesday, January 25, unless he goes to the president to seek a dissolution of parliament. He says his party will also vote against the government in upcoming motion of confidence previously put forward by the Labour Party.
The Labour Party leader, Eamon Gilmore, says the Irish people do not want the government to remain in office another day. “It is simply not tenable for Cowen to remain on as Taoiseach as his colleagues in Fianna Fáil squabble over the remnants of their party,” he says.
The Sinn Féin president, Gerry Adams, says Cowen’s decision will lead to further instability. “The government and Fianna Fáil are in chaos. Their focus is not on the problems facing the country,” he says.

The 23rd Government of Ireland is formed on January 12, 1993, following the 1992 Irish general election to the 27th Dáil held on November 25, 1992. It is a coalition of Fianna Fáil, with leader Albert Reynolds as Taoiseach, and the Labour Party, with leader Dick Spring as Tánaiste. It is the first time that these two parties are in government together. On each previous occasion Labour was in government, it was a junior coalition party with Fine Gael. The government lasts for 675 days from its appointment until its resignation on November 17, 1994, and continues to carry out its duties for an additional 28 days until the appointment of its successor, giving a total of 703 days.
The 27th Dáil lasts until 1997, but the first government falls in 1994 following the breakdown of relations between the two parties. It is succeeded in December 1994 by the 24th Government, a coalition of Fine Gael, with leader John Bruton as Taoiseach, Labour, with Dick Spring serving again as Tánaiste, and Democratic Left, led by Proinsias De Rossa. This is the only time a government with a new coalition of parties is formed within a single Dáil term.
The 27th Dáil first meets on December 14, 1992. In the debate on the nomination of Taoiseach, Fianna Fáil leader and outgoing Taoiseach Albert Reynolds, Fine Gael leader John Bruton and Labour Party leader Dick Spring are each proposed. None of these proposals are passed by the Dáil: Reynolds receives 68 votes in favour with 94 against, Bruton receives 55 in favour to 107 against, and Spring receives 39 in favour to 122 against. Reynolds resigns as Taoiseach and continues in a caretaker capacity.
On January 12, 1993, Albert Reynolds and John Bruton are again proposed for the nomination of the Dáil for the position of Taoiseach, and on this occasion, the nomination of Reynolds is successful by 102 votes to 60. Reynolds is then appointed as Taoiseach by PresidentMary Robinson.
After his appointment as Taoiseach by the president, Reynolds proposes the members of the government, and they are approved by the Dáil. They are appointed by the president on the same day.
Harry WhelehanSC is appointed by the president as Attorney General on the nomination of the Taoiseach. He resigns as Attorney General on November 11, 1994, on his nomination as President of the High Court, a position he serves in for only two days. Following Whelehan’s resignation, Eoghan Fitzsimons SC is appointed by the president as Attorney General on the nomination of the Taoiseach.
After the sum of European Structural and Investment Funds allocated to Ireland is lower than previously announced, a motion of no confidence is proposed in the government. This is then debated on October 28, 1993, as a motion of confidence in the government, proposed by the Taoiseach. It is approved by a vote of 94 to 55.
In November 1994, following the resignation of Attorney General Harry Whelehan, it emerges that he had failed to expedite the extradition of Fr. Brendan Smyth to Northern Ireland for sexual offences committed against children. The appointment of Whelehan to the court despite this leads to a motion of no confidence in the government. Reynolds responds on November 16 by proposing a motion reaffirming the confidence of the Dáil in the Taoiseach and the Government.
On the following day, November 17, Labour withdraws from the government and Reynolds resigns as Taoiseach. The motion of confidence in the government is withdrawn. Reynolds and the Fianna Fáil ministers continue to carry on their duties until their successors are appointed on December 15.
Following an early career as an economist, working with the Irish Sugar Company until 1967, Halligan becomes involved in politics. In that year, he becomes General Secretary of the Labour Party.
The party leader, Brendan Corish, relies on Halligan’s intellectual and political skills in his new role. Under Halligan, the party undergoes an energetic reorganisation. New structures and policies are put in place, coinciding with the party’s leftward policy shift and an acute anti-coalition stance. He strongly supports both approaches, but is instrumental in securing the party’s eventual, somewhat unwilling, reversal of its anti-coalition stance after its disappointing result in the 1969 Irish general election. The 1973 Irish general election results in a Fine Gael-Labour Party coalition government coming to power.
Halligan continues to serve as General Secretary of the party until 1980, and is appointed a Member of the European Parliament (MEP) from 1983 until 1984, replacing Frank Cluskey, where he specialises in economic affairs and energy policy.
In 1980, Halligan sets up CIPA, his own public affairs consultancy based in Dublin, and becomes a lecturer in Economics at the University of Limerick. He is also chairman of European Movement Ireland during the late 1980s. In 1985, he is appointed as Chairman of Bord na Móna, the Irish Peat Development Authority, a position he holds for ten years. In 1989 he founds the Institute of European Affairs (IEA), which later becomes the IIEA. He is Director of CIPA until 2014.
Resulting from his keen interest and experience in energy policy and renewable energy, Halligan serves as Chair of the Sustainable Energy Authority of Ireland from 2007 until 2014. He is President of the IIEA, and he is also a Board Member of Mainstream Renewable Energy.
In later years Halligan also works on the foundation and development of the Ireland China Institute (ICI), which, with its maxim bridging the gap between knowledge and understanding, seeks to strengthen Irish-Chinese diplomatic relations, developing cultural links and fostering a deeper understanding of the respective cultural norms and values between the two nations. He is also President of ICI.
Halligan dies on August 9, 2020, after a long illness. On his death, TaoiseachMicheál Martin describes him as “a man who gave his life to politics and the public service with a deep commitment to the institutions of the state.” European Commissioner for TradePhil Hogan states that “Brendan was a committed European to his fingertips. He was a pragmatic European intellectual, in the tradition of Spinelli, Monnet and Schuman.”
Costello is the younger son of John Costello senior, a civil servant, and Rose Callaghan. He is educated at St. Joseph’s, Fairview, and then moves to O’Connell School, for senior classes, and later attends University College Dublin (UCD), where he graduates with a degree in modern languages and law. He studies at King’s Inns to become a barrister, winning the Victoria Prize there in 1913 and 1914. He is called to the Irish Bar in 1914, and practises as a barrister until 1922.
In 1922, Costello joins the staff at the office of the Attorney General in the newly established Irish Free State. Three years later he is called to the inner bar, and the following year, 1926, he becomes Attorney General of Ireland, upon the formation of the Cumann na nGaedheal government, led by W. T. Cosgrave. While serving in this position he represents the Free State at Imperial Conferences and League of Nations meetings.
Costello is also elected a Bencher of the Honourable Society of King’s Inns. He loses his position as Attorney General of Ireland when Fianna Fáil comes to power in 1932. The following year, however, he is elected to Dáil Éireann as a Cumann na nGaedheal TD. Cumann na nGaedheal soon merges with other parties to form Fine Gael.
During the Dáil debate on the Emergency Powers Act 1939, Costello is highly critical of the Act’s arrogation of powers, stating that “We are asked not merely to give a blank cheque, but to give an uncrossed cheque to the Government.” He loses his seat at the 1943 Irish general election but regains it when Éamon de Valera calls a snap election in 1944. From 1944 to 1948, he is the Fine Gael front-bench Spokesman on External Affairs.
In 1948, Fianna Fáil has been in power for sixteen consecutive years and has been blamed for a downturn in the economy following World War II. The 1948 Irish general election results show Fianna Fáil short of a majority, but still by far the largest party, with twice as many seats as the nearest rival, Fine Gael. It appears that Fianna Fáil is headed for a seventh term in government. However, the other parties in the Dáil realise that between them, they have only one seat fewer than Fianna Fáil, and if they band together, they would be able to form a government with the support of seven Independent deputies. Fine Gael, the Labour Party, the National Labour Party, Clann na Poblachta and Clann na Talmhan join to form the first inter-partygovernment in the history of the Irish state.
While it looks as if cooperation between these parties will not be feasible, a shared opposition to Fianna Fáil and Éamon de Valera overcomes all other difficulties, and the coalition government is formed.
Since Fine Gael is the largest party in the government, it has the task of providing a suitable candidate for Taoiseach. Naturally, it is assumed that its leader, Richard Mulcahy, will be offered the post. However, he is an unacceptable choice to Clann na Poblachta and its deeply republican leader, Seán MacBride. This is due to Mulcahy’s record during the Irish Civil War. Instead, Fine Gael and Clann na Poblachta agree on Costello as a compromise candidate. Costello had never held a ministerial position nor was he involved in the Civil War. When told by Mulcahy of his nomination, Costello is appalled, content with his life as a barrister and as a part-time politician. He is persuaded to accept the nomination as Taoiseach by close non-political friends.
During the campaign, Clann na Poblachta had promised to repeal the Executive Authority (External Relations) Act 1936 but does not make an issue of this when the government is being formed. However, Costello and his Tánaiste, William Norton of the Labour Party, also dislike the act. During the summer of 1948, the cabinet discusses repealing the act, however, no firm decision is made.
In September 1948, Costello is on an official visit to Canada when a reporter asks him about the possibility of Ireland leaving the British Commonwealth. For the first time, he declares publicly that the Irish government is indeed going to repeal the External Relations Act and declare Ireland a republic. It has been suggested that this is a reaction to offence caused by the Governor General of Canada at the time, Harold Alexander, 1st Earl Alexander of Tunis, who is of Northern Irish descent and who allegedly arranges to have placed symbols of Northern Ireland in front of Costello at an official dinner. Costello makes no mention of these aspects on the second reading of the Republic of Ireland Bill on November 24 and, in his memoirs, claims that Alexander’s behaviour had in fact been perfectly civil and could have had no bearing on a decision which had already been made.
The news takes the Government of the United Kingdom and even some of Costello’s ministers by surprise. The former had not been consulted and following the declaration of the Republic in 1949, the UK passes the Ireland Act that year. This recognises the Republic of Ireland and guarantees the position of Northern Ireland within the United Kingdom for so long as a majority there want to remain in the United Kingdom. It also grants full rights to any citizens of the Republic living in the United Kingdom. Ireland leaves the Commonwealth on April 18, 1949, when The Republic of Ireland Act 1948 comes into force. Frederick Henry Boland, Secretary of the Department of External Affairs, says caustically that the affair demonstrates that “the Taoiseach has as much notion of diplomacy as I have of astrology.” The British envoy, John Maffey, 1st Baron Rugby, is equally critical of what he calls a “slipshod and amateur” move.
Many nationalists now see partition as the last obstacle on the road to total national independence. Costello tables a motion of protest against partition on May 10, 1949, without result.
In 1950, the independent-minded Minister for Health, Noël Browne, introduces the Mother and Child Scheme. The scheme would provide mothers with free maternity treatment and their children with free medical care up to the age of sixteen, which is the normal provision in other parts of Europe at that time. The bill is opposed by doctors, who fear a loss of income, and Roman Catholic bishops, who oppose the lack of means testing envisaged and fear the scheme could lead to birth control and abortion. The cabinet is divided over the issue, many feeling that the state cannot afford such a scheme priced at IR£2,000,000 annually. Costello and others in the cabinet make it clear that in the face of such opposition they will not support the Minister. Browne resigns from the government on April 11, 1951, and the scheme is dropped. He immediately publishes his correspondence with Costello and the bishops, something which had hitherto not been done. Derivatives of the Mother and Child Scheme are introduced in Public Health Acts of 1954, 1957 and 1970.
The Costello government has a number of noteworthy achievements. A new record is set in housebuilding, the Industrial Development Authority and Córas Tráchtála are established, and the Minister for Health, Noel Browne, with the then new Streptomycin, bring about an advance in the treatment of tuberculosis. Ireland also joins a number of organisations such as the Organization for European Economic Co-operation and the Council of Europe. However, the government refuses to join NATO, allegedly because the British remain in Northern Ireland. The scheme to supply electricity to even the remotest parts of Ireland is also accelerated.
While the “Mother and Child” incident does destabilise the government to some extent, it does not lead to its collapse as is generally thought. The government continues; however, prices are rising, a balance of payments crisis is looming, and two TDs withdraw their support for the government. These incidents add to the pressure on Costello and so he decides to call a general election for June 1951. The result is inconclusive but Fianna Fáil returns to power. Costello resigns as Taoiseach. It is at this election that his son Declan is elected to the Dáil.
Over the next three years while Fianna Fáil is in power a dual-leadership role of Fine Gael is taking place. While Richard Mulcahy is the leader of the party, Costello, who has proved his skill as Taoiseach, remains as parliamentary leader of the party. He resumes his practice at the Bar. In what is arguably his most celebrated case, the successful defence of The Leader against a libel action brought by the poet Patrick Kavanagh, dates from this period. Kavanagh generously praises Costello’s forensic skill, and the two men become friends.
At the 1954 Irish general election Fianna Fáil loses power. A campaign dominated by economic issues results in a Fine Gael-Labour Party-Clann na Talmhan government coming to power. Costello is elected Taoiseach for the second time.
The government can do little to change the ailing nature of Ireland’s economy, with emigration and unemployment remaining high, and external problems such as the Suez Crisis compounding the difficulty. Measures to expand the Irish economy such as export profits tax relief introduced in 1956 would take years have sizable impact. Costello’s government does have some success with Ireland becoming a member of the United Nations in 1955, and a highly successful visit to the United States in 1956, which begins the custom by which the Taoiseach visits the White House each St. Patrick’s Day to present the U.S. President with a bowl of shamrock. Although the government has a comfortable majority and seems set for a full term in office, a resumption of Irish Republican Army (IRA) activity in Northern Ireland and Great Britain causes internal strains. The government takes strong action against the republicans.
In spite of supporting the government from the backbenches, Seán MacBride, the leader of Clann na Poblachta, tables a motion of no confidence, based on the weakening state of the economy and in opposition to the government’s stance on the IRA. Fianna Fáil also tables its own motion of no confidence, and rather than face almost certain defeat, Costello again asks PresidentSeán T. O’Kelly to dissolve the Oireachtas. The general election which follows in 1957 gives Fianna Fáil an overall majority and starts another sixteen years of unbroken rule for the party. Some of his colleagues questioned the wisdom of his decision to call an election. The view is expressed that he was tired of politics and depressed by his wife’s sudden death the previous year.
Following the defeat of his government, Costello returns to the bar. In 1959, when Richard Mulcahy resigns the leadership of Fine Gael to James Dillon, he retires to the backbenches. He could have become party leader had he been willing to act in a full-time capacity. He remains as a TD until 1969, when he retires from politics, being succeeded as Fine Gael TD for Dublin South-East by Garret FitzGerald, who himself goes onto to become Taoiseach in a Fine Gael-led government.
During his career, Costello is presented with a number of awards from many universities in the United States. He is also a member of the Royal Irish Academy from 1948. In March 1975, he is made a freeman of the city of Dublin, along with his old political opponent Éamon de Valera. He practises at the bar until a short time before his death at the age of 84, in Ranelagh, Dublin, on January 5, 1976. He is buried at Dean’s Grange Cemetery in Dublin.
The general election of 1981 is the first one of five during the 1980s. The election also sees three new leaders of the three main parties fight their first general election. Charles Haughey had become Taoiseach and leader of Fianna Fáil at the end of 1979, Garret FitzGerald is the new leader of Fine Gael and Frank Cluskey is leading the Labour Party.
Haughey and Fianna Fáil seem extremely popular with the electorate in early 1981. He is expected to call the election at the time of the Fianna Fáil ardfheis on February 14, but the Stardust fire causes the ardfheis to be postponed, and the Republican hunger strike in the Maze Prison begins in March. By the dissolution in May, much of the earlier optimism in the party has filtered out. The Anti H-Block movement fields abstentionist candidates in solidarity with the hunger strikers, undermining the Republican credentials of Fianna Fáil.
Fianna Fáil’s manifesto promises more spending programmes and Fine Gael puts forward a series of tax-cutting plans.
Fianna Fáil loses seats as a result of sympathy to the Anti H-Block candidates and the attractive tax proposals of Fine Gael. It is the worst performance for Fianna Fáil in twenty years. Meanwhile, Labour Party leader Frank Cluskey loses his seat, necessitating a leadership change with Michael O’Leary succeeding Cluskey. A Fine Gael–Labour Party coalition government comes to power. Fine Gael and the Labour Party form the 17th Government of Ireland, a minority coalition government, with Garret FitzGerald becoming Taoiseach.

Byrne is educated at Newbridge College, County Kildare, University College Dublin (UCD) and King’s Inns, Dublin. He is called to the Bar in 1970 and practises law in the Irish and European Courts. During his student days in Dublin, he founds the Free Legal Advice Centre, a student-run organisation providing legal aid to citizens in association with the legal profession. He campaigns in favour of Irish entry into the European Community (EC) in the 1970s and has been a keen supporter of European integration ever since.
In 1997 Byrne becomes Attorney General of Ireland in the Fianna Fáil-Progressive Democratscoalition government. As one of the negotiators of the Good Friday Agreement in April 1998, he drafts and oversees the major constitutional amendments required by that agreement, which are approved by Referendum in May 1998. He also advises on the constitutional amendments necessary for Ireland’s ratification of the Treaty of Amsterdam. During his tenure, he establishes the first independent Food Safety Agency in Europe responsible to the Minister for Health.
Byrne is nominated to the European Commission by TaoiseachBertie Ahern in September 1999, serving as Ireland’s EU Commissioner and has responsibility for Health & Consumer Protection in the Prodi Commission. He continues in that role until replaced as Ireland’s Commissioner by Charlie McCreevy in 2004.
Byrne is mooted as a potential candidate for the position of Director General of the World Health Organization following the death of the incumbent, Dr Lee Jong-wook in 2006. However, he is eventually not included in the list of thirteen candidates to head the agency.
After leaving the European Commission, Byrne holds a variety of paid and unpaid positions, including Co-Chair of European Alliance for Personalised Medicine, member of the International Advisory Board of FleishmanHillard, Chairman of the Ethics Committee of the International Prevention Research Institute (IPRI), Chairman of the Advisory Committee of the National Treasury Management Agency (NTMA), of counsel of Wilmer Cutler Pickering Hale and Dorr, Honorary Co-Chair of the World Justice Project (WJP) and a member of the World Prevention Alliamce.
FitzGerald joins Fine Gael, attaching himself to the liberal wing of the party. and in 1969 is elected to Dáil Éireann, the lower house of the Oireachtas, the Irish parliament. He later gives up his university lectureship to become Minister for Foreign Affairs in the coalition government of Liam Cosgrave (1973–1977). When the coalition government is resoundingly defeated in the 1977 Irish general election, Cosgrave yields leadership of Fine Gael to FitzGerald. In his new role as Leader of the Opposition and party leader, he proceeds to modernize and strengthen the party at the grass roots. He briefly loses power in 1982 when political instability triggers two snap elections.
By the time of the 1981 Irish general election, Fine Gael has a party machine that can easily match Fianna Fáil. The party wins 65 seats and forms a minority coalition government with the Labour Party and the support of a number of Independent TDs. FitzGerald is elected Taoiseach on June 30, 1981. To the surprise of many FitzGerald excludes Richie Ryan, Richard Burke and Tom O’Donnell, former Fine Gael stalwarts, from the cabinet.
On May 5, 2011, it is reported that FitzGerald is seriously ill in a Dublin hospital. Newly elected Fine Gael Taoiseach Enda Kenny sends his regards and calls him an “institution.” On May 6 he is put on a ventilator. On May 19, after suffering from pneumonia, he dies at the Mater Private Hospital in Dublin at the age of 85.
In a statement, Irish PresidentMary McAleese hails FitzGerald as “a man steeped in the history of the State who constantly strove to make Ireland a better place for all its people.” Taoiseach Enda Kenny pays homage to “a truly remarkable man who made a truly remarkable contribution to Ireland.” Henry Kissinger, the former United States Secretary of State, who serves as an opposite number to FitzGerald in the 1970s, recalls “an intelligent and amusing man who was dedicated to his country.”
FitzGerald’s death occurs on the third day of Queen Elizabeth II‘s state visit to the Republic of Ireland, an event designed to mark the completion of the Northern Ireland peace process that had been “built on the foundations” of FitzGerald’s Anglo-Irish Agreement with Margaret Thatcher in 1985. In a personal message, the Queen offers her sympathies and says she is “saddened” to learn of FitzGerald’s death.
On his visit to Dublin, United States PresidentBarack Obama offers condolences on FitzGerald’s death. He speaks of him as “someone who believed in the power of education; someone who believed in the potential of youth; most of all, someone who believed in the potential of peace and who lived to see that peace realised.”
FitzGerald is the author of a number of books, including Planning in Ireland (1968), Towards a New Ireland (1972), Unequal Partners (1979), All in a Life: An Autobiography (1991), and Reflections on the Irish State (2003).
Following the outbreak of the Troubles in the late 1960s, the Provisional IRA conducts an armed campaign that seeks to create a united Ireland by ending Northern Ireland‘s status as part of the United Kingdom. As a result of increasing levels of violence in Northern Ireland, internment without trial is introduced there in August 1971, and in the Republic of Ireland the coalition government led by Fine Gael’s Liam Cosgrave is attempting to curb IRA activity. Fine Gael had come to power on a law-and-order ticket, with a policy of “getting tough on crime.” Suspected IRA members are arrested and accused of IRA membership by a superintendent in the Garda Síochána, a crime under the Offences against the State Acts. They are tried at the juryless Special Criminal Court in Dublin, where the traditional IRA policy of not recognising the court results in a fait accompli as no defence is offered and IRA membership carries a minimum mandatory one-year sentence, resulting in internment in all but name. In September 1973 IRA Chief of Staff Seamus Twomey appears at the Special Criminal Court charged with IRA membership, and states, “I refuse to recognise this British-orientated quisling court.” He is found guilty and receives a five-year sentence. By October 1973 the IRA’s command structure is seriously curbed, with Twomey and other senior republicans J. B. O’Hagan and Kevin Mallon all being held in Mountjoy Prison.
The IRA immediately begins making plans to break Twomey, O’Hagan and Mallon out of the prison. The first attempt involves explosives that had been smuggled into the prison, which are to be used to blow a hole in a door which will give the prisoners access to the exercise yard. From there, they are to scale a rope ladder thrown over the exterior wall by members of the IRA’s Dublin Brigade who are to have a getaway car waiting to complete the escape. The plans when the prisoners cannot gain access to the exercise yard and the rope ladder is spotted, so the IRA begins making new escape plans. The idea of using a helicopter in an escape had been discussed before in a plot to break Gerry Adams out of Long Kesh internment camp but had been ruled out because of faster and more sophisticated British Army helicopters being stationed at a nearby base. The IRA’s GHQ staff approves the plan to break out Twomey, O’Hagan and Mallon, and arrangements are made to obtain a helicopter. A man with an American accent calling himself Mr. Leonard approaches the manager of Irish Helicopters at Dublin Airport, with a view to hiring a helicopter for an aerial photographic shoot in County Laois. After being shown the company’s fleet of helicopters, Leonard arranges to hire a five-seater Alouette II for October 31.
Leonard arrives at Irish Helicopters on October 31 and is introduced to the pilot of the helicopter, Captain Thompson Boyes. Boyes is instructed to fly to a field in Stradbally, in order to pick up Leonard’s photographic equipment. After landing Boyes sees two armed, masked men approaching the helicopter from nearby trees. He is held at gunpoint and told he will not be harmed if he follows instructions. Leonard leaves with one gunman, while the other gunman climbs aboard the helicopter armed with a pistol and an ArmaLite rifle. Boyes is instructed to fly towards Dublin following the path of railway lines and the Royal Canal and is ordered not to register his flight path with Air Traffic Control. As the helicopter approaches Dublin, Boyes is informed of the escape plan and is instructed to land in the exercise yard at Mountjoy Prison.
In the prison’s exercise yard, the prisoners are watching a football match. Shortly after 3:35 p.m. the helicopter swings in to land in the prison yard, with Kevin Mallon directing the pilot using semaphore. A prison officer on duty initially takes no action as he believes the helicopter contains the Minister for Defence, Paddy Donegan. After prisoners surround the eight prison officers in the yard, fights break out as the officers realise an escape attempt is in progress. As other prisoners restrain the officers, Twomey, Mallon and O’Hagan board the helicopter. As the helicopter takes off, in the confusion one officer shouts, “Close the gates, close the fucking gates.” The helicopter flies north and lands at a disused racecourse in the Baldoyle area of Dublin, where the escapees are met by members of the IRA’s Dublin Brigade. Boyes is released unharmed, and the escapees are transferred to a taxi that had been hijacked earlier and are transported to safe houses.
The escape makes headlines around the world and is an embarrassment for Cosgrave’s government, which is criticised for “incompetence in security matters” by opposition party Fianna Fáil. An emergency debate on security is held in Dáil Éireann on November 1.
The IRA releases a statement on the escape, which reads, “Three republican prisoners were rescued by a special unit from Mountjoy Prison on Wednesday. The operation was a complete success, and the men are now safe, despite a massive hunt by Free State forces.” Shortly after the escape Twomey gives an exclusive interview to German magazine Der Spiegel, where the reporter says people throughout Europe are joking about the incident as “the escape of the century.” Irish rebel band the Wolfe Tones writes a song celebrating the escape called “The Helicopter Song,” which is immediately banned by the government yet still tops the Irish Singles Chart after selling twelve thousand copies in a single week.
The escape results in all IRA prisoners being held at Mountjoy Prison and Curragh Camp being transferred to the maximum security Portlaoise Prison. In order to prevent any further escapes, the perimeter of the prison is guarded by members of the Irish Army, and wires are erected over the prison yard to prevent any future helicopter escape. Cosgrave states there will be “no hiding place” for the escapees, and a manhunt involving twenty thousand members of the Irish Defence Forces and Garda Síochána ensues.
Mallon is recaptured at a Gaelic Athletic Association dance in a hotel near Portlaoise on December 10, 1973, and imprisoned in Portlaoise Prison. He escapes from there in a mass break-out on August 18, 1974, when nineteen prisoners escape after overpowering guards and using gelignite to blast through the gates. He is recaptured in Foxrock in January 1975 and returned to Portlaoise Prison. O’Hagan is recaptured in Dublin in early 1975, and also imprisoned in Portlaoise Prison. After the end of his original twelve-month sentence, he is immediately arrested and sentenced to a further two years imprisonment for escaping. Twomey evades recapture until December 2, 1977, when he is spotted sitting in a car in Sandycove by members of the Garda’s Special Branch who are investigating an arms shipment after a tip-off from police in Belgium. He drives away after spotting the officers, before being recaptured in the centre of Dublin after a high-speed car chase. He is also imprisoned in Portlaoise Prison until his release in 1982.
In 2021, Brendan Hughes publishes an autobiography Up Like a Bird, an account of the planning and organisation of the escape, co-authored with Doug Dalby.
