Originally, North Tipperary County Council holds its meetings in Nenagh Courthouse. The county council relocates to a new facility, known as the Civic Offices, in 2005.
O’Connell is selected by Fine Gael for the 2016 Irish general election to “recapture” their seat in Dublin Bay South from Lucinda Creighton, who had left the party in 2013 over her objection to the party’s position on abortion and in 2015 founded Renua, an anti-abortion party. During the campaign, O’Connell called Creighton’s anti-abortion views “incredibly sanctimonious” and suggests that Creighton is an “out of touch career politician” whose views on abortion are borne out of a lack of connection with the real world. The Irish Independent refers to these comments as O’Connell “tearing strips off” of Creighton. In the election, O’Connell is elected, while Creighton loses her seat.
In her time in the Dáil, O’Connell campaigns in favour of abortion rights as well as pushing for more funding for healthcare services in Ireland.
In October 2016, O’Connell responds to comments by the Archbishop of DublinDiarmuid Martin that TDs should remember their faith when legislating for abortion in Ireland by stating, “I don’t see why the archbishop’s views are in any way relevant. I don’t see why Archbishop Martin should be getting involved in women’s health issues. It is the same as asking my four-year-old. They [the Church] are entitled to their opinion, but I don’t put any weight in them. I don’t see what involvement the Catholic Church should have in women’s health issues”.
In November 2017, O’Connell confronts Barry Walsh, a member of Fine Gael’s executive council, with a dossier of tweets documenting that he repeatedly and frequently derogates women politicians, often calling them bitches, including fellow members of Fine Gael. After the leader of Fine Gael and TaoiseachLeo Varadkar comments that Walsh should resign, he does so.
O’Connell loses her seat at the 2020 Irish general election, placing 5th in the 4-seat constituency. In an August 2020 interview, she attributes her loss, in part, to being the running mate of the Minister for Housing, Eoghan Murphy, in an election fought over an ongoing housing crisis in Ireland.
On May 7, 2021, O’Connell declares she will not seek to be the Fine Gael candidate for the 2021 Dublin Bay South by-election. She suggests she will not be able to win a party selection again due to her relationship with the Fine Gael leadership souring in the meantime, partially because of her vocal support of Simon Coveney over Leo Varadkar in the 2017 Fine Gael leadership election. She also suggests many local Fine Gael branch members in Dublin South Bay regard her as an outsider and a “parachute candidate” due to the fact she is originally from County Westmeath, and have turned against her over this. The Phoenix offers the view that O’Connell would not be nominated because she has turned the Fine Gael leadership against her while lobbying for her sister, Mary Newman Julian, to be the party’s candidate in a 2018 Seanad by-election. In particular, a meeting between her and Simon Coveney in which her expectations are read as entitled is cited as hurting her relationships. Fine Gael’s candidate in the by-election is James Geoghegan, who had previously left the party to join Lucinda Creighton in Renua, but returns to Fine Gael after that party collapsed. He loses the by-election to Labour‘s Ivana Bacik, a senator for Dublin University and veteran pro-choice campaigner.
In October 2024, O’Connell leaves Fine Gael to contest the next general election in Dublin Bay South as an independent candidate. She fails to be elected or to achieve the one-quarter of the quota necessary to recoup her election expenses.
O’Connell states her family, the Newmans, have been “involved in Fine Gael since the 1960s,” starting when her maternal grandfather ran for Fine Gael as a councillor. Her father, Michael Newman, is also a Fine Gael councillor while Fine Gael minister Patrick Cooney is considered a family friend. O’Connell states that growing up, she and her family were greatly influenced by the progressive politics of Fine Gael leader Garret FitzGerald. Her sister, Mary Newman Julian, is also active in politics and contests elections for the Dáil in Tipperary and for Seanad Éireann, while another sister, Theresa Newman, works for a period as O’Connell’s political adviser in Leinster House. Her brother-in-law, Hugh O’Connell, is a prominent political journalist and editor who has worked for several Irish publications.
In 2018, during debates in the Dáil regarding abortion, O’Connell discloses personal details of a traumatic pregnancy she herself had experienced. During the pregnancy, she is told her child has only a 10% chance of survival. This prompts her to consider terminating the pregnancy. Ultimately, she decides to continue the pregnancy. The child is born with organs outside of the body but survives the birth. She cites the difficult decisions made during that pregnancy as having greatly informed her views on abortion.
Molloy’s father, Michael Edward Molloy, is originally from Ballyhaunis, County Mayo, and runs a successful wholesale drapery business in the city. His mother, Rita Stanley, hails from Clifden, County Galway. He is educated at Coláiste Iognáid and University College Galway. Before entering politics, he works for several years in printing, the clothing industry and his family’s drapery firm.
Molloy’s early political career is marked by his loyalty to Fianna Fáil’s leadership under TaoiseachJack Lynch. He quickly rises through the ranks and is appointed Minister for Local Government in 1970, a position he holds until 1973. His tenure as Minister for Local Government is characterised by his efforts to modernise and streamline local government structures in Ireland. His tenure in Fianna Fáil sees him as a stalwart of the party’s establishment, though tensions with its leadership grow over the years, particularly with Charles Haughey.
In opposition from 1973, Molloy serves as the frontbench spokesman, where he becomes involved in a high-profile dispute with James Tully, the Labour Minister for Local Government, over the controversial redrawing of constituencies, known as the “Tullymander.” Molloy, along with fellow Fianna Fáil member Brendan Crinion, used Dáil privilege to accuse Tully of having an improper commercial relationship with a builder in County Meath. The accusation is strongly denied by Tully and Molloy and Crinion later withdraw the charge. Despite this, Molloy faces severe repercussions, being forced to resign from his frontbench position. He is subsequently condemned by a judicial tribunal and censured by the Dáil for abusing parliamentary privilege.
When Fianna Fáil returns to office in 1977, Molloy becomes Minister for Defence in the final government of Jack Lynch.
In 1986, Molloy resigns from Fianna Fáil and joins the newly formed Progressive Democrats, spearheaded by Haughey’s arch-rival Desmond O’Malley. Molloy’s move is seen as a major break from the political establishment, as the Progressive Democrats advocate for low-tax, market-oriented economic policies and a more liberal economic agenda. His decision is driven by his dissatisfaction with the direction of Fianna Fáil under Haughey’s leadership and his belief that the party has become increasingly alienating.
In 1989, Molloy contests the European Parliament elections but is unsuccessful in his attempt. Following the 1989 Irish general election, Molloy, along with newly elected MEP for MunsterPat Cox, represents the Progressive Democrats in the lengthy negotiations with Fianna Fáil to form a coalition government. Once the negotiations conclude, he is reinstated in the Cabinet as Minister for Energy under Taoiseach Charles Haughey, who had previously caused Molloy’s political humiliation a decade earlier. Over the following three years, Molloy and his Progressive Democrat colleague Desmond O’Malley have a working relationship with their former Fianna Fáil colleagues, though tensions grow due to resentment over their presence in the Cabinet. The issue comes to a head when Molloy and O’Malley make it clear they will not serve in a Cabinet that includes Brian Lenihan Snr, following his controversial remarks during the 1990 Irish presidential election about alleged phone calls to PresidentPatrick Hillery from 1982.
In January 1992, Haughey faces further complications when Seán Doherty reveals information about the phone tapping of journalists dating back to 1982. Despite this, the coalition government ends when Albert Reynolds, Haughey’s successor, calls for a general election after accusing O’Malley of giving “dishonest” evidence to the Beef Tribunal. Molloy strongly denounces Reynolds’ accusation, describing it as “outrageous,” and criticises him for what he perceives as a “lack of generosity” in recent North-South negotiations, in which Molloy had represented the Progressive Democrats in talks with British Unionists.
Molloy stands at the European Parliament elections again in 1994 but is again unsuccessful.
Molloy resigns as a minister and quits politics just before the 2002 Irish general election amid controversy surrounding his involvement in the rape case of Barbara Naughton. The controversy stems from a letter Molloy sent to then Minister for Justice, John O’Donoghue, on behalf of a constituent whose relative had been convicted of rape. The letter, which requests the temporary release of the individual pending an appeal, leads to public criticism. The case is high-profile, involving a Connemara man sentenced to eleven years for the systematic abuse of his young daughter. During the trial, the judge, Philip O’Sullivan, notes that someone acting on Molloy’s behalf had tried to contact him in his chambers to clarify whether he had received certain correspondence from the victim’s sister, which the judge describes as “quite improper.” In response to the backlash, Molloy resigns, describing the letter as a “human error of judgment,” but insisting it was not intended to be dishonest. He retires from politics after the election.
Molloy is a member of Fianna Fáil for over 20 years, but his views are not always in line with the mainstream of the party, particularly under the leadership of Charles Haughey. His decision to leave Fianna Fáil in 1986 and join the Progressive Democrats is motivated by ideological differences, notably the party’s move toward a more conservative, state-controlled economy. Molloy, on the other hand, embraces a platform of fiscal conservatism, with an emphasis on reducing taxes, deregulation, and the liberalisation of the economy.
In terms of social issues, Molloy is ahead of his time in advocating for progressive policies, particularly on women’s rights. In a survey conducted in 1976 by the Women’s Political Association (WPA), Molloy scores among the highest of any member of the Dáil for his progressive stance on issues affecting women. He supports measures such as divorce, contraception, and family law reform, which are seen as highly controversial at the time. His responses to the WPA’s questions reveal that he holds views that are in stark contrast to many of his colleagues within Fianna Fáil. His progressive views on women’s rights are notable, as he is the only member of Jack Lynch’s cabinet who consistently supports reformist policies on issues like family law and the role of women in public life.
In 1972, Molloy marries Phyllis Barry, a Montessori teacher from Foxrock, County Dublin, whose father is a cousin of the executed revolutionary Kevin Barry. The couple meet while campaigning in a by-election in mid-Cork. Together, they have four children: Sinead, Sorcha, Donnacha, and Dara.
A native of Carlanstown, near Kells in the north of County Meath, Tully is educated in Carlanstown schools and in St Patrick’s Classical School in Navan. He is elected to Dáil Éireann as a Labour Party TD for the Meath constituency at the 1954 Irish general election. He loses his seat at the 1957 Irish general election, but is re-elected at the 1961 Irish general election and serves until 1982. When Labour enters into a coalition government with Fine Gael in 1973, he is appointed Minister for Local Government. While serving in that post he gains prominence for a massive increase in the building of public housing, and notoriety for an attempt to gerrymander Irish constituencies to ensure the re-election of the National Coalition at the 1977 Irish general election. His electoral reorganisation effort via the Electoral (Amendment) Act 1974, which comes to be called a “Tullymander,” backfires spectacularly and helps engineer a landslide for the opposition, Fianna Fáil. He is regarded as a conservative within the Labour Party, though tends to support party decisions, even if he disagrees with them. For many years he is opposed to coalition, though finding the years in opposition fruitless, he changes his mind and becomes increasingly in favour of coalition with Fine Gael.
Also as Minister for Local Government, Tully decides on alterations to the plans for the controversial Dublin CorporationCivic Offices.
Tully is appointed deputy leader of the Labour Party under Michael O’Leary in 1981, and Minister for Defence in the short-lived 1981–82 Fine Gael-Labour Party government. In that capacity he travels to Cairo, in 1981, as the Republic of Ireland‘s representative in Egypt‘s annual October 6 military victory parade. While in the reviewing stand, next to PresidentAnwar Sadat, he suffers a shrapnel injury to his face when Sadat was assassinated by members of Egyptian Islamic Jihad who had infiltrated the Egyptian Army.
In 1982, a few months after the event, Tully retires from politics. He dies ten years later, on May 20, 1992, at the age of 76.

Mulcahy is second-in-command to Thomas Ashe in an encounter with the armed Royal Irish Constabulary (RIC) at Ashbourne, County Meath, during the 1916 Easter Rising, one of the few stand-out victories won by republicans in that week and generally credited to Mulcahy’s grasp of tactics. In his book on the Rising, Charles Townshend principally credits Mulcahy with the defeat of the RIC at Ashbourne, for conceiving and leading a flanking movement on the RIC column that had engaged with the Irish Volunteers. Arrested after the Rising, he is interned at Knutsford and at the Frongoch internment camp in Wales until his release on December 24, 1916.
Mulcahy and Michael Collins are largely responsible for directing the military campaign against the British during the Irish War of Independence. During this period of upheaval in 1919, he marries Mary Josephine (Min) Ryan, sister of Kate and Phyllis Ryan, the successive wives of Seán T. O’Kelly. Her brother is James Ryan. O’Kelly and Ryan both later serve in Fianna Fáil governments.
Mulcahy supports the Anglo-Irish Treaty of December 1921. Archive film shows that Mulcahy, as Minister of Defence, is the Irish officer who raises the Irish tricolour at the first hand-over of a British barracks to the National Army in January 1922. He is defence minister in the Provisional Government on its creation and succeeds Collins, after the latter’s assassination, as Commander-in-Chief of the Provisional Government’s forces during the subsequent Irish Civil War.
Mulcahy earns notoriety through his order that anti-Treaty activists captured carrying arms are liable for execution. A total of 77 anti-Treaty prisoners are executed by the Provisional Government. He serves as Minister for Defence in the new Free State government from January 1924 until March 1924, but resigns in protest because of the sacking of the Army Council after criticism by the Executive Council over the handling of the “Army Mutiny,” when some National Army War of Independence officers almost revolt after he demobilises many of them at the end of the Irish Civil War. He re-enters the cabinet as Minister for Local Government and Public Health in 1927.
After the resignation of W. T. Cosgrave as Leader of Fine Gael in 1944, Mulcahy becomes party leader while still a member of the Seanad. Thomas F. O’Higgins is parliamentary leader of the party in the Dáil at the time and Leader of the Opposition. Facing his first general election as party leader, Mulcahy draws up a list of 13 young candidates to contest seats for Fine Gael. Of the eight who run, four are elected. He is returned again to the 12th Dáil as a TD for Tipperary at the 1944 Irish general election. While Fine Gael’s decline had been slowed, its future is still in doubt.
Following the 1948 Irish general election Mulcahy is elected for Tipperary South, but the dominant Fianna Fáil party finishes six seats short of a majority. However, it is 37 seats ahead of Fine Gael, and conventional wisdom suggests that Fianna Fáil is the only party that can possibly form a government. Just as negotiations get underway, however, Mulcahy realises that if Fine Gael, the Labour Party, the National Labour Party, Clann na Poblachta and Clann na Talmhan band together, they would have only one seat fewer than Fianna Fáil and, if they can get support from seven independents, they will be able to form a government. He plays a leading role in persuading the other parties to put aside their differences and join forces to consign the then Taoiseach and Fianna Fáil leader Éamon de Valera, to the opposition benches.
Mulcahy initially seems set to become Taoiseach in a coalition government. However, he is not acceptable to Clann na Poblachta’s leader, Seán MacBride. Many Irish republicans had never forgiven him for his role in the Irish Civil War executions carried out under the Cosgrave government in the 1920s. Consequently, MacBride lets it be known that he and his party will not serve under Mulcahy. Without Clann na Poblachta, the other parties would have 57 seats between them — 17 seats short of a majority in the 147-seat Dáil. According to Mulcahy, the suggestion that another person serve as Taoiseach comes from Labour leader William Norton. He steps aside and encourages his party colleague John A. Costello, a former Attorney General of Ireland, to become the parliamentary leader of Fine Gael and the coalition’s candidate for Taoiseach. For the next decade, Costello serves as the party’s parliamentary leader while Mulcahy remained the nominal leader of the party.
Mulcahy goes on to serve as Minister for Education under Costello from 1948 until 1951. Another coalition government comes to power at the 1954 Irish general election, with Mulcahy once again stepping aside to become Minister for Education in the Second Inter-Party Government. The government falls in 1957, but he remains as Fine Gael leader until October 1959. In October the following year, he tells his Tipperary constituents that he does not intend to contest the next election.
On Tuesday, May 3, 2016, ceremonies to mark the 100th anniversary of the executions of Tom Clarke, Patrick Pearse and Thomas MacDonagh are held in the Stonebreakers’ Yard in Kilmainham Gaol, the first executions of the leaders of the Easter Rising. Pearse, Clarke and MacDonagh are remembered in similar but distinct commemorations which take place on the spot where they died on May 3, 1916.
The transcripts of the short courts-martial are read aloud. In the case of Tom Clarke, who offered no defence and made no statement prior to his execution, the proceedings take only a few minutes to recount.
The presence of Capuchin friars from Church Street lends a sense of continuity to proceedings. Their predecessors had been there for the men in their final hours and their testimony is read aloud by their contemporaries.
Capuchin friar Adrian Kearns recalls the testimony of Fr. Columbus Murphy, who ministered to Pearse in his final hours. He did not “quail before the possibility of death . . . but faced his last moments with dignity and with grace.” Fr. Murphy remembered Pearse being a “sad, forlorn figure weighed down by the sense of responsibility” who lamented the loss of life and hoped it would not be in vain.
A wreath is laid on behalf of the Pearse family by his namesake Patrick Pearse, a great grandnephew.
Brother Peter Rogers recalls that Clarke was defiant rather than melancholic in his last hours. Fr. Murphy visited him as well. Clarke, the friar recalls, was “relieved that he was to be executed. His one dread was that he would be sent to prison again.” There is no member of Clarke’s family present to represent him at the commemorations, so a wreath is laid on behalf of the family by the staff of Kilmainham Gaol.
Several of MacDonagh’s surviving grandchildren are present. His granddaughter, Barbara Cashin, lays a wreath on behalf of the family. Her father Donagh and her aunt Barbara are left orphans a year after the Easter Rising when MacDonagh’s wife Muriel drowns off the coast of Skerries in July 1917. Cashin says her father had mixed feelings about the Rising, given the double tragedy that befell him and his sister a short time afterwards. “He had a horrendous childhood. He had a strange upbringing and hated to talk about it,” she says. “He had a split mind about it. I remember asking him as a child about it and saying he must be proud. Weren’t they wonderful. He said, ‘they may have been fools as well.’”
The commemorations are repeated the following day for the next four to have been executed: Joseph Plunkett, Edward Daly, Michael O’Hanrahan and Willie Pearse. Similar events are scheduled through May 12 to mark the exact centenary of the executions of the remaining eight men killed by a British Armyfiring squad at the Stonebreakers’ Yard.
Shatter is the son of Reuben and Elaine Shatter, an English couple who meet by chance when they are both on holiday in Ireland in 1947. He is educated at The High School, Dublin, Trinity College Dublin (TCD) and the Europa Institute of the University of Amsterdam. In his late teens, he works for two months in Israel on a kibbutz. He is a partner in the Dublin law firm Gallagher Shatter (1977-2011). As a solicitor he acts as advocate in many seminal and leading cases determined both by the Irish High and Supreme Courts. He is the author of one the major academic works on Irish family law which advocates substantial constitutional and family law reform.
Under Shatter’s steerage, a substantial reform agenda is implemented with nearly 30 separate pieces of legislation published, many of which are now enacted including the Personal Insolvency Act 2012, Criminal Justice Act 2011, DNA Database Act, and the Human Rights and Equality Commission Act.
Under Shatter’s guidance, major reforms are introduced in 2011 into Ireland’s citizenship laws and a new Citizenship Ceremony is created. He both devises and pilots Ireland’s first ever citizenship ceremony which takes place in June 2011 and a new inclusive citizenship oath which he includes in his reforming legislation. During his time as Minister, he clears an enormous backlog of citizenship applications, and 69,000 foreign nationals become Irish citizens. Some applications had lain dormant for 3 to 4 years. He introduces a general rule that save where there is some real complication, all properly made citizenship applications should be processed within a six-month period. He also takes steps to facilitate an increased number of political refugees being accepted into Ireland and creates a special scheme to facilitate relations of Syrian families already resident in Ireland who are either caught up in the Syrian civil war, or in refugee camps elsewhere as a result of the Syrian civil war, to join their families in Ireland.
Shatter enacts legislation before the end of July 2011 to facilitate access to financial documentation and records held by third parties in investigations into banking scandals and white-collar crime. The legislation is first used by the Gardaí in September 2011.
During Ireland’s Presidency of the Council of the European Union in 2013, Shatter chairs the Justice and Home Affairs Council (JHA) meetings and, in January 2013, in Dublin Castle, the meeting of EU Defence Ministers. Under his guidance, Ireland plays a more active role than in the past in EU defence matters and in deepening Ireland’s participation in NATO’s partnership for peace. During the Irish Presidency, substantial progress is made at the European Union level in the adoption and development of new legislation and measures across a broad range of Justice and Home Affairs issues.
Shatter implements substantial reform in the Department of Defence and restructures the Irish Defence Forces. He is a strong supporter of the Irish Defence Forces participation in international peacekeeping and humanitarian engagements and is an expert on the Middle East. As a member of the Irish Parliament and as Minister on many occasions, he visits Irish troops participating in United Nations (UN) missions in the Middle East. Under his watch contracts are signed for the acquisition of two new naval vessels with an option to purchase a third. All three naval vessels are now part of the Irish Naval Service and have been actively engaged in recent years in rescuing drowning refugees in the Mediterranean Sea attempting to enter Europe.
As Minister for Defence he enacts legislation to grant a pardon and an amnesty to members of the Irish Defence Forces who deserted during World War II to fight on the allied side against Nazi Germany and gives a state apology for their post-war treatment by the Irish State.
Shatter is the minister responsible for two amendments to the Constitution of Ireland which are passed in referendums: the Twenty-ninth Amendment in 2011 to allow for the reduction of judges’ pay, and the Thirty-third Amendment in 2013 to establish a Court of Appeal. Just prior to his resignation from government, the draft legislation to create the court is published and the court is established and sitting by October 2014.
The jurisdictions of the courts are extended for the first time in 20 years and the maximum civil damages payable for the emotional distress of bereaved relations following a negligent death is increased.
As a politician, Shatter plays a lead role in effecting much of the constitutional and legislative change he advocates. He is a former chairperson of FLAC (the Free Legal Advice Centres), a former chairperson of CARE, an organisation that campaigns for childcare and children’s legislation reform in the 1970s and a former President of the Irish Council Against Blood Sports.
Shatter is a founder member of the Irish Soviet Jewry Committee in 1970 and pioneers a successful all party Dáil motion on the plight of Soviet Jewry (1984) and visits various refuseniks in Moscow in 1985. He is a former chairperson of the Oireachtas Foreign Affairs Committee (1996-97) and initiates the creation of an Ireland/Israel Parliamentary Friendship group in 1997, leading a number of visits to Israel by members of the Dáil Éireann and Seanad Éireann.
Shatter is the author of the satirical book Family Planning Irish Style (1979), and the novel Laura (1989). In 2017 his biography, Life is a Funny Business, is published by Poolbeg Press and in 2019 Frenzy and Betrayal: The Anatomy of a Political Assassination is published by Merrion Press. In 2023, his book Cyril’s Lottery of Life, a comedic book with an English solicitor from a small town as its protagonist, is published.
O’Hanlon enters his first electoral contest when he is the Fianna Fáil candidate in the 1973 Monaghan by-election caused by the election of Erskine Childers to the Presidency. He is unsuccessful on this occasion but is eventually elected at the 1977 Irish general election for the Cavan–Monaghan constituency. He is one of a handful of new Fianna Fáil deputies who are elected in that landslide victory for the party and, as a new TD, he remains on the backbenches. Two years later he becomes a member of Monaghan County Council, serving on that authority until 1987.
When Fianna Fáil returns to power after a short-lived Fine Gael–Labour Party government in 1982, O’Hanlon is once again overlooked for ministerial promotion. An extensive cabinet reshuffle toward the end of the year sees him become Minister of State for Social Welfare Claims. His tenure is short-lived as the government falls a few weeks later and Fianna Fáil are out of power.
In early 1983, Charles Haughey announces a new front bench, and O’Hanlon is promoted to the position of spokesperson on Health and Social Welfare.
Following the 1987 Irish general election, Fianna Fáil are back in power, albeit with a minority government, and O’Hanlon becomes Minister for Health. Immediately after taking office, he is confronted with several controversial issues, including the resolution of a radiographers’ dispute and the formation of an HIV/AIDS awareness campaign. While Fianna Fáil campaigns on a platform of not introducing any public spending cuts, the party commits a complete U-turn once in government. The savage cuts about healthcare earn O’Hanlon the nickname “Dr. Death.” Despite earning this reputation, he also introduces a law to curb smoking in public places.
In 1991, O’Hanlon becomes Minister for the Environment following Albert Reynolds‘ failed leadership challenge against Charles Haughey.
When Reynolds eventually comes to power in 1992, O’Hanlon is one of several high-profile members of the cabinet who lose their ministerial positions.
In 1995, O’Hanlon becomes chair of the Fianna Fáil parliamentary party before being elected Leas-Cheann Comhairle (deputy chair) of Dáil Éireann in 1997. Following the 2002 Irish general election, he becomes Ceann Comhairle of Dáil Éireann. In this position, he is required to remain neutral and, as such, he is no longer classed as a representative of any political party. He is an active chair of the Dáil. However, on occasion, he is criticised, most notably by Labour’s Pat Rabbitte, for allegedly stifling debate and being overly protective of the government. Following the 2007 Irish general election, he is succeeded as Ceann Comhairle by John O’Donoghue. He is the vice-chair of the Joint Oireachtas Committee on Foreign Affairs.
Two of O’Hanlon’s children have served as local politicians in Cavan-Monaghan. A son Shane is a former member of Monaghan County Council and a daughter Fiona O’Hea serves one term on Cootehill Town Council. The Sinn Féin TD Caoimhghín Ó Caoláin is also a relation of O’Hanlon. He is also the father of actor and comedian Ardal O’Hanlon.
O’Kelly is born on August 25, 1882, on Capel Street in the north inner-city of Dublin. He joins the National Library of Ireland in 1898 as a junior assistant. That same year, he joins the Gaelic League, becoming a member of the governing body in 1910 and General Secretary in 1915.
In 1905 O’Kelly joins Sinn Féin who, at the time, supports a dual monarchy. He is an honorary secretary of the party from 1908 until 1925. In 1906 he is elected to Dublin Corporation, which is Dublin’s city council. He retains the seat for the Inns Quay Ward until 1924.
O’Kelly is elected Sinn Féin MP for Dublin College Green in the 1918 Irish general election. Along with other Sinn Féin MPs he refuses to take his seat in the British House of Commons. Instead, they set up an Irish parliament, called Dáil Éireann, in Dublin. O’Kelly is Ceann Comhairle (Chairman) of the First Dáil. He is the Irish Republic’s envoy to the post-World War I peace treaty negotiations at the Palace of Versailles, but the other countries refuse to allow him to speak as they do not recognise the Irish Republic.
O’Kelly is a close friend of Éamon de Valera, and both he and de Valera oppose the Anglo-Irish Treaty of December 1921. When de Valera resigns as President of the Irish Republic on January 6, 1922, O’Kelly returns from Paris to try to persuade de Valera to return to the presidency but de Valera orders him to return to Paris.
During the Irish Civil War, O’Kelly is jailed until December 1923. Afterwards he spends the next two years as a Sinn Féin envoy to the United States.
In 1926 when de Valera leaves Sinn Féin to found his own republican party, Fianna Fáil, O’Kelly follows him, becoming one of the party’s founding members. In 1932, when de Valera is appointed President of the Executive Council of the Irish Free State, he makes O’Kelly the Minister for Local Government and Public Health. He often tries to publicly humiliate the Governor-General of the Irish Free State, James McNeill, which damages O’Kelly’s reputation and image, particularly when the campaign backfires.
In 1938, many believe that de Valera wants to make O’Kelly the Fianna Fáil choice to become President of Ireland, under the new Irish constitution, Bunreacht na hÉireann. When Lord Mayor of Dublin, Alfie Byrne, says he wants to be president there is an all-party agreement to nominate Douglas Hyde, a Protestant Irish Senator, Irish language enthusiast and founder of the Gaelic League. They believe Hyde to be the only person who might win an election against Alfie Byrne. O’Kelly is instead appointed Minister of Finance and helps create Central Bank in 1942.
O’Kelly leaves the cabinet when he is elected President of Ireland on June 18, 1945, in a popular vote of the people, defeating two other candidates. He is re-elected unopposed in 1952. During his second term he visits many nations in Europe and speaks before the United States Congress in 1959. He retires at the end of his second term in 1959, to be replaced by his old friend, Éamon de Valera. Following his retirement, he is described as a model president by the normally hostile newspaper, The Irish Times. Though controversial, he is widely seen as genuine and honest, but tactless.
O’Kelly’s strong Roman Catholic beliefs sometimes cause problems. Éamon de Valera often thinks that O’Kelly either deliberately or accidentally leaks information to the Knights of Saint Columbanus and the Church leaders. He ensures that his first state visit, following the creation of the Republic of Ireland in 1949, is to the Vatican City to meet Pope Pius XII. He accidentally reveals the Pope’s private views on communism. This angers the Pope and Joseph Stalin and is why he is not given the papal Supreme Order of Christ which is given to many Catholic heads of state.
On his retirement O’Kelly gives a series of radio talks about his early life and the independence movement. These form the basis of an account serialised in TheIrish Press (July 3 to August 9, 1961) and subsequently translated into Irish and published as Seán T. (1963), echoing the nickname by which he is commonly known. The book relies heavily on memory and its accuracy on points of detail has been questioned by scholars such as F. X. Martin. In retirement he lived at his home, Roundwood Park in County Wicklow.
O’Kelly dies at the Mater Private Nursing Home in Dublin on November 23, 1966, at the age of 84, fifty years after the Easter Rising that first brought him to prominence. He is buried in Glasnevin Cemetery, Glasnevin, Dublin. His perceived unctuousness and his opportunistic tendencies in his later career should not efface his significance as a separatist organiser and an effective populist politician, who played a major role in the establishment of Fianna Fáil political hegemony.
Cosgrave is born at 174 James’s Street, Dublin, on June 5, 1880, to Thomas Cosgrave, grocer, and Bridget Cosgrave (née Nixon). He is educated at the Christian Brothers School at Malahide Road, Marino, Dublin, before entering his father’s publican business. He first becomes politically active when he attends the first Sinn Féin convention in 1905.
At an early age, Cosgrave is attracted to the Irish nationalist party Sinn Féin. He becomes a member of the Dublin Corporation in 1909 and is subsequently reelected to represent Sinn Féin interests. He joins the Irish Volunteers in 1913, although he never joins the Irish Republican Brotherhood (IRB) because he does not believe in secret societies. When the group splits in 1914 upon the outbreak of World War I, he sides with a radical Sinn Féin minority against the constitutional nationalists led by John Redmond, who supports the British war effort.
Cosgrave takes part in the 1916 Easter Rising and is afterward interned by the British for a short time. In 1917, he is elected to Parliament for the city of Kilkenny. In the sweeping election victory of Sinn Féin in the 1918 United Kingdom general election, he becomes a member of the First Dáil. He is made Minister for Local Government in the first republican ministry, and during the Irish War of Independence (1919–21) his task is to organize the refusal of local bodies to cooperate with the British in Dublin.
Cosgrave is a supporter of the 1921 Anglo-Irish Treaty settlement with Great Britain, and he becomes Minister of Local Government in Ireland’s provisional government of 1922. He replaces Michael Collins as Chairman of the Provisional Government when the latter becomes commander-in-chief of the National Army in July 1922. He also replaces Arthur Griffith as president of the Dáil after Griffith’s sudden death on August 12, 1922. As the first president of the Executive Council of the Irish Free State, he, who had helped found the political party Cumann na nGaedheal in April 1923 and became its leader, represents Ireland at the Imperial Conference in October 1923. A month earlier he is welcomed as Ireland’s first spokesman at the assembly of the League of Nations.
Cosgrave’s greatest achievement is to establish stable democratic government in Ireland after the Irish Civil War (1922–23). In the Dáil there is no serious opposition, since the party headed by Éamon de Valera, which refuses to take the oath prescribed in the treaty, abstains from attendance. But neither Cosgrave nor his ministry enjoy much popularity. Order requires drastic measures, and taxation is heavy and sharply collected. He seems sure of a long tenure only because there is no alternative in sight.
In July 1927, shortly after a general election, the assassination of Kevin O’Higgins, the vice president, produces a crisis. The Executive Council introduces a Public Safety Act, which legislates severely against political associations of an unconstitutional character and introduces a bill declaring that no candidature for the Dáil should be accepted unless the candidate declares willingness to take a seat in the Dáil and to take the oath of allegiance. The result of this measure is that de Valera and his party decide to attend sessions in the Dáil, and, since this greatly alters the parliamentary situation, Cosgrave obtains leave to dissolve the assembly and hold a general election. The September 1927 Irish general election leaves his party numerically the largest in the Dáil but without an overall majority. He continues in office until de Valera’s victory at the 1932 Irish general election. Cumann na nGaedheal joins with two smaller opposition parties in September 1933 to form a new party headed by Cosgrave, Fine Gael (“Irish Race”), which becomes Ireland’s main opposition party. In 1944 he resigns from the leadership of Fine Gael.
Cosgrave dies on November 16, 1965, at the age of 85. The Fianna Fáil government under Seán Lemass awards him the honour of a state funeral, which is attended by the Cabinet, the leaders of all the main Irish political parties, and Éamon de Valera, then President of Ireland. He is buried in Goldenbridge Cemetery in Inchicore, Dublin. Richard Mulcahy says, “It is in terms of the Nation and its needs and its potential that I praise God who gave us in our dangerous days the gentle but steel-like spirit of rectitude, courage and humble self-sacrifice, that was William T. Cosgrave.”
While Cosgrave never officially holds the office of Taoiseach (prime minister), Ireland considers him to be its first Taoiseach due to having been the Free State’s first head of government.
Cosgrave’s son, Liam, serves as a TD (1943-81), as leader of Fine Gael (1965-77) and Taoiseach (1973-77). His grandson, also named Liam, also serves as a TD and as Senator. His granddaughter, Louise Cosgrave, serves on the Dún Laoghaire–Rathdown County Council (1999-2009).
In October 2014, Cosgrave’s grave is vandalised, the top of a Celtic cross on the headstone being broken off. It is again vandalised in March 2016.
