One of five children born to Archibald McNeill, a Roman Catholic working class “baker, sailor and merchant,” and his wife, Rosetta (née McAuley) McNeill, McNeill is the brother of nationalist leader Eoin MacNeill. He serves as a high-ranking member of the Indian Civil Service in Calcutta.
When the first Governor-General of the Irish Free State, Tim Healy, retires in December 1927, McNeill is proposed as his replacement by the Irish government of W. T. Cosgrave and duly appointed by King George V as Governor-General of the Irish Free State.
In office, McNeill clashes with the King’s Private Secretary when he insists on following the constitutional advice of his Irish ministers, rather than that of the Palace, in procedures relating to the receipt of Letters of Credence accrediting ambassadors to the King in Ireland. He also refuses to attend ceremonies in Trinity College, Dublin, when some elements in the college try to ensure that the old British national anthemGod Save the King is played, rather than the new Irish anthem, Amhrán na bhFiann.
However, McNeill’s tact is not reciprocated by de Valera’s government, and some of its ministers seek to humiliate him as the King’s representative by withdrawing the Irish Army‘s band from playing at functions he attends and demanding he withdraw invitations to visitors to meet him. In one notorious incident in April, two ministers, Seán T. O’Kelly (a future President of Ireland) and Frank Aiken, publicly walk out of a diplomatic function when McNeill, there as the guest of the French ambassador, arrives. In a fury, McNeill writes to de Valera demanding an apology for this treatment. When none is forthcoming, apart from an ambiguous message from de Valera that could be interpreted as partially blaming McNeill for attending functions at which ministers would be present, he publishes his correspondence with de Valera, even though de Valera had formally advised him not to do so. De Valera then demands that George V dismiss him.
The King engineers a compromise, whereby de Valera withdraws his dismissal request and McNeill, who is due to retire at the end of 1932, will push forward his retirement date by a month or so. McNeill, at the King’s request, resigns on November 1, 1932.
Parsons also performs some preliminary work in association with the practices of the electrodeposition of copper sulfate upon silver films circa 1865 while in search of the design for a truly flat mirror to use in a telescope. However, he finds it impossible to properly electroplate copper upon these silver films, as the copper contracts and detaches from the underlying glass substrate. His note has been cited as one of the earliest confirmations in literature that thin films on glass substrates experience residual stresses. He revives discussion in his work Nature’s August 1908 edition after witnessing similar techniques used to present newly devised searchlights before the Royal Society.
Although overshadowed by his father (when astronomers speak of “Lord Rosse”, it is almost always the father that they refer to), Parsons nonetheless pursues some astronomical observations of his own, particularly of the Moon. Most notably, he discovers NGC 2, a spiral galaxy in the constellationPegasus.
Francis Stevenson, Private Secretary to Lloyd George recalls, “I have never seen David so excited as he was before de Valera arrived at 4:30. He kept walking in and out of my room… As I told him afterwards, he was bringing up all his guns! He had a big map of the British Empire hung up on the wall in the Cabinet room, with its great blotches of red all over it. This was to impress de Valera with the greatness of the British Empire and to get him to recognise it, and the King.” De Valera apparently is not impressed.
When de Valera, Richard Barton and Art O’Brien arrive at Downing Street, “cheers were raised, Sinn Féin flags were displayed, and the crowd sang Irish airs.” As the meeting goes on, a “large crowd of Irish sympathisers knelt in the rain at Whitehall, at the end of Downing Street, recited the Rosary, and sang several hymns. Before the prayers started, they sang “Ireland a Nation.” According to a reporter covering the event, the singing of Irish songs and the praying never ceases.
Six days later, Britain makes its first formal proposal. The main negotiations take place in December culminating with the signing of the Anglo-Irish Treaty on December 6, 1921.

In April 1913 London‘s Daily Mail offers a prize of £10,000 to the aviator who first crosses the Atlantic Ocean in an airplane from any point in the United States, Canada or Newfoundland to any point in Great Britain or Ireland in 72 continuous hours. The competition is suspended with the outbreak of war in 1914 but reopens after Armistice is declared in 1918.
Several teams enter the competition and, when Alcock and Brown arrive in St. John’s, the Handley Page team are in the final stages of testing their aircraft for the flight, but their leader, AdmiralMark Kerr, is determined not to take off until the plane is in perfect condition. The Vickers team quickly assembles their plane and while the Handley Page team are conducting yet another test, the Vickers plane takes off from Lester’s Field.
It is not an easy flight. The overloaded aircraft has difficulty taking off the rough field and barely misses the tops of the trees. At 5:20 PM the wind-driven electrical generator fails, depriving them of radio contact, their intercom and heating. An exhaust pipe bursts shortly afterwards, causing a frightening noise which makes conversation impossible without the failed intercom.
Alcock and Brown also have to contend with thick fog, which prevents Brown from being able to navigate using his sextant. Alcock twice loses control of the aircraft in the fog and nearly crashes into the sea. He also has to deal with a broken trim control that makes the plane become very nose heavy as fuel is consumed. Their electric heating suits fail, making them very cold in the open cockpit.
At 3:00 AM they fly into a large snowstorm. They are drenched by rain, their instruments ice up, and the plane is in danger of icing and becoming unflyable. The carburetors also ice up.
They make landfall in County Galway at 8:40 AM on June 15, 1919, not far from their intended landing place, after less than sixteen hours of flying time. The aircraft is damaged upon arrival because they land on what appears from the air to be a suitable green field, but which turns out to be Derrygilmlagh Bog, near Clifden. This causes the aircraft to nose-over, although neither of the airmen is hurt. Brown says that had the weather been favorable they could have pressed on to London. Their first interview is given to Tom ‘Cork’ Kenny of the Connacht Tribune.
Alcock and Brown are treated as heroes on the completion of their flight. The Secretary of State for Air, Winston Churchill, presents them with the Daily Mail prize. In addition to a share of the Daily Mail award, Alcock receives 2,000 guineas (£2,100) from the State Express Cigarette Company and £1,000 from Laurence R. Philipps for being the first Briton to fly the Atlantic Ocean. Both men are knighted a week later by King George V at Windsor Castle.

As a minority party after 1910 elections, the Liberal Party depends on the Irish vote, controlled by John Redmond. To gain Irish support for the budget and the parliament bill, Asquith promises Redmond that Irish Home Rule will be the highest priority. It proves much more complex and time-consuming than expected. Support for self-government for Ireland had been a tenet of the Liberal Party since 1886, but Asquith has not been as enthusiastic, stating in 1903 (while in opposition) that the party should never take office if that government would be dependent for survival on the support of the Irish Nationalist Party. After 1910, though, Irish Nationalist votes are essential to stay in power. Retaining Ireland in the Union is the declared intent of all parties, and the Nationalists, as part of the majority that keep Asquith in office, are entitled to seek enactment of their plans for Home Rule, and to expect Liberal and Labour support. The Conservatives, with die-hard support from the ProtestantOrange Order of Ulster, are strongly opposed to Home Rule. The desire to retain a veto for the House of Lords on such bills has been an unbridgeable gap between the parties in the constitutional talks prior to the December 1910 United Kingdom general election.
The cabinet committee (excluding Asquith) that in 1911 plans the Third Home Rule Bill opposes any special status for Protestant Ulster within majority-Catholic Ireland. In 1913, Asquith writes to Winston Churchill, stating that the Prime Minister has always believed and stated that the price of Home Rule should be a special status for Ulster. In spite of this, the bill as introduced in April 1912 contains no such provision and is meant to apply to all Ireland. Neither partition nor a special status for Ulster is likely to satisfy either side. The self-government offered by the bill is very limited, but Irish Nationalists, expecting Home Rule to come by gradual parliamentary steps, favours it. The Conservatives and Irish Unionists oppose it. Unionists begin preparing to get their way by force if necessary, prompting nationalist emulation. Though very much a minority, Irish Unionists are generally better financed and more organised.
Since the Parliament Act the Unionists can no longer block Home Rule in the House of Lords, but only delay Royal Assent by two years. Asquith decides to postpone any concessions to the Unionists until the bill’s third passage through the House of Commons, when he believes the Unionists will be desperate for a compromise. Biographer Roy Jenkins concludes that had Asquith tried for an earlier agreement, he would have had no luck, as many of his opponents wanted a fight and the opportunity to smash his government. Sir Edward Carson, MP for the University of Dublin and leader of the Irish Unionists in Parliament, threatens a revolt if Home Rule is enacted. The new Conservative leader, Bonar Law, campaigns in Parliament and in Northern Ireland, warning Ulstermen against “Rome Rule,” that is, domination by the island’s Catholic majority. Many who oppose Home Rule feel that the Liberals have violated the Constitution by pushing through major constitutional change without a clear electoral mandate, with the House of Lords, formerly the “watchdog of the constitution,” not reformed as had been promised in the preamble of the 1911 Act and thus justified actions that in other circumstances might be treason.
The passions generated by the Irish question contrast with Asquith’s cool detachment, and he writes about the prospective partition of the county of Tyrone, which has a mixed population, deeming it “an impasse, with unspeakable consequences, upon a matter which to English eyes seems inconceivably small, and to Irish eyes immeasurably big.” As the House of Commons debate the Home Rule bill in late 1912 and early 1913, unionists in the north of Ireland mobilise, with talk of Carson declaring a Provisional Government and Ulster Volunteer Forces (UVF) built around the Orange Lodges, but in the cabinet, only Churchill views this with alarm.
These forces, insisting on their loyalty to the British Crown but increasingly well-armed with smuggled German weapons, prepare to do battle with the British Army, but Unionist leaders are confident that the army will not aid in forcing Home Rule on Ulster. As the Home Rule bill awaits its third passage through the House of Commons, the so-called Curragh incident occurs in March 1914. With deployment of troops into Ulster imminent and threatening language by Churchill and the Secretary of State for War, John Seely, around sixty army officers, led by Brigadier GeneralHubert Gough, announce that they would rather be dismissed from the service than obey. With unrest spreading to army officers in England, the Cabinet acts to placate the officers with a statement written by Asquith reiterating the duty of officers to obey lawful orders but claiming that the incident had been a misunderstanding. Seely then adds an unauthorised assurance, countersigned by Sir John French, the professional head of the army, that the government has no intention of using force against Ulster. Asquith repudiates the addition, and requires Seely and French to resign, taking on the War Office himself, retaining the additional responsibility until hostilities against Germany begin.
Within a month of the start of Asquith’s tenure at the War Office, the UVF lands a large cargo of guns and ammunition at Larne, but the Cabinet does not deem it prudent to arrest their leaders. On May 12, Asquith announces that he will secure Home Rule’s third passage through the House of Commons (accomplished on May 25), but that there will be an amending bill with it, making special provision for Ulster. But the House of Lords make changes to the amending bill unacceptable to Asquith, and with no way to invoke the Parliament Act on the amending bill, Asquith agrees to meet other leaders at an all-party conference on July 21 at Buckingham Palace, chaired by King George V. When no solution can be found, Asquith and his cabinet plans further concessions to the Unionists, but this does not occur as the crisis in Europe erupts into war.
In September 1914, after the outbreak of the conflict, Asquith announces that the Home Rule bill will go on the statute book as the Government of Ireland Act 1914 but will not go into force until after the war. He adds that in the interim a bill granting special status to Ulster will be considered. This solution satisfies neither side.

The six counties of what would become Northern Ireland opt out of the Irish Free State on December 7, 1922, and become a separate political entity with allegiance to England.
As originally enacted, the Irish Free State Constitution Act 1922 consists of a preamble, five sections (three of which are very brief), and a schedule. The schedule is the text of the Constitution of the Irish Free State (Saorstát Éireann) Act 1922, which had been passed in Ireland by the Third Dáil sitting as a constituent assembly and provisional parliament for the nascent Free State. This Irish Act itself has two schedules, the first being the actual text of the Constitution, and the second the text of the 1921 Treaty, formally the Articles of Agreement for a treaty between Great Britain and Ireland.
The Irish Act had been approved by the Irish constituent assembly on 25 October 25, 1922. The bill for the UK Act is introduced by the Prime MinisterBonar Law into the Parliament of the United Kingdom in November 1922. The bill’s third reading in the House of Commons is on November 30. The Act receives Royal assent on December 5, 1922.
On December 7, 1922, the day after the establishment of the Irish Free State, the Parliament of Northern Ireland addresses King George V requesting its secession from the Irish Free State. The address is unanimous, with the abstentionistNationalist Party and Sinn Féin members absent. The King replies shortly thereafter to say that he has caused his Ministers and the Government of the Irish Free State to be informed that Northern Ireland is to do so.
After the Statute of Westminster 1931, the UK government recognises the right of the Irish government to amend or repeal the UK act, but in fact the Irish government does not do so until it is formally repealed as spent by the Statute Law Revision Act 2007. The Irish government amends the Irish act in 1933 and the 1937 Constitution of Ireland repeals the entire Free State constitution. The UK Judicial Committee of the Privy Council rules in 1935 that the 1933 Act had implicitly amended the UK Act with respect to the jurisdiction of the Free State. The Supreme Court of Ireland has taken the view that the Free State constitution was enacted by the Irish Act, not by the subsequent UK Act. This reflects the view of popular sovereignty rather than parliamentary sovereignty, with the constitution’s legitimacy ultimately springing from the 1922 Irish general election.
The British monarch and the Republic of Ireland‘s head of state chat and pose together at Hillsborough Castle, outside Belfast, for an occasion that would have provoked hostility within Northern Ireland’s Protestant majority just a few years earlier. But their trouble-free meeting becomes inevitable once Ireland dropped its territorial claim to Northern Ireland as part of the landmark Good Friday Agreement peace accord of 1998. The visit also fuels speculation the queen could soon make her first official visit to the neighboring Republic of Ireland, where the Irish Republican Army assassinated Lord Louis Mountbatten, the uncle of her husband, Prince Philip, Duke of Edinburgh.
No British monarch has visited the territory of the modern-day Republic of Ireland since George V visited Dublin in 1911, a decade before the island’s partition into a mostly Protestant north that remains within the United Kingdom, and a predominantly Catholic rest of Ireland that gradually gains full independence from Britain.
Camera crews are allowed to film the moment, but not record the sound, when McAleese shakes the queen’s hand at the start of a 20-minute meeting, their fourth since 1998. Previous meetings occurred at Buckingham Palace and on a World War I battlefield site. McAleese later calls it “a very special day for Anglo-Irish relationships” that brings forward the day when the queen will visit the Irish Republic.
McAleese, a Belfast-born Catholic, had made scores of visits to Northern Ireland since being elected to the Irish Republic’s largely symbolic presidency in 1997. As part of her presidential theme of “building bridges,” she regularly invites Protestant groups to her official Dublin mansion and has built impressive diplomatic contacts with northern Protestants.
Before McAleese’s arrival, visits north by an Irish president were rare events that drew public protests from Protestants, who demanded that Ireland remove its territorial claim from its 1937 constitution. The republic’s voters overwhelmingly supported this in a May 1998 referendum, an action completed in December 1999.
The queen has avoided traveling to the Irish Republic, in part, because of security fears following the IRA assassination of Mountbatten in August 1979. He, his daughter-in-law and two teenage boys are killed when the IRA blows up his private boat near his castle in County Sligo. However, Prince Philip and their son, Prince Charles, make several visits to the Irish Republic in the decade following the IRA’s 1994 cease-fire.
Mannix’s forthright demands for state aid for the education of Roman Catholics in return for their taxes and his opposition to drafting soldiers for World War I make him the subject of controversy. A zealous supporter of Irish independence, he makes an official journey to Rome in 1920 via the United States, where his lengthy speech making attracts enthusiastic crowds. His campaign on behalf of the Irish, however, causes the British government to prevent him from landing in Ireland, which he finally visits in 1925.
By the 1960s the distinct identity of the Irish community in Melbourne is fading, and Irish Catholics are increasingly outnumbered by Italians, Maltese and other postwar immigrant Catholic communities. Mannix, who turned 90 in 1954, remains active and in full authority, but he is no longer a central figure in the city’s politics. He dies suddenly on November 6, 1963, aged 99, while the Archdiocese of Melbourne is preparing to celebrate his 100th birthday. He is buried in the crypt of St. Patrick’s Cathedral, Melbourne.

Phillips for being the first British subjects to fly the Atlantic Ocean. The two aviators are awarded the honour of Knight Commander of the Most Excellent Order of the British Empire (KBE) a week later by King George V at Windsor Castle.
John Alcock is killed on December 18, 1919, when he crashes near Rouen while flying the new Vickers Viking amphibian to the Paris Air Show. Arthur Brown dies on October 4, 1948. Two memorials commemorating the flight are sited near the landing spot in County Galway. The first is an isolated cairn four kilometres south of Clifden, around 500 metres from the spot where they land, on the site of Guglielmo Marconi‘s first transatlantic wireless station from which the aviators transmit their success to London. In addition, there is a sculpture of an aircraft’s tailfin on Errislannan Hill two kilometres north of their landing spot, dedicated on June 15, 1959, the fortieth anniversary of their landing.
Darley is educated at Dungannon College in County Tyrone. His uncle, the Reverend John Darley, is headmaster of the college. In July 1847 he commences studying at Trinity College, Dublin, and he graduates in July 1851 with a Bachelor of Arts (BA). He is called to the English bar at the King’s Inn in January 1853 but returns to Ireland and practises there for about nine years on the Munster circuit. He meets Sir Alfred Stephen when Stephen is on a visit to Europe and is told that there are good prospects for him in Australia.
Darley marries Lucy Forest Browne at Hunsdon, Hertfordshire, on December 13, 1860. Lucy is the sister of novelist Rolf Boldrewood (Thomas Alexander Browne) who is best known for the book Robbery Under Arms. They have two sons and four daughters.
Darley decides to emigrate to Australia and arrives in Sydney in 1862. He is admitted to the NSW Bar on June 2, 1862, and is later appointed a Queens Counsel (QC) in 1878. In September 1868 he is nominated to the New South Wales Legislative Council. In November 1881 he becomes vice-president of the executive council in the third Henry Parkes ministry. In November 1886 Darley is offered the position of Chief Justice of New South Wales in succession to Sir James Martin. He does not desire the office and to accept it would mean a considerable monetary sacrifice. As a barrister, he is likely earning more than twice the amount of the salary offered. He declines the position, and it is accepted by Julian Salomons who subsequently resigns a few days later.
Darley is again approached and this time he accepts the position. He is sworn in on December 7, 1886. He carries out his duties with great distinction, although he is not an exceptional jurist. On the retirement of Sir Alfred Stephen in November 1891, Darley is appointed Lieutenant-Governor of New South Wales, and he administers the government seven times in that capacity. When the position of Governor of New South Wales becomes vacant in 1901, there are many suggestions that Darley should be given the post, but it is given to Sir Harry Rawson.
Darley’s longest period administering the government is from November 1, 1900, to May 27, 1902, a significant period in Australia’s political history with the lead up to and the aftermath of federation of the then Australian colonies. But his anxiety for New South Wales’s supremacy possibly contributes to the “Hopetoun Blunder.” Darley’s private assessment in 1902 is that “Australian Federation is so far a pronounced failure.”
Darley is knighted in 1887, created a Knight Commander of the Order of St. Michael and St. George (KCMG) in 1897, and receives the Knight Grand Cross of the Order of St. Michael and St. George (GCMG) on May 15, 1901, in preparation of the forthcoming royal visit of the Duke and Duchess of Cornwall and York (later King George V and Queen Mary).
Darley visits England in 1902 and is appointed a member of the royal commission on the South African war. He is also appointed a member of the privy council in 1905. He dies in London on January 4, 1910.
