One of four children, Cremin is born to a family that operates a drapery business. His brother, Francis Cremin, becomes a leading academic canon lawyer who frames a number of key church documents. He is educated at St. Brendan’s College, Killarney and from 1926 at University College Cork, where he graduates with a first-class degree in Classics and Commerce.
Around 1929 Cremin is awarded the post-graduate University College Cork Honan scholarship. By 1930 he has attained a degree in economics and accountancy. For the following three years he studies in Athens, Munich and Oxford, having attained a traveling scholarship in Classics. He subsequently enters the Department of External Affairs, having succeeded in the competition for third secretary in 1935.
In April 1935 Cremin marries Patricia O’Mahony. His first position in Dublin involves working with Frederick Henry Boland on the League of Nations portfolio. In 1937 he is sent abroad on his first posting to Paris. There he works under the “Revolutionary Diplomat” Art O’Brien, until the latter retires in 1938. Sean Murphy later becomes his Minister. Ireland declares neutrality on the outbreak of World War II and Murphy and Cremin report on the developments in France throughout the Phoney War.
After the fall of France, the Irish legation is the last to leave Paris except for the American Ambassador, on June 11, 1940. After traveling to Ascain the legation eventually makes its way to the new French Capital, Vichy, where it sets about looking after the needs of Irish citizens, many of whom have been interned, as they have British passports and have been sending political reports. The political reports are of the highest value and ensure that Irish continue to observe pro-Allied neutrality throughout the war.
In 1943 Cremin is sent to Berlin to replace William Warnock. Prior to his arrival the Legation is bombed. As Chargé d’affaires in Berlin, he is responsible for sending back political reports and looking after the interests of Irish citizens. He attempts, unsuccessfully, to assist some European Jews. He does however send full reports on the Nazi treatment of the Jews in Europe. Warned to leave Berlin before the Soviets arrive, he spends the last weeks of the war near the Swiss border.
In 1945 Cremin is sent to Lisbon, where he meets authoritarian president António de Oliveira Salazar and attempts to revive Irish trade as well as reporting on the various unsuccessful coups against Salazar.
After returning to Ireland in 1946 he is involved in preparing Ireland’s Marshall Plan application and tracing the development of Ireland’s post war foreign policy. He has a distinguished career representing Ireland in many foreign missions and at the United Nations.
After retiring Cremin remains chairman of the Irish delegation to the United Nations Convention on the Law of the Sea. After his first wife dies, he marries again in 1979. He dies in Kenmare on April 19, 1987, survived by his wife, three daughters, and a son.
In the 1977 general election he is elected to the 21st Dáil for the new constituency of Dublin Ballyfermot. With the party’s loss of power in 1977, the new leader, Garret FitzGerald appoints Mitchell to the Party’s Front Bench as spokesman on Labour. At the 1981 general election Mitchell is elected for the Dublin West and Fine Gael dramatically increases its number of seats, forming a coalition government with the Labour Party. On his appointment as Taoiseach, Garret FitzGerald causes some surprise by excluding some of the older conservative ex-ministers from his cabinet. Instead, young liberals like Mitchell are appointed, with Mitchell receiving the high-profile post of Minister for Justice, taking responsibility for policing, criminal and civil law reform, penal justice, etc. The Fine Gael-Labour government collapses in January 1982 but regains power in December of that year. Mitchell again is included in a FitzGerald cabinet, as Minister for Transport.
As Minister for Transport, Mitchell grants the aviation license to a fledgling airline called Ryanair on November 29, 1985. This is granted despite strong opposition by Ireland’s national carrier Aer Lingus. The issue of the license breaks Aer Lingus’ stranglehold on flights to London from the Republic of Ireland.
Mitchell, who is seen as being on the social liberal wing of Fine Gael, is out of favour with John Bruton when he becomes Fine Gael leader in 1990. When Bruton forms the Rainbow Coalition in December 1994, Mitchell is not appointed to any cabinet post.
Mitchell contests and wins Dáil elections in 1977, 1981, (February and November) 1982, 1987, 1989, 1992, 1997. He runs for his party as its candidate to become a member of the European Parliament in the 1994 and 1998 elections. He also is director of elections for Austin Currie, the Fine Gael candidate, in the 1990 presidential election.
In 2001, Bruton is deposed as Fine Gael leader and replaced by Michael Noonan. Mitchell serves as his deputy from 2001 to 2002. He also chairs the key OireachtasPublic Accounts Committee. The Committee’s work under his chairmanship is widely praised for its inquiry into allegations of corruption and wide-scale tax evasion in the banking sector.
Though regarded in politics as one of Fine Gael’s “survivors,” who holds onto his seat amid major boundary changes, constituency changes and by attracting working class votes in a party whose appeal is primarily middle class, Mitchell loses his Dublin Central seat in the 2002 general election. That election witnesses a large-scale collapse in the Fine Gael vote, with the party dropping from 54 to 31 seats in Dáil Éireann. Although Mitchell suffers from the swing against Fine Gael in Dublin, he is not aided by the fact that Inchicore, which is considered his base in the constituency has been moved to Dublin South-Central. He chooses not to run in that constituency as his brother, Gay, is a sitting Teachta Dála (TD) running for re-election for that constituency.
Mitchell earlier has a liver transplant in an attempt to beat a rare form of cancer which had cost the lives of a number of his siblings. Though the operation is successful, the cancer returns. Although he appears to be making a recovery, Jim Mitchell ultimately dies of the disease on December 2, 2002.
His former constituency colleague and rival, Taoiseach Bertie Ahern, describes Jim Mitchell as having made an “outstanding contribution to Irish politics.”
The Anglo-Irish Agreement, an accord that gives the government of Ireland an official consultative role in the affairs of Northern Ireland, is signed by TaoiseachGarret FitzGerald and British Prime MinisterMargaret Thatcher on November 15, 1985, at Hillsborough Castle in County Down, Northern Ireland. Considered one of the most significant developments in British-Irish relations since the establishment of the Irish Free State in 1922, the agreement provides for regular meetings between ministers in the Irish and British governments on matters affecting Northern Ireland. It outlines cooperation in four areas: political matters, security and related issues, legal matters, including the administration of justice, and the promotion of cross-border cooperation.
The agreement is negotiated as a move toward easing long-standing tension between Britain and Ireland on the subject of Northern Ireland, although Northern Irish unionists, who are in favour of remaining part of the United Kingdom, are themselves strongly opposed to giving their southern neighbour a say in domestic matters. Many political leaders, including Thatcher, who has been strongly committed to British sovereignty in Northern Ireland, have come to believe that a solution to years of sectarian violence in Northern Ireland can only be achieved by means of an all-Ireland arrangement.
Such an attempt had previously been made in 1973. A power-sharing executive, composed of Irish nationalists as well as unionists, was set up in Northern Ireland, and Taoiseach Liam Cosgrave participated in talks with British Prime Minister Edward Heath that resulted in the Sunningdale Agreement. That accord recognized that Northern Ireland’s relationship with Britain could not be changed without the agreement of a majority of its population, and it provided for the establishment of a Council of Ireland composed of members from both the Dáil Éireann (the lower chamber of the Oireachtas) and the Northern Ireland Assembly. That agreement collapsed in May 1974 because of a general strike inspired by unionist opponents of power sharing.
In 1981 FitzGerald launches a constitutional crusade to make the reunification of Ireland more attractive to Northern Ireland’s Protestants. At the end of the year, the Irish and British governments set up an Anglo-Irish intergovernmental council to discuss matters of common concern, especially security. In 1984 the report of the New Ireland Forum, a discussion group that includes representatives of political parties in Ireland and Northern Ireland, sets out three possible frameworks for political development in Ireland: a unitary state, a federal state, and joint sovereignty. Of Ireland’s major political parties, Fianna Fáil prefers a unitary state, which Fine Gael and the Irish Labour Party regard as unrealistic. They prefer the federal option.
In the improved political climate between Britain and Ireland, leaders of the two countries sit down to negotiations. Ireland and Britain agree that any change in the status of Northern Ireland would come about only with the consent of the majority of the people of Northern Ireland, and an intergovernmental conference is established to deal with political, security, and legal relations between the two parts of the island. The agreement is a blow to Northern Ireland’s unionists, because it establishes a consultative role for the government of Ireland in the affairs of Northern Ireland through the Anglo-Irish Secretariat. The Ulster Unionist Party (UUP) and other unionists denounce the agreement, and UUP members of Parliament resign their seats over the issue, although 14 are returned in by-elections in 1986. The party organizes mass protests and boycotts of local councils and files a lawsuit challenging the legality of the agreement. However, these efforts, which are joined by the Democratic Unionist Party, fail to force abrogation of the agreement.
Contacts between the Irish and British governments continue after February 1987 within the formal structure of the intergovernmental conference. Fears that the violence in Northern Ireland would spill into Ireland as a consequence of closer Anglo-Irish cooperation in the wake of the agreement proves unfounded, and the UUP decides to participate in new negotiations on the constitutional future of Northern Ireland in 1990–93. After republican and unionist forces declare cease-fires in 1994, the UUP reluctantly joins discussions with the British and Irish governments and other political parties of Northern Ireland. No deal accepted by all sides is reached until the Good Friday Agreement in April 1998, which creates the Northern Ireland Assembly and new cross-border institutions.
James Michael Curley, American Democratic Party politician and one of the best known and most colourful big-city Democratic bosses, dies in Boston, Massachusetts on November 12, 1958. He dominated Boston politics throughout the first half of the 20th century.
Curley’s father, Michael Curley, a juvenile petty criminal, leaves Oughterard, County Galway, at the age of fourteen. He settles in Roxbury, an Irish immigrant neighborhood in Boston.
Curley never forgets the needs of new immigrants, and he owes much of his political success to serving those needs in exchange for votes. He enters politics in 1899, winning a seat on the Boston common council. In 1904 he is imprisoned briefly for impersonating a friend at a civil service examination.
Curley serves in a succession of elective capacities—as a state legislator, alderman, city councilman, and U.S. representative—before winning the mayoralty in 1914, resigning his congressional seat to assume the municipal office.
Curley centralizes the powers of patronage in his own hands and distributes public-works jobs in such a way as to retain the loyalty and support of his working-class electoral base. As mayor, he nearly brings the city to bankruptcy by spending enormous sums on parks and hospitals to satisfy his various constituencies. He is a gifted orator and a resourceful political campaigner. He loses his bid for reelection in 1918, wins in 1922, loses in 1926, and wins again in 1930.
Unable to win a seat in the Massachusetts delegation to the 1932 Democratic National Convention in 1932, Curley contrives by means he never explains to be elected a delegate from Puerto Rico. He supports the presidency of Franklin D. Roosevelt, but national party leaders look upon the controversial Curley as something of an embarrassment. As governor of Massachusetts from 1935 to 1937, he spends New Deal funds lavishly on roads, bridges, and other public works programs. He is out of elective office from 1938 to 1942, during which period he loses bids for the United States Senate, mayor, and governor. He wins a seat in the United States House of Representatives in 1942, however, and is reelected two years later. He follows with another tenure as mayor of Boston (1947–50) but spends five months of his term in federal prison following a conviction for mail fraud. President Harry S. Truman secures his release and, in 1950, grants him a full pardon.
Curley, who has foiled an attempt by the Republican Party to have him replaced while he is in prison, retires from politics after losing reelection bids in 1950 and 1954. His career inspires Edwin O’Connor’s popular novel The Last Hurrah (1956), and the next year Curley’s best-selling autobiography, I’d Do It Again, is published.
James Curley dies in Boston, Massachusetts on November 12, 1958. His death is followed by one of the largest funerals in the city’s history. He is interred in Old Calvary Cemetery.
Reynolds is educated at Summerhill College in County Sligo and works for a state transport company before succeeding at a variety of entrepreneurial ventures, including promoting dances and owning ballrooms, a pet-food factory, and newspapers. In 1974 he is elected to the Longford County Council as a member of Fianna Fáil. He enters Dáil Éireann, lower house of the Oireachtas, the Irish parliament, in 1977 as a member representing the Longford-Westmeath parliamentary constituency and becomes Minister for Posts and Telegraphs in the Fianna Fáil government of Charles Haughey (1979–81). He is subsequently Minister of Industry and Commerce (1987–88) and Minister for Finance (1988–91) in Haughey’s third and fourth governments. He breaks with Haughey in December 1991 and succeeds him as leader of Fianna Fáil and as Taoiseach in February 1992.
The Fianna Fáil–Progressive Democrats coalition that Reynolds inherits breaks up in November 1992 but, after the general election later that month, he surprises many observers by forming a new coalition government with the Labour Party in January 1993. He plays a significant part in bringing about a ceasefire between the Irish Republican Army (IRA) and unionist paramilitary groups in Northern Ireland in 1994, but he is less effective in maintaining his governing coalition. When this government founders in November 1994, he resigns as Taoiseach and as leader of Fianna Fáil, though he remains acting prime minister until a new government is formed the following month. He unsuccessfully seeks his party’s nomination as a candidate for the presidency of Ireland in 1997. He retires from public life in 2002.
Guinness is the third son of Arthur Guinness II (1768–1855), and his wife Anne Lee, and a grandson of the first Arthur (1725–1803), who had bought the St. James’s Gate Brewery in 1759. He joins his father in the business in his late teens, without attending university, and from 1839 he takes sole control within the family. From 1855, when his father dies, he has become the richest man in Ireland, having built up a huge export trade and by continually enlarging his brewery.
In 1851 Guinness is elected the first Lord Mayor of Dublin under the reformed corporation. In 1863 he is made an honorary LL.D. (Doctor of Laws) by Trinity College Dublin, and on April 15, 1867, is created a baronet by patent, in addition to which, on May 18, 1867, by royal licence, he has a grant of supporters to his family arms.
From 1860 to 1865, Guinness undertakes at his own expense, and without hiring an architect, the restoration of the city’s St. Patrick’s Cathedral, an enterprise that costs him over £150,000. In 1865 the building is restored to the dean and chapter and reopens for services on February 24. The citizens of Dublin and the dean and chapter of St. Patrick’s present him with addresses on December 31, 1865, expressive of their gratitude for what he has done for the city. The addresses are in two volumes, which are afterwards exhibited at the Paris Exhibition.
In recognition of his generosity, Guinness is made a baronet in 1867. He is one of the ecclesiastical commissioners for Ireland, a governor of Simpson’s Hospital, and vice-chairman of the Dublin Exhibition Palace. He dies the following year, on May 19, 1868, at his Park Lane home in London. At the time of his death, he is engaged in the restoration of Marsh’s Library, a building which adjoins St. Patrick’s Cathedral. The restoration is completed by his son Arthur.
Guinness is buried in Mount Jerome Cemetery, Dublin, in the family vault, on May 27, 1868. His personalty is sworn under £1,100,000 on August 8, 1868. A bronze statue of him by John Henry Foley is erected by the Cathedral Chapter in St. Patrick’s churchyard, on the south side of the cathedral, in September 1875, which is restored in 2006.
Nationalists throughout Ireland wish to see the end of the IRA. In a response to a major speech by Adams, Mark Durkan, leader of the Social Democratic and Labour Party (SDLP), says IRA activity is playing into the hands of anti-Agreement unionists and calls on the IRA to cease all activity.
Adams tells elected Sinn Féin representatives from both sides of the Irish border in Monaghan that he can envision a future without the IRA. He also admits that “alleged” IRA activities are boosting the cause of those opposing the Northern Ireland peace process. However, he also tells Tony Blair that the IRA will never disband in response to ultimatums.
“He needs to recognise, however, that the Agreement requires an end to paramilitarism and that nationalists throughout this island fervently want one. It is time that republicans took heed of their call.”
The former Deputy First Minister in the devolved administration at Stormont says he welcomes Adams’ recognition that IRA activity is exacerbating the difficulties within unionism. “The reality is that IRA activity is playing right into the hands of anti-Agreement unionists. And letting the nationalist community badly down,” he said.
“It is also welcome that Gerry Adams has begun to recognise Sinn Féin’s credibility crisis. Too often republican denials have proved to be false in the past – be it over Colombia or Florida. This too has served only to create distrust and destabilise the Good Friday Agreement,” he adds.
In a major speech billed by his party as a considered response to the Prime Minister’s demand for an end to Republican-linked violence, Adams declares “Our view is that the IRA cessations effectively moved the army out of the picture – and allowed the rest of us to begin an entirely new process.” His speech is understood to have been handed in advance to both the British and Irish governments.
Adams says the continued IRA ceasefire and decommissioning initiatives demonstrated the organisation’s commitment to the peace process. “I do not pretend to speak for the army (IRA) on these matters, but I do believe that they are serious about their support for a genuine peace process. They have said so. I believe them,” he said. He adds, “The IRA is never going to respond to ultimatums from the British government or David Trimble.”
Fianna Fáil leader Bertie Ahern later says he welcomes and is encouraged by many aspects of Adams’ speech. He says the Sinn Féin leader’s strong statement of determination to keep the peace process intact and the recognition of the need to bring closure to all the key issues is a positive contribution at this difficult time in the Northern Ireland peace process.
The son of Dr. Philip Francis, a man known by his translations of Horace, Aeschines and Demosthenes, Francis is educated in Dublin and London and holds a variety of clerical posts in the government from 1756 to 1773. He may have written the Letters of Junius, a series of bitter lampoons against the government of King George III published by a London newspaper from 1769 to 1772, when he was a clerk in the war office. The authorship of the letters has been assigned to Francis on a variety of grounds, including a computer-aided analysis of the Junius texts in the 1960s.
In June 1773 the prime minister, Lord Frederick North, appointed Francis a member of the newly created four-man council that is to rule British possessions in India with Governor-General Hastings. He leads two of his colleagues in a struggle against Hastings, in part because he covets Hastings’ job, but there are also differences between the two men on policy matters, including land-revenue collection. Although Hastings gains the upper hand by 1776 after two of the opposing councilors die, Francis continues his attacks and, in 1780, the governor-general wounds him in a duel.
Returning to England in 1781, Francis turns public opinion against Hastings with a series of anonymous pamphlets. He enters the House of Commons of the United Kingdom in 1784 and is the moving spirit behind Hastings’ impeachment, begun in 1788. The acquittal of Hastings in 1795 embitters Francis deeply and leads to his defeat in a parliamentary election. He served again in Parliament from 1802 to 1807, at which time he retires from politics. He is knighted in 1806.
Sir Philip Francis dies in London on December 23, 1818.
Brennan enters private practice in New Jersey and serves in the United States Army during World War II. He is appointed to the Supreme Court of New Jersey in 1951. After his appointment to the U.S. Supreme Court by Eisenhower in 1956, he wins Senate confirmation the following year.
On the Supreme Court, Brennan is known for his outspoken progressive views, including opposition to the death penalty and support for abortion rights. He authors several landmark case opinions, including Baker v. Carr, establishing the “one person, one vote” principle, and New York Times Co. v. Sullivan, which requires “actual malice” in libel suits brought by public officials. Due to his ability to shape a wide variety of opinions and “bargain” for votes in many cases, he is considered to be among the Court’s most influential members. Justice Antonin Scalia calls Brennan “probably the most influential Justice of the [20th] century.”
In 1866 Monck becomes a peer with the title Baron Monck. When the Canadian colonies become a semi-independent confederation the next year, he becomes the country’s first Governor General. He is also responsible for establishing Rideau Hall as the residence of the Governor General in Ottawa.
