The idea for a new party is discussed at a meeting in Dublin on February 21, 1940, attended by 104 former officers of the pro- and anti-Treaty wings of the Irish Republican Army (IRA). The inaugural meeting of the new party takes place on March 2, 1940. Simon Donnelly, who had fought in Boland’s Mill under Éamon de Valera in the 1916 Easter Rising, the former leader of the Dublin section of the IRA, and former chief of the Irish Republican Police (IRP), is elected as president of a central committee of fifteen members. Other leaders are Seán Fitzpatrick, another Irish War of Independence veteran; Con Lehane, who had recently left the IRA; Séamus Gibbons; Tom O’Rourke; Seán Dowling, one of Rory O’Connor‘s principal lieutenants in the Irish Civil War; Colonel Roger McCorley, one of the principal IRA leaders in Belfast during the Irish War of Independence who had taken the Irish Free State side in the Irish Civil War; Frank Thornton, one of Michael Collins‘ top intelligence officers; Roger McHugh, a lecturer in English at University College Dublin (UCD) and later professor; Captain Martin Bell and Peter O’Connor.
Also in attendance at the first meeting is Seamus O’Donovan, Director of Chemicals on IRA Headquarters Staff in 1921 and architect of the IRA Sabotage Campaign in England by the IRA in 1939–40. Indeed, O’Donovan proposes several of the basic resolutions. Additionally, the meeting is attended by Eoin O’Duffy and several former leaders of the Irish Christian Front.
Many members of the Irish far-right join Córas na Poblachta including Gearóid Ó Cuinneagáin, who becomes the leader of the party’s youth wing Aicéin and goes on to found Ailtirí na hAiséirghe, Alexander McCabe, Maurice O’Connor and Reginald Eager from the Irish Friends of Germany, George Griffin, Patrick Moylett, his brother John and Joseph Andrews of the People’s National Party, Dermot Brennan of Saoirse Gaedheal, and Hugh O’Neill and Alexander Carey of Córas Gaedhealach. As a result, the party assumes a pro-German and antisemitic attitude which is frequently expressed in party functions, and Gardaí suspects Córas na Poblachta members of daubing the walls of Trinity College Dublin in antisemitic slogans following the visit of British politician Leslie Hore-Belisha to Ireland in 1941.
Socialist republicans Nora Connolly O’Brien and Helena Molony take an interest in the group. Reflecting divisions within the IRA, a minority of the party’s leaders sympathise with communism rather than fascism.
The main aim of Córas na Poblachta is the formal declaration of a Republic. It also demands that the Irish language be given greater prominence in street names, shop signs, and government documents and bank notes. It proposes to introduce national service in order that male citizens understand their responsibilities. The party’s economic policy is the statutory right to employment and a living wage. It proposes breaking the link with the British pound, the nationalisation of banks and the making of bank officials into civil servants. In the area of education, the party espouses free education for all children over primary age as a right, and university education when feasible. It also calls for the introduction of children’s allowances. In addition, Córas na Poblachta advocates for “the destruction of the Masonic Order in Ireland” and during its founding meeting reporters are told that the party will be ready to take over the government of Ireland “on either a corporate or fascist basis.”
The party has close ties with the Irish nationalist and pro-fascist party Ailtirí na hAiséirghe, whose leader, Gearóid Ó Cuinneagáin, had led Córas na Poblachta’s youth wing Aicéin until its independence is terminated in 1942. There is talk of a merger, however, while the majority of the party’s executive committee, noted by G2 to be made up of “four ex-Army men, old IRA, ex-Blueshirts and a number of IRA who had been active up until comparatively recently”, desires a combination of Ireland’s extreme nationalist movements, the three most prominent leaders, Simon Donnelly, Sean Dowling and Roger McCorley, oppose one due to the fear that the party will be submerged in a joint organisation. Ó Cuinneagáin is dismissive of Córas na Poblachta’s prospects and discussions between him and the party’s leaders reinforce their fears that Ó Cuinneagáin seeks an outright takeover by Ailtirí na hAiséirghe. Proposals for a merging of the two parties are dropped though they continue to maintain cordial relations and co-operate in the 1943 Irish general election.
The party is not successful and fails to take a seat in a by-election held shortly after the party’s foundation. The party slowly falls apart, and Tim Pat Coogan notes that: “Dissolution occurred because people tended to discuss the party rather than join it.” Importantly, the party is not supported by the hardcore of republican legitimatists, such as Brian O’Higgins, who views the IRA Army Council as the legitimate government of an existing Irish Republic. Indeed, in March 1940, O’Higgins publishes a pamphlet entitled Declare the Republic lambasting the new party as making what he regards as false promises that will be compromised on following the party’s election to the Oireachtas.
Córas na Poblachta fields candidates in the 1943 Irish General Election but none are elected, receiving a total of 3,892 votes between them.
Although a failure, Tim Pat Coogan argues Córas na Poblachta was the “nucleus” of the Clann na Poblachta party which emerges to help take power from Fianna Fáil in 1948.

Lemass is the son of Seán Lemass, a Fianna Fáil TD and fourth Taoiseach of Ireland, and Kathleen Lemass (née Hughes). He is named after his uncle, a victim of the Irish Civil War in the early 1920s. He is educated at Catholic University School, Leeson Street in Dublin and later at Newbridge College in Newbridge, County Kildare. Against his father’s wishes, rather than attend university, he undertakes business training and later becomes an executive member and branch secretary of the Irish Commercial Travellers’ Association.
Lemass follows his father into politics in 1955, when he is elected to Dublin City Council. He is elected to Dáil Éireann in a by-election in Dublin South-West the following year. The by-election is a loss for Fine Gael, who is in government at the time, and whose TD had held the seat for a number of years.
Lemass is active in a number of political councils and other groupings. From 1966 to 1968, he is a member of the Consultative Assembly of the Council of Europe. He is also a member of the Irish-British Parliamentary Group and the Irish-French Parliamentary Group.
In 1969, Lemass is appointed as Parliamentary Secretary to the Minister for Finance, with responsibility for the Office of Public Works. In his first year at the Department, he serves under his brother-in-law, Charles Haughey, and later under George Colley.
When Fianna Fáil loses office in 1973, Lemass is named spokesperson for physical planning and the environment. He holds that position until January 1975, when he is dropped from the front bench.
Lemass’s political career, a career in which he is invariably judged in comparison to his father, is cut short when he dies suddenly in Dublin on April 13, 1976. He is buried at Dean’s Grange Cemetery, Deansgrange, County Dublin. His widow enters the Dáil following his death.
In 1968, O’Malley enters politics upon the sudden death of his uncle Donogh who, at that the time, is the sitting Minister for Education. He is chosen after Donogh’s widow, Hilda, still in shock at the sudden death of her husband, turns down the opportunity to contest the by-election necessitated by his death.
O’Malley is subsequently elected as a Fianna Fáil TD for the Limerick East constituency in the by-election. Perhaps the first sign of the defiance that would define his career materialises during the 1969 Irish general election when Hilda asks her nephew to step aside and allow her to contest in the Limerick East constituency as the main Fianna Fáil candidate. He refuses and places third in the four-seat constituency, with his aunt, running as an independent, coming in fifth.
Following the general election, O’Malley is appointed Parliamentary Secretary to both Minister for DefenceJim Gibbons and TaoiseachJack Lynch and serves as Government Chief Whip. In his role as a confidante of Lynch, the political lines within Fianna Fáil that put him on a collision course of over twenty years with Charles Haughey, are drawn. He plays a central role in the Arms Crisis prosecutions of Haughey and Neil Blaney in 1970. After their acquittals, the stage is set within Fianna Fáil for a long-term power struggle that eventually results in O’Malley’s expulsion from the party in 1984.
In the meantime, O’Malley’s next position within Lynch’s government comes when he is made Minister for Justice after Mícheál Ó Móráin is forced to resign due to ill-health. One of the most significant aspects of his legacy transpires during his tenure as Minister for Justice from 1970 to 1973. In response to the ongoing conflict in Northern Ireland, he tries and fails to introduce internment without trial for republicans within the State. He is, however, successful in reintroducing the Offences Against the State Act, which enables convictions for Irish Republican Amy (IRA) membership on the word of a Garda Superintendent, and the Special Criminal Court, a non-jury court presided over by three judges which tries cases of terrorism and serious organised crime.
In 1982, after Fianna Fáil loses its majority but stays in government by virtue of a confidence and supply agreement with Sinn Féin – The Workers Party and two independents, O’Malley is appointed Minister for Trade, Commerce and Tourism, but with the death of Colley and the loss of O’Donoghue’s seat, he becomes increasingly isolated within Fianna Fáil.
After the party whip is removed from him in 1984, amidst inter-party wrangling over the New Ireland Forum, O’Malley is expelled from the party the following year, the final straw being his famous “I stand by the Republic” speech in which he announces his intention to abstain on a vote regarding the liberalisation of the sales of contraceptives, which Fianna Fáil opposes.
O’Malley’s animus for Haughey does not stop him from entering coalition with Fianna Fáil after the 1989 Irish general election, with him once again appointed Minister for Industry and Commerce. While in government, he finally witnesses the downfall of Haughey in 1992, when he is forced to resign over the emergence of new evidence concerning his tapping of journalists’ phones in the 1980s. The coalition with Fianna Fáil does not last long under new Taoiseach Albert Reynolds, with the Government collapsing after Reynolds accuses O’Malley of dishonesty during the Beef Tribunal.
O’Malley retires as leader of the Progressive Democrats in 1993, and the party moves into opposition, only to re-enter government with Fianna Fáil in 1997, where it remains upon O’Malley’s retirement from politics in 2002.
While the Progressive Democrats no longer exist, they are generally credited with the breaking up of the Fianna Fáil versus Fine Gael dichotomy of Irish politics that had dominated since the founding of the Free State. Since 1922, Irish governments have tended to be either single-party Fianna Fáil cabinets, be they minority or majority, or Fine Gael-led coalitions, typically involving the Labour Party. A Fine Gael-Labour coalition is in power at the time of the founding of the Progressive Democrats, and a single-party government or clear majority has not been won in Ireland since.
O’Malley dies in Dublin on July 21, 2021, at the age of 82, having been in poor health for some time. He is predeceased by his wife, Pat, and survived by their six children, four daughters including the former TD Fiona O’Malley, and two sons.
Perhaps O’Malley’s greatest legacy is the political reality of Ireland today: the low-tax, pro-business economic policies of the Progressive Democrats have been the dominant ideology in the State since the 1990s. Sinn Féin, the party most affected by his measures as Minister for Justice, no longer vote against the retention of the Offences Against the State Act and Special Criminal Court.
In 1918, a system called plural voting is in place in both Britain and Ireland. Plural voting is a practice whereby one person might be able to vote multiple times in an election. Property and business owners can vote both in the constituency where their property lay and that in which they live, if the two are different. In the newly formed Irish Free State this system is ended by the Electoral Act 1923 and is abolished in the United Kingdom by the Representation of the People Act 1948. Plural voting remains in effect in Northern Ireland until 1969.
Sinn Féin is founded by Arthur Griffith in 1905. He believes that Irish nationalists should emulate the Ausgleich of Hungarian nationalists who, in the 19th century under Ferenc Deák, had chosen to boycott the imperial parliament in Vienna and unilaterally establish their own legislature in Budapest.
Griffith initially favours a peaceful solution based on “dual monarchy” with Britain, that is two separate states with a single head of state and a limited central government to control matters of common concern only. However, by 1918, under its new leader, Éamon de Valera, Sinn Féin has come to favour achieving separation from Britain by means of an armed uprising if necessary and the establishment of an independent republic.
In the aftermath of the 1916 Easter Rising, the party’s ranks are swelled by participants and supporters of the rebellion as they are freed from British gaols and internment camps. At its 1917 Ardfheis (annual conference) de Valera is elected leader, and the new, more radical policy is adopted.
Prior to 1916, Sinn Féin had been a fringe movement having a limited cooperative alliance with William O’Brien‘s All-for-Ireland League and enjoyed little electoral success. However, between the Easter Rising of that year and the 1918 general election, the party’s popularity increases dramatically. This is due to the failure to have the Home Rule Bill implemented when the IPP resists the partition of Ireland demanded by Ulster Unionists in 1914, 1916 and 1917, but also popular antagonism towards the British authorities created by the execution of most of the leaders of the 1916 rebels and by their botched attempt to introduce Home Rule on the conclusion of the Irish Convention linked with military conscription in Ireland (see Conscription Crisis of 1918).
Sinn Féin demonstrates its new electoral capability in four by-election successes in 1917 in which George Noble Plunkett, Joseph McGuinness, de Valera and W. T. Cosgrave are each elected, although it loses three by-elections in early 1918 before winning two more with Patrick McCartan and Arthur Griffith. In one case there are unproven allegations of electoral fraud. The party benefits from a number of factors in the 1918 elections, including demographic changes and political factors.
Parker is born Dehra Kerr-Fisher, the only child of James Kerr-Fisher and his wife Annie. Her father, a native of Kilrea, County Londonderry, is a successful financier. She is educated in the United States, where her father holds extensive property holdings, and in Germany. The surname has been spelled, alternatively, as Ker-Fisher or Ker Fisher.
Parker is married twice. Her first husband is Lieutenant ColonelRobert Peel Dawson Spencer Chichester, MP, with whom she has one son and one daughter, Robert James Spencer Chichester (1902–1920) and Marion Caroline Dehra Chichester (1904–1976). She is predeceased by her son. On June 4, 1928, she marries her second husband, Admiral Henry Wise Parker (CB, CMG).
Parker’s promotion to the Cabinet at the age of 67 under Sir Basil Brooke (later created the 1st Viscount Brookeborough) is part of his so-called “reforming” premiership, his predecessor, J. M. Andrews, having been criticised for appointing elderly members to Cabinet. She is the first woman to serve in the Northern Ireland Cabinet.
Outside of parliamentary activities, Parker is a long-serving local councilor on Magherafelt District Council, president of both the Northern Ireland Physical Training Association and the Girls’ Training Corps, and chairman of the Ancient Monuments Advisory Committee. In 1944, she is appointed senior vice-chairman of the Council for the Encouragement of Music and the Arts (CEMA NI), and in 1949 she succeeds Sir David Lindsay Keir as President for CEMA, a position she holds until 1960. She is made an honorary member of the Ulster Society of Women Artists in 1958.
Parker dies at her home, Shanemullagh House, Castledawson, in the south of County Londonderry, on November 28, 1963, at age 81. She is interred two days later in the grounds of Christ Church, Castledawson.
Following an early career as an economist, working with the Irish Sugar Company until 1967, Halligan becomes involved in politics. In that year, he becomes General Secretary of the Labour Party.
The party leader, Brendan Corish, relies on Halligan’s intellectual and political skills in his new role. Under Halligan, the party undergoes an energetic reorganisation. New structures and policies are put in place, coinciding with the party’s leftward policy shift and an acute anti-coalition stance. He strongly supports both approaches, but is instrumental in securing the party’s eventual, somewhat unwilling, reversal of its anti-coalition stance after its disappointing result in the 1969 Irish general election. The 1973 Irish general election results in a Fine Gael-Labour Party coalition government coming to power.
Halligan continues to serve as General Secretary of the party until 1980, and is appointed a Member of the European Parliament (MEP) from 1983 until 1984, replacing Frank Cluskey, where he specialises in economic affairs and energy policy.
In 1980, Halligan sets up CIPA, his own public affairs consultancy based in Dublin, and becomes a lecturer in Economics at the University of Limerick. He is also chairman of European Movement Ireland during the late 1980s. In 1985, he is appointed as Chairman of Bord na Móna, the Irish Peat Development Authority, a position he holds for ten years. In 1989 he founds the Institute of European Affairs (IEA), which later becomes the IIEA. He is Director of CIPA until 2014.
Resulting from his keen interest and experience in energy policy and renewable energy, Halligan serves as Chair of the Sustainable Energy Authority of Ireland from 2007 until 2014. He is President of the IIEA, and he is also a Board Member of Mainstream Renewable Energy.
In later years Halligan also works on the foundation and development of the Ireland China Institute (ICI), which, with its maxim bridging the gap between knowledge and understanding, seeks to strengthen Irish-Chinese diplomatic relations, developing cultural links and fostering a deeper understanding of the respective cultural norms and values between the two nations. He is also President of ICI.
Halligan dies on August 9, 2020, after a long illness. On his death, TaoiseachMicheál Martin describes him as “a man who gave his life to politics and the public service with a deep commitment to the institutions of the state.” European Commissioner for TradePhil Hogan states that “Brendan was a committed European to his fingertips. He was a pragmatic European intellectual, in the tradition of Spinelli, Monnet and Schuman.”
At the Athyby-election on June 12, 1741, following the death of Sir Walter Dixon Borrowes, James FitzGerald, styled Lord Ophaly and later 1st Duke of Leinster, is returned. In the course of the election there is a duel between William Paul Warren and Jack Hardy, which leads to Hardy’s right hand and arm being shattered. It is thought that it might have to be amputated.
In 1761 FitzGerald is created Earl of Offaly and Marquess of Kildare in the Peerage of Ireland and in 1766 he is further honoured when he is made Duke of Leinster, becoming by this time the Premier Duke, Marquess and Earl in the Peerage of Ireland.
FitzGerald dies at Leinster House, Dublin, on November 19, 1773, aged 51, and is buried in the city’s Christ Church Cathedral. He is succeeded by his second (but eldest surviving) son, William, Marquess of Kildare. The Duchess of Leinster causes a minor sensation by marrying her lover William Ogilvie in 1774 but continues to be known as The Dowager Duchess of Leinster. She has a further three children by him. She dies in London on March 27, 1814, aged 82.
In 1999, Irish Screen, BBC America and WGBH produce Aristocrats, a six-part limited television series based on the lives of Emily Lennox and her sisters. FitzGerald is portrayed by Ben Daniels.
In a March 4, 2008, announcement, the Rev. Ian Paisley signals the end of an era by announcing he will retire as First Minister of Northern Ireland. He also confirms he is stepping down as leader of the Democratic Unionist Party (DUP), the party he founded in the early 1970s. The news represents a huge moment in the politics and recent history of Northern Ireland, removing from the scene as it does one of its most striking figures.
The 81-year-old announces he will quit both posts following an international investment conference in Belfast in May 2008 but will remain as an MP and Assembly member.
“I came to this decision a few weeks ago when I was thinking very much about the conference and what was going come after the conference,” Paisley tells Ulster Television. “I thought that it is a marker, a very big marker and it would be a very appropriate time for me to bow out.”
Paisley denies he is leaving in part over allegations that his son, Ian Paisley Jr., lobbied Downing Street on behalf of a wealthy party member. He says his son has been “wrongly accused.” He is also weakened over defeat in a recent by-election – an indication that a section of the DUP’s electorate is uneasy about his historic decision to share power with Sinn Féin.
Significantly, Paisley does not back any contender in the DUP leadership contest to succeed him. “This is not the Church of Rome. I have no right to say who will succeed me. I will not be like Putin in Russia saying to the president – ‘this is the way you have to go.’ When I make a break it will be [a] break.”
Paisley defends his decision to enter into government with Sinn Féin. “It was the right thing to do because it was the only thing to do to save us from a united Ireland. We were threatened that we would be more Irish in our rulership, that there would be more Dublin say in government. That was what the British government threatened. We managed to put that to a rest.”
“We have laid to rest that and republicans have come to see that they have to put up with Paisley and his clan. We took what was meant for our destruction and turned it into our salvation.”
Speaking from Dubai the previous night, the deputy First Minister, Martin McGuinness, says, “It wasn’t unexpected. It was the right decision to go into sharing power with Sinn Féin which changed the politics of Ireland forever.”
The Sinn Féin MP describes Paisley as “courageous” for agreeing to enter into the power-sharing government. “We have had a positive and constructive working relationship,” McGuinness said.
Paisley’s fiercest critic within unionism, the ex-DUP MEP, Jim Allister, claims opposition to his power-sharing with Sinn Féin and his relationship with McGuinness means that Paisley “jumped before he was pushed.”
Allister’s new party, Traditional Unionist Voice (TUV), split the DUP vote in a by-election in February 2008 and cost the party a council seat in County Down. It was Paisley’s first electoral test since he agreed to share power with Sinn Féin following the St. Andrews Agreement at the end of 2006.
In April 2008, Peter Robinson is chosen to succeed Paisley as leader of the Democratic Unionist Party. The 36 DUP members of the Northern Ireland Assembly unanimously select Robinson, who has been MP for Belfast East since 1979 and Paisley’s deputy since 1980. He is the Minister of Finance and Personnel in the Northern Ireland Executive – Northern Ireland’s power-sharing government – for the previous year.

In his early years, Devlin is active in various local debating societies, where his associates include Cathal O’Byrne, who he retains a personal friendship despite later political differences. A committee member of the Belfast branch of the Irish National League (INL) in 1890, he joins the anti-Parnellite faction during the O’Shea divorce scandal (1891), becoming local secretary of the Irish National Federation (INF). His political model at this time is Thomas Sexton, MP for Belfast West, whose campaign he organises at the 1892 United Kingdom general election.
Although Healyism is strong in CatholicUlster, Devlin aligns himself with the faction led by John Dillon and, from 1899, with the United Irish League (UIL), founded by William O’Brien. From the late 1890s this brings Devlin into conflict with the Belfast Catholic Association of Dr. Henry Henry, bishop of Down and Connor (1895–1908). This organisation, though sometimes regarded as Healyite, is essentially based on the view that mass nationalist political mobilisation in Belfast can only bring trouble and ostracism, and that Catholic interests are best represented by allowing a small group of lay and clerical notables to broker concessions from the unionist majority. After a series of local election contests in Catholic wards and controversies between the pro-Devlin weekly Northern Star and the clerically controlled The Irish News, Devlin succeeds in marginalising the politically maladroit Henry by 1905. In the process, however, he takes on some of the qualities of his “Catholic establishment” opponents. At the same time, he moves onto the national political stage.
Returned unopposed for North Kilkenny (1902–06), Devlin is appointed secretary of the United Irish League of Great Britain in 1903, and of the parent body in Dublin in 1904. A speaking tour of the United States in 1902–03 convinces him of the organisational potential of Catholic fraternal organisations, and in 1905 he takes over the presidency of the Board of Erin faction of the Ancient Order of Hibernians (AOH), a specifically Catholic body which he proceeds to develop as an organisational arm of the Nationalist Party. Under his tutelage the AOH expands from 10,000 members in 1905 to 60,000 in 1909, despite opposition from some Catholic bishops who distrust it because of its close affiliation to Dillonism, its secrecy, and its habit of staging dances and other entertainments without paying what they regard as due deference to local priests. His AOH also faces opposition from a rival separatist body, the Irish-American Alliance AOH. Though far less numerous, this group is able to draw on the support of separatists within the American AOH and hinder Devlin’s attempts to mobilise the American organisation in his support. The AOH expands further after 1910 and is strengthened by becoming an approved society under the National Insurance Act 1911.
Belfast is where Devlin’s political career begins and where it ends. Organisational skill contributes substantially to his hold on the largely working-class seat of Belfast West, which he wins in 1906 on a platform that seeks to transcend religious boundaries by combining labour issues with the home rule demand. A lifelong bachelor, though short in stature, he is apparently highly attractive to women, and takes a special interest in their problems, no doubt mindful of the influence they might have on the political behaviour of their spouses. He founds a holiday home for working-class women. When the scholar Betty Messenger interviews former Belfast linen workers in the late 1960s and early 1970s, she is startled to discover the extent to which Devlin is remembered as a champion of the workers decades after his death. This image persists among Protestant workers as well as Catholics, and he is generally credited with various ameliorations of workplace conditions even when he had not been responsible for them.
Possessed of great oratorical skills and even greater organisational ability, Devlin effectively becomes the key organiser of the Nationalist Party from the early years of the twentieth century, relieving the party leader, John Redmond, of a great deal of the administrative burden of party affairs, and becoming well known abroad through fund-raising trips, especially in North America. His personal geniality makes him a great favourite at Westminster, and Irish socialists are dismayed at the willingness of British Labour Party MPs to accept him as an authentic Labour representative. Several MPs elected after 1906 can be identified as his protégés, and groups of Hibernian strong-arm men uphold the party leadership in such contests as the 1907 North Leitrimby-election and the 1909 “baton convention” which witnesses the final departure of William O’Brien and his supporters from the UIL. He is the only post-Parnellite MP to be admitted to the tight leadership group around Redmond. In 1913 he is a leading organiser of the National Volunteers.
When William O’Brien embarks on his personal initiative to deal with the Ulster problem through conciliation in the early Edwardian period, he finds a stern critic in Devlin and in turn demonises the “Molly Maguires” as sectarian corruptionists. Personally non-sectarian, Devlin, like other party leaders, endorses the shibboleth that home rule will prove a panacea for Ireland’s problems, including Ulster, and uses his credentials as a labour representative to dismiss popular unionism as a mere product of elite manipulation. In a period when the Vatican‘s Ne Temere decree on religiously mixed marriages is heightening Protestant fears about the “tyranny” of Rome, he seems to be oblivious to how his integration of Hibernianism and nationalism is exacerbating that problem. As the third home rule bill passes through Parliament and the Ulster Volunteer Force (UVF) mobilises, he encourages the Irish party leaders in the view that the Ulster unionist campaign is a gigantic bluff, dismissing contrary opinions even when held by other nationalist MPs. During these years the AOH clashes with the Irish Transport and General Workers’ Union (ITGWU) during the Dublin lock-out, and from late 1913 the AOH spearheads the Redmondite attempt to take over and dominate the Irish Volunteers.
Devlin endorses Redmond’s support for the British war effort and engages in extensive recruiting activity. He seems to be motivated, at least in part, by the belief that after the war nationalist ex-soldiers can be used to overawe the Ulster unionists by the threat of force. According to Stephen Gwynn, Devlin wishes to apply for an officer’s commission but is asked not to do so by Redmond on the grounds that the party needs his organisational skills.
Devlin’s career is decisively shaped by his decision to use his influence to persuade northern nationalists to accept temporary partition, in fulfilment of the flawed agreement arrived at between David Lloyd George, Sir Edward Carson, and Redmond in the aftermath of the 1916 Easter Rising. He later claims he has been decisively influenced by the prospect that under this agreement the excluded area would be governed directly from Westminster, rather than by a local, Orange-dominated parliament. He forces the agreement through a Belfast-based convention despite protests from west Ulster nationalists, but the proposal collapses after it transpires that Lloyd George has made incompatible commitments to nationalists and unionists. Northern nationalism immediately splits between west and south Ulster dissidents and Devlin’s loyalists predominant in Belfast and east Ulster, and the next year sees massive secessions of AOH members outside Ulster to Sinn Féin. Although he retains a core of loyal supporters, he is reduced from a national to a sectional leader. As a member of the Irish convention (1917–18) he sides with Bishop Patrick O’Donnell against Redmond on the issue of seeking a compromise settlement with southern unionists on the basis of home rule without fiscal autonomy. He is offered the leadership of the Nationalist Party on Redmond’s death in 1918, but concedes the honour to his long-standing mentor, John Dillon.
Devlin holds Belfast West until 1918 and easily sweeps aside an attempt by Éamon de Valera to displace him from the Falls division of Belfast at the general election of that year, though the electoral decimation of the Nationalist Party elsewhere leaves him leading a rump of only seven MPs. In the ensuing parliament he is an outspoken critic of government policy towards Ireland and highlights sectarian violence against northern nationalists. Clearly discouraged and with boundary changes militating against retention of the Falls seat, he unsuccessfully contests the Liverpool Exchange constituency as an Independent Labour candidate in 1922. Elected for Antrim and Belfast West to the Parliament of Northern Ireland in 1921, he eventually takes his seat in 1925, holding it until 1929, when he combines representation for Belfast Central with that for Fermanagh and South Tyrone at Westminster.
Only after the boundary commission ends the border nationalists’ hopes of speedy incorporation in the Irish Free State is Devlin able to assert leadership of northern nationalism as a whole on the basis of attendance at the northern parliament. Even then he is considerably handicapped by recriminations over the events of 1916–25. He embarks on his last significant political campaign in 1928, when he seeks to unite minority politics through the agency of the National League of the North (NLN). The initiative, emphasising social reform, is unsuccessful. His own political baggage is a hindrance to the unity of the factions that minority politics had thrown up over the previous ten years, while the minority community itself is politically demoralised by the fate that has overtaken it, and the unionist government shows itself unwilling to make concession to him. The project, moreover, coincides with the onset of the gastric illness, exacerbated by heavy smoking, that takes his life on January 18, 1934. For some time before his death he ceases to attend the Northern Ireland parliament.
Devlin’s political career is one of great promise only partially fulfilled, its ultimate realisation undermined firstly by the fallout from the Easter Rising that destroyed the vehicle of his political ambitions, and secondly by the sequence of events that led to the creation of a constitutional entity so constructed that all nationalist politicians, regardless of talent, were effectively denied a route to power. Only at his death does the unionist regime adequately acknowledge his political stature. His funeral is attended by at least three Northern Ireland cabinet ministers, together with representatives of the government of the Irish Free State. Northern nationalism never again produces a leader of his ability in the Stormont era. His ability to use Westminster to promote the interests of Ulster nationalists is comparable to John Hume‘s use of Europe for the same purpose from the mid 1970s. After his death the nationalist party in Belfast grows increasingly reliant on middle-class leadership and is eventually displaced by nationalist labour splinter groups, some of whose prominent activists, such as Harry Diamond, had begun their careers as election workers for Devlin.
McCarthy is educated in Cork. He begins his career as a journalist at the age of 18 in Cork. From 1853 to 1859 he is in Liverpool, on the staff of the Northern Daily Times. In March 1855, he marries Charlotte Ailman. In 1860 he moves to London, as parliamentary reporter to the Morning Star, of which he becomes editor in 1864. He gives up his post in 1868 and, following a lecturing tour in the United States, joins the staff of The Daily News as leader-writer in 1870. In this capacity he becomes one of the most useful and respected upholders of the liberal politics of the time. He lectures again in America in 1870–71 and in 1886–87.
At the 1886 United Kingdom general election, McCarthy is returned unopposed in North Longford, but also stands in Londonderry City, where he is declared the loser to the Irish Unionist Alliance candidate by the narrow margin of 1778 votes to 1781. However, the result is later overturned on petition and McCarthy opts to sit for Londonderry City. During the divorce controversy surrounding Charles Stewart Parnell in November 1890, the British Prime MinisterWilliam Ewart Gladstone expresses a warning, given to McCarthy as intermediary, that if Parnell retains leadership of the Irish Parliamentary Party, it will mean the loss of the next election, the end of their alliance and Home Rule. When the annual party leadership election meeting is called later that month, the threat is somehow not conveyed to the members, who re-elect Parnell leader of the Party.
After a further historical meeting of the Irish Party MPs in early December, Parnell refuses to retire and the Party divides. McCarthy becomes chairman of the Anti-Parnellite group, the Irish National Federation, for a year in 1891–92. His nationalism is of a temperate and orderly kind, and though his personal distinction singles him out for the chairmanship during the party dissensions of this period, he is in no active sense the political leader.
It is claimed that McCarthy’s true vocation is literature. His earliest publications are novels, some of which, such as A Fair Saxon (1873), Dear Lady Disdain (1875), Miss Misanthrope (1878), and Donna Quixote (1879), attain considerable popularity. His most important work is his History of Our Own Times, which treats of the period between Queen Victoria‘s accession and her Diamond Jubilee. He begins a History of the Four Georges (1884–1901) and the latter half is written by his son, Justin Huntly McCarthy.
Justin McCarthy dies at the age of 81 in Folkestone, Kent, England on April 24, 1912.
