Birth of Charles Stuart, King Charles II of Great Britain and Ireland

Charles II, King of Scotland from 1649 until 1651 and King of England, Scotland, and Ireland from 1660 until his death in 1685, is born at St. James’s PalaceLondon, on May 29, 1630. The years of his reign are known in English history as the Stuart Restoration. His political adaptability and his knowledge of men enables him to steer his country through the convolutions of the struggle between Anglicans, Catholics, and Dissenters that mark much of his reign.

Charles is the eldest surviving son of Charles I and Henrietta Maria of France. His early years are unremarkable, but before he is twenty his conventional education has been completely overshadowed by the harsh lessons of defeat in the English Civil War against the Puritans and subsequent isolation and poverty. Thus he emerges into precocious maturity, cynical, self-indulgent, skilled in the sort of moral evasions that make life comfortable even in adversity.

Though the early years of tawdry dissipation tarnish the romance of Charles’s adventures, not all his actions are discreditable. He tries to fight his father’s battles in the west of England in 1645. He resists the attempts of his mother and his sister Henrietta Anne to convert him to Catholicism and remains openly loyal to his Protestant faith. In 1648, he makes strenuous efforts to save his father, and when, after Charles I’s execution in 1649, he is proclaimed Charles II by the Scots in defiance of the English republic. He is prepared to go to Scotland and swallow the stringently anti-Catholic and anti-Anglican Presbyterian Covenant as the price for alliance. But the sacrifice of friends and principles was futile and leaves him deeply embittered. The Scottish army is routed by the English under Oliver Cromwell at Dunbar in September 1650, and in 1651 Charles’s invasion of England ends in defeat at Worcester. The young king becomes a fugitive, hunted through England for forty days but protected by a handful of his loyal subjects until he escapes to France in October 1651.

Charles’s safety is comfortless, however. He is destitute and friendless, unable to bring pressure against an increasingly powerful England. France and the Dutch Republic are closed to him by Cromwell’s diplomacy, and he turns to Spain, with whom he concludes a treaty in April 1656. He persuades his brother James to relinquish his command in the French army and gives him some regiments of Anglo-Irish troops in Spanish service, but poverty dooms this nucleus of a royalist army to impotence. European princes take little interest in Charles and his cause, and his proffers of marriage are declined. Even Cromwell’s death does little to improve his prospects. But George Monck, one of Cromwell’s leading generals, realized that under Cromwell’s successors the country is in danger of being torn apart and with his formidable army creates the situation favourable to Charles’s restoration in 1660.

Most Englishmen now favour a return to a stable and legitimate monarchy, and, although more is known of Charles II’s vices than his virtues, he has, under the steadying influence of Edward Hyde, his chief adviser, avoided any damaging compromise of his religion or constitutional principles. With Hyde’s help, Charles issues in April 1660 his Declaration of Breda, expressing his personal desire for a general amnesty, liberty of conscience, an equitable settlement of land disputes, and full payment of arrears to the army. The actual terms are left to a free parliament, and on this provisional basis Charles is proclaimed king in May 1660. Landing at Dover on May 25, he reaches a rejoicing London on his 30th birthday.

The unconditional nature of the settlement that takes shape between 1660 and 1662 owes little to Charles’s intervention and likely exceeds his expectations. He is bound by the concessions made by his father in 1640 and 1641, but the Parliament elected in 1661 is determined on an uncompromising Anglican and royalist settlement. The Militia Act of 1661 gives Charles unprecedented authority to maintain a standing army, and the Corporation Act 1661 allows him to purge the boroughs of dissident officials. Other legislation places strict limits on the press and on public assembly, and the Act of Uniformity 1662 creates controls of education. An exclusive body of Anglican clergy and a well-armed landed gentry are the principal beneficiaries of Charles II’s restoration.

But within this narrow structure of upper-class loyalism there are irksome limitations on Charles’s independence. His efforts to extend religious toleration to his Nonconformist and Roman Catholic subjects are sharply rebuffed in 1663, and throughout his reign the House of Commons thwarts the more generous impulses of his religious policy. A more pervasive and damaging limitation is on his financial independence. Although the Parliament votes the king an estimated annual income of £1,200,000, Charles has to wait many years before his revenues produce such a sum, and by then the damage of debt and discredit is irreparable. He is incapable of thrift and finds it painful to refuse petitioners. With the expensive disasters of the Second Anglo-Dutch War of 1665–67 the reputation of the restored king sinks to its lowest level. His vigorous attempts to save London during the Great Fire of September 1666 cannot make up for the negligence and maladministration that leads to England’s naval defeat in June 1667.

Charles clears himself by dismissing his old adviser, Edward Hyde, and tries to assert himself through a more adventurous foreign policy. So far, his reign has made only modest contributions to England’s commercial advancement. The Navigation Acts of 1660 and 1663, which are prompted by the threat to British shipping by the rise of the Dutch carrying trade, are valuable extensions of Cromwellian policies, and the capture of New York in 1664 is one of his few gains from the Dutch. Although marriage to Princess Catherine of Braganza of Portugal in 1662 brings him the possession of Tangier and Bombay, they are of less strategic value than Dunkirk, which he sells to Louis XIV in 1662. He Is, however, prepared to sacrifice much for the alliance of his young cousin. Through his sister Henrietta Anne, Duchess of Orléans, he has direct contact with the French court, and it is through her that he negotiates the startling reversal of the Protestant Triple Alliance (England, the Dutch Republic, Sweden) of 1668. By the terms of the so-called Secret Treaty of Dover of May 1670, not only does England and France join in an offensive alliance against the Dutch, but Charles promises to announce his conversion to Roman Catholicism. If this provokes trouble from his subjects, he is assured of French military and financial support. He sees to it that the conversion clause of the treaty is not made public.

This clause, which is the most controversial act of Charles II’s reign, can be explained as a shortsighted bid for Louis XIV’s confidence. In this, however, it fails. Louis neither welcomes Charles’s intentions nor believes in them, and, in the event, it is only upon his deathbed that Charles is received into the Roman Catholic Church. But he has now fatally compromised himself. Although he subsequently attempts to pursue policies independent of Louis, he remains bound to him by inclination as well as by the fear of blackmail. More seriously, he has lost the confidence of his subjects, who deplore the French alliance and distrust the whole tendency of his policies.

Other circumstances deepen Englishmen’s discontent with their king. By the 1670s the miscarriages of the queen have reduced hopes that Charles will have a legitimate heir, and in 1673 the second marriage of his brother James, Duke of York, to Mary of Modena, increases the possibility of the Catholic line of succession, for James’s conversion to the Roman church is well known. But it is for his autocratic character as much as for his religion that James is feared as his brother is not, and it is on his brother’s behalf that Charles eventually has to face the severest political storm of his reign.

The Popish Plot of 1678 is an elaborate tissue of fictions built around a skeleton of even stranger truths. The allegations of Titus Oates, a former Anglican cleric who has been expelled from a Jesuit seminary, that Roman Catholics plan to murder Charles to make James king, seem to be confirmed by scraps of evidence of which Charles is justifiably skeptical. But he is obliged to bow before the gusts of national hysteria that seek to bar his brother from the line of succession. Between 1679 and 1681, Charles very nearly loses control of his government. Deprived of his chief minister, the Earl of Danby, who has been compromised by his negotiations with France, he has to allow Anthony Ashley-Cooper, 2nd Earl of Shaftesbury, and his Whig supporters, who uphold the power of the Parliament—men whom he detests—to occupy positions of power in central and local government. Three general elections produce three equally unmanageable parliaments, and, although Charles publicly denies the legitimacy of his first son, the Protestant Duke of Monmouth, he has to send his Catholic brother James out of the country and offer a plan of limitations that will bind James if he comes to the throne. The plan proves to be unacceptable both to the Whigs and to James, and, when Charles falls seriously ill in the summer of 1679, there is real danger of civil conflict.

But Charles keeps his nerve. He defends his queen against slanders, dismisses the intractable parliaments, and recovers control of his government. His subjects’ dread of republican anarchy proves stronger than their suspicion of James, and from March 1681, when he dissolves his last Parliament, Charles enjoys a nationwide surge of loyalty almost as fervent as that of 1660. He has made yet another secret treaty with France and in addition to a French subsidy can now count upon a healthy public revenue. Reforms at the Treasury, which he inaugurates in 1667, provide the crown with a firm basis of administrative control that is among Charles II’s most valuable legacies to English government.

As a result of these actions, Charles, who dies on February 6, 1685, at Whitehall in London, is able to end his reign in the kind of tranquil prosperity he has always sought.

Birth of Barry Yelverton, 1st Viscount Avonmore

Barry Yelverton, 1st Viscount AvonmorePC (Ire) KC, Irish judge and politician, is born in Newmarket, County Cork, on May 28, 1736. He gives his name to Yelverton’s Act 1782, which effectively repeals Poynings’ Law and thus restores the independence of the Parliament of Ireland. This achievement is destroyed by the Acts of Union 1800, which he supports. By doing so, he gravely harms his reputation for integrity, which had already been damaged by his leading role in the conviction and execution for treason of the United Irishman William Orr, which is now seen as a major miscarriage of justice.

Yelverton is the eldest son of Francis Yelverton of KanturkCounty Cork, and Elizabeth Barry, daughter of Jonas Barry of Kilbrin (now Ballyclogh, County Cork). His father dies when he is only ten. His mother reaches a great age, dying only a year before her son. He goes to school in Charleville and Midleton College, and attends Trinity College Dublin, where he takes a degree of Bachelor of Arts in 1757 and of Bachelor of Laws in 1761. His family lacks wealth and social position and he is for some years an assistant master under Andrew Buck in the Hibernian Academy. This menial occupation is later a source of great embarrassment to him, as his enemies love to ridicule him as “Buck’s usher.”

In 1761, Yelverton marries Mary Nugent, daughter of William Nugent of Clonlost, County Westmeath, and his wife Ursula Aglionby, a lady of some fortune, and is thus enabled to read for the Irish Bar, entering the Middle Temple. He is called to the Bar in 1764. Despite his lack of family connections, his success in his profession is rapid, due to his legal ability, charm and remarkable eloquence, and he takes silk eight years afterward.

Yelverton is elected to the Irish House of Commons as member for Donegal Borough from 1774 to 1776. In the latter year, he is elected for both Belfast and Carrickfergus. He chooses to sit for the latter constituency and represents Carrickfergus until 1784. Although few examples of his oratory survive, all contemporaries agree on his eloquence, which gives him a dominant position in the Commons. He also serves as Recorder of Carrickfergus from 1778 until his death. This is not a Crown appointment as the Recorder is elected by a vote of the entire town corporation.

Yelverton gives his support to Henry Grattan and the Whigs during the greater part of his parliamentary career. He is a strong supporter of the demand for an independent Irish Parliament, but later changes his stance.

Yelverton plays a crucial role in the reforms which are collectively called the Irish Constitution of 1782. In particular he sponsors the Act 21 and 22 of George III, An Act to regulate the manner of passing bills and to prevent delays in summoning of Parliaments – which is popularly known as “Yelverton’s Act.” This radically modifies Poynings’ Law of 1495 by which all legislation to be passed by the Irish Parliament has to be drafted by the Privy Council of Ireland, then sent to the English privy council for approval. Under Yelverton’s Act, the role of the Irish Privy Council is abolished and legislation is commenced in the normal way in the Irish Parliament, which for the last 17 years of its existence enjoys a wide measure of independence.

In his latter days, Yelverton becomes identified with the court party and votes for the Act of Union 1800, for which his viscounty is a reward. For this he is never forgiven by many of his former friends. Sir Jonah Barrington, who continues to regard Yelverton with affection and respect, regrets that this action should have destroyed his reputation forever, but he argues that such a mistake of judgment is understandable in a man who lacks worldly wisdom, and despite his many good qualities, does not have a strong moral sense.

Yelverton becomes Attorney-General for Ireland in 1782, and is elevated to the bench as Lord Chief Baron of the Irish Exchequer in 1783. He is created Baron Yelverton in 1795, and in 1800 Viscount Avonmore in the Peerage of Ireland. As Chief Baron, he leads the opposition to the proposal to increase the number of judges in each of the courts of common law from three to four, on the practical ground that four-judge courts often divide evenly and thus cannot reach an effective decision. Despite this common-sense view, the new judges are eventually appointed.

Yelverton becomes a member of the Royal Irish Academy in 1787.

In 1797, Yelverton attains a degree of infamy for presiding over what is widely regarded as a “show trial” which leads to the execution of the United Irishman, William Orr, although he is said to have shed tears when passing the death sentence on Orr. Orr is charged with administering the United Irish oath to a soldier called Hugh Wheatly. This had recently become a capital offence. In fact, it is generally believed that another man, William McKeever, administered the oath. Wheatly, who is the principal witness for the prosecution, later confesses that he had perjured himself, but despite a superb defence by John Philpot Curran, Orr is found guilty and hanged. Yelverton may have formed an early impression of Orr’s guilt and acted on it – even his admirers admitted that as a judge he lacks impartiality.

Peter Finnerty, a journalist, is later convicted of seditious libel for publishing an attack on Yelverton over his conduct of Orr’s trial and this does nothing to enhance the judge’s reputation.

Yelverton dies on August 19, 1805, at his mansion, Fortfield House, TerenureCounty Dublin, which he had built at great expense around 1785. He is buried nearby in Rathfarnham.

Founding of the Repeal Association

On April 15, 1840, Daniel O’Connell forms the Loyal National Repeal Association (commonly referred to as the Repeal Association), an Irish political party formed to campaign for the repeal of the Acts of Union of 1800 between Great Britain and Ireland.

The Association seeks to restore the Parliament of Ireland and achieve the level of legislative independence briefly attained in the 1780s under Henry Grattan and his Irish Patriot Party, with the addition of Catholic emancipation, made possible by the Roman Catholic Relief Act 1829, and the expanded franchise of the Representation of the People (Ireland) Act 1832, in addition to responsible government, making Ireland a separate kingdom in a personal union with Great Britain on equal footing. It advocates a peaceful and constitutional path to repeal while maintaining loyalty to the British Crown.

Although O’Connell begins calling for repeal in the early 1830s, the formal Association is only established in 1840. Prior to this, candidates supporting repeal contest the 1832 United Kingdom general election and between 1835 and 1841, form an electoral pact with the Whigs. Repealer candidates, unaffiliated with the Whigs also contest the 1841 and 1847 general elections. 

Following the movement’s decline in the late 1840s, nationalists, including members of the Young Ireland movement, emerge from its ranks.

Death of John FitzGibbon, 1st Earl of Clare

John FitzGibbon, 1st Earl of Clare PC (Ire), an Anglo-Irish politician who serves as the Attorney-General for Ireland from 1783 to 1789 and Lord Chancellor of Ireland from 1789 to 1802, dies in Dublin on January 28, 1802. He remains a deeply controversial figure in Irish history, being described variously as an old fashioned anti-Catholic Whig political party hardliner and an early advocate of the Act of Union between Ireland and Great Britain (which finally happens in 1801, shortly before his death). 

Fitzgibbon is an early and extremely militant opponent of Catholic emancipation. The Earl is possibly the first person to suggest to King George III that granting royal assent to any form of Catholic Emancipation will violate his coronation oath.

FitzGibbon is born in 1748 near Donnybrook, Dublin, the son of John FitzGibbon of Ballysheedy, County Limerick, and his wife Isabella Grove, daughter of John Grove, of Ballyhimmock, County Cork. His father is born a Catholic but converts to the state religion in order to become a lawyer, and amasses a large fortune. He has three sisters, Arabella, Elizabeth, and Eleanor.

FitzGibbon is educated at Trinity College Dublin and Christ Church, Oxford. He enters the Irish House of Commons in 1778 as Member for Dublin University, and holds this seat until 1783, when he is appointed Attorney-General for Ireland. From the same year, he represents Kilmallock until 1790. He is appointed High Sheriff of County Limerick for 1782.

When appointed Lord Chancellor for Ireland in 1789, FitzGibbon is granted his first peerage as Baron FitzGibbon, of Connello Lower in County Limerick, in the peerage of Ireland that year. This does not entitle him to a seat in the British House of Lords, only in the Irish House of Lords. His later promotions come mostly in the peerage of Ireland, being advanced to a Viscountcy (1793) and the Earldom of Clare in 1795. He finally achieves a seat in the British House of Lords in 1799 when created Baron FitzGibbon, of Sidbury in the County of Devon, in the Peerage of Great Britain.

FitzGibbon is a renowned champion of the Protestant Ascendancy and an opponent of Catholic emancipation. He despises the Parliament of Ireland‘s popular independent Constitution of 1782. He is also personally and politically opposed to the Irish politician Henry Grattan who urges a moderate course in the Irish Parliament, and is responsible for defeating Grattan’s efforts to reform the Irish land tithe system (1787–1789) under which Irish Catholic farmers (and all non-Anglican farmers) are forced to financially support the minority Anglican Church of Ireland. These are not fully repealed until 1869 when the Church of Ireland is finally disestablished, although Irish tithes are commuted after the Tithe War (1831–1836).

FitzGibbon opposes the Irish Roman Catholic Relief Act 1793, for which, in a “magnificently controlled vituperation in vigorous, colloquial heroic couplets,” The Gibbonade, he is pilloried by the satirist Henrietta Battier. But acceding to pressure exerted through the Irish executive by government of William Pitt in London, intent, in advance of war with the new French Republic, to placate Catholic opinion, he is persuaded to recommend its acceptance in the Irish House of Lords. Pitt, and King George III, who had been petitioned by delegates from the Catholic Committee in Dublin, expects Ireland to follow the British Roman Catholic Relief Act 1791 and admit Catholics to the parliamentary franchise (although not to Parliament itself), enter the professions and assume public office.

FitzGibbon’s role in the recall, soon after his arrival, of the popular pro-Emancipation Lord Lieutenant of IrelandWilliam Fitzwilliam, 4th Earl Fitzwilliam, is debatable. Although he is probably politically opposed to the Lord Lieutenant of Ireland, Fitzwilliam is recalled, apparently due to his own independent actions. Fitzwilliam is known to be friendly to the Ponsonby family (he is married to one of their daughters), and is generally a Foxite liberal Whig. His close association with and patronage of Irish Whigs led by Grattan and Ponsonby during his short tenure, along with his alleged support of an immediate effort to secure Catholic emancipation in a manner not authorized by the British cabinet is probably what leads to his recall. Thus, if any is to blame in the short-lived “Fitzwilliam episode” it is the great Irish politician Henry Grattan and the Ponsonby brothers – presumably William Ponsonby, later Lord Imokilly, and his brother John Ponsonby—not to mention Lord Fitzwilliam himself. Irish Catholics at the time and later naturally see things very differently and blame hardline Protestants such as FitzGibbon.

Irish Catholics and FitzGibbon agree on one point apparently – Irish political and economic union with Great Britain, which eventually takes place in 1801. Pitt wants Union with Ireland concomitantly with Catholic emancipation, commutation of tithes, and the endowment of the Irish Catholic priesthood. Union is opposed by most hardline Irish Protestants, as well as liberals such as Grattan. FitzGibbon has been a strong supporter of the Union since 1793 but refuses to have Catholic emancipation with the Union.

In a speech to the Irish House of Lords on February 10, 1800, FitzGibbon elucidates his point of view on union: “I hope and feel as becomes a true Irishman, for the dignity and independence of my country, and therefore I would elevate her to her proper station, in the rank of civilised nations. I wish to advance her from the degraded post of mercenary province, to the proud station of an integral and governing member of the greatest empire in the world.”

In the end, FitzGibbon’s views win out, leading to the Union of Ireland with Great Britain to form the United Kingdom of Great Britain and Ireland without any concessions for Ireland’s Catholic majority (or for that matter, Catholics in the rest of the new United Kingdom). He later claims that he had been duped by the way in which the Act was passed with the new Viceroy Charles Cornwallis, 1st Marquess Cornwallis, promising reforms to Irish Catholics, and is bitterly opposed to any concessions during the short remainder of his life.

The role of the Earl of Clare (as FitzGibbon becomes in 1795) as Lord Chancellor of Ireland during the period of the Irish Rebellion of 1798 is questionable. According to some, he supports a hardline policy which uses torturemurder and massacre to crush the rebellion, or that as Lord Chancellor, he has considerable influence on military affairs, and that martial law cannot be imposed without his consent. Others allege that as Lord Chancellor, he has no say in military affairs and the Encyclopædia Britannica states that he is “neither cruel nor immoderate and was inclined to mercy when dealing with individuals.” However, the same source also states that “(FitzGibbon)… was a powerful supporter of a repressive policy toward Irish Catholics”. His former side is displayed by sparing the lives of the captured United Irish leaders, “State prisoners,” in return for their confession of complicity and provision of information relating to the planning of the rebellion. However, this willingness of the prisoners to partake of the agreement is spurred by the execution of the brothers John and Henry Sheares on July 14, 1798.

In contrast to the leniency shown to the largely upper-class leadership, the full weight of military repression is inflicted upon the common people throughout the years 1797–98 with untold thousands suffering imprisonment, torture, transportation and death. FitzGibbon is inclined to show no mercy to unrepentant rebels and, in October 1798, he expresses his disgust upon the capture of Wolfe Tone that he has been granted a trial, and his belief that Tone should be hanged as soon as he set foot on land.

FitzGibbon is quick to recognise that sectarianism is a useful ally to divide the rebels and prevent the United Irishmen from achieving their goal of uniting Protestant, Catholic and Dissenter, writing in June 1798, “In the North nothing will keep the rebels quiet but the conviction that where treason has broken out the rebellion is merely popish.”

Another anecdote is to the effect of FitzGibbon’s callousness. Supposedly, upon being informed during a debate in the Irish Parliament that innocent as well as guilty are suffering atrocities during the repression, he replies, “Well suppose it were so…,” his callous reply purportedly shocking William Pitt.

FitzGibbon is noted by some as a good, improving landlord to both his Protestant and Catholic tenants. Some claim that the tenants of his Mountshannon estate call him “Black Jack” FitzGibbon. There is, however, no evidence to support this claim, although there is little to no evidence on his dealings as a landlord. Irish nationalists and others point out that while he might be interested in the welfare of his own tenants on his own estate, he treats other Irish Catholics very differently. Without further evidence, his role as a Protestant landowner in mainly Catholic Ireland is of little importance against his known dealings as Lord Chancellor.

FitzGibbon dies at home, 6 Ely Place near St. Stephen’s Green, Dublin, on January 28, 1802, and is buried in St. Peter’s Churchyard. A hero to Protestant hardliners, but despised by the majority Catholic population, his funeral cortege is the cause of a riot and, according to a widespread story, a number of dead cats are thrown at his coffin as it departs Ely Place.

Founding of the Irish Confederation

The Irish Confederation, an Irish nationalist independence movement, is established on January 13, 1847, by members of the Young Ireland movement who seceded from Daniel O’Connell‘s Repeal AssociationHistorian Theodore William Moody describes it as “the official organisation of Young Ireland.”

In June 1846, Sir Robert Peel‘s Tory Ministry falls, and the Whigs under Lord John Russell comes to power. Daniel O’Connell, founder of the Repeal Association which campaigns for a repeal of the Acts of Union 1800 between Great Britain and Ireland, simultaneously attempts to move the Association into supporting the Russell administration and English Liberalism.

The intention is that Repeal agitation is to be damped down in return for a profuse distribution of patronage through Conciliation Hall, home of the Repeal Association. On June 15, 1846, Thomas Francis Meagher denounces English Liberalism in Ireland saying that there is a suspicion that the national cause of Repeal will be sacrificed to the Whig government and that the people who are striving for freedom will be “purchased back into factious vassalage.” Meagher and the other “Young Irelanders” (an epithet of opprobrium used by O’Connell to describe the young men of The Nation newspaper), as active Repealers, vehemently denounce in Conciliation Hall any movement toward English political parties, be they Whig or Tory, so long as Repeal is denied.

The “Tail” as the “corrupt gang of politicians who fawned on O’Connell” are named, and who hope to gain from the government places decide that the Young Irelanders must be driven from the Repeal Association. The Young Irelanders are to be presented as revolutionaries, factionists, infidels and secret enemies of the Church. For this purpose, resolutions are introduced to the Repeal Association on July 13 which declare that under no circumstances is a nation justified in asserting its liberties by force of arms. The Young Irelanders, as members of the association, have never advocated the use of physical force to advance the cause of repeal and oppose any such policy. Known as the “Peace Resolutions,” they declare that physical force is immoral under any circumstances to obtain national rights. Meagher agrees that only moral and peaceful means should be adopted by the Association, but if it is determined that Repeal cannot be carried by those means, a no less honourable one he would adopt though it be more perilous. The resolutions are again raised on July 28 in the Association and Meagher then delivers his famous “Sword Speech.”

Addressing the Peace Resolutions, Meagher holds that there is no necessity for them. Under the existing circumstances of the country, any provocation to arms will be senseless and wicked. He dissents from the Resolutions because by assenting to them he would pledge himself to the unqualified repudiation of physical force “in all countries, at all times, and in every circumstance.” There are times when arms will suffice, and when political amelioration calls for “a drop of blood, and many thousand drops of blood.” He then “eloquently defended physical force as an agency in securing national freedom.” Having been at first semi-hostile, Meagher carries the audience to his side and the plot against the Young Irelanders is placed in peril of defeat. Observing this he is interrupted by O’Connell’s son, John, who declares that either he or Meagher must leave the hall. William Smith O’Brien then protests against John O’Connell’s attempt to suppress a legitimate expression of opinion, and leaves with other prominent Young Irelanders, and never returns.

After negotiations for a reunion have failed, the seceders decide to establish a new organisation which is to be called the Irish Confederation. Its founders determine to revive the uncompromising demand for a national Parliament with full legislative and executive powers. They are resolute on a complete prohibition of place-hunting or acceptance of office under the existing Government. They wish to return to the honest policy of the earlier years of the Repeal Association, and are supported by the young men, who have shown their repugnance for the corruption and insincerity of Conciliation Hall by their active sympathy with the seceders. There are extensive indications that many of the previously Unionist class, in both the cities and among land owners, are resentful of the neglect of Irish needs by the British Parliament since the famine began. What they demand is vital legislative action to provide both employment and food, and to prevent all further export of the corn, cattle, pigs and butter which are still leaving the country. On this there is a general consensus of Irish opinion according to Dennis Gwynn, “such as had not been known since before the Act of Union.”

The first meeting of the Irish Confederation takes place in the Rotunda, Dublin, on January 13, 1847. The chairperson for the first meeting is John Shine Lawlor, the honorary secretaries being John Blake Dillon and Charles Gavan Duffy. Duffy is later replaced by Meagher. Ten thousand members are enrolled, but of the gentry there are very few, the middle class stand apart and the Catholic clergy are unfriendly. In view of the poverty of the people, subscriptions are purely voluntary, the founders of the new movement bearing the cost themselves if necessary.

In the 1847 United Kingdom general election, three Irish Confederation candidates stand – Richard O’Gorman in Limerick City, William Smith O’Brien in County Limerick and Thomas Chisholm Anstey in Youghal. O’Brien and Anstey are elected.

Following mass emigration by Irish people to England, the Irish Confederation then organises there also. There are more than a dozen Confederate Clubs in Liverpool and over 700 members of 16 clubs located in Manchester and Salford.

Death of Arthur Hill, 3rd Marquess of Downshire

Arthur Blundell Sandys Trumbull Hill, 3rd Marquess of Downshire KP, an Anglo-Irish peer, styled Viscount Fairford from 1789 until 1793 and Earl of Hillsborough from 1793 to 1801, dies on September 12, 1845, in Blessington, County Wicklow.

Hill is born in Hanover Square, on October 8, 1788, the eldest son of Arthur Hill, 2nd Marquess of Downshire, and his wife, Mary Sandys. He becomes Marquess of Downshire on the early death of his father in 1801. He is educated at Eton College and Christ Church, Oxford, gaining his MA in 1809 and a DCL in 1810.

During his early political career, Hill is identified with the Whigs and supports the reform of Parliament. After the Grey Ministry comes to power, he receives a succession of appointments, becoming Colonel of the South Down Militia on March 25, 1831, and carrying the second sword at the coronation of William IV on September 8. He is appointed a deputy lieutenant of Berkshire on September 20, Lord Lieutenant of Down on October 17 (a new office replacing the Governor of Down), and finally a Knight of the Order of St Patrick on November 24, 1831. He receives an honorary LL.D. from the University of Cambridge on July 6, 1835.

Hill is a very strong supporter of the Irish language, and is president of the Ulster Gaelic Society (est. 1830). In this capacity he plays an important role in helping preserve records of the language, poetry, folk and song collections and much else.

Hill is disliked by Elizabeth Smith, diarist at Baltyboys HouseCounty Wicklow, who feels snubbed by him when she and her husband first move into the area. Writing of him after his death she recalls “The late Lord never called upon me when I first came here although the Colonel waited upon him. The Colonel never went near him again.”

High-minded, if also at times high-handed in manner and self-important, Hill works hard himself and expects all his employees and tenants to be equally conscientious. Naturally, he is often disappointed. He is particularly concerned about his failure, despite all efforts and exhortations, to make his southern estates as efficient and well behaved as those in the north. Though an absentee owner in the south, he visits both Blessington and Edenderry regularly. It is during one of these periodic tours of inspection that he drops dead at Blessington on September 12, 1845. He is buried in St. Malachy Parish Churchyard at Royal Hillsborough, County Down. The funeral attracts an enormous crowd of mourners and is reported at some length in The Illustrated London News. His memory is perpetuated in an impressive pillar monument, with his statue on top, erected at Hillsborough in 1848.

Death of Lawrence Sterne, Humorist & Author

Lawrence Sterne, Anglican clergyman, humorist, and author of the experimental novel The Life and Opinions of Tristram Shandy, Gentleman, dies in London on March 18, 1768. Though popular during his lifetime, he becomes even more celebrated in the 20th century, when modernist and postmodernist writers rediscover him as an innovator in textual and narrative forms.

Sterne is born on November 24, 1713, in Clonmel, County Tipperary, to a British military officer stationed there. Following his father’s postings, the family moves briefly to Yorkshire before returning to Ireland, where they live largely in poverty and move frequently throughout the rest of Sterne’s youth. When the elder Sterne is dispatched to Jamaica, where he would die in 1731, he places his son with a wealthy uncle who supports the boy’s education.

Sterne attends Jesus College, Cambridge, following in the footsteps of his grandfather, Richard Sterne, who had been Master of the College. After being ordained as an Anglican priest, he takes up the vicarship of Sutton-on-the-Forest, where he marries Elizabeth Lumley. The couple lives there for the next 20 years.

Through his paternal family line, Sterne is connected to several powerful clergymen. His uncle, Archdeacon Jaques Sterne, encourages him to contribute to Whig political journals, and consequently he writes several articles supporting Sir Robert Walpole. However, when his political fervency fails to match his uncle’s, prompting him to abandon the role of political controversialist, Jaques Sterne cuts ties with his nephew and refuses to support his career. Nevertheless, Sterne continues writing.

Sterne’s first long work, a sharp satire of the spiritual courts entitled A Political Romance, makes him as many enemies as allies. Though the work is not widely distributed and indeed is burned at the request of those targeted by its Swiftian-style criticism, it represents Sterne’s first foray into the kind of humorous satire for which he would become famous. At age 46, he steps back from managing his parishes and turns his full attention to writing.

Sterne begins what becomes his best-known work, The Life and Opinions of Tristram Shandy, Gentleman, at a moment of personal crisis. He and his wife are both ill with tuberculosis and, in the same year that the first volumes of his long comic novel appear, his mother and uncle Jaques die. The blend of sentiment, humour and philosophical exploration that characterises his works matures during this difficult period. Tristram Shandy is an enormous success, and Sterne becomes, for the first time in his life, a famous literary figure in London. Still suffering from tuberculosis, he leaves England for Continental Europe, where his travels influence his second major work, A Sentimental Journey Through France and Italy (1768).

Sterne’s narrator in A Sentimental Journey is Parson Yorick, a sensitive but also comic figure who first appears in Tristram Shandy and who becomes Sterne’s fictive alter ego. In A Sentimental Journey, Parson Yorick wears a “little picture of Eliza around his neck,” and in the last year of his life Sterne writes the autobiographical Journal to Eliza under the pseudonym Yorick. Eliza is Eliza Draper, the wife of an East India Company official, and the literary and emotional muse of Sterne’s final years. After Draper returns to India, the two continue to exchange letters, some of which Draper allows to be published after Sterne’s death in the volume Letters from Yorick to Eliza.

In early 1768, less than a month after A Sentimental Journey is published, Sterne’s strength fails him and he dies in his lodgings at 41 Old Bond Street in London on March 18, 1768, at the age of 54. He is buried in the churchyard of St. George’s Hanover Square Church.

Death of Arthur French, Member of Parliament

Arthur French, Irish Whig politician, patriot, orator, opportunist and hunter, dies on November 24, 1820.

French belongs to the long-established French family of Frenchpark, County Roscommon, who are substantial landowners who also make money in the wine trade. He is the eldest son of Arthur French MP and Alicia Magenis, daughter of Richard Magenis of Dublin and sister of Richard Magenis. He marries Margaret Costello, daughter of Edmond Costello of Edmondstown, County Mayo, and has nine children, including Arthur French, 1st Baron de Freyne, John, 2nd Baron and Charles, 3rd Baron.

In 1783, French is elected a Member of Parliament (MP) for Roscommon County in the Irish House of Commons. After the Act of Union 1800 he represents Roscommon in the Parliament of the United Kingdom. He is alleged to have been offered an Earldom if he would support the union of Ireland with Great Britain but refuses the honour. Later he also refuses a Barony with no strings attached, although in time three of his sons would hold the title of Baron de Freyne. The Crown is frequently irritated by his demands for offices and favours for his brothers and sons, although such behaviour is entirely typical of an Irish politician at the time.

A critic of the policy of collective fines as a deterrent to the illicit distillation of poteen, French incurs the wrath of Chief Secretary for Ireland Robert Peel who calls him “an Abominable fellow,” but his enormous popularity in Roscommon means that he cannot be ignored. He also criticizes the continuation of martial law in Ireland.

By 1817 French is complaining of ill-health. He dies on November 24, 1820. One report at the time states that he had died “from excessive fox hunting.”

Birth of James Patrick Mahon, Journalist, Barrister & Parliamentarian

James Patrick Mahon, Irish nationalist journalist, barrister, parliamentarian and international mercenary, is born into a prominent Roman Catholic family in Ennis, County Clare, on March 17, 1803.

Mahon, the eldest of four children, is the son of Patrick Mahon of New Park, who took part in the Irish Rebellion of 1798, and Barbara, a considerable heiress and the only daughter of James O’Gorman of Ennis. He studies at Clongowes Wood College, where he is one of the earliest pupils, and at Trinity College Dublin, where he takes his BA in 1822 and his MA in law in 1832. Following his father’s death in 1821, he inherits half the family property and becomes a magistrate for Clare.

In 1830, Mahon marries Christina, the daughter of John O’Brien of Dublin. She is an heiress and has property valued at £60,000 in her own right, which gives him the resources to seek election to parliament. The couple spends little time together, and she dies apart from him in Paris in 1877. They have one son who dies in 1883.

In 1826, Mahon joins the newly formed Catholic Association. He encourages fellow member Daniel O’Connell to stand for election at the 1828 Clare by-election. O’Connell’s election, in which Mahon plays a large role, persuades the British Government to pass the Roman Catholic Relief Act 1829, which finalises the process of Catholic Emancipation and permitted Roman Catholics to sit in the British Parliament.

As a result, when Mahon is elected for Clare at the 1830 United Kingdom general election, he is entitled to take his seat. However, during the election campaign he quarrels with O’Connell, and after his election he is unseated for bribery. He is subsequently acquitted and stands again at the 1831 United Kingdom general election, but is defeated by two O’Connell-backed candidates, one of whom is his old schoolfriend Maurice O’Connell, Daniel O’Connell’s son. He gives up on politics, becomes deputy lieutenant of Clare, and captain of the local militia.

Mahon becomes a barrister in 1834, but the following year, he leaves for Paris. There he associates with Charles Maurice de Talleyrand-Périgord, becoming a favourite at Louis Philippe‘s court and working as a journalist. He travels the world, spending time in both Africa, where he befriends Ferdinand de Lesseps, engineer of the Suez Canal, and South America, before returning to Ireland in 1846.

At the 1847 United Kingdom general election, Mahon is elected for Ennis and declares himself a Whig in favour of Irish Repeal. However, he opposes the Young Irelanders and narrowly loses his seat at the 1852 United Kingdom general election.

Following his defeat in the 1852 election, Mahon returns to Paris, then travels on to Saint Petersburg, where he serves in the Imperial Bodyguard. During this period, he journeys through lands from Finland to Siberia. He then travels across China, India and Arabia. His finances largely exhausted, he serves as a mercenary in the Ottoman and Austrian armies before returning to England in 1858. Late that year, he leaves for South America, where he attempts to finance the construction of a canal through Central America.

After exploits abroad Mahon returns to Ireland in 1871 and is a founding member of the Home Rule League. Nearly ruined by his ventures, he even ends up at the Old Bailey as a consequence of his dealings but is acquitted. He is defeated in Ennis at the 1874 United Kingdom general election, and also at the 1877 Clare by-election. Finally, he wins the 1879 Clare by-election and holds the seat at the 1880 United Kingdom general election.

Mahon is a close associate of Charles Stewart Parnell, who he successfully nominates for the leadership of the League in 1880 but is dropped in 1885 as a party candidate because of his age and his tendency to vote with the Liberal Party in Parliament. He is also embroiled in a court case disputing the will of his son.

Parnell personally ensures Mahon is a candidate at the 1887 County Carlow by-election, which he wins at the age of 87 as a Liberal. By this point, he is the oldest MP in the House of Commons of the United Kingdom. He dies at his home in South Kensington, London on June 15, 1891, while still in office.

Mahon had served alongside William O’Shea as an MP, and the two were close friends. He introduced him and Katharine O’Shea, his wife, to Parnell. After Parnell is named in the O’Sheas’ divorce case in 1890, Mahon splits with Parnell, siding with the Irish National Federation. However, Parnell attends Mahon’s funeral in Glasnevin Cemetery a few months later.

Death of Feargus Edward O’Connor, Irish Chartist Leader

Feargus Edward O’Connor, Irish Chartist leader and advocate of the Land Plan, which seeks to provide smallholdings for the labouring classes, dies in Notting Hill, West London, England on August 30, 1855. He succeeds in making Chartism the first specifically working-class national movement in Great Britain. A highly charismatic figure, he is admired for his energy and oratory but was criticised for alleged egotism.

O’Connor is born on July 18, 1796, in Connorville house, near Castletown-Kinneigh in west County Cork, into a prominent Irish Protestant family. He is originally christened Edward Bowen O’Connor, but his father, the Irish nationalist politician Roger O’Connor, chooses to call him Feargus. He is educated mainly at Portarlington Grammar School and has some elementary schooling in England.

O’Connor, who claims royal descent from the ancient kings of Ireland, practices law but exchanges law for politics when he is elected to the British House of Commons as Member of Parliament for County Cork, as a Repeal candidate rather than a Whig. Unseated in 1835, he turns to radical agitation in England, although he continues to press Irish grievances and to seek Irish support. As a result of his humour, invective, and energy, he becomes the best-known Chartist leader and the movement’s most popular speaker. His journal, The Northern Star, founded in 1837, gains a wide circulation.

O’Connor’s methods and views alienate other Chartist leaders, particularly William Lovett, but in 1841, after spending a year in prison for seditious libel, he acquires undisputed leadership of the Chartists. Failing to lead the movement to victory and vacillating in his attitude toward the middle class and toward the People’s Charter, a six-point bill drafted and published in May 1838, he begins to lose power, although he is remarkably elected to Parliament for Nottingham in 1847, defeating Thomas Benjamin Hobhouse.

The failure of the People’s Charter in 1848 marks the beginning of the end for O’Connor, whose egocentricity is already bordering on madness. In the spring of 1852, he visits the United States, where his behaviour leaves no doubt that he is not a well man. It is possible that he is in the early stages of general paralysis of the insane, brought on by syphilis.

In the House of Commons in 1852 O’Connor strikes three fellow MPs, one of them Sir Benjamin Hall, a vocal critic of the Land Plan. Arrested by the Deputy Sergeant-at-Arms, he is sent by his sister to Dr. Thomas Harrington Tuke‘s private Manor House Asylum in Chiswick, where he remains until 1854, when he is removed to his sister’s house. He dies on August 30, 1855, at 18 Albert Terrace, Notting Hill Gate. He is buried in Kensal Green Cemetery on September 10. No fewer than 40,000 people witness the funeral procession. Most Chartists prefer to remember his strengths rather than his shortcomings.
