Birth of Proinsias Mac Aonghusa, Journalist, Writer & Presenter

Proinsias Mac Aonghusa (English: Francis McGuinness), Irish journalist, writer, television presenter and campaigner, is born into an Irish-speaking household on June 23, 1933, in Salthill, Galway, County Galway. He becomes one of the most noted Irish language broadcasters and journalists of the 20th century.

Mac Aonghusa is the son of Criostóir Mac Aonghusa, a writer and Irish language activist, and Mairéad Ní Lupain, a nurse and native Irish speaker. The eldest of four siblings, he grows up speaking Irish as his first language and allegedly does not learn English until the age of eleven. His parents are left-wing Irish republicans who support Fianna Fáil and associate with the like-minded Máirtín Ó Cadhain and Peadar O’Donnell. His parents split when he is ten years of age. His mother takes his siblings away to Dublin while he and his father remain in Rosmuc, a remote village and part of the Galway Gaeltacht. As a teenager he is educated at Coláiste Iognáid (also known as St. Ignatius College), a bilingual school in Galway.

Upon leaving school, Mac Aonghusa first works as an actor at the Abbey Theatre in Dublin, performing in Irish language productions. In 1952, he becomes involved in Radio Éireann, first as an actor but later as a reader of short stories before advancing to becoming a newsreader, presenter and interviewer. As he advances his career, he works for RTÉ, UTV and BBC television from the 1960s. In 1962, he begins presenting An Fear agus An Sceal (The Man & his Story) on RTÉ television, an Irish language show which sees him interviewing a different guest of note about their life each episode. That same year he wins a Jacob’s Award for An Fear agus an Sceal, which he continues to host until 1964.

As well as attracting awards, An Fear agus an Sceal also brings controversy. Two interviews, one with Máirtín Ó Cadhain, one with Con Lehane, both criticise the measures practised by the Fianna Fáil government during World War II to suppress and imprison Irish republicans. In response, the Fianna Fáil government intervenes with RTÉ, and those episodes are not aired. This is not to be Mac Aonghusa’s only run-in with the Fianna Fáil government. After he recorded a programme in which he questioned the effectiveness of Ireland’s civil defence measures in the face of nuclear war, then Minister for Defence Kevin Boland has the episode suppressed. He once again runs afoul of the Fianna Fáil government when, after criticising the party in his anonymous weekly political gossip column in the Sunday Independent, then Minister for Agriculture Neil Blaney sees to it that the column is dropped. He is not deterred and returns anonymously as “Gulliver” in The Sunday Press and a gossip column on the back page of The Hibernia Magazine.

The latter half of Mac Aonghusa’s 1960s/70s broadcasting career is primarily associated with the Irish language current events show Féach, which he both presents and edits. He resigns from Féach in 1972 following a bitter dispute with the broadcaster and commentator Eoghan Harris.

Influenced by O’Donnell and Ó Cadhain in his youth, Mac Aonghusa also pursues left-wing republican politics as an adult. In 1958, he becomes, alongside David Thornley, Noël Browne, Owen Sheehy-Skeffington and Desmond Ryan, a member of the “1913 Club,” a group which seeks to ideologically reconcile Irish nationalism and socialism.

In 1959, Mac Aonghusa writes a series of six articles for The Irish Times in which he vehemently opposes the Fianna Fáil government’s proposal to abolish single transferable vote in Ireland in favour of first-past-the-post voting. He contends that first-past-the-post voting gives too much influence to party bosses, while proportional representation gives even small minorities representation, preventing them from feeling excluded by the state such as nationalists in Northern Ireland. In the referendum held on the matter on June 17, 1959, voters reject first past the vote by a margin of 2%. Fianna Fáil attempts to repeal proportional representation again in the late 60s, at which point Mac Aonghusa once again throws himself into the fight, leading a group called “Citizens for PR.” In the referendum of 1968, voters reject the first past the post system by over 20%. He later recalls that his defence of proportional representation his greatest achievement in politics.

In the 1960s, both Mac Aonghusa and his wife, Catherine, join the Sean Connolly branch of the Labour Party in Dublin. The branch had established a reputation as a haven for intellectuals who want a branch to themselves away from the many other Labour branches dominated by trade unionists. The branch comes to advocate for expressly socialist policies combined with on-the-ground grass-roots campaigning. Through the Sean Connolly Branch, both he and his wife begin to develop significant influence over the leader of the Labour party Brendan Corish.

In the 1965 Irish general election, Mac Aonghusa stands on behalf of the Labour party in the Louth constituency but is not elected. In 1966, he publishes a book of speeches by Corish, the speeches themselves mostly having been ghostwritten by his wife Catherine. The introduction of the book proclaims that Corish had developed a “brand of democratic republican socialism … broadened by experience and built firmly on Irish‐Ireland roots” and had rid the party of “do‐nothing backwoodsmen”, thereby becoming the “first plausible and respected Labour leader in Ireland”. It is at this same time that he is elevated to vice-chairman of the party. As vice-chair, he tries to convince Corish to stand in the 1966 Irish presidential election. When he fails to do so, he supports Fine Gael‘s Tom O’Higgins in his bid for the presidency. O’Higgins comes within 0.5% of beating the incumbent, an ageing Éamon de Valera.

It was around this same time that Mac Aonghusa becomes active in the Wolfe Tone Societies, a republican organisation linked almost directly to Sinn Féin. He suggests that republicans with “progressive views” should join the Labour party. In 1966, alongside Máirtín Ó Cadhain and other Gaeilgeoirí, he counter-protests and disrupts the Language Freedom Movement, an organisation seeking the abolition of compulsory Irish in the education system. For this, he and his allies are criticised as acting illiberally, while he maintains that those who oppose the Irish language are “slaves” unworthy of tolerance.

Mac Aonghusa’s open disdain for the conservative and trade union wings of the Labour, as well as his open embrace of republican sensibilities and tendency to make pronouncements on Labour policy without first consulting the party’s structures, bring him many internal enemies. An attempt is made to censure him for backing breakaway trade unions, but he is able to survive this. In 1966, he encourages the formation of the Young Labour League, an unofficial youth wing of the party led by Brian Og O’Higgins, son of former Sinn Féin president Brian O’Higgins. Mirroring his own position, the Youth League are Corish loyalists that openly rebel against the views of Labour’s conservative deputy leader James Tully. When the youth league begins publishing their own weekly newsletter, Labour’s administrative council condemns it after discovering material which is “violently” critical of Tully and other Labour conservatives. An ensuing investigation into the newsletter leads to Mac Aonghusa admitting that he had financed it and written some of the content, but not the anti-Tully material. After he refuses to co-operate with further investigations into the matter, he is expelled on January 12, 1967 for “activities injurious” to the party. In the aftermath, he portrays himself a left-wing martyr purged by a right-wing “Star chamber,” a tactic that garners him sympathy. Nevertheless, his expulsion is confirmed at the October 1967 party conference, despite one last appeal. His wife leaves the party alongside him.

In the aftermath of his expulsion from Labour, Mac Aonghusa expresses an interest in the social democratic wing of Fine Gael, which had been developing under Declan Costello since the mid-1960s. However, he does not join the party and instead runs as an independent candidate in the 1969 Irish general election in Dún Laoghaire–Rathdown. When he is not elected, he begins to refocus on the revival of the Irish language and with nationalist politics rather than being elected himself.

Upon the onset of the Troubles, Mac Aonghusa is initially supportive of Official Sinn Féin, however by 1972 he comes to resent them and, through the Ned Stapleton Cumann, their secret influence over RTÉ. During the Arms Crisis in 1970, he supports Charles Haughey and Neil Blaney, who stand accused of arranging to supply weapons to the Provisional IRA, in the pages of the New Statesman and other left‐wing journals. In this time period, he warns editors not to reprint his material in the Republic of Ireland as there is a de facto ban on him, and indeed, official attempts are made to block the transmission of his telexed reports.

Despite his earlier famed stark criticism of Fianna Fáil, Mac Aonghusa’s defence of Haughey leads to a friendship between the two men which results in him becoming one of Haughey’s loudest defenders throughout the rest of his career. His columns in The Sunday Press and Irish language paper Anois are accused of descending into self-parody in their stringent defences of Haughey.

During the 1970s, Mac Aonghusa writes a number of books covering significant figures in Irish republicanism. In order, he releases books on James Connolly, Patrick Pearse, Wolfe Tone and Éamon de Valera. In his work on De Valera, he emphasises what he perceives as the more radical aspects of the Fianna Fáil founder. During 1974 and 1975, he works as a United Nations Special Representative to the Southern Africa region with Seán MacBride, where they involve themselves in the South African Border War, and during which time Mac Aonghusa becomes involved in setting up a radio station in Namibia, linked to the South West Africa People’s Organisation (SWAPO) nationalist party.

In the 1980s, Haughey twice appoints Mac Aonghusa to the Arts Council as well as naming him president of Bord na Gaeilge (1989-93). This is an issue as Mac Aonghusa is already president of Conradh na Gaeilge. Being head of the main Irish language lobbying body as well as the state body responsible for the Irish language has an obvious conflict of interest. In 1991, following the announcement by Haughey that the government is to fund the creation of an Irish-language television station (launched in 1996 as Teilifís na Gaeilge), an elated Mac Aonghusa suggests that Haughey would be “remembered among the families of the Gael as long as the Gaelic nation shall survive.”

In 1992 there are calls for Mac Aonghusa to step down from Bord na Gaeilge after he pronounces that “every respectable nationalist” in West Belfast should vote for Sinn Féin’s Gerry Adams over the Social Democratic and Labour Party (SDLP) candidate Joe Hendron in the 1992 United Kingdom general election as he considers a defeat for Adams “a victory for British imperialism.” Nevertheless, he simultaneously advises voters in South Down to vote for the SDLP’s Eddie McGrady over Sinn Féin. He rails against his detractors at the Conradh na Gaeilge ardfheis that year, declaring that “The mind of the slave, of the slíomadóir, of the hireling and the vagabond is still fairly dominant in Ireland.”

As of 1995, Mac Aonghusa continues to label himself a socialist. In the foreword to the book, he writes about James Connolly that is released that year, he declares that “the abolition of capitalism is essential if the great mass of the people in all parts of the globe are to be emancipated.”

However, with the recent collapse of the Soviet Union in mind, Mac Aonghusa declares that the Stalinist regimes of Eastern Europe have not been socialist and argues that the social democracies of Scandinavia are what James Connolly had envisioned as the desired socialist society. In the same text, he accuses the Irish education system as well as Ireland’s media of obfuscating Connolly’s views on socialism and nationalism.

Mac Aonghusa battles through ill health in his final years but remains able to continue writing a number of books. His last publication, Súil Tharam (2001), comes just two years before his death in Dublin on September 28, 2003.

In 1955, Mac Aonghusa marries Catherine Ellis, a member of the Church of Ireland from Belfast. For her married name, she chooses to use “McGuinness,” the English language equivalent of Mac Aonghusa. Catherine McGuinness goes on to become a Senator and a Judge of the Circuit Court, High Court and Supreme Court over the course of her legal career. Together they have three children together.

Proportional Representation Used in Ireland for the First Time

Proportional Representation (PR), specifically the Single Transferable Vote (STV), is used in Ireland for the first time in the local elections on January 15, 1920.

The STV, sometimes known as Proportional Ranked Choice Voting (P-RCV), is a multi-winner electoral system in which each voter casts a single vote in the form of a ranked-choice ballot. Voters have the option to rank candidates, and their vote may be transferred according to alternate preferences if their preferred candidate is eliminated or elected with surplus votes, so that their vote is used to elect someone they prefer over others in the running. STV aims to approach Proportional Representation based on votes cast in the district where it is used, so that each vote is worth about the same as another. Formally, STV satisfies a fairness criterion known as proportionality for solid coalitions.

Under STV, no one party or voting bloc can take all the seats in a district unless the number of seats in the district is very small or almost all the votes cast are cast for one party’s candidates, which is seldom the case. This makes it different from other district voting systems. In majoritarian or plurality systems – such as first-past-the-post (FPTP), instant-runoff voting (IRV; also known as the alternative vote), block voting, and ranked-vote block voting – one party or voting bloc can take all the seats in a district.

The key to STV’s approximation of proportionality is that each voter effectively only casts a single vote in a district contest electing multiple winners, while the ranked ballots (and sufficiently large districts) allow the results to approach proportionality. The use of a quota means that, for the most part, each successful candidate is elected with the same number of votes. This equality produces fairness – a party taking twice the votes than another party will take twice the seats compared to that other party.

Under STV, multiple winners are selected for a constituency (a multi-member district). Every sizeable group within the district wins at least one seat: the more seats the district has, the smaller the size of the group needed to elect a member. In this way, STV provides approximately proportional representation, ensuring that substantial minority factions have some representation.

STV is distinguished from plurality voting systems, like FPTP, plurality block voting and the single non-transferable vote (SNTV) by the fact that votes are transferable under STV but are not under the other systems. STV reduces the number of “wasted” votes, votes which are cast for unsuccessful candidates by electing multiple representatives for a district. Additionally, surplus votes collected by successful candidates are transferred to aid other candidates, preventing waste caused by successful candidates receiving votes over and above those actually needed to secure the seat.

An important characteristic of STV is that it enables votes to be cast for individual candidates rather than for parties. Party lists are therefore not needed, as opposed to many other proportional electoral systems). It is the voters who create their own ordered list of candidates. The ranked voting also allows voters to form consensus behind the most popular candidates.

In the 1921 Northern Ireland general elections, when PR is used, every seat is contested. However, after Northern Ireland reverts to the first-past-the-post (FPTP) system, numerous seats go uncontested by nationalists who know they have no chance of winning seats. In the 1933 Northern Ireland general election, fought under the British first-past-the-post system, only 19 of 52 seats are contested. Gerrymandered voting districts plus first-past-the-post see Unionists gain 36 of 52 seats in the election. This can be contrasted with the 1920 Irish local elections when Sinn Féin wins control of 10 of 12 urban councils.

The Convening of the Second Dáil

The Second Dáil (Irish: An Dara Dáil) is Dáil Éireann as it convenes on August 16, 1921, following the dissolution of the First Dáil. The Second Dáil runs until June 8, 1922.

From 1919 to 1922, Dáil Éireann is the revolutionary parliament of the self-proclaimed Irish Republic. The Second Dáil consists of members elected at the 1921 Irish elections, but with only members of Sinn Féin taking their seats. On January 7, 1922, it ratifies the Anglo-Irish Treaty by 64 votes to 57 which ends the Irish War of Independence and leads to the establishment of the Irish Free State on December 6, 1922.

Since 1919, those elected for Sinn Féin at the 1918 Irish general election had abstained from the House of Commons and established Dáil Éireann as a parliament of a self-declared Irish Republic, with members calling themselves Teachtaí Dála or TDs. In December 1920, in the middle of the Irish War of Independence, the British Government passes the Government of Ireland Act 1920, which enacts partition by establishing two home rule parliaments in separate parts of Ireland. These provisions arise out of discussions held at the Irish Convention held in 1917, from which Sinn Féin abstains. In May 1921 the first elections to the House of Commons of Northern Ireland and the House of Commons of Southern Ireland are held, by means of the single transferable vote. On May 10, 1921, the Dáil passes a resolution that the elections scheduled to take place later in the month in both parts of the country will be “regarded as elections to Dáil Éireann.”

In the elections for Southern Ireland, all seats are uncontested, with Sinn Féin winning 124 of the 128 seats, and Independent Unionists winning the four seats representing the Dublin University. In the 1921 Northern Ireland general election, the Ulster Unionist Party (UUP) wins 40 of the 52 seats, with Sinn Féin and the Nationalist Party winning 6 seats each. Of the six seats won by Sinn Féin in Northern Ireland, five are held by people who had also won seats in Southern Ireland.

The Second Dáil responds favourably to the proposal from King George V on June 22, 1921, for a truce, which becomes effective from noon on July 11, 1921. This is upheld by nearly all of the combatants while the months-long process of arranging a treaty gets under way. The Truce allows the Dáil to meet openly without fear of arrest for the first time since September 1919, when it had been banned and driven underground.

During the Second Dáil the Irish Republic and the British Government of David Lloyd George agree to hold peace negotiations. As President of Dáil Éireann, Éamon de Valera is the highest official in the Republic at this time but is notionally only the head of government. In August 1921, to strengthen his status in the negotiations, the Dáil amends the Dáil Constitution to grant him the title President of the Republic, and he thereby becomes head of state.

On September 14, 1921, the Dáil ratifies the appointment of Arthur Griffith, Michael Collins, Robert Barton, Eamonn Duggan and George Gavan Duffy as envoys plenipotentiary for the peace conference in England. These envoys eventually sign the Anglo-Irish Treaty on December 6. The debate on the Treaty starts on December 14 and continues until January 7, 1922. On that date, the Dáil approves the treaty by 64 in favour to 57 against. As the leader of the anti-Treaty minority, de Valera resigns as President. He allows himself to be nominated again but is defeated on a vote of 60–58. He is succeeded as president by Arthur Griffith. The anti-Treaty deputies continue to attend the Dáil, with de Valera becoming the first Leader of the Opposition in the Dáil.

The ratification specified by the Treaty is by “a meeting summoned for the purpose of the members elected to sit in the House of Commons of Southern Ireland.” The Dáil vote does not fulfil this because four unionists are absent and one Northern Ireland member is present. The requisite approval comes at a separate meeting on January 14, 1922, attended by the unionists and boycotted by anti-Treaty TDs. The meeting also approves a Provisional Government led by Collins, which runs in parallel to Griffith’s Dáil government and with overlapping membership. The Government of Ireland Act 1920 requires the Commons to be summoned by the Lord Lieutenant and its members to take an oath of allegiance to the king, whereas the meeting on January 14 is summoned by Griffith and the members present do not take an oath.

Under the terms of the Treaty, a Constituent Assembly is to be elected to draft a Constitution for the Irish Free State to take effect by December 6, 1922. The assembly is also to serve as a “Provisional Parliament” to hold the Provisional Government responsible. This election is held on June 16, 1922, pursuant to both a resolution by the Second Dáil on May 20 and a proclamation by the Provisional Government on 27 May 27.

The Third Dáil is elected at the general election held on June 16, 1922. This election is required to be held under the Anglo-Irish Treaty signed on December 6, 1921.

Dissolution of the Northern Ireland Constitutional Convention

In the House of Commons of the United Kingdom on March 5, 1976, Secretary of State for Northern Ireland Merlyn Rees announces the dissolution of the short-lived Northern Ireland Constitutional Convention (NICC).

The Northern Ireland Constitutional Convention is an elected body set up in 1975 by the United Kingdom Labour government of Harold Wilson as an attempt to deal with constitutional issues surrounding the status of Northern Ireland.

The idea for a constitutional convention is first mooted by the Northern Ireland Office in its white paper The Northern Ireland Constitution, published on July 4, 1974. The paper lays out plans for elections to a body which would seek agreement on a political settlement for Northern Ireland. The proposals become law with the enactment of the Northern Ireland Act 1974 later that month. With Lord Chief Justice of Northern Ireland Robert Lowry appointed to chair the new body, elections are announced for May 1, 1975.

The elections are held for the 78-member body using the single transferable vote system of proportional representation in each of Northern Ireland’s twelve Westminster constituencies. Initially the body is intended to be purely consultative, although it is hoped that executive and legislative functions can be devolved to the NICC once a cross-community agreement has been reached. Unionists opposed to the NICC once again band together under the umbrella of the United Ulster Unionist Council (UUUC) and this coalition proves the most successful, taking 46 seats.

A number of leading Northern Ireland politicians are elected to the NICC, increasing hope that the body might achieve some of its aims. Also elected are some younger figures who go on to become leading figures in the future of Northern Ireland politics.

The elections leave the body fundamentally weakened from its inception as an overall majority has been obtained by those Unionists who oppose power sharing as a concept. As a result, the Northern Ireland Constitutional Convention Report published on November 20, 1975, recommends only a return to majority rule as had previously existed under the old Parliament of Northern Ireland government. As such a solution is completely unacceptable to the nationalist parties, the NICC is placed on hiatus.

Hoping to gain something from the exercise, Secretary of State for Northern Ireland Merlyn Rees announces that the NICC would be reconvened on February 3, 1976. However, a series of meetings held between the UUUC and the Social Democratic and Labour Party (SDLP) fail to reach any agreement about SDLP participation in government, and so the reconvened NICC once again fails to achieve a solution with cross-community support. As a result, Rees announces the dissolution of the body on March 5, 1976, and Northern Ireland remains under direct rule.

On the face of it, the NICC is a total failure as it does not achieve its aims of agreement between the two sides or of introducing ‘rolling devolution’ (gradual introduction of devolution as and when the parties involved see fit to accept it). Nevertheless, coming as it does not long after the Conservative-sponsored Sunningdale Agreement, the NICC indicates that no British government will be prepared to re-introduce majority rule in Northern Ireland. During the debates William Craig accepts the possibility of power-sharing with the SDLP, a move that splits the UUUC and precipitates the eventual collapse of the Vanguard Unionist Progressive Party (VUPP).

The idea of electing a consultative body to thrash out a deal for devolution is also retained and in 1996 it is revived when the Northern Ireland Forum is elected on largely the same lines and with the same overall purpose. The Forum forms part of a process that leads to the Good Friday Agreement and the Northern Ireland Assembly.

1973 Northern Ireland Assembly Election

Elections to the Northern Ireland Assembly take place on June 28, 1973, following the publication of the British government‘s white paper Northern Ireland Constitutional Proposals which proposes a 78-member Northern Ireland Assembly, elected by proportional representation. The election leads to power-sharing between unionists and nationalists in Northern Ireland for the first time.

From June 7, 1921, until March 30, 1972, the devolved legislature for Northern Ireland is the Parliament of Northern Ireland, which always has an Ulster Unionist Party (UUP) majority and always elects a UUP government. The Parliament is suspended on March 30, 1972.

Shortly after this first parliament is abolished, attempts begin to restore devolution on a new basis that will see power shared between Irish nationalists and unionists. To this end a new parliament, the Northern Ireland Assembly, is established by the Government of the United Kingdom on May 3, 1973.

Following the June 28 elections, the Northern Ireland Constitution Act 1973, which receives the Royal Assent on July 18, 1973, abolishes the suspended Parliament of Northern Ireland and the post of Governor and makes provision for a devolved administration consisting of an Executive chosen by the Assembly.

One hundred eight members are elected by single transferable vote from Northern Ireland’s eighteen Westminster constituencies, with five to eight seats for each depending on its population. The Assembly meets for the first time on July 31, 1973.

A cross-community coalition of the Ulster Unionist Party under Brian Faulkner, the Social Democratic and Labour Party (SDLP) and the Alliance Party of Northern Ireland is agreed in November 1973 and, following the Sunningdale Agreement, a power-sharing Executive is established from January 1, 1974.

After opposition from within the Ulster Unionist Party and the Ulster Workers’ Council strike over the proposal of an all-Ireland council, the Executive and Assembly collapses on May 28, 1974, when Brian Faulkner resigns as Chief Executive. The Northern Ireland Assembly is abolished by the Northern Ireland Act 1974.

In 1982 another Northern Ireland Assembly is established at Stormont, initially as a body to scrutinise the actions of the Secretary of State, the British minister with responsibility for Northern Ireland. It receives little support from Irish nationalists and is officially dissolved in 1986.

The Northern Ireland Act 1998 formally establishes the Assembly in law, in accordance with the Good Friday Agreement. The first election of Members of the Northern Ireland Assembly is on June 25, 1998, and it first meets on July 1, 1998. However, it only exists in “shadow” form until December 2, 1999, when full powers are devolved to the Assembly. Since then, the Assembly has operated intermittently and has been suspended on five occasions.

Éamon de Valera Elected 3rd President of Ireland

president-eamon-de-valeraThe 1959 Irish presidential election is held on June 17, 1959. Éamon de Valera, then Taoiseach, is elected as President of Ireland. A referendum proposed by de Valera to replace the electoral system of proportional representation by means of the single transferable vote with first-past-the-post voting which is held on the same day is defeated by 48.2% to 52.8%.

Under Article 12 of the Constitution of Ireland, a candidate for president may be nominated by:

  • at least twenty of the then 207 serving members of the Houses of the Oireachtas, or
  • at least four of 31 councils of the administrative counties, including county boroughs, or
  • themselves, in the case of a former or retiring president.

Outgoing president Seán T. O’Kelly had served two terms, and is ineligible to serve again. On April 27, the Minister for Local Government, Neal Blaney, signs the ministerial order opening nominations, with noon on May 19 as the deadline for nominations, and June 17 set as the date for a contest. All Irish citizens on the Dáil electoral register are eligible to vote.

De Valera who had served as President of Dáil Éireann and President of the Irish Republic from 1919 to 1922 during the Irish revolutionary period, as President of the Executive Council of the Irish Free State from 1932 to 1937, and as Taoiseach from 1937 to 1948, from 1951 to 1954, and again from 1957 until his election as president, is nominated by Fianna Fáil on May 12. He had served as Fianna Fáil’s leader since its foundation in 1926.

Seán Mac Eoin, a Fine Gael TD who had been the party’s candidate in the 1945 Irish presidential election, is nominated again by the party on May 15.

Patrick McCartan, who had also been a candidate in the 1945 election and had served as a senator for Clann na Poblachta from 1948 to 1951, is nominated by two county councils only, short of the four required for nomination. Eoin O’Mahony also seeks and fails to secure a nomination by county councils.

De Valera wins the popular vote with 538,003 votes (56.3%) to Mac Eoin’s 417,536 votes (43.7%).

Éamon de Valera is inaugurated as the third President of Ireland on June 25, 1959.

Mary Robinson Elected First Woman President of the Republic

Mary Robinson becomes the first woman to be elected President of the Republic of Ireland on November 7, 1990. She becomes the first Labour Party candidate, the first woman, and the first non-Fianna Fáil candidate in the history of contested presidential elections to win the presidency.

Brian Lenihan, the Tánaiste and Minister for Defence is chosen by Fianna Fáil as their candidate, though he faces a late challenge for the party nomination from another senior minister, John P. Wilson, TD. Lenihan is popular and widely seen as humorous and intelligent. He has delivered liberal policy reform (relaxed censorship in the 1960s) and is seen as a near certainty to win the presidency.

Fine Gael, after trying and failing to get former Taoiseach Garret FitzGerald and former Tánaiste Peter Barry to run, ultimately nominate the former civil rights campaigner and Social Democratic and Labour Party (SDLP) member Austin Currie. Currie is elected to Dáil Éireann in the 1989 general election and has been a minister in Brian Faulkner‘s power-sharing executive in Northern Ireland from 1973–1974. However, Currie has little experience in the politics of the Republic and is widely seen as the party’s last choice, nominated only when no one else is available.

The Labour Party lets it be known that it would for the first time run a candidate. Along with the Workers’ Party, Labour nominates the independent candidate Mary Robinson, SC, a former Labour Party member and senator, and liberal campaigner. Robinson is a former Reid Professor of Law in the Trinity College, Dublin. She is previously involved in the Campaign for Homosexual Law Reform and the campaign to save Wood Quay.

Lenihan enters the race as odds-on favourite. No Fianna Fáil candidate has ever lost a presidential election. However, Lenihan is derailed when he confirms in an on-the-record interview with freelance journalist and academic researcher Jim Duffy that he has been involved in controversial attempts to pressurise the President, Patrick Hillery, over a controversial parliamentary dissolution in 1982. As a result of the contrast between his public denials during the campaign and his confirmation during an earlier interview recorded in May, he is dismissed from the Irish government.

At this point a cabinet colleague, Pádraig Flynn, launches a controversial personal attack on Mary Robinson “as a wife and mother,” an attack that is itself attacked in response as “disgraceful” on live radio by Michael McDowell, a senior member of the Progressive Democrats, then in coalition with Fianna Fáil and up to that point supporting Lenihan’s campaign. Flynn’s attack is a fatal blow to Lenihan’s campaign, causing many female supporters of Lenihan to vote for Robinson in a gesture of support.

Lenihan nonetheless receives a plurality of first-choice votes. Mary Robinson beats Austin Currie, forcing Fine Gael’s candidate into third place. Under Ireland’s system of single transferable vote, Robinson receives over 75% of the transfers when Austin Currie is eliminated, beating Lenihan into second place and becoming the seventh President of Ireland.

While the role of the presidency in day-to-day politics is a very limited one, the Robinson presidency is regarded by many observers as a watershed in Irish society, symbolising the shift away from the conservative ultra-Catholic male-dominated Ireland which existed up until the end of the 1980s to the more liberal society symbolised by Robinson.

Robinson is generally credited with raising the profile of the office of president, which has been considered little more than an honorary figurehead position under her predecessors. Prior to Mary Robinson’s presidency it was not unusual to hear commentators advocating the abolition of the office of president, a viewpoint that is almost never advanced nowadays.
